>> GOOD EVENING. WELCOME TO THIS AUGUST MEETING OF THE FERNDALE SCHOOL BOARD.

[1. CONVENE]

THANK YOU FOR JOINING US WHETHER IN PERSON OR ONLINE.

THIS IS A BIG NIGHT. SCHOOL STARTS TOMORROW, SO WE'RE GOING TO TRY TO GET THROUGH THINGS QUICKLY SO THAT EVERYBODY CAN GET HOME.

OUR STUDENTS NEED TO PACK THEIR BACKPACKS, I UNDERSTAND.

WE ARE ON IT. THE PURPOSE OF THIS MEETING AND EVERY OTHER SCHOOL BOARD MEETING IS TO CONDUCT THE BUSINESS OF THE BOARD.

THAT BUSINESS IS TO FACILITATE THE MISSION OF OUR DISTRICT, WHICH IS TO PREPARE EACH STUDENT TO THRIVE IN AN EVER-CHANGING WORLD BY PROVIDING A RIGOROUS EDUCATION THAT FOSTERS ACADEMIC GROWTH, NURTURES, CONFIDENCE, AND ENCOURAGE CRITICAL THINKING.

TO FAITHFULLY EXECUTE THAT PURPOSE, THE BOARD NEEDS TO HEAR AND DISCUSS A WIDE ARRAY OF OPINIONS ON EACH ISSUE.

THAT PROCESS IS BEST SERVED WHEN ALL INVOLVED, FOCUS ON THE ISSUES RATHER THAN THE PERSONALITIES.

COUPLE OF QUICK HOUSEKEEPING ITEMS IN CASE ANYONE IS UNAWARE IN THE EVENT OF AN EMERGENCY.

THE EXIT IS OUT THROUGH THE SAME DOOR AS YOU ENTERED.

IF ANYONE NEEDS THE RESTROOMS, THEY'RE OUT THAT DOOR, UP THE RAMP, AND THERE YOU'LL BE.

WITHOUT OUT OF THE WAY, WE'LL GO AHEAD AND MOVE ON WITH TONIGHT'S MEETING.

AND IF EVERYONE WOULD PLEASE JOIN ME IN A SALUTE TO THE FLAG.

>>

>> NEXT, HARLEN WILL READ THE LAND ACKNOWLEDGMENT.

>> WE THE FERNDALE SCHOOL DISTRICT, ACKNOWLEDGE WE ARE RESIDING ON THE TRADITIONAL ANCESTRAL AND UNSEATED TERRITORY OF THE LUMMI PEOPLE.

THE LUMMI PEOPLE ARE THE ORIGINAL INHABITANTS OF WASHINGTON'S NORTHERNMOST COAST AND SOUTHERN BRITISH COLUMBIA.

THEY LIVED IN VILLAGES THROUGHOUT THIS TERRITORY AND CONTINUE TO HAVE AN ONGOING RELATIONSHIP WITH THESE AREAS.

SINCE TIME AND MEMORIAL, THEY HAVE CELEBRATED LIFE ON THEIR WATERWAYS AND ON THE TRADITIONAL ANCESTRAL AND UNSEATED LANDS OF THEIR PEOPLE TO PERPETUATE THEIR WAY OF LIFE.

WE HONOR THEIR ANCESTORS AS WE ACKNOWLEDGE THE PAST, PRESENT, AND FUTURE LUMMI PEOPLE AS THE ORIGINAL INHABITANTS OF THIS LAND.

>> THANK YOU. NEXT, WE WILL APPROVE THE MINUTES.

[2. APPROVAL OF MINUTES]

THE MINUTES HAVE BEEN PREPARED.

ARE THERE ANY CORRECTIONS OR A MOTION TO APPROVE THEM?

>> I MOTION THAT WE APPROVE THE MINUTES.

>> IT HAS BEEN MOVED THAT WE APPROVE THE MINUTES FROM OUR JULY 29 MEETING.

ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

>> AYE.

>> AYE.

>> AYE.

>> ALL OPPOSED. THE MINUTES HAVE BEEN APPROVED.

WE'LL NOW ADOPT OUR AGENDA FOR THE MEETING.

[3. ADOPTION OF AGENDA [GC-4.7]]

IS THERE ANY CHANGES THAT NEED TO BE MADE WITH SUCH? SEEING NONE THE CHAIR WILL PUT FORTH THAT WE ADOPT THE AGENDA AS PRESENTED.

ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

>> AYE.

>> AYE.

>> AYE.

>> ALL THOSE OPPOSED. THE AGENDA HAS BEEN ADOPTED.

THAT THEN TAKES US ON TO RECEIVING PUBLIC COMMENT.

[4. PUBLIC COMMENT [GC-3.3]]

AS YOU KNOW, PUBLIC COMMENT IS A TIME WHEN THE BOARD CAN HEAR FROM THE COMMUNITY, WHAT IS ON THEIR MIND.

IT IS IMPORTANT TO THEM, PARTICULARLY AS IT RELATES TO WHAT IS HAPPENING WITHIN THE SCHOOL DISTRICT.

WE APPRECIATE RESPECTFUL, CONSTRUCTIVE CRITICISM, AND WELCOME SUGGESTIONS FOR SOLUTIONS.

PUBLIC COMMENT IS NOT A TIME FOR DISCUSSION.

IT IS A TIME FOR THE BOARD TO LISTEN.

BOARD MEMBERS MAY INTERJECT TO ASK CLARIFYING QUESTIONS AND OR MAY DIRECT SOMEONE, MOST OFTEN THE SUPERINTENDENT, TO TAKE FURTHER ACTION RELATED TO THE STATEMENTS.

BUT AGAIN, IT IS NOT A TIME FOR DISCUSSION.

OUR SILENCE IS NOT A SIGNAL OF AGREEMENT OR DISAGREEMENT, BUT IS MEANT TO RESPECTFULLY HEAR WHAT YOU HAVE TO SAY.

THOSE WISHING TO SPEAK DURING PUBLIC COMMENT ARE ASKED TO SIGN UP ON THE SIGN-UP SHEET IN THE BACK OF THE ROOM.

EACH SPEAKER WILL BE LIMITED TO 3 MINUTES, AND THEIR TIME WILL BEGIN WHEN THEY STEP TO THE PODIUM AND BEGIN TO ADDRESS THE BORD.

ANY SPEAKER WHOSE COMMENTS EXCEED THE THREE-MINUTE LIMIT MAY SUBMIT THEIR ENTIRE OR REMAINING COMMENTS IN WRITING, AND TO ENSURE THAT THE BOARD HAS ADEQUATE TIME TO ADDRESS ALL ITEMS ON OUR AGENDA, PUBLIC COMMENT IS LIMITED TO 45 MINUTES.

TONIGHT, WE HAVE ON OUR LIST THAT THOSE WHO SIGNED UP IS DOM FAM.

>> GOOD EVENING. MY NAME IS DOM FAM.

I IDENTIFY AS THE FERNDALE RESIDENT ON BARRO ROAD.

AT THE JULY BOARD MEETING, I TALKED ABOUT THE INVERSE RELATIONSHIP BETWEEN

[00:05:03]

TEACHERS HIGH PAY AND STUDENTS LOW PERFORMANCE IN WASHINGTON STATE.

TODAY, I WOULD LIKE TO GO DEEPER INTO THE SUBJECT BY PRESENTING INFORMATION AT A MORE LOCAL LEVEL.

THE FERNDALE SCHOOL DISTRICT.

FOR REFERENCE, THE DATA CITED IS FOR THE YEAR 2024 AND INCLUDES NOT ONLY TEACHERS, BUT ALSO ADMINISTRATORS.

ACCORDING TO THE GPS WEBSITE CALLED GO SALARIES.COM, THE HIGHEST SALARY AT THE DISTRICT WAS 274,558.

THE AVERAGE ANNUAL SALARY WAS 71,618, AND THE MEDIAN SALARY WAS 67,576.

THE AVERAGE SALARY IS 53% HIGHER THAN THE USA AVERAGE, AND THE MEDIAN SALARY IS 55% HIGHER THAN THE USA MEDIAN.

FROM 2023-2024, THE AVERAGE SALARY OF EMPLOYEES AND FSD INCREASED 5.2%, AND THE MEDIAN SALARY INCREASED 6.5%.

TO ADD ANOTHER DIMENSION TO THE DISCUSSION, I RECALL A SEGMENT FROM MY SPEECH IN 2023, REFERRING TO THE COMPARATIVE GROWTH IN THE NUMBER OF STUDENTS, TEACHERS AND ADMINISTRATORS IN OUR PERIPATETIC SCHOOLS NATIONWIDE IN THE PERIOD 2000-2019.

THE NUMBER OF ADMINISTRATORS GREW BY A WHOPPING 87.6%, FAR OUTSTRIPPING THE GROWTH IN THE NUMBER OF STUDENTS, 7.6% AND TEACHERS 8.7%.

WASHINGTON STATE OSPI SHOWS A SIMILAR TREND AT FSD WITH 330 TEACHERS IN THE LAST SCHOOL YEAR OUT OF 762 DISTRICT EMPLOYEES, WHICH IS ABOUT 43%.

WHAT DOES ALL OF THIS INFORMATION MEAN? CONSIDERING THE PERSISTENTLY LOW TEST SCORE FOR MANY YEARS.

IT MEANS THAT ONE CANNOT EXPECT TO SOLVE PROBLEMS BY SIMPLY THROWING MONEY AT THEM AND THAT THE EDUCATIONAL STRATEGIES THAT HAVE BEEN IMPLEMENTED FOR DECADES NEED TO BE MODIFIED OR EVEN REPLACED.

STAKEHOLDERS SHOULD CONSIDER INNOVATIVE APPROACHES TO ENHANCE STUDENT LEARNING.

THESE FIGURES ALSO RAISE SIGNIFICANT CONCERNS ABOUT THE ALLOCATION OF RESOURCES AND PRIORITIZATION OF EDUCATIONAL OUTCOMES.

THE BOARD NEEDS TO EVALUATE HOW ADMINISTRATIVE GROWTH IMPACTS CLASSROOM LEARNING AND WHETHER IT TRULY TRANSLATES TO IMPROVED STUDENT PERFORMANCE. THANK YOU.

>> THANK YOU, DOM. THAT IS ALL THE PEOPLE THAT WE HAVE SIGNED UP FOR PUBLIC COMMENT TONIGHT.

JUST A REMINDER, IF ANY OF YOU HAVE COMMENTS FOR THE BOARD, PLEASE FEEL FREE TO REACH OUT TO US, WHETHER IN THE PUBLIC COMMENT FORMAT OR VIA OUR E-MAIL OR PHONE NUMBERS, WHICH ARE THOSE CONTACT INFORMATION IS LISTED ON THE WEBSITE.

THAT TAKES US ON TO SHARING,

[5. SHARING [GC-7.E.]]

AND FOR THAT, I WILL TURN THINGS OVER TO CHRISTIE.

>> HELLO, EVERYBODY. I JUST HAVE A FEW THINGS TO SHARE, A RECAP EVEN OF THE DAY.

AS YOU KNOW, THIS MORNING, WE HAD OUR BACK TO SCHOOL KICKOFF WHERE EVERY STAFF MEMBER IS INVITED TO COME AND HAVE SOME TIME AND THANK YOU TO THE BOARD MEMBERS WHO WERE ABLE TO COME.

IT WAS A GREAT. OUR TWO MCS ARE SITTING RIGHT HERE WITH YOU.

HARLEN AND MARCUS. IT WAS GREAT.

WE HAD ONE OF OUR CUSTODIANS GIVE AN INCREDIBLE INSPIRATIONAL SPEECH AS WELL AS ONE OF OUR FIFTH GRADE STUDENTS.

I DON'T KNOW THAT I COULD HAVE GOTTEN UP IN FRONT OF SUCH A LARGE CROWD AT HER AGE, AND SHE DID A PHENOMENAL JOB.

WE'RE LOOKING FORWARD TO THE START OF THE SCHOOL YEAR TOMORROW.

THE FIRST BUS WILL ROLL OUT OF THE BUS BARN AT ABOUT 6:20, SELINA AND I PLAN TO BE THERE TO WATCH IT GO OUT, SO WE'RE VERY EXCITED AND JUST BEEN DOING ALL THE THINGS TO PREPARE FOR THE YEAR.

ONE THING THAT I JUST WANT YOU TO KNOW BECAUSE YOU'LL HEAR OR YOU MIGHT NOT, BUT JUST IN CASE CLASS SIZES, THAT IS SOMETHING WE MONITOR BECAUSE THAT IS HOW OUR FUNDS COME IN.

OUR BASIC EDUCATION FUNDS ARE BASED ON AS THE ENROLLMENT.

YOU MIGHT HEAR, YOU HAVE 35, 36 IN A CLASS.

THESE ARE PROJECTIONS RIGHT NOW.

WHAT WE WAIT IS WHAT I CALL BUTTS AND SEATS.

FOR THE FIRST TWO WEEKS OF SCHOOL, EVERY DAY AT 3:00 O'CLOCK, THE EXECUTIVE TEAM GETS TOGETHER AND WE LOOK AT ENROLLMENT BY SCHOOL.

[00:10:04]

WE START TO SAY WHERE CLASSES HIGH, WHERE MIGHT THEY BE LOWER? ARE WE HIGHER THAN WHAT WE PROJECTED? ARE THERE MOVES THAT WE CAN MAKE? ALL OF THOSE THINGS ARE HAPPENING FOR ABOUT TWO WEEKS TIME.

JUST BE AWARE THAT I'LL BE KEEPING YOU POSTED ON THAT.

THE OTHER THING THAT HAS BEEN INTERESTING IS WE REALLY RELY ON TECH AND WHEN WE DON'T HAVE IT, ALL OF A SUDDEN, WE'RE VERY AWARE OF IT.

OVER THE SUMMER, IN FACT, FOR THE PAST YEAR, WE'VE HAD A TEAM.

I'VE MENTIONED THIS BEFORE WHO TOOK OUR OLD SKYWARD AND DID TRANSITION INTO SOMETHING CALLED CUMULATIVE, THE NEW SKYWARD.

WITH THAT, JUST COME HICCUPS WHEN SYSTEMS ROLL OVER.

NOT EVERYTHING IS WORKING AT TOP SPEED YET, BUT WE'RE GETTING THERE.

WE'RE JUST ASKING EVERYONE FOR GRACE, COMMUNICATING THE BEST WE CAN OUT AS FAST AS WE CAN.

OUR TECH TEAM HAS BEEN WORKING HOURS AND HOURS BEHIND THE SCENES TO GET EVERYTHING GOING.

THAT'S ALL I HAVE TO SHARE WITH YOU TONIGHT AND I WILL TURN IT OVER TO OUR TWO AMAZING STUDENTS.

I'M NOT SURE WHICH ONE IS STARTING FIRST.

>> I'LL KEEP IT PRETTY SHORT BECAUSE I'M TRYING TO GET HOME, BUT NOT A LOT HAS HAPPENED.

JUST GETTING A HEAD START ON ALL THIS SCHOOL STUFF.

THE WHOLE CUMULATIVE, MY GOD, THAT WAS A VERY INTERESTING PROCESS FOR ALL THE STUDENTS BECAUSE I'M GETTING TEXT MESSAGES LEFT AND RIGHT, OH MY GOD.

DO YOU KNOW HOW TO GET ON THE APP? IS IT WORKING FOR YOU? IS THAT THE SAME LOG IN? BUT FOR AS FAR AS I KNOW, MOST KIDS HAVE GONE ON.

THAT'S AWESOME AND EVERYBODY'S SHARING THEIR SCHEDULES NOW BECAUSE THEY CAME OUT YESTERDAY.

IT'S JUST FUN TO TALK AND TEXT YOUR FRIENDS WHO YOU MIGHT NOT HAVE SEEN OVER THE SUMMER AND BE LIKE, OKAY, DO I HAVE A CLASS WITH YOU? DO I HAVE LUNCH WITH YOU? TRYOUTS WERE YESTERDAY. FOOTBALL, GIRLS SOCCER, GIRLS VOLLEYBALL.

THEY ALL HAVE STARTED.

IT'S A LOT OF FUN FOR A LOT OF KIDS.

I'M EXCITED TO SEE HOW THE SEASONS PLAY OUT.

I'M PRETTY SURE WE HAVE A JAMBOREE THIS FRIDAY OR NEXT FRIDAY, THIS FRIDAY, THIS FRIDAY.

YES, WE HAVE A JAMBOREE THIS FRIDAY AND THE NEXT FRIDAY.

I'M PRETTY SURE IS OUR LINDEN GAME.

THAT'S GOING TO GO CRAZY. BUT FIRST DAY IS SCHOOL TOMORROW.

I'M GETTING NERVOUS. I GOT TO WAKE UP SUPER SUPER EARLY FOR SENIOR SUNRISE.

I THINK I'M GOING TO BE A WAKING UP AT 4:00 A.M.

WHICH I'M TERRIFIED FOR.

I'M GOING TO BE GETTING A GOOD NIGHT SLEEP TONIGHT.

THE CELL PHONE POLICY VIDEO.

I WAS IN CHARGE OF IT THIS YEAR TO MAKE AN UPDATED VERSION OF IT WITH UPDATED STUDENTS. WORKED HARD ON THAT.

HOPEFULLY, GETS OUT BY TOMORROW MORNING BECAUSE IT'S TAKEN A LITTLE WHILE TO GET EDITED, BUT THAT'S SOMETHING AND ALSO I HEARD THAT WE'RE GETTING OUR DEVICE DESTRUCTION VIDEO.

THAT'LL BE SHARED OUT SOON.

I'M EXCITED TO SEE THAT BECAUSE I HEARD THE KIDS HAD A LOT OF FUN MAKING THAT VIDEO.

BUT DON'T WORRY.

NO COMPUTERS WERE DESTROYED AS FAR AS I KNOW.

BUT YEAH, EXCITED FOR THE FIRST DAY SCHOOL.

>> LIKE HARLEN MENTIONED, FIRST DAY OF SCHOOL TOMORROW.

CUMULATIVE, I ACTUALLY WAS ONE OF THE PEOPLE THAT ASKED HARLEN HOW TO GET IN.

IT WAS VERY CONFUSING. BUT AS SOON AS SHE TOLD ME, I TOLD A BUNCH OF MY FRIENDS, SO EVERYBODY WAS ABLE TO GET IN AND IT'S WORKING GREAT.

EVERYBODY IN THE SCHEDULES AND STUFF LIKE THAT.

IT'S VERY COMPACT. I GET EMAILS FROM IT.

I GET MY SCHEDULE WORKS A LOT LIKE SKYWARD. I LIKE IT ACTUALLY.

I DON'T KNOW ABOUT IT BECAUSE I DIDN'T KNOW HOW TO GET IN, BUT IT'S WORKING GREAT.

FRESH ORIENTATION WAS YESTERDAY.

I THINK IT WENT PRETTY GOOD.

I HAD A PRETTY GOOD GROUP WITH ME AND HANNAH WAN, WHICH IS ONE OF ME AND HARLEN'S FRIENDS.

SHE AN AMAZING JOB. SHE PLANNED IT.

SHE SPENT A BUNCH OF DAYS PLANNING IT.

SPORTS. I WAS AT VOLLEYBALL TOTS ACTUALLY.

WE HAD THREE SESSIONS AND I WAS THERE FOR ALL OF IT ACTUALLY, OUR TEAM IS LOOKING AMAZING AND FOOTBALL'S BEEN GOING.

I SAW FOOTBALL. GIRLS SOCCER, TENNIS.

I DID SEEK THE CROSS COUNTRY TEAM AS I WAS EXITING THE BUILDING TODAY.

FALL SPORTS ARE IN, AND SO IS SCHOOL.

>> ANY QUESTIONS FOR CHRISTIE OR THE STUDENTS?

>> IS CUMULATIVE IN HOUSE,

[00:15:03]

OR IS IT ANOTHER PRODUCT LIKE SKYWARD.

IS IT CREATED BY THE DISTRICT, OR IS IT SOMETHING THAT WE ADOPTED THAT'S SIMILAR TO SKYWARD.

>> I'M GOING TO LET SOMEONE ELSE WHO'S BEEN MORE INVOLVED IN ACTUALLY HOW ALL THAT PLAYS OUT.

>> IT'S A PRODUCT THAT I THINK OVER 200 DISTRICTS IN THE STATE USE.

IT'S MANAGED OUT OF NWRDC, WHICH IS PART OF THE ESD.

IT'S A BIG COOPERATIVE THAT MANAGES IT AND WE ALL USE IT AND IT'S AN UPDATE TO SKYWARD, WHICH WE'VE HAD FOR YEARS AND YEARS.

>> IF THE OVER 200 DISTRICTS USE IT, THERE'S ONLY 295 DISTRICTS.

SKYWARD AGING OUT WITH ITS TECHNOLOGY OR SOMETHING?

>> THEY UPDATE. THAT'S WHY WE HAD CUMULATIVE IS THE UPDATE.

THEY CALL IT THE NEW SKYWARD, THOUGH IT'S THE SAME COMPANY, I BELIEVE THAT HAS PRODUCED THE SOFTWARE.

IT'S JUST THE UPDATED VERSION.

>> THANK YOU.

>> ON A RELATED NOTE, CAN I ASK A QUESTION? SO WHAT ARE THE FEATURES OF CUMULATIVE THAT ARE AN ENHANCEMENT OF WHAT WE HAD BEFORE?

>> I THINK THE BIGGEST THING IS THE SPEED.

I CAN ONLY TALK ABOUT THE FISCAL SIDE BECAUSE I DON'T REALLY DEAL MUCH WITH THE STUDENT SIDE OF THINGS, BUT SKYWARD CUMULATIVE HAS A FISCAL SIDE AND THE STUDENT SIDE, THOSE ARE HOW IT'S DIVIDED.

I THINK THE SPEED FOR WHICH WE RUN REPORTS IS JUST PHENOMENAL NOW, WHERE SKYWARD USED TO TAKE A LOT LONGER.

THAT'S THE BIGGEST THING I SEE RIGHT OF THE BAT.

WE HAVE A LOT MORE ABILITY TO CUSTOMIZE REPORTS.

THAT'S A GREAT FEATURE AND THE OVERALL LOOK OF IT, I THINK IT'S JUST MORE USER FRIENDLY.

WE CAN ADD A LOT WHEN WE LOOK AT A SCREEN WITH DIFFERENT DATA ON IT, WE CAN CUSTOMIZE THE COLUMNS EASIER.

I THINK JUST A USER FRIENDLY, JUST A GOOD UPDATE.

SKYWARD I THINK WE'VE HAD IT FOR ABOUT 15 YEARS IN THE DISTRICT, SO IT WAS TIME FOR SOMETHING NEW. I LIKE EVERYTHING.

>> SORRY. I CAN JUST SPEAK ON THE STUDENT SIDE.

LIKE ON OUR END, IT'S WAY CLEAR THAN SKYWARD.

IMMEDIATELY WHEN YOU LOG IN, ALL THESE DIFFERENT ICONS POP UP OF LIKE, HERE'S WHERE YOUR SCHEDULE WOULD BE, HERE'S WHERE THIS WOULD BE.

I FEEL LIKE IT'S JUST WAY EASIER TO NAVIGATE IT THAN THE OLD SKYWARD BECAUSE I DON'T KNOW, IT WAS JUST SUPER BLAND AND I DON'T EVEN KNOW.

THERE WAS A WHOLE LOT OF BUTTONS THAT YOU HAD TO CLICK TO GET TO YOUR SCHEDULE OR SOMETHING LIKE THAT.

IT WAS JUST CLUNKY.

I FEEL LIKE IT'S WAY CLEARER NOW AND A LOT OF STUDENTS LIKE IT.

THE WAY THAT THEY ORGANIZED OUR SCHEDULES, I KEEP TALKING ABOUT THAT BECAUSE IT JUST CAME OUT YESTERDAY, BUT IT'S JUST SUPER NICE.

I'M ACTUALLY VERY HAPPY ABOUT IT TOO.

>> I THINK THE CHALLENGES, A LOT OF THE PLATFORMS WE USE SUCH AS IP ONLINE, ALL OF THOSE PLATFORMS, WE'LL TALK TO SKYWARD AT NIGHT AND PULL THE NEW DATA IN.

RIGHT NOW, SOME OF THEM ARE NOT TALKING.

WE'RE TRYING TO FIGURE OUT HOW THE LEFT HAND AND THE RIGHT HAND ARE WORKING TOGETHER.

WE HAVE SOME WORK AROUNDS FOR RIGHT NOW.

WE'LL BE ABLE TO START.

BUT EVERYTHING FROM HOW WE DO BUS ROUTES, EVERYTHING GOES THROUGH THIS.

MAKING SURE EVERY THIRD PRIORITY VENDOR IS IN SYNC WITH IT.

WITH ANYTHING NEW, YOU GET REALLY ACCUSTOMED TO ONE WAY OF DOING THINGS AND SO CHANGE CAN BE CHALLENGING, AND SO WE'RE ALL JUST SMILING AND RECORDING SOME OF OUR STRUGGLES AND DOING THE BEST WE CAN IN THE MOMENT.

GRACE, THAT IS THE KEYWORD.

>> ANY OTHER QUESTIONS? SEE NONE, WE'LL MOVE ON TO OUR UPDATES.

[6. UPDATES]

THE FIRST OF WHICH IS BUDGET.

SO WE WILL TURN IT OVER TO HOLLY.

>> THERE WE GO. THIS IS OUR BUDGET AND FINANCE UPDATE FOR TONIGHT.

WE JUST HAVE A FEW THINGS TO TALK ABOUT.

FUND BALANCE UPDATE.

WE'RE GOING TO TALK A LITTLE BIT MORE ABOUT THE QMLATIV MIGRATION.

WE'VE PRETTY MUCH COVERED EVERYTHING THAT I WAS GOING TO SAY, BUT THERE MIGHT BE MORE QUESTIONS.

THE NEW REPORT FORMATTING, SO I'LL HAVE AN EXAMPLE OF WHAT THE NEW REPORTING LOOKS LIKE OUT OF CUMULATIVE.

THEN WE HAD A MEETING REGARDING OUR BOND RATING, SO WE'LL TALK ABOUT THAT.

THE FIRST THING IS OUR FUND BALANCE, TRADITIONALLY, IT ALWAYS GOES UP IN JULY.

THIS IS AS OF JULY 31, AND IT IS WE'RE AT ABOUT 4.6 MILLION.

THAT'S A POSITIVE STEP IN THE RIGHT DIRECTION.

[00:20:01]

WE'RE BUDGETED TO END THE YEAR AT ABOUT FIVE MILLION.

I THINK WE'RE GOING TO EXCEED THAT.

WE GOT OUR SAFETY NET CAME IN IN AUGUST OR WE'LL BE COMING IN.

THERE'S SOME OTHER THINGS THAT GRANT REVENUES THAT WE'VE FULLY EXPENDED SOME GRANTS.

I DO THINK THAT WE'LL END WITH A LITTLE BIT HIGHER THAN WE PROJECTED OUR FUND BALANCE, WHICH IS GREAT NEWS.

JUST THE MIGRATION TO CUMULATIVE, BEHIND THE SCENES, A LOT OF PEOPLE BE WORKING FOR AT LEAST THE LAST 16 MONTHS ON GETTING EVERYTHING CLEANED UP AND READY FOR THE MIGRATION, NOT JUST ON THE STUDENT SIDE, BUT ALSO IN PAYROLL AND HR AND ACCOUNTS PAYABLE AND ALL THE ACCOUNTING.

THERE'S JUST A LOT THAT'S HAPPENED BEHIND THE SCENES.

QMLATIV REPLACES TWO SYSTEMS THAT WE'VE BEEN WORKING IN FOR ABOUT 15 YEARS.

PAYROLL AND FINANCE AND ACCOUNTS PAYABLE HAS NEVER BEEN IN SKYWARD.

WE WERE IN AN EVEN OLDER PRODUCT THAT LOOKED EVEN CLUNKIER AND WORSE.

I'LL BE GREAT THAT EVERYBODY WILL BE IN THE SAME SYSTEM NOW.

WE'RE CALLING QMLATIV THE NEW SKYWARD BECAUSE IT STILL SAYS SKYWARD ON THE UPPER LEFT HAND CORNER OF THE PLATFORM.

BOARD MEMBERS, IF YOU WOULD LIKE TO SEE THE DIFFERENCE, I'D BE HAPPY.

I HAVE A MEETING COMING UP WITH PEGGY.

I CAN SHOW YOU THE DIFFERENCE OF WHAT THE OLD SYSTEM LOOK LIKE COMPARED TO THE NEW SYSTEM, AND IT DOES HAVE A MUCH NICER I THINK APPEAL TO IT.

I'M GLAD HARLEN SAID THAT THE STUDENT SITE IS GOOD, SO THAT'S REALLY GREAT TO HEAR.

IT'S BEEN A RELATIVELY SMOOTH ROLLOUT, BUT THERE'S ALWAYS BUMPS WHEN YOU CHANGE ANY KIND OF SOFTWARE.

THAT'S TO BE EXPECTED.

I THINK OVERALL, IT'S BEEN PRETTY POSITIVE.

THIS IS WHAT OUR OLD REPORTS IN SKYWARD USED TO LOOK LIKE.

IT ALMOST LOOKS DOT MATRIX AND REALLY HARD TO READ AND LIGHT, AND YOU HAVE TO GET A MAGNIFYING GLASS OUT TO READ IT, AND THIS IS WHAT OUR NEW REPORTING LOOKS LIKE.

A LOT CLEAR, A LOT BOLDER, EASIER TO READ, AND A VERY NICE UPDATE.

AND MARK IS GOING TO TALK ABOUT THE MOODY'S BOND RATING.

>> SO EVERY COUPLE OF YEARS, SINCE WE HAVE OUTSTANDING BONDS, MOODY'S WILL REACH OUT AND HAVE AN INTERVIEW WITH US AND GO THROUGH A PROCESS WHERE THEY ACTUALLY ANALYZE THE FINANCIAL CONDITION OF THE DISTRICT AND ISSUE A NEW RATING.

GOES THROUGH COMMITTEE AND THEY COME OUT WITH A NEW BOND RATING.

WE ARE ONE OF LESS THAN A HANDFUL OF DISTRICTS, THREE OR FOUR DISTRICTS IN THE STATE THAT ARE ACTUALLY RATED AS AA2 CURRENTLY.

WE ARE PROBABLY GOING TO GET DOWNGRADED IN OUR RATING.

WE'VE GOT A FOLLOW UP ACTUALLY AFTER THEIR COMMITTEE MEETS NEXT TUESDAY, WHICH WE'LL FIND OUT WHAT THEIR VERDICT IS, BUT I THINK THEY SAID THAT OVER 40 DISTRICTS IN THE STATE HAVE BEEN DOWNGRADED THROUGH THE LAST RATING SYSTEM.

IT'S A REFLECTION OF THE ECONOMIC CONDITIONS THAT'S GOING THROUGH THE STATE IN TERMS OF SCHOOL FINANCE GO.

SO THAT WE'LL HAVE MORE UPDATE FOR YOU NEXT MONTH.

>> MARK, THAT WON'T AFFECT ANY OF OUR CURRENT BONDS, WILL IT?

>> NO.

>> IT JUST BE IF WE PASS ANOTHER BOND.

>> IF WE GO OUT FOR ANOTHER BOND, WE'LL HAVE A SLIGHTLY LOWER RATING IF THEY DO DOWNGRADE US.

EVEN IF WE GO DOWN ONE OR TWO, WE WILL STILL BE ABOVE THE AVERAGE AND WE WILL BE CONSIDERED INVESTMENT GRADE BOND.

WE'RE NOT THE ONE OF FOUR IN THE STATE THAT HAS THE AA2 ANYMORE IF THEY DO CHOOSE TO DOWNGRADE US.

>> AA IS TOP.

>> WELL, THERE'S ANOTHER STEP UP, BUT SCHOOLS TYPICALLY AREN'T GOING TO GET THAT.

LARGELY, THE RATING WE HAD BECAUSE AT THE TIME WE DID THE RATING, WE HAD A PRETTY SUBSTANTIAL FUND BALANCE.

I THINK WE WERE CLOSER TO 15% AT THE TIME.

WE LOOKED REALLY GOOD ON PAPER AND WE DIDN'T HAVE ANY OUTSTANDING DEBT AT THAT POINT.

OUR FINANCIAL CONDITION IS SLIGHTLY DIFFERENT NOW THAN WHAT IT WAS.

>> ANY QUESTIONS ABOUT ANY OF THAT?

>> SO HOW OFTEN DID YOU SAY THEY RE EVALUATE AND UPGRADE THE RATINGS?

[00:25:05]

>> EVERY COUPLE OF YEARS, TYPICALLY, IF WE HAVE OUTSTANDING BONDS, THEY'LL BE IN CONTACT WITH US.

>> ANY OTHER QUESTIONS?

>> YES. WHAT WILL WE DO BETWEEN NOW AND THE NEXT TIME THEY EVALUATE TO PUSH US BACK UP TO WHERE WE WERE OR CAN WE?

>> WE MIGHT BE ABLE TO.

IT WILL PARTLY DEPEND ON THE LOCAL ECONOMY AND WHAT IS HAPPENING REGIONALLY BECAUSE THAT'S A PART OF IT THAT WE HAVE REALLY NO CONTROL OVER.

THE OTHER PIECE OF THAT WOULD BE TO INCREASE THE FUND BALANCE AND HAVE MORE CASH ON HAND.

>> I SEE NO OTHER QUESTIONS.

WE'LL MOVE ON TO THE AUDIT COMMITTEE.

>> AGAIN, NOTHING TO REPORT, WHICH IS JUST FINE.

I WANT TO THANK HOLLY AND KELLY FOR TRYING TO TWEAK THE FORM SO THAT IT HAS ALL THE DETAILS THAT WE'RE USED TO BECAUSE WE'VE GOTTEN SPOILED AND WE KNOW WHERE TO FIND THOSE THINGS.

LOOKING AT THE NEW FORMAT WAS A LITTLE BIT DIFFERENT.

BUT EVERYTHING THERE.

THANK YOU VERY MUCH FOR MAKING THE EXTRA EFFORT TO GIVE US ALL THE DETAILS THAT WE'VE BECOME ACCUSTOMED TO.

>> ANY QUESTIONS FOR PEGGY? AND WE'LL MOVE ON TO THE LEDGE REPORT.

>> THANK YOU. WE'VE GOT AN UPCOMING SPECIAL MEETING SEPTEMBER 17, FROM 5:00 -7:00, AND I'VE INVITED SHARON SHUMAKE, ALICIA RULE, AND JOE TIMMINS TO COME AND HOPEFULLY BE OUR SPEAKERS.

SO FAR, ONLY JOE TIMMONS HAS HAD HIS ADMIN ASSISTANT REACH ME AND SAY, WE'LL LET YOU KNOW.

NOBODY HAS RESPONDED POSITIVELY NOR NEGATIVELY.

I SENT OUT ANOTHER INVITATION TODAY.

YOU GOT A COPY OF IT. WE NEED TO KNOW THIS.

ARE YOU COMING? WE REALLY NEED FOR YOU TO COME.

WE'RE HOPING THAT IF THEY DO COME, WE'LL BE ABLE TO DISCUSS EDUCATIONAL FUNDING AND THE PRIORITIES FOR PUBLIC EDUCATION MOVING FORWARD FROM WHERE WE'RE AT RIGHT NOW.

THEN ANOTHER THING I WANTED TO TELL YOU ABOUT IS GENERAL ASSEMBLY, JUST REMIND YOU THAT IT'S COMING UP SEPTEMBER 20.

WHEN I TALKED ABOUT THIS LAST MONTH, I SAID THERE WAS GOING TO BE SOME SURVEY THING FOR YOU TO GIVE YOUR INPUT.

WELL, I WAS MIXING UP THE GA WITH THE LEGISLATIVE PRIORITIES, WHICH IS ANOTHER THING THAT WE DO IN OUR LEGISLATIVE CYCLE, AND SO THAT'S NOT GOING TO HAPPEN BECAUSE LAST TIME, JUST LIKE I EXPECT TO THIS TIME, I'LL JUST GO AND REPRESENT US.

IF YOU WANT TO GO THROUGH THE 27 POSITION PROPOSALS, KNOCK YOURSELF OUT, YOU CAN LET ME KNOW WHAT YOU THINK, BUT I WILL JUST TRUST THAT YOU TRUST ME TO REPRESENT OUR BOARD IN THE VOTES.

ONE OF THE THINGS THAT WILL BE ON IT IS OUR PROPOSAL: PARENTS ARE PRIMARY STAKEHOLDERS IN THEIR CHILDREN'S EDUCATION.

I'VE BEEN ON THE PHONE TALKING WITH OTHER BOARD DIRECTORS AND SOLICITING THEIR SUPPORT ON THAT.

HOPEFULLY, WE'LL BE ABLE TO SEE THAT GET ACROSS THE LINE.

I'M ALSO ON THE NOMINATING COMMITTEE FOR WASDA, AND YOU SHOULD HAVE RECEIVED AN EMAIL JUST THE OTHER DAY, WHICH LET ME TELL YOU IT WAS A TRICK SENDING FROM THE BOAT FOR SOME REASON.

BUT I FINALLY GOT IT DONE.

EVERY DA1 BOARD DIRECTOR RECEIVED THIS EMAIL AND IT CONTAINS LINKS TO THE ELECTION TIMELINE AND AVAILABLE POSITIONS AT WASDA.

I KNOW THAT IN DIRECTOR AREA 1, THE AVAILABLE POSITIONS ARE THE RESOLUTIONS COMMITTEE, AND THE LEGISLATIVE COMMITTEE.

IF YOU ARE OR KNOW OF ANY BOARD DIRECTORS FROM OUR AREA THAT WOULD BE GOOD FOR THOSE POSITIONS, THERE IS A WINDOW OF TIME FROM SEPTEMBER 1ST TO 16TH TO THROW YOUR HAT IN THE RING.

THEN I WILL SEND OUT ANOTHER EMAIL LETTING YOU KNOW

[00:30:02]

WHEN THE VOTING HAPPENS TO JUST GIVE YOU A LITTLE NUDGE TO MAKE SURE YOU VOTE.

LAST YEAR, ONLY 25% OF ALL THE SCHOOL DIRECTORS VOTED.

IF WE WERE TO PUT DA1 ON THE MAP, WE MIGHT GET A LITTLE BETTER REPRESENTATION.

I WILL ENCOURAGE YOU TO VOTE AND I WILL BE A PEST UNTIL YOU DO.

THE LAST THING I WANTED TO JUST TELL YOU AS AN ARTICLE I CAME ACROSS.

THE GOVERNOR OF OREGON GAVE AN EXECUTIVE ORDER TO ADDRESS CELL PHONES IN SCHOOLS STATEWIDE.

SHE'S REQUIRING THAT ALL DISTRICTS ADOPT A POLICY PROHIBITING CELL PHONE USE BY STUDENTS BY OCTOBER 31 THIS YEAR AND BE FULLY IMPLEMENTED BY JANUARY 1.

DOESN'T THAT FEEL GOOD THAT WE'RE AHEAD OF THE CURVE ON THAT AND THAT IS WHAT WE'LL BE TALKING ABOUT AT THE WASDA CONFERENCE IN NOVEMBER AS WELL.

ANY QUESTIONS? THAT'S ALL I GO. PEGGY.

>> FOR THE GENERAL ASSEMBLY, WE CAN ZOOM.

IT'S ALL ONLINE THIS YEAR AGAIN, SO WE CAN ALL JUST WATCH IF WE WANT TO TUNE IN TO WATCH, WE CAN DO THAT.

>> YES. ANYBODY COULD WATCH IT. YOU'LL GET THOSE LINKS.

>> ANYBODY CAN WATCH, NANCY, WE HAVE OUR STAMP TO VOTE OR WHATEVER. I'LL BE THE OFFICIAL VOTE.

>> THANK YOU.

>> THANK YOU, NANCY. APPRECIATE THAT UPDATE.

THAT BRINGS US ON TO ITEM 7,

[7. MATTERS RESERVED FOR BOARD ACTION]

WHICH IS MATTERS RESERVED FOR THE BOARD.

TONIGHT, WE ARE TO TAKE ACTION ON POLICY 4026, SOCIAL MEDIA.

THIS IS A NEW POLICY THAT WAS ORIGINALLY PRESENTED TO THE BOARD IN JUNE AND WOULD HAVE BEEN ACTED ON LAST MONTH, BUT SOMEHOW GOT MISSED.

WE'RE BRINGING IT TO THE BOARD THIS MONTH TO DISCUSS AND ACT UPON.

AT THIS POINT, THE FLOOR IS OPEN FOR ANY DISCUSSION QUESTIONS REGARDING THE SOCIAL MEDIA POLICY.

>> I HAVE A QUESTION ABOUT THE PURPOSE OF THE POLICY.

WHAT PROBLEM OR PROBLEMS IS THE SOCIAL MEDIA POLICY MEANT TO ADDRESS?

>> A REALLY GOOD EXAMPLE IS, TYPICALLY, OUR VIDEOS THAT ARE POPULAR ON OUR SOCIAL MEDIA PLATFORMS, RECEIVE 1-2,000 VIEWS.

A RECENT EXAMPLE WAS A VIDEO THAT WE POSTED, MAYBE IN THE SPRING AND WHICH WE THOUGHT WAS SOME PRETTY WHOLESOME CONTENT OF SOME OF OUR STUDENTS PRACTICING OUR ORCHESTRA STUDENTS.

IT RECEIVED 600,000 VIEWS ACROSS THE GLOBE, AND IT DREW SOME PRETTY HATEFUL COMMENTS CRITICIZING OUR STUDENTS.

WE FELT WE WERE STUCK IN A WAY THAT WE COULDN'T MANAGE THAT.

I THINK THE PURPOSE OF THIS WOULD HELP US PROVIDE SOME GUIDANCE AND PROTECTIONS AROUND THE ENGAGEMENT THAT WE RECEIVE.

>> I GUESS WHEN I LOOKED AT THIS, I SAW THAT IN THE POLICY PROPOSAL SUMMARY, IT DOES EXPLAIN WHY YOU JUST SHARED, WHICH IS BASICALLY INCIDENTS OF SOCIAL MEDIA COMMENTS THAT HAVE VIOLATED CROSS REFERENCE POLICIES.

BASICALLY, WHAT WE'RE TRYING TO DO, AND I THINK PEGGY, WHAT I UNDERSTAND FROM JUST READING THIS EARLIER TODAY WAS AN ABILITY FOR US TO FOLLOW A SEQUENCE OR POLICY IN THIS CASE SO THAT WE CAN RESPOND IN A QUICK MANNER SO THAT WE CAN QUENCH COMMENTS IN A WAY THAT WE DON'T FEEL THAT WE'RE TAKING AWAY THE ABILITY FOR SOMEONE TO EXPRESS THEMSELVES AND PROTECT OURSELVES TOO.

IS THAT CORRECT?

>> YEAH. I THINK HAVING A POLICY WOULD THEN ALLOW US TO THEN CREATE A PROCEDURE, WITH SOME OF THE CROSS REFERENCE POLICIES TO HELP US WITH THE PROCEDURE.

>> THIS IS ESSENTIALLY LIMITED TO THE SCHOOLS, SOCIAL MEDIA ACCOUNTS AND THE ABILITY OF PEOPLE TO INTERACT WITH THEM.

>> YEAH, AND BECAUSE WE'RE PUBLIC AGENCY, WE'RE RESTRICTED WITH JUST FLAT OUT DELETING COMMENTS, OR REMOVING FOLLOWERS.

THIS WILL HELP PROVIDE SOME PROTECTIONS, AND I WILL SHARE THAT WE ALSO SUBSCRIBE TO SOME ARCHIVING SERVICES, AND SO ALL OF OUR PLATFORMS ARE ARCHIVED TO THE SECOND.

EVEN IF WE WERE TO BE IN A SITUATION WHERE WE'RE DELETING COMMENTS, THOSE WOULD BE ARCHIVED, AND WE WOULD BE ABLE TO THEN PULL THOSE RECORDS.

>> HOW IS IT CURRENTLY BEING HANDLED? IS THERE JUST A MODERATOR THAT HAS TO SIT THERE AND FILTER THROUGH EVERY SINGLE COMMENT.

[00:35:07]

DOES THIS APPLY JUST TO FACEBOOK OR DO WE HAVE OTHER SOCIAL MEDIA [OVERLAPPING].

>> INSTAGRAM IS WHERE THE PROBLEM WAS THERE.

>> AS FAR AS PUTTING THE GUIDELINES FOR INTERACTING ON THE ACCOUNT, WHERE PEOPLE CAN SEE IT.

THOSE ARE ON THERE.

IT DOES LAY OUT THE GUIDELINES FOR WHAT'S APPROPRIATE INTERACTION AND NOT, CORRECT?

>> ARE YOU IN THE POLICY?

>> NO, I MEANT LIKE ON FACEBOOK WHEN YOU HAVE.

>> NO. TYPICALLY WHAT AGENCIES DO IS THEY THEN LIST OUR POLICY IN THEIR BIO IN THEIR ACCOUNTS.

THAT'S WHAT WE WOULD PUT THERE.

AS OF NOW WE DO NOT.

>> WITHOUT A POLICY, WE HAVE NO GUIDELINES WITH THE POLICY, WE CAN WRITE PROCEDURES SO THAT WE CAN SAY.

>> WE WOULD WORK CLOSELY WITH SAM AROUND THIS.

>>YES. OBVIOUS.

>> THIS POLICY IS BASED ON THE ONE THAT WE SAW FROM BELLINGHAM, RIGHT?

>> YES.

>> SO THAT WE CAN HAVE THE POLICY AND THEN DO.

>> BECAUSE THERE'S NO OTHER MODEL, SO WE CHOSE TO WORK WITH ONE OF OUR NEIGHBORS.

>> I STARTED LOOKING AROUND TRYING TO FIND OTHER DISTRICTS THAT HAVE SOCIAL MEDIA POLICIES.

I WASN'T ENTIRELY SURE HOW LIMITED, YOU WERE MAKING THAT TO WHAT ASPECTS OF SOCIAL MEDIA.

I DIDN'T SEE ONE LIKE SAY, FOR EXAMPLE FOR SEATTLE, AND WASDA DOESN'T HAVE ONE.

WHICH LEADS ME TO WONDER WHY IF IT IS SUCH AN IMPORTANT THING AND IF SO MANY DISTRICTS HAVE SOCIAL MEDIA ACCOUNTS, WHY WASDA HASN'T MADE IT A PRIORITY TO CREATE A MODEL POLICY.

>> I WOULD SAY THAT THIS IS CHANGING SO FAST THAT WE'RE JUST NOT KEEPING UP.

WHAT I WOULD SUGGEST IS WE GET THIS POLICY IN PLACE, WE GET THE PROCEDURE WRITTEN, AND THEN WE DO WHAT WE DID WITH EVELYN'S LAST ONE AND WE PUT IT FORWARD AND ASK THEM TO DO IT.

ULTIMATELY, OUR JOB IS TO PROTECT STUDENTS AND WHAT WE WANT TO DO IS TO BE ABLE TO SHARE THE AMAZING THINGS HAPPENING.

SADLY, THERE ARE PEOPLE OUT THERE WHO JUST ABUSE THAT, AND SO ALL WE CAN DO TO PROTECT THEM.

BOTH IN SCHOOL AND ACROSS ANY PLATFORM, IT ALLOWS US TO DO IT AND WASDA SHOULD HAVE THIS POLICY IN PLACE PERSONALLY.

I THINK AGAIN, YOU WOULD BE LEADING THE WAY AND WE CAN PUT IT FORWARD AND ASK THEM TO CONSIDER IT.

>> IS THIS MORE SO A SCREENING PROCESS, MORE SO THAN AN ENGAGEMENT PROCESS?

>> I WOULD SAY SO. WE'RE NOT GOING TO ABUSE THE POLICY AND JUST ANYTHING THAT WE DON'T LIKE THAT'S NEGATIVE.

>> I'D HAVE CONCERNS ABOUT ENGAGING ANYBODY IN NEGATIVE COMMENTS OR ANYTHING LIKE THAT.

BUT AS FAR AS A SCREENING PROCESS, I'M ALL FOR THAT, BUT I DON'T BELIEVE THAT WE NEED TO ENGAGE ANY NEGATIVE ACTIVITY OUT THERE.

>> NO. THAT'S NOT OUR TYPICAL PRACTICE EITHER.

>> THAT NEEDS TO BE PART OF THE POLICY THAT WE ARE NOT GOING TO ENGAGE ANYBODY THAT HAS ANY TYPE OF NEGATIVE COMMENTS BECAUSE THAT JUST PROMOTES MORE ENGAGEMENT, AND WE DON'T WANT TO ENGAGE THOSE PEOPLE.

>> NO, THAT'S 100% AND WE WILL MAKE SURE TO ADD THAT INTO THE PROCEDURE.

>> THAT'S PART OF THE PROCEDURE.

THERE ARE POLICIES IN PLACE THAT ALLOWS CHRISTIE TO PUT A PROCEDURE IN PLACE.

IN FACT, WE WILL BE BETTER PREPARED AND PROTECTED SINCE WE HAVE A PROCEDURE IN PLACE.

THIS IS NOTHING BUT POSITIVE, I THINK.

THE FERNDALE REFINERY, I CAN TELL YOU THAT WAS THE FIRST REFINERY IN THE PHILIP 66 SYSTEM THAT HAD A FACEBOOK PAGE.

I STARTED IT. I REMEMBER WE JUST WENT FOR IT AND ADDING TO WHAT CHRISTIE SAID, THINGS ARE MOVING SO FAST THAT SOMETIMES WE'RE BUILDING THE PLANE AS WE'RE FLYING IT.

I THINK THAT WE NEED TO ESTABLISH A POLICY THAT WILL ALLOW US TO KEEP UP BETTER.

IF SEATTLE DOESN'T HAVE IT OR ANOTHER BIG CITY DOESN'T HAVE IT, IT'S PROBABLY BECAUSE THEY HAVEN'T HAD THE TIME OR FOCUS OR ENERGY TO DO IT, BUT NOT BECAUSE IT IS NOT NECESSARY TO HAVE IT.

I THINK THIS WILL BRING PROTECTION TO US, ESTABLISH A STRUCTURE THAT WE CAN RESPOND OR NOT, AND ALLOW US TO FOLLOW SOME GUIDELINES SO THAT WE DON'T HAVE PEOPLE THAT WE DON'T NEED RESPONDING.

[00:40:05]

>> WELL, I'M LOOKING AT IT SLIGHTLY DIFFERENTLY AND I FEEL LIKE WE'VE GONE THIS FAR WITHOUT IT.

WOULD ONE MORE MONTH THAT WOULD ALLOW US TIME TO FIGURE OUT WHAT THE PARAMETERS ARE AND HAVING A BETTER LOOK AROUND TO SEE WHAT OTHER POLICIES MIGHT EXIST ELSEWHERE, SO THAT WE CAN GET SOMETHING IN PLACE FROM THE GET GO RATHER THAN HAVING TO GO BACK AND TWEAK AND TWEAK OR POSSIBLY STEP ON ANY UNFORESEEN LAND MINES.

I'M IN FAVOR OF TABLING IT AND RESEARCHING ITS MORE AND THEN COMING BACK AND LOOKING AT IT.

>> I WILL SAY OUR TEAM HAS DONE A LOT OF RESEARCH.

THIS DIDN'T JUST COME TO YOU BECAUSE THEY LOOKED AT ONE DISTRICT.

THEY'RE LOOKING AT EVERYTHING.

EVELYN AND SELINA SPENT A LOT OF TIME THINKING ABOUT THIS.

THE REASON THIS CAME FORWARD IS BECAUSE WE HAVE DATA TO SHOW IT'S A NEED NOW, NOT LATER, AND WE CANNOT CREATE PROCEDURES THAT PROTECT STUDENTS AND STAFF UNTIL THIS POLICIES IN PLACE.

WELL, I HEAR YOU AND IF THAT'S WHAT THE BOARD DECIDES, IT'S JUST PUSHING OFF THE SAFETY ONE MONTH LONGER.

>> I GUESS I'D HAVE TO SAY WE'VE HAD IT FOR TWO MONTHS TO LOOK AT WHERE WE NORMALLY ONLY HAVE ONE.

AGAIN, THE POLICY IS THE WHAT? THE PROCEDURE ARE THOSE ACTUAL STEPS, AND THAT'S PART OF CHRISTIE AND HER TEAM'S JOB TO WRITE UP.

I THINK WE NEED TO GIVE THEM THE GUIDANCE OF THE POLICY TO WORK WITH.

>> I HAVE A COMMENT. I THINK THAT EVEN IF WE DIDN'T HAVE THE RESEARCH, IN MY OPINION, THERE'S BENEFITS TO BEING AN EARLY ADOPTER BECAUSE WHEN YOU EARLY ADOPT, YOU LEARN MORE OR WE CAN WAIT UNTIL THE VERY END AND LET OTHER PEOPLE WORK OUT THE KINGS AND STUFF LIKE THAT, BUT WE ARE AT RISK THROUGH THAT PERIOD.

I'M THINKING, WE HAVE A GOOD GROUP HERE.

WE'RE JUST AS GOOD AS ANYBODY ELSE.

LET'S COME UP WITH SOMETHING. LET'S BE CAREFUL.

IF WE SOME GOOD PRACTICES SOMEWHERE ELSE, WE'LL ADOPT THEM AND WE CAN CONTINUE BUILDING ON THAT.

BUT I THINK THAT SPECIFICALLY WITH THIS, IT JUST TAKES ONE BAD EVENT THAT CAN JUST TURN SOUR AND HIGHLIGHT US IN A WAY THAT WE DON'T WANT TO BE HIGHLIGHTED.

>> I DO WANT TO ASSURE YOU THAT NOTHING THAT WE PUT FORWARD IN THE PROCEDURE WILL NOT GO THROUGH SAM.

HE'LL BE VERY INVOLVED IN THIS.

WE'LL MAKE SURE TO HAVE LEGAL TAKING A LOOK AT IT ALONG THE WAY.

>> OTHER COMMENTS? IS THERE A MOTION OR? SEEING NONE, I WILL GO AHEAD AND PUT FORTH THAT WE ADOPT THE NEW POLICY 4,026 SOCIAL MEDIA AS PRESENTED HERE.

WE'LL START WITH THE STUDENT ADVISORY VOTE.

ALL THOSE IN FAVOR SIGNIFY BY SAYING, AYE?

>> AYE.

>> ALL THOSE OPPOSED.

WITHIN ADVISORY VOTE IN THE AFFIRMATIVE, WE'LL MOVE ON TO THE ELECTED BOARD MEMBERS.

ALL THOSE IN FAVOR SIGNIFY BY SAYING, AYE?

>> AYE.

>> ALL OPPOSED?

>> NAY.

>> THE MOTION DOES PASS AND THE POLICY 4,026 SOCIAL MEDIA IS ADOPTED.

THAT THEN TAKES US ON TO THE CONSENT AGENDAS FOR TONIGHT'S MEETING.

[8. SUPERINTENDENT CONSENT AGENDA [GC-2.4]]

[9. BOARD CONSENT AGENDA [GC-2.4]]

WITHIN TONIGHT'S CONSENT AGENDA, THE BOARD IS RECEIVING OUR FIRST MONITORING REPORT, RESULTS POLICY 1, R1, SAFETY AND BELONGING THAT IS USING OUR NEWLY ADOPTED POLICIES AND INDICATORS.

WE'LL BE COMMENTING ON THE REPORT VIA THE GOOGLE SURVEY BETWEEN NOW AND NEXT MONTH'S MEETING AND DISCUSSING THE REPORT IN SEPTEMBER, BRINGING OUR POLICY REVIEW AND UPDATE PROCESS FULL CIRCLE.

THAT'LL BE EXCITING TO SEE AND SEE HOW THOSE NEW INDICATORS AND THE POLICY IS WORKING.

LOOKING FORWARD TO THAT.

THERE'S ALSO A FEW CONTRACTS THAT WE'LL BE APPROVING.

WITH THAT, I WILL OPEN THE FLOOR.

ANY DISCUSSION ON THE CONSENT AGENDA.

WHILE THE BOARD IS LOOKING JUST A REMINDER TO THOSE THAT MIGHT BE WATCHING OR IN THE STUDIO AUDIENCE.

THE CONSENT AGENDA ARE A GROUP OF ITEMS THAT ARE ALLOWED TO ACT ON IN ONE MOTION AS OPPOSED TO INDIVIDUALLY.

[00:45:01]

THESE ARE TYPICALLY ROUTINE ITEMS THAT THE BOARD HAS HAD ACCESS TO REVIEW BEFORE THE MEETING AND TO ASK ANY QUESTIONS THAT THEY MIGHT HAVE HAD.

AGAIN, JUST TO EXPEDITE THE PROCESS, THE CONSENT AGENDA ALLOWS US TO TAKE CARE OF THOSE IN ONE VOTE AS OPPOSED TO MULTIPLE.

ONE MORE TIME. ANY COMMENTS?

>> I WOULD LIKE TO MAKE COMMENT ON THIS BECAUSE THE THREE BARGAINING AGREEMENTS ARE ON THERE. WE DID HAVE QUESTIONS.

THE PROBLEM WITH HAVING QUESTIONS AND ASKING THOSE BEHIND THE SCENES IS THAT THE PUBLIC DOESN'T GET TO SEE WHAT OUR QUESTIONS ARE, WHETHER WE ACTUALLY LOOKED AT IT, PAID ANY ATTENTION TO IT.

THEY MIGHT HAVE QUESTIONS GIVEN THAT WE ALL CAME UP WITH SIMILAR QUESTIONS, I THINK, WE SENT THEM TO CARA.

SHE SHARED THEM BACK WITH THE GROUP.

AMONG THOSE WERE WELL, BECAUSE THERE WERE PAY INCREASES AND WE'VE RECENTLY LAID PEOPLE OFF.

HOW CAN YOU JUSTIFY THAT WELL? BECAUSE YOU HAD TO DO LAYOFFS BECAUSE OF THE CONSTRAINTS THAT WE HAVE TO FOLLOW WHEN WE'RE PUTTING TOGETHER THE BUDGET WHEN WE HADN'T MAINTAINED A FUND BALANCE AND YOU'RE REQUIRED TO MAKE CUTS, BUT THEN TURNED AROUND AND HIRED PEOPLE BACK BECAUSE THINGS BECOME MORE CERTAIN AFTER A CERTAIN POINT IN TIME.

ASKING WHETHER THESE INCREASES ARE ACCOUNTED FOR IN THE BUDGET AND WAS ASSURED THAT YES, INDEED, THIS WAS ALL PART OF THE PLAN, EVERYTHING CAME TOGETHER.

BUT THE PROBLEM IS, AS I SAY, PEOPLE MIGHT LOOK AT THIS AND THEY HAVE NO IDEA THAT WE'VE HAD THESE CONVERSATIONS.

I THINK IT WOULD BE HELPFUL FOR THE PUBLIC TO KNOW THAT THESE CONVERSATIONS DO HAPPEN.

THAT IT'S NOT JUST NOBODY'S LOOKING AT IT.

WE JUST SIGN OFF ON IT.

THAT'S MY COMMENT, JUST BECAUSE AS I SAY, I KNOW.

>> WHAT CAN I ASK, YOUR ACTUAL QUESTION IS, BECAUSE LOTS OF PEOPLE ARE INVOLVED IN COLLECTIVE BARGAINING.

WHAT'S YOUR ACTUAL QUESTION?

>> MY ACTUAL QUESTION ISN'T REALLY EVEN A QUESTION, IT'S JUST A COMMENT THAT WE HAVE THE OPPORTUNITY AS BOARD MEMBERS TO LOOK AT THESE THINGS, TO ASK QUESTIONS, TO HAVE THEM ANSWERED TO OUR SATISFACTION.

THAT MAKES SENSE. BUT WHEN WE DON'T HAVE DISCUSSIONS ABOUT THOSE THINGS IN PUBLIC, PEOPLE DON'T KNOW WHAT WE DO.

UNLESS THEY FILE A PUBLIC RECORDS REQUEST TO ASK FOR WHAT COMMUNICATIONS WE HAVE REGARDING THESE THINGS.

THEY HAVE NO IDEA HOW INVOLVED WE ARE OR WHETHER WE ARE EVEN PAYING ANY ATTENTION.

I JUST FEEL, IT'S NICE BEING WHERE WE ARE BECAUSE WE GET THE SATISFACTION OF GETTING AN ANSWER.

BUT IF OTHER PEOPLE OUT THERE HAD QUESTIONS ABOUT THESE THINGS, LOOKING AT THE DOCUMENTS THAT ARE ATTACHED AND WHATNOT, WHO COULD THEY CALL TO ASK?

>> THEY CAN CALL YOU, THEY CAN CALL US, THEY CAN CALL HR.

PEOPLE CALL US ALL THE TIME AND ASK QUESTIONS.

THAT'S WHY WE HAVE LAWS AROUND HOW FAR IN ADVANCE THESE DOCUMENTS HAVE TO BE MADE PUBLIC.

I'M LOOKING AT ONE OF OUR LABOR LEADERS.

THEY ALSO TALK TO LABOR LEADERS.

YOU THINK ABOUT HOW MANY EMPLOYEES FERNDALE HAS.

IT'S AROUND 700. THEY'RE ALL TALKING.

THE LABOR LEADERS ARE TALKING AMONGST EACH OTHER.

I THINK IT MIGHT BE MORE WIDESPREAD THAN WHAT YOU THINK, AND THIS IS JUST PART OF WORKING WITH COLLECTIVE BARGAINING GROUPS.

WE BUDGET FOR THOSE, WE PREPARE FOR IT.

WHEN YOU LOOK AT THE BUDGET, WE MAKE PROJECTIONS OF WHAT WE ANTICIPATE AND THEN WE STAY WITHIN THOSE PROJECTIONS.

I WILL GIVE A SHOUT OUT TO OUR LABOR LEADERS AND THE TEAM BEHIND ME, SAY THING.

EVERYONE WAS WELL AWARE OF THE CONSTRAINTS OF THE DISTRICT, AND WORKING WITHIN THAT AND THINKING ABOUT IT, AND THEY ALL HAVE TO PAY THEIR BILLS TOO.

THAT'S ALL PART OF THE BUDGETING.

MIGHT BE GOOD FOR THE BOARD THIS YEAR, WHEN HOLLY AND MARK ARE COMING IN SHARING THE BUDGET TO ASK, WHAT ARE THE PROVISIONS THAT YOU'RE MAKING FOR ANY OPEN CONTRACTS THIS YEAR? THEN THAT WOULD BE A WAY TO HAVE THOSE OPEN CONVERSATIONS IN REAL TIME.

ANYTHING YOU WOULD ADD TIM?

>> I THINK THAT'S EXACTLY.

PEOPLE CALL US ALL THE TIME WITH QUESTIONS.

IF THEY'VE GOT ISSUES, THEY'LL SEND AN EMAIL, THEY'LL ASK A QUESTION.

WE ANSWER THEM JUST LIKE WE ANSWER YOU.

WE'RE COMPLETELY OPEN AND TRANSPARENT AND HAPPY TO ANSWER ANY QUESTIONS THAT COME OUR WAY.

>> I WOULD HAVE TO AGREE, PEGGY, I THINK IT'S IMPORTANT THAT WE DON'T JUST LOOK LIKE A RUBBER STAMP, THAT WE DO ASK THOSE QUESTIONS.

THE ONE THING I'VE LEARNED IN MY TIME ON THE BOARD IS, IF I'M GOING TO ASK A QUESTION OF THE EXACT TEAM OR CHRISTIE,

[00:50:05]

I'M GOING TO ASK IT AHEAD OF TIME SO THEY CAN AT LEAST BE PREPARED FOR IT RATHER THAN ASKING THEM COLD TURKEY HERE JUST BECAUSE THAT'S THE WAY I PREFER WHEN I'M LEADING MEETINGS IN MY BUSINESS.

IF PEOPLE ASK ME IF THEY'VE GOT SOMETHING THEY'RE CONCERNED ABOUT, SO I CAN PREPARE AND MAKE SURE I KNOW THE INFORMATION.

BECAUSE WHEN YOU'RE RUNNING A LARGE BUSINESS OR SUCH, THERE'S A LOT TO KNOW AND SOMETIMES YOU DON'T KNOW ALL THE DETAILS.

BUT I THINK IT IS IMPORTANT THAT IT DOESN'T LOOK LIKE A RUBBER STAMP.

WHEN WE TALK ABOUT THOSE THINGS AND ASK THOSE QUESTIONS AND GET THE ANSWER IN THE PUBLIC RECORD, I THINK IT'S A GOOD THING TOO.

I WOULD ALSO ECHO, I HAD SOME CONVERSATIONS JUST THIS WEEK WITH PEOPLE WHO ARE ASKING ME, WHAT'S WITH THE BUDGET AND THE COST OF EDUCATING THE STUDENTS? WE TALKED ABOUT HOW THE AVERAGE NUMBER DOESN'T REALLY REPRESENT WHAT IT COSTS TO EDUCATE SOME OF THOSE WITH THE HIGHEST NEEDS AND SUCH AND HOW THAT PLAYS IN.

IT'S A GOOD CONVERSATION AND THAT'S WHERE IT'S IMPORTANT THAT WE'RE EDUCATED SO WE CAN TALK TO THE PUBLIC.

>> I GUESS IN PARTICULAR LIKE TONIGHT'S MEETING, I THINK IT IS GOING TO BE A SHORT MEETING, WHICH IS A GOOD THING BECAUSE YOU GUYS GOT CALLED TOMORROW.

BUT JUST IN THE GENERAL IT'S LIKE, HERE'S SOME REALLY IMPORTANT THINGS. THERE'S NO DISCUSSION.

WE'VE ALL AGREED ON IT AHEAD OF TIME, AND WE'RE JUST GOING TO VOTE YES.

BUT THEN THAT JUST LEAVES OUT THE WHOLE PUBLIC ASPECT OF IT I THINK, THAT'S MY ONLY CONCERN.

IT'S NOT THAT I THINK THAT IT'S WRONG OR ANYTHING.

IT'S JUST THAT IT FEELS LIKE, IF SOMEBODY HAD QUESTIONS, JUST WANT TO MAKE SURE THAT [INAUDIBLE]

>> THAT'S IT. IF YOU HAVE A QUESTION, I KNOW YOU E-MAILED CARE AHEAD OF TIME.

IF YOU WANT TO ASK YOUR QUESTION PUBLICLY SO SHE CAN ANSWER IT PUBLICLY, THAT'S FINE.

I THINK AND I APPRECIATE YOU SAYING THAT, IF WE KNOW WHAT QUESTIONS YOU'RE GOING TO ASK AHEAD OF TIME, IT DOESN'T PRECLUDE YOU FROM ASKING THEM, IT JUST ALLOWS THE TEAM TO SET ASIDE TIME.

WE'VE BEEN SPENDING ALL OUR TIME GETTING READY FOR SCHOOL OPENING.

IF THERE'S SOMETHING THAT'S GOING TO COME UP TONIGHT INSTEAD OF PUSHING DOWN CONTRACTS DOWN THE ROAD, WE WOULD JUST LIKE THE COURTESY OF BEING ABLE TO KNOW THAT, THIS IS GOING TO COME UP.

IF THERE'S SOMETHING THAT WE NEED TO HAVE PREPARED, WE HAVE IT PREPARED OR.

BUT YOU CAN ASK.

THAT'S WHY I'M ASKING YOU WHAT QUESTION DO YOU HAVE? BECAUSE IF YOU HAVE A QUESTION, THEN ASK IT, I THINK MARK'S POINT IS, THERE'S NOTHING THAT'S OFF THE TABLE AND I WOULD NOT WANT ANYONE TO THINK THAT WE ASKED YOU TO HAVE A SHORT MEETING SO YOU CAN'T ASK QUESTIONS.

THAT WAS DEFINITELY NOT IT.

IF YOU HAVE A QUESTION, JUST ASK IT AND THEN THE TEAM WILL ANSWER.

>> AS I SAID, I ALREADY GOT THE ANSWER AND I ALREADY SPILLED OUT THE ANSWER.

I WAS SATISFIED WITH THE ANSWER.

I DO HAVE ANOTHER QUESTION, HOWEVER, IN THIS REGARD IS SOMETHING I ASKED YOU ABOUT EARLIER AND I DON'T KNOW IF YOU HAD THE TIME TODAY TO LOOK INTO IT BECAUSE YOU SAID YOU WOULD GO HAVE A LOOK ABOUT THE SALES TAX THING?

>> NO, BECAUSE THAT REALLY HAS NOT COME ACROSS OUR DOOR, IT'S NOT AFFECTING OUR BUDGET, I HAVE NOT LOOKED INTO THAT.

I BROUGHT IT UP WITH THE TEAM, BUT THAT'S NOT ON ANY OF OUR RADAR SO.

NO IDEA. DO YOU WANT TO SAY WHAT THAT QUESTION WAS SO THE PUBLIC KNOWS?

>> YEAH. I HAD A FRIEND WHO IS A TUTOR AND TEACHES MATH CLASSES, MOSTLY FOR HOME SCHOOL KIDS, BUT ALSO FOR SOME SMALL SCHOOLS.

SHE SAID SHE HAD RECEIVED A LETTER FROM THE WASHINGTON DEPARTMENT OF REVENUE SAYING THAT THEY WOULD NOW HAVE TO PAY BNO TAX, AND THEY WOULD ALSO HAVE TO COLLECT SALES TAX FOR ANY LIVE CLASSES LIKE MUSIC CLASSES, PEOPLE WHO GIVE MUSIC LESSONS, WOULD NOW HAVE TO COLLECT SALES TAX.

PEOPLE WHO TUTOR WOULD NOW HAVE TO COLLECT SALES TAX.

I ASKED WHAT LEGISLATION CREATED THIS AND I HAVEN'T GOTTEN A RESPONSE ON THAT.

I THINK IT WAS PROBABLY THE SAME PIECE OF LEGISLATION THAT PUT A SALES TAX ON STORAGE UNITS.

I SAW THIS WAS A FACEBOOK THREAD, AND I SAW A TOW TRUCK DRIVER COMMENT THAT SOME OF THE SERVICES THAT THEY USED TO JUST PROVIDE.

THEY ALSO NOW HAVE TO CHARGE SALES TAX ON.

I THINK IT WAS PART OF A BILL THAT EXTEND A LIST OF ITEMS THAT NOW HAVE TO COLLECT SALES TAX.

SINCE I'M CERTAIN WE HIRE CONTRACT WITH SERVICES THAT OFFER TUTORING, WE MUST, WE'RE AN EDUCATIONAL ESTABLISHMENT.

I KNOW THAT WE DO WE HAVE KIDS THAT TAKE ONLINE CLASSES.

I DON'T KNOW WHETHER THAT APPLIES OR NOT.

AGAIN, AS I SAID, I DON'T KNOW WHAT PIECE OF LEGISLATION THIS WAS.

I SAW THE LETTER, BUT DIDN'T ALLUDE TO THAT.

I NEED MORE INFORMATION. THAT WAS ALL.

I JUST THOUGHT I'D ASK AND SEE IF YOU'D HEARD ANYTHING AND WHETHER IT WOULD HAVE ANY IMPACT ON OUR OPERATIONS?

>> THANK YOU. AT THIS POINT, WE'VE NOT GOT ANY WORD THAT THAT AFFECTS US.

[00:55:05]

>> WE PAY SALES TAX ON EVERYTHING.

EVEN IF WE GET AN INVOICE THAT SAYS NO SALES TAX, WE PAY IT BECAUSE IT'S USE TAX.

AS AN ORGANIZATION, WE PAY IT REGARDLESS OF, WE SUBMIT IT TO THE STATE.

>> IT'S NOT A NEW THING FOR US IS WHAT YOU'RE SAYING?

>> CORRECT.

>> YEAH.

>> I REALIZE IT'S NOT A NEW THING BECAUSE THERE ARE PLENTY OF FORMS THAT SAY WASHINGTON SCHOOLS ARE NOT EXEMPT FROM SALES HAVE SEE THAT.

BUT THIS IS JUST A NEW THING THAT'S GOING TO BE TAXED AND SO THAT MEANS THAT WOULD INCREASE POSSIBLY COST OF BUSINESS, THAT'S ALL.

>> THE FOLKS THAT PROVIDE SERVICES FOR US, OUTSIDE VENDORS, CONTRACTORS THAT WE EMPLOY, WE GIVE WE SUBMIT A 1099.

THEY SUBMIT THEIR TAXES AND TAKE CARE OF THEIR TAXES THROUGH THEIR BUSINESS.

JUST LIKE YOUR FRIEND WOULD HAVE TO, WE WOULD SEND THE 1099 IN.

THEY THEN ARE RESPONSIBLE FOR PAYING THE TAXES FOR THEIR BUSINESS TO THE STATE.

>> SORRY, I JUST WANT TO CLARIFY.

THAT WASN'T MY CONCERN.

MY CONCERN WAS SIMPLY THAT THE COST OF THOSE SERVICES MIGHT GO UP BECAUSE NOW THEY HAVE TO COLLECT A TAX.

>> I GUESS MY ATTEMPTED ANSWER WAS, WE'RE ALREADY TAKEN CARE OF THAT ON RN, IT CHANGES NOTHING FROM OUR PERSPECTIVE.

>> ANY OTHER QUESTIONS OR COMMENTS IN REGARDS TO THE CONSENT AGENDA? SEE NONE, THEN I WILL PUT FORTH THAT WE ADOPT THE CONSENT AGENDAS AS PRESENTED HERE AND MAKE THEM PART OF THE MINUTES.

AGAIN, THE STUDENTS DON'T VOTE ON THIS, I'LL GO STRAIGHT TO THE ELECTED BOARD MEMBERS.

ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

>> AYE.

>> AYE. ALL OPPOSED.

THE CONSENT AGENDAS HAVE BEEN ADOPTED.

THAT WILL THEN TAKE US ON TO BOARD MEMBER SHARING,

[10. SHARING [GC-7.E}]

AND I'LL START WITH STEVE.

>> YOU'RE PICKING ON ME AGAIN?

>> I KNOW.

>> I DON'T HAVE A WHOLE LOT.

JUST TO SAY THAT, WELCOME BACK, STUDENTS AND FACULTY, AND LOOKING FORWARD TO ANOTHER FANTASTIC YEAR.

ANYWAY, IT'S GOOD TO SEE ALL YOUR FACES, AND I JUST HAVE BEST WISHES FOR THE FUTURE FOR ALL OF US.

THANK YOU VERY MUCH TO EVERYONE.

>> THANK YOU. ANTONIO.

>> I DO HAVE SOMETHING THAT I WANT TO SHARE.

IT CAME UP FROM US ATTENDING THE KICK OFF THIS MORNING.

IT WAS QUITE IMPRESSIVE THE VIEW AS I CAME IN LATE, AND I SAW ALL THE TEACHERS SITTING AND THEY WERE SITTING BY SCHOOLS, IT WAS REALLY NICE.

AS THE MACHADO HOUSEHOLD IS GOING THROUGH A FAMILY DYNAMIC THAT IS FOREIGN TO US, WE'RE TAKING GRACIE THIS WEEK TO COLLEGE, AND IT'S GOING TO CHANGE THE FAMILY DYNAMIC FOREVER.

FOR US, IT'S A BIG DEAL AND LOOKING AT THOSE TEACHERS AND BEING ABLE TO GLANCE AND LOOK AT THE PATH THAT MY KIDS ARE GOING OR HAVE GONE THROUGH AND RECOGNIZING THOSE TEACHERS THAT HAVE AFFECTED THE LIVES OF MY KIDS IN A POSITIVE MANNER AND HAVE BEEN MENTORS AND HAVE BEEN COLLABORATORS WITH US PARENTS IN THE RAISING OF A CHILD, AND I CAN TELL YOU THAT GRACIE IS READY FOR COLLEGE.

AS I WAS SPEAKING WITH A TEACHER OF HERS AND SHE SAID, MAYBE GRACIE IS MORE LIKE GET OUT OF MY WAY.

I'M READY. I THINK THAT IS THE RIGHT WAY TO PUT IT.

SHE IS READY, SHE JUST WANTS TO GROW.

AS I WAS LOOKING AT THE TEACHERS, I HOPE EVERYDAY RECOGNIZE THE OPPORTUNITY ON A DAILY BASIS TO BE AN INFLUENCE AND TO BE A PART OF A PERSON'S FUTURE FOREVER.

I HAVE A TEACHER THAT I STILL HAVE HER AS A FRIEND ON FACEBOOK AND MISS LAURITA AND SHE'S LIKE A THIRD MOTHER TO ME, AND SHE WAS JUST A GREAT THIRD GRADE ENGLISH TEACHER.

[01:00:06]

HER VOCATION AS A TEACHER.

THAT'S WHAT I WAS GOING TO SAY, I THINK THE RIGHT WORD FOR TEACHERS IS VOCATION BECAUSE IT'S A CALLING TO TEACH.

AS I WAS SEEING THE TEACHERS, THE TEACHERS IN THIS ROOM THIS MORNING, WE'RE UNDERSTANDING THAT I WAS GETTING FROM BEING THERE IS THEIR DESIRE TO HELP THE KIDS IN THIS DISTRICT.

I WAS VERY HUMBLE TO BE THERE.

THE SPEECHES, THE TALKS WERE GREAT.

I WAS VERY IMPRESSED OF THE ENERGY THAT WAS THERE.

IF I CAN ALWAYS KEEP THAT WITH ME AND HELP THE TEACHERS UNDERSTAND THAT ON A DAILY BASIS, TAKING ADVANTAGE OF THOSE MOMENTS OF HIGH INFLUENCE WITH THOSE KIDS, HELP THEM BECOME READY FOR WHAT'S NEXT, NOT ONLY ACADEMICALLY, BUT ALSO AS GOOD CITIZENS AND GOOD PEOPLE THAT ARE SUPPOSED TO BRING LIGHT TO OTHERS AROUND THEM.

THANK YOU. I APPRECIATE WHAT THE DISTRICT HAS DONE FOR MY KID, IN THIS CASE, GRACIE, AND WE'RE EXCITED TO SEE WHAT HAPPENS OF HER LIFE.

BUT SO GRATEFUL FOR THE TEACHERS THAT WE HAVE IN THIS DISTRICT.

IT'S SUCH AN AMAZING GROUP OF PEOPLE THAT I SAW TODAY, I'M JUST GOING TO LEAVE IT THERE.

THANK YOU SO MUCH FOR THE INVITE.

I WISH I DON'T MISS ANY OF THOSE OPPORTUNITIES ANYMORE.

>> THANK YOU, ANTONIO. NANCY?

>> THANK YOU, ANTONIO.

THAT WAS A GOOD SUMMATION OF WHAT WE SAW THERE TODAY TOO.

TO GET THE CROWD ALL JAZZED UP, MARCUS AND HARLEN DID SUCH AN AWESOME JOB GETTING THINGS GOING.

LOTS OF INSPIRATION THIS MORNING.

WONDERFUL WAY TO START OFF A SCHOOL YEAR.

SWITCHING SUBJECTS.

I WAS GOING THROUGH JUST POLICIES, JUST READING POLICIES BECAUSE I LIKE TO DO THAT.

ONE OF THEM I CAME ACROSS, IT SAID WE'RE SUPPOSED TO DO SOMETHING.

WE HAVEN'T DONE THIS.

PERHAPS WE MIGHT TALK ABOUT THIS AT OUR MAYBE OUR SPECIAL MEETING.

WE MIGHT GET THAT ON THE AGENDA FOR THAT OR THE NEXT ONE, BUT IT'S POLICY 2020, CURRICULUM DEVELOPMENT, AND ADOPTION OF INSTRUCTIONAL MATERIALS, AND IT PROVIDES FOR THE ANNUAL REVIEW OF SELECTED AREAS ON A CYCLICAL BASIS FOR IMPLEMENTING ANY SUGGESTED CHANGES THAT COME FROM CURRICULUM STUDY.

BUT BASICALLY WHAT IT'S SAYING IS THE BOARD SHOULD BE INVOLVED IN A CYCLE OF LOOKING AT CURRICULUM.

I KNOW WE'RE NOT IN A POSITION TO PURCHASE ANY CURRICULUM, BUT I THINK WE OUGHT TO RAISE OUR AWARENESS ON THE CURRICULUM THAT WE HAVE IN OUR DISTRICT AND FOLLOW WITH THE POLICIES THAT WE HAVE.

JUST PUTTING THAT OUT THERE AS A TOPIC OF DISCUSSION AND POSSIBLE IMPLEMENTATION OF THE POLICY.

>> THANK YOU. PEGGY?

>> JUST FOLLOW UP ON WHAT NANCY SAID, I REMEMBER ONE OF THE FIRST MONITORING REPORTS I THINK THAT I EVER SAW, I THINK IT WAS MATH.

WAS BEFORE WE ADOPTED THE READY MATERIALS.

INCLUDED IN THAT REPORT, THERE WAS A TIMELINE OF WHEN WE WOULD BE LOOKING AT NEW CURRICULAR MATERIALS FOR DIFFERENT TOPICS.

I THOUGHT SOCIAL STUDIES WAS ONE THAT WAS COMING UP, BUT I'VE NEVER SEEN ANYTHING.

I ECHO WHAT NANCY SAID.

>> I'M GOING TO LET KELLY AND TRINA CHIME IN REAL FAST.

>> OKAY.

>> PART OF THE REASON THAT YOU HAVEN'T SEEN THOSE IS BECAUSE OF THE BUDGET CIRCUMSTANCE, EVEN OVER THE LAST SEVERAL YEARS, WE'VE BEEN PUSHING THE MAJOR ADOPTIONS DOWN THE ROAD, WHICH DOESN'T GO UNNOTICED BY STAFF WHO ARE WAITING FOR THEIR TURN REALLY TO KEEP MATERIALS UPDATED AND CURRENT.

WE HAVE A LOT OF OPEN SOURCE PIECES THAT TEACHERS ARE ABLE TO LOOK FOR, BUT WE'RE REALLY OFF CYCLE FOR THAT CURRICULUM ADOPTION CYCLE.

I THINK IT MIGHT BE GREAT JUST TO SCHEDULE A TIME WITH KELLY AND I, AND WE COULD GO OVER WHAT WE DO HAVE AS ADOPTED CURRICULUM FOR ELEMENTARY MIDDLE AND HIGH SCHOOL, AND THAT WOULD BE A GREAT START.

I THINK WHERE YOU'RE LOOKING AT THE POLICY, JUST GIVEN THAT WE HAVEN'T HAD LARGE SCALE ADOPTIONS FOR SEVERAL YEARS IS WHY YOU HAVEN'T SEEN THEM.

>> I WOULD JUST ADD ONE MORE PART.

PART OF THAT POLICY ALSO REQUIRES US TO HAVE A CURRICULUM ADOPTION COMMITTEE.

[01:05:03]

WHILE WE ARE SOMETIMES OFFERING A SPECIFIC ADOPTION, SUCH AS AMERICAN READING COMPANY OR I-READY, WHERE WE HAVE A COMMITTEE THAT'S FUNCTIONING JUST FOR THE PURPOSE OF THAT ADOPTION, WE ALSO HAVE A GREATER COMMITTEE THAT IS MEETING ON A REGULAR BASIS MULTIPLE TIMES THROUGHOUT THE YEAR, REVIEWING WHERE WE ARE, WHERE WE NEED TO CONTINUE TO GO.

THAT IS ANOTHER WAY IN WHICH WE ARE SATISFYING THE REQUIREMENT OF THE POLICY IS OUR CURRICULUM REVIEW COMMITTEE.

>> PERHAPS THIS WOULD BE SOMETHING THAT WE DON'T HAVE ALL OUR STUDY SESSIONS MAPPED OUT FOR THE YEAR.

PERHAPS THIS IS ONE THAT YOU WOULD LIKE TO SET SOME TIME ASIDE.

>> THANK YOU.

>> ANYTHING ELSE?

>> I DO WANT TO SAY THANKS TO HARLEN AND MARCUS BECAUSE THEY DID DO A REALLY GOOD JOB THIS MORNING AND THEY WERE FULL OF ENERGY, EVEN THOUGH I THINK IT FELT EARLY IN THE MORE COURSE, MAYBE THAT WAS JUST ME.

>> YOU TOO.

>> THEY PULLED IT OFF.

I HAD ANOTHER QUESTION I WAS GOING TO ASK AND FOR THE LIFE OF ME, I CAN'T THINK OF IT.

NANCY AND I DISCUSSED IT EARLIER AND SHE SAID, BE SURE TO BRING THAT UP AT THE BOARD MEETING AND SO THIS IS SLEEP DEPRIVATION TALKING.

>> THAT'S WHAT HAPPENS WHEN YOU HAVE TO GET UP EARLY FOR A KICK OFF.

>> THANK YOU, PEGGY. I TOO WANT TO ECHO.

IT WAS GREAT SEEING THE ENERGY THIS MORNING AND I'M SURE EVEN MORE EXCITING TOMORROW AS THE KIDS JOIN IN THAT WHOLE THING AS SCHOOL STARTS.

THANK YOU TO THE TEACHERS. THANK YOU TO THE PEOPLE WHO PUT THINGS TOGETHER.

ALSO WANTED TO FOLLOW UP ON SOMETHING AND THANK CHRIS FOR LOOKING INTO IT.

APPARENTLY, I ASKED LAST TIME IF THERE WAS A WAY TO HONOR ON BEFORE BOARD MEETINGS OR DURING OUR EXECUTIVE SESSIONS OR THAT TO FEATURE STUDENT WORK ON THE SCREEN.

SHE SAYS THERE IS A WAY.

HOPEFULLY WE CAN WORK ON IMPLEMENTING OR DOING SOMETHING WITH THAT BECAUSE I THINK THERE'S A LOT OF DIFFERENT THINGS FROM THE STUDENTS THAT WE CAN POTENTIALLY FEATURE AND JUST SHOW OUR PRIDE IN OUR STUDENTS.

>> I KNOW WHAT IT WAS, AND IT WASN'T THE QUESTION.

IT WAS THE FACT THAT WE WERE TALKING ABOUT DURING YOUR SPEECH.

WE'RE TALKING ABOUT CTE OFFERINGS AND HOW WE ARE LEADING IN THE CTE AREA.

I WANTED TO SAY I THINK THAT'S REALLY QUITE GOOD CONSIDERING THEY KEEP SAYING THAT THE TYPES OF JOBS THAT HUMANS MAY HAVE BEING PHASED OUT BY AI.

I DON'T KNOW HOW TRUE THAT IS OR HOW SOON THAT WILL HAPPEN.

BUT AT THE SAME TIME, YOU'LL NEVER NOT NEED A PLUMBER, YOU'LL NEVER NOT NEED AN ELECTRICIAN, YOU'LL NEVER NOT NEED A NURSE, ANY OF THESE TRADES.

I THINK THAT SETS PEOPLE UP FOR BEING EMPLOYED IN THE FUTURE, AND I APPRECIATE THAT.

>> THANK YOU WITH THAT, WE'LL MOVE ON TO THE EVALUATION OF THE MEETING AND THIS MONTH,

[11. MEETING EVALUATION SURVEY]

THAT DUTY FALLS TO NANCY.

>> I AM HAPPY TO REPORT THAT I GET TO EVALUATE THE SHORTEST MEETING THAT WE HAVE EVER HAD SINCE I'VE BEEN A PART OF THIS ORGANIZATION.

I GIVE US A FOUR.

THANK YOU.

>> THANK YOU. WITH THAT, THAT DOES BRING US TO ITEM 12, WHICH IS THE ADJOURNMENT, AND SEEING THAT WE'VE TAKEN CARE OF EVERYTHING ON THE AGENDA.

I WANT TO WISH EVERYBODY A GREAT, FANTASTIC, WONDERFUL FIRST DAY OF SCHOOL TOMORROW, AND SAY GOOD NIGHT.
