GOOD EVENING AND WELCOME TO THE APRIL MEETING OF THE FERNDALE SCHOOL BOARD.

THANK YOU FOR JOINING US, WHETHER ONLINE OR HERE IN PERSON.

THE PURPOSE OF THIS AND EVERY OTHER SCHOOL BOARD MEETING IS TO CONDUCT THE BUSINESS OF THE BOARD. THAT BUSINESS IS TO FACILITATE THE MISSION OF OUR DISTRICT, WHICH IS TO PREPARE EACH STUDENT TO THRIVE IN AN EVER CHANGING WORLD BY PROVIDING A RIGOROUS EDUCATION THAT FOSTERS ACADEMIC GROWTH, NURTURES CONFIDENCE, AND ENCOURAGES CRITICAL THINKING.

TO FAITHFULLY EXECUTE THAT PURPOSE, THE BOARD NEEDS TO HEAR AND DISCUSS A WIDE ARRAY OF OPINIONS ON EACH ISSUE.

THAT PROCESS IS BEST SERVED WHEN ALL INVOLVED FOCUS ON THE ISSUES RATHER THAN THE PERSONALITIES.

A COUPLE OF QUICK HOUSEKEEPING MATTERS IN THE EVENT OF ANY TYPE OF AN EMERGENCY, THE SAME DOOR THAT YOU CAME IN IS THE EXIT.

ALSO, IF YOU NEED THE RESTROOMS, THEY ARE OUT THE DOOR TO YOUR LEFT UP THE RAMP AND YOU'LL FIND THEM THERE TO YOUR LEFT.

THE LUMMI PEOPLE ARE THE ORIGINAL INHABITANTS OF WASHINGTON'S NORTHERNMOST COAST AND SOUTHERN BRITISH COLUMBIA.

THEY LIVED IN VILLAGES THROUGHOUT THIS TERRITORY AND CONTINUED TO HAVE AN ONGOING RELATIONSHIP WITH THESE AREAS. SINCE TIME IMMEMORIAL, THEY HAVE CELEBRATED LIFE ON THEIR WATERWAYS AND ON THE TRADITIONAL, ANCESTRAL AND UNCEDED LANDS OF THEIR PEOPLE TO PERPETUATE THEIR WAY OF LIFE.

WE HONOR THEIR ANCESTORS AS WE ACKNOWLEDGE THE PAST, PRESENT, AND FUTURE LUMMI PEOPLE AS THE ORIGINAL INHABITANTS OF THIS LAND.

PUBLIC COMMENT IS A TIME WHEN THE BOARD CAN HEAR FROM THE COMMUNITY WHAT IS ON THEIR MINDS AND IS IMPORTANT TO THEM, PARTICULARLY AS IT RELATES TO WHAT IS HAPPENING WITHIN THE SCHOOL DISTRICT.

WE APPRECIATE RESPECTFUL, CONSTRUCTIVE CRITICISM AND WELCOME SUGGESTIONS FOR SOLUTIONS.

PUBLIC COMMENT IS NOT A TIME FOR DISCUSSION. IT IS A TIME FOR THE BOARD TO LISTEN.

BOARD MEMBERS MAY INTERJECT TO ASK CLARIFYING QUESTIONS AND OR MAY DIRECT SOMEONE, MOST OFTEN THE SUPERINTENDENT, TO TAKE FUTURE ACTIONS RELATED TO THE STATEMENTS.

SO WITH THAT, WE WILL GO AHEAD AND START AND THE FIRST PERSON I HAVE ON FOR TONIGHT IS KRISTEN RAFFERTY.

I'M HERE TO SHARE MY DEEP APPRECIATION FOR OUR ORCHESTRA AND MUSIC PROGRAMS, AND I ASK THAT WE CONTINUE TO FULLY FUND AND STAFF THEM SO THEY CAN SERVE OUR STUDENTS IN THE STRONGEST WAY POSSIBLE. MUSIC EDUCATION, AND PARTICULARLY LEARNING A STRINGED INSTRUMENT, PROVIDES UNIQUE BENEFITS THAT GO FAR BEYOND SIMPLY PLAYING NOTES ON A PAGE.

STUDENTS IN ORCHESTRA BUILD PATIENCE, FOCUS, AND PERSEVERANCE.

THEY LEARN HOW TO WORK AS A TEAM, HOW TO LISTEN CAREFULLY TO THOSE AROUND THEM, AND HOW TO EXPRESS THEMSELVES IN WAYS THAT WORDS SOMETIMES CAN'T.

STUDIES SHOW THAT MUSIC STUDENTS PERFORM BETTER ACADEMICALLY AND DEVELOP STRONGER SOCIAL AND EMOTIONAL SKILLS, QUALITIES WE WANT FOR OUR YOUNG PEOPLE. I'M CONCERNED ABOUT THE PROPOSAL TO COMBINE SIX, SEVENTH, AND EIGHTH GRADE STUDENTS INTO A SINGLE ORCHESTRA.

WHILE I UNDERSTAND THE NEED TO MAKE ADJUSTMENTS, GROUPING BRAND NEW BEGINNERS WITH STUDENTS WHO HAVE 2 OR 3 YEARS OF EXPERIENCE COULD MAKE IT HARDER FOR BOTH GROUPS TO SUCCEED. BEGINNERS NEED TIME, SPACE AND PATIENCE AND PATIENT INSTRUCTION TO BUILD THE FOUNDATIONS THEY NEED.

MEANWHILE, MORE ADVANCED STUDENTS DESERVE OPPORTUNITIES TO CONTINUE GROWING AT AN APPROPRIATE PACE.

KEEPING THESE GRADES SEPARATED, OR AT LEAST MAINTAINING SMALLER, LEVELED GROUPS, ENSURES THAT EVERY STUDENT FEELS SUPPORTED, CHALLENGED, AND PROUD OF THEIR GROWTH. THAT CAN ONLY HAPPEN IF WE CONTINUE TO PRIORITIZE FUNDING FOR ENOUGH TEACHERS AND RESOURCES.

OUR MUSIC PROGRAMS ARE NOT EXTRAS. THEY ARE VITAL TO A WELL-ROUNDED EDUCATION.

THEY BUILD COMMUNITY, CREATE JOY, AND TEACH LIFE SKILLS THAT WILL SERVE STUDENTS NO MATTER WHERE LIFE TAKES THEM AND THEN I'LL GO OFF SCRIPT JUST FOR A MOMENT.

TWO GREAT EVENTS HAPPENED THIS PAST YEAR. ONE MOST PEOPLE ARE FAMILIAR WITH.

BUT THE HUNCHBACK WAS A PHENOMENAL PRODUCTION, AND ONE PART OF THAT WAS THAT PIT ORCHESTRA, WHICH IS SO UNIQUE TO OUR COMMUNITY AND COULDN'T HAPPEN.

EXCEPT FOR THAT. FOR YEARS THERE'S BEEN JUST PEOPLE DEDICATED AND RESOURCES AND TEACHERS DEDICATED TO BUILDING UP THESE SKILLS AND THESE STUDENTS AND I'M SO THANKFUL FOR THAT AND I JUST REALLY WOULD LOVE TO SEE THAT CONTINUE AND THEN ANOTHER LESSER KNOWN FACT WAS IN SOLO AND ENSEMBLE WAS IN FEBRUARY AND AT THAT EVENT THERE WERE 53 STRING ENSEMBLES THERE AND THIS NEVER MADE IT ON SOCIAL MEDIA AND DIDN'T REALLY SEE ANY RECOGNITION. BUT THERE WAS AN ENSEMBLE FROM FERNDALE THERE.

THERE WERE 53 ENSEMBLES. WHAT PLACE DO YOU THINK FERNDALE PLACED? ANYBODY KNOW? THIRD PLACE. WE AREN'T A MEDIOCRE PROGRAM THAT COULD JUST BE SLOUGHED AWAY.

WE ARE A GOOD, STRONG PROGRAM AND IT NEEDS TO CONTINUE AND IT'S NOT WORTH GETTING RID OF.

WE'VE GOT REAL TALENT IN THIS COMMUNITY. SO THANK YOU.

THANK YOU SO MUCH. I'M WE REALLY VALUE OUR PARTNERSHIPS WITH THE FERNDALE SCHOOL DISTRICT, WITH THE BELLINGHAM SYMPHONY ORCHESTRA. AND WE ALSO REALLY VALUE THE LONG TIME TRADITION WITH FERNDALE SCHOOL DISTRICT OF HAVING A ROBUST MUSIC AND ORCHESTRAL PROGRAM. I'M HERE TO TALK ABOUT THE IMPORTANCE OF KEEPING MUSIC CLASSES AND PROGRAMS INTACT IN FULLY FUNDED IN THEIR CURRENT STATES.

MUSIC IS SOMETHING THAT BUILDS COMMUNITY. IT'S MORE THAN JUST A CLASS.

IT'S ONE OF THOSE PLACES WHERE MARGINALIZED STUDENTS CAN GO TO FIND A SENSE OF COMMUNITY AND HOME.

A RECENT MIT STUDY FOUND THAT PEOPLE WHO WERE INVOLVED IN THEIR SCHOOL MUSIC PROGRAMS NOT ONLY DID BETTER ACADEMICALLY, BUT THEY WERE 24% MORE LIKELY TO GRADUATE FROM HIGH SCHOOL.

AND THAT IS A PRETTY IMPACTFUL STATISTIC RIGHT THERE.

THEY ARE ONE OF THE FEW PLACES IN SCHOOL THAT HAVE CONTINUITY.

YOU HAVE THAT SAME MUSIC TEACHER FOR YEARS AT A TIME, BUILDING A RELATIONSHIP, BUILDING RELATIONSHIP WITH PEERS THROUGHOUT THAT.

I KNOW THIS FIRSTHAND AS A MUSIC TEACHER MYSELF, WHO'S TAUGHT IN THE PUBLIC SCHOOL SYSTEM FOR OVER A DECADE.

IT ENHANCES OTHER SUBJECTS AND JUST LIKE OTHER SUBJECTS, IT HAS A SPIRAL CURRICULUM.

SO EVERYTHING BUILDS YEAR AFTER YEAR AS YOU LEARN THESE NEW SKILLS AND SETS AND IT'S NOT JUST SKILLS THAT YOU'RE LEARNING WITH YOUR BRAIN.

IT'S ALSO A PHYSICAL SKILL SET. YOU'RE LEARNING.

SO I OFTENTIMES THINK OF MUSICIANS AS THE ATHLETES OF THE TINY MOST THE TINY MOTORS.

RIGHT. YOUR TINY MUSCLES AND SO IF YOU HAVE A GROUP OF SIXTH GRADE BEGINNING ORCHESTRAL STUDENTS, THEY ARE LEARNING SOMETHING THAT IS COMPLETELY DIFFERENT THAN A SEVENTH OR EIGHTH GRADE CLASS AND IN COMBINING THEM, IT WOULD PROVIDE. IT WOULD CREATE CHALLENGES THAT WERE GREAT BOTH FOR THE BEGINNING STRING GROUPS AND FOR THAT SEVENTH AND EIGHTH GRADE GROUP AND IT WOULD BE DETRIMENTAL TO BOTH GROUPS, AND IT WOULD BE INCREDIBLY DIFFICULT FOR THE TEACHER AS WELL.

IT'S A PROGRAM THAT BUILDS SELF-ESTEEM AND CONFIDENCE FOR STUDENTS.

THERE'S NOTHING QUITE LIKE GOING ON A STAGE AND PERFORMING AND HAVING THESE SKILL THINGS THAT YOU LEARN WEEK AFTER WEEK, BUILD AND BUILD AND HAVING A BEAUTIFUL CULMINATING PERFORMANCE.

IT'S ONE OF THOSE FEW THINGS WHERE YOU WORK ON YOUR MEMORY, YOU WORK ON YOUR ATTENTION SPAN.

IT ACTIVATES THE LANGUAGE CENTERS OF THE BRAIN, THE MATH CENTERS OF THE BRAIN.

IT BUILDS COMMUNITY. IT BUILDS TEAMWORK. IT BUILDS COLLABORATION AND I THINK ONE OF THE MOST IMPORTANT PARTS ABOUT MUSIC IS IT'S SOMETHING THAT IS LIFELONG.

SO YOU THINK ABOUT OUR COMMUNITY HERE IN WHATCOM COUNTY AND FERNDALE.

AND SO MUCH OF MUSIC CONTINUES BECAUSE OF WHAT FERNDALE SCHOOL DISTRICT'S LEGACY IS WITH THEIR ORCHESTRAL AND STRINGS PROGRAMS. SO WE HAVE PEOPLE FROM FERNDALE WHO HAVE GONE OUT TO HAVE PROFESSIONAL CAREERS.

SOME OF THEM ARE RECORDING ENGINEERS FOR PLACES LIKE THE SAN FRANCISCO SYMPHONY.

SOME OF THEM PERFORM IN ORCHESTRAS WITH THE SYDNEY OPERA, WITH THE LONDON PHILHARMONIC, WITH THE NATIONAL SYMPHONY IN WASHINGTON, D.C. AND I THINK THE MOST IMPORTANT THING IS A LOT OF THEM HAVE RETURNED TO OUR COMMUNITY AND BUILD HERE.

SO I HOPE YOU'LL CONSIDER KEEPING IT INTACT. THANK YOU.

BY THE WAY, AS A TEACHER, EDUCATOR, AS A PERSON WHO PROVIDES PROFESSIONAL DEVELOPMENT FOR IN-SERVICE TEACHERS AS WELL AS PRE-SERVICE TEACHERS, I ACT AS AN EXTERNAL EVALUATOR FOR A CLINICIAN AND CONSULTANT FOR STUDENT MUSIC PROGRAMS AGAIN, BOTH LOCALLY AND NATIONALLY, AND I CONTRIBUTE TO THE MUSIC EDUCATION PROFESSION THROUGH PRESENTATIONS AND PUBLICATIONS.

SO I'VE BEEN AROUND THE BLOCK A COUPLE OF TIMES.

MORE IMPORTANTLY, I'M HERE AS A DAD, A DAD OF TWO FERNDALE STUDENTS, ONE AT VISTA, ONE AT THE HIGH SCHOOL.

SO I ABSOLUTELY HAVE A VESTED INTEREST IN THE FUTURE OF THE ENTIRE CURRICULUM HERE IN FERNDALE, BUT CERTAINLY THE MUSIC PROGRAM AS WELL. I'M ALSO A VOTER WHO PROUDLY SUPPORTED THE LEVY THAT PASSED LAST YEAR, AND I WOULD REPEAT THAT VOTE AGAIN TODAY. I HAD THE WONDERFUL PLEASURE THIS MORNING OF SPEAKING WITH DOCTOR DOMINGUEZ REGARDING POTENTIAL CHANGES THAT THAT SEEM TO BE UNDER CONSIDERATION FOR THE DISTRICT'S MUSIC PROGRAM.

AND A COUPLE OF THINGS IN MY CONVERSATION WITH DOCTOR DOMINGUEZ THAT I'M VERY GLAD TO HEAR.

FIRST OF ALL, ACCORDING TO DOCTOR DOMINGUEZ, THERE ARE NO PLANNED REDUCTIONS IN THE NUMBER OF MUSIC CLASSES THAT ARE GOING TO BE OFFERED IN THE COMING YEAR. AND ALSO, DOCTOR DOMINGUEZ ASSURED ME THAT THE MUSIC CLASSES WOULD BE TAUGHT BY QUALIFIED MUSIC EDUCATORS.

THAT'S ENCOURAGING. SO HERE I'M AT, I'M HERE TO ADVOCATE FOR TWO PRIMARY POINTS FOR FOR THE BOARD AND THE ADMINISTRATORS TO CONSIDER MOVING FORWARD.

THE FIRST IS THAT WE WANT TO MAKE SURE THAT THE MUSIC COURSES ARE TAUGHT BY NOT JUST QUALIFIED ON PAPER, BUT THE MOST QUALIFIED EDUCATORS AND THE SECOND IS MORE IMPORTANT, THAT IS THAT WE RETAIN LEVEL BASED COURSE OFFERINGS IN OUR MUSIC PROGRAMS. I THINK IN THE FIRST POINT, WHEN YOU LOOK AT MUSIC EDUCATOR CERTIFICATIONS AND OF COURSE, DIGGING INTO THE WEEDS A LITTLE BIT.

FOR EXAMPLE, FOR INSTRUMENTAL MUSIC EDUCATION IN THE STATE, THERE'S NO DISTINCTION IN THE STATE TEACHING ENDORSEMENT BETWEEN AN INSTRUMENTAL MUSIC EDUCATOR WHO IS QUALIFIED FOR BAND AND ONE WHO IS QUALIFIED FOR STRINGS AND OTHER INSTRUMENTAL COURSES.

BUT I LIKE TO THINK OF THAT AS VERY AKIN TO, SAY, A MEDICAL LICENSE.

PHYSICIANS ALL HAVE THE SAME LICENSE THAT QUALIFIES THEM AS A PHYSICIAN AND SURGEON.

HOWEVER, THERE'S NO CIRCUMSTANCE UNDER WHICH YOU WOULD WANT YOUR CARDIOLOGIST PERFORMING A BRAIN SURGERY, WHICH MEANS YOU HAVE TO LOOK UNDER THE PAPER CERTIFICATION AND SEE WHAT IS THE BACKGROUND OF THIS PERSON.

WHAT IS THE TRAINING THAT ACTUALLY RECEIVED? WHAT ARE THEY QUALIFIED TO DO? SO AT THE END OF THE DAY, A BAND CLASS IS MOST THE. THE POTENTIAL FOR STUDENT SUCCESS IS HIGHEST WHEN THEY ARE TAUGHT BY A PERSON WHO SPECIALIZES IN BAND A STRING CLASS.

THE POTENTIAL FOR THAT SUCCESS IS MOST HIGH WHEN IT IS TAUGHT BY A PERSON WHO IS QUALIFIED IN STRING.

SO AS YOU LOOK AT THOSE THINGS, I REALLY ENCOURAGE YOU TO LOOK BEYOND THE SURFACE LEVEL CERTIFICATION AND MAKE SURE THAT THE QUALIFICATIONS, THE BACKGROUND OF THE TEACHERS INVOLVED REALLY DO MATCH THE CURRICULUM AND THUS THE NEEDS OF THE STUDENTS WHO ARE GOING TO BE THERE AND SECOND,

I THINK THAT'S THE MORE IMPORTANT IS THAT WE RETAIN THE LEVEL BASED OFFERINGS SIMILAR TO WHAT OTHER PEOPLE HAVE SAID.

THERE ARE QUALITATIVE DIFFERENCES, PARTICULARLY IN THE EARLIEST YEARS OF INSTRUMENTAL INSTRUCTION, BETWEEN A COURSE FOCUSED ON BEGINNERS, A COURSE FOCUSED ON SECOND YEAR STUDENTS, AND A COURSE FOCUSED ON THIRD YEAR STUDENTS AND FOR ANYONE WHO WANTS TO NERD OUT WITH ME, I'D BE MORE THAN HAPPY TO DIG INTO THE WEEDS AND TALK ABOUT WHAT THAT LOOKS LIKE. THE NEEDS OF THE BEGINNERS ARE VERY.

AND MY SON DANIEL, WHO'S SITTING BACK THERE IN THE AUDIENCE, HE SHOWED ME DOCTOR DOMINGUEZ'S SOCIAL MEDIA POST THAT SHE MADE AND I TOTALLY GET IT WITH BEING TECHNICALLY OVERSTAFFED, BUT I DON'T THINK THAT THERE IS SUCH A THING.

SO I'M JUST GOING TO GO AHEAD AND READ WHAT I'VE WRITTEN.

I HAVE A LONGER VERSION THAT I'LL SEND TO THE BOARD MEMBERS WITH INFORMATION ABOUT HOW MUSIC HAS REALLY IMPACTED EVERY ONE OF MY KIDS.

WE ALL KNOW THAT BUDGET SHORTFALLS ARE A CONCERN.

THIS IS AN ISSUE THAT, DESPITE THE MCCLEARY RULING, THE STATE HAS NOT MET THE REQUIREMENT TO FULLY FUND PUBLIC EDUCATION, WHICH PUTS THE ONUS ON LOCAL DISTRICTS TO MANAGE WITH LESS.

UNFORTUNATELY, SOMETIMES THAT COMES WITH CUTS TO POPULAR AND IMPACTFUL PROGRAMS AND SERVICES IN THE DISTRICT.

THIS BRINGS ME TO THE REASON FOR COMING TONIGHT TO ADDRESS THE BOARD.

IT HAS RECENTLY COME TO MY ATTENTION THAT A DECISION HAS BEEN MADE TO MAKE CUTS TO MUSIC PROGRAMS WITHIN SOME OF OUR SCHOOLS, AND RIPPING THOSE TEACHERS AS PART OF THE BUDGET.

FOR THOSE IN THE AUDIENCE WHO DON'T KNOW WHAT A RIFF IS, IT STANDS FOR REDUCTION IN FORCE OR A LAYOFF.

WHY ARE WE DOING THIS TO OUR TEACHERS WHO HAVE DEVOTED THEIR CAREERS TO PROVIDING THIS IMPORTANT FACET OF EDUCATION TO OUR STUDENTS? THERE ARE NUMEROUS STUDIES, AS YOU'VE HEARD TONIGHT ALREADY, THAT SHOW HOW IMPORTANT MUSIC EDUCATION IS TO CHILD DEVELOPMENT, AND TO TAKE AWAY THOSE THAT EDUCATION HAS DEVASTATING CONSEQUENCES FOR OUR CHILDREN.

MUSIC HAS BEEN SHOWN TO IMPROVE EDUCATIONAL OUTCOMES IN OTHER SUBJECT AREAS, AND IN ADDITION, MUSIC EDUCATION HELPS TO FOSTER LIFELONG PURSUITS FOR MANY STUDENTS WELL INTO ADULTHOOD.

FOR MANY OF OUR STUDENTS, MUSIC IS AN OUTLET TO EXPRESS THEMSELVES AND ALLOWS THEM THE OPPORTUNITY TO DEVELOP SOCIAL SKILLS IN A GROUP WHERE THEY ARE ACCEPTED BECAUSE OF THEIR TALENTS. MY OWN KIDS HAVE MADE MANY FRIENDSHIPS THROUGHOUT THE YEARS THROUGH THEIR MUSIC GROUPS AND PARTICIPATION, EVEN AS EARLY AS ELEMENTARY SCHOOL. YOU MAY HAVE NOTICED THAT I'M STANDING HERE TONIGHT WEARING A FERNDALE MARCHING BAND AND COLOR GUARD SWEATSHIRT.

I DID THIS INTENTIONALLY TO SHOW THAT I AM NOT JUST ADVOCATING FOR MUSIC EDUCATION AS A CONCERNED COMMUNITY MEMBER, BUT ALSO AS THE PARENT OF THREE CURRENT AND FORMER FERNDALE STUDENTS WHO HAVE BENEFITED FROM THE MUSIC EDUCATION THEY RECEIVED FROM THEIR MUSIC TEACHERS AT THE ELEMENTARY, MIDDLE, AND HIGH SCHOOL LEVELS. ALL THREE OF MY KIDS DEVELOPED A LOVE OF MUSIC EARLY ON AND HAVE CONTINUED TO PURSUE IT ALL THROUGHOUT THEIR PUBLIC SCHOOL CAREERS, INTO COLLEGE AND BEYOND. ALL OF THIS IS POSSIBLE BECAUSE OF THE AMAZING MUSIC TEACHERS IN OUR DISTRICT FROM ELEMENTARY ON UP WHO HAVE ENCOURAGED THEM IN THESE PURSUITS. BUT THIS IS JUST MY FAMILY ATTENDING PERFORMANCES.

GOOD EVENING. MY NAME IS DOM. I IDENTIFY AS A FERNDALE RESIDENT ON BORROWED PART OF THE AGENDA OF THE MARCH BOARD MEETING WAS THE RESOLUTION CONCERNING THE ESTABLISHMENT OF THE MINIMUM EDUCATIONAL PROGRAM AND STAFFING REQUIREMENTS FOR THE NEXT SCHOOL YEAR.

DURING THIS DISCUSSION, DOCTOR DOMINGUEZ EXPRESSED HER FRUSTRATION AT THE STATE LEGISLATURE'S FAILURE TO AMPLY FUND EDUCATION.

I HAVE SOME OPINIONS TO SHARE ON THIS TOPIC. THE PREAMBLE IN ARTICLE NINE OF THE STATE CONSTITUTION SAYS IT IS THE PARAMOUNT DUTY OF THE STATE TO MAKE AMPLE PROVISION FOR THE EDUCATION OF ALL CHILDREN.

ACCORDING TO THE MERRIAM-WEBSTER DICTIONARY, AMPLE MEANS GENEROUSLY SUFFICIENT TO SATISFY A REQUIREMENT OR NEED.

HOWEVER, AMPLE'S DEFINITION DOES NOT MEAN WITHOUT LIMITS OR AT ALL COSTS.

THIS INFERENCE LEADS TO THE FIRST POINT THAT I WANT TO MAKE, WHICH IS THAT WE ALL HAVE TO LIVE WITHIN OUR MEANS, AND SO DOES THE GOVERNMENT, WHETHER IT BE AT THE FEDERAL, STATE, COUNTY OR CITY LEVEL.

THAT IS HOW THE REAL WORLD WORKS. MY SECOND POINT HAS TO DO WITH THE COST BENEFIT ANALYSIS OF THE EDUCATION SPENDING.

ACCORDING TO THE WASHINGTON STATE OSPI, THE FSD'S REPORT CARD FOR SPRING 2024 SHOWS DEFICIENCIES IN ALL THREE SUBJECTS.

43.9% FOR ENGLISH LANGUAGE ARTS, 34.6 FOR MATH AND 46.2% FOR SCIENCE.

MEANWHILE, THE DISTRICT BUDGET AND PER PUPIL EXPENDITURE FOR THE 2023-2024 SCHOOL YEAR WERE AT RECORD HIGHS.

SOME PEOPLE REFERRED TO EDUCATION SPENDING AS AN INVESTMENT, SO I THINK IT'S FAIR TO SAY THAT BASED ON THESE DISMAL RESULTS, FERNDALE RESIDENTS GOT A POOR RETURN ON THEIR INVESTMENT.

MY THIRD POINT DEALS WITH THE PHILOSOPHICAL ROLE OF GOVERNMENT IN EDUCATION.

THE US CONSTITUTION DOES NOT EVEN MENTION EDUCATION.

SO, AS STATED IN THE 10TH AMENDMENT, THE POWERS NOT DELEGATED TO THE UNITED STATES BY THE CONSTITUTION, NOR PROHIBITED BY IT TO THE STATES ARE RESERVED TO THE STATES, RESPECTIVELY, OR TO THE PEOPLE.

I THINK THE KEY PHRASE IN THIS STATEMENT IS THE VERY LAST PART.

TO THE PEOPLE AND TO ME, IT MEANS THE LEVEL OF GOVERNMENT THAT IS NEAREST TO THE PEOPLE WITHIN THE CONFINES OF A SCHOOL DISTRICT.

I'VE TAUGHT BAND AND COMBINED CLASSES HERE AND THERE IN VARIOUS STATES.

BUT I WOULD LIKE TO ALSO STATE THAT THROUGHOUT ALL AGES, THROUGHOUT ALL CENTURIES, CULTURES HAD MUSIC, ALL AGES. AND THERE IS AN EMOTIONAL RESPONSE TO MUSIC THAT IS CONSISTENT.

IT IS AN IMPORTANT PART OF A CHILD'S DEVELOPMENT.

IT USES ALL PARTS OF THE BRAIN. THIS HAS BEEN ESTABLISHED BY DANIEL LEVITHAN.

I'VE HAD THE OPPORTUNITY TO WORK WITH SPECIAL NEEDS STUDENTS.

MUSIC CAN REACH THEM. WE HAD AN AUTISTIC STUDENT DO A FABULOUS JOB ON THE PATTER SONG IN THE GILBERT AND SULLIVAN.

THE STUDENT OTHERWISE DIDN'T DO THINGS. I HAD ANOTHER ONE WHO WOULD ALWAYS BRING HIS BOOK TO ORCHESTRA, AND AFTER LETTING HIM READ A LITTLE BIT, I'D SAY, CAN I PUT THE BOOK ASIDE? AND HE'D PLAY BEAUTIFULLY. I HAD A HEARING IMPAIRED STUDENT AND PRACTICED LIKE CRAZY, PLAYED VERY OUT OF TUNE.

I TOOK THE TIME TO TEACH THEM IN CLASS, TIME TO PLAY IN TUNE AT THE END OF THAT YEAR.

I CAN'T REMEMBER IF SHE WAS FOURTH OR THIRD GRADE.

IT'S BEEN A WHILE AGO. THE TEACHER TOLD ME THAT SHE THOUGHT THE OPPORTUNITY TO PLAY THE VIOLIN AND LEARN IT, AND THE WORK THAT WE HAD DONE TO PLAY IN TUNE IMPROVED NOT ONLY HER SPEECH, BUT HER READING BECAUSE SHE WAS HEARING BETTER.

THERE ARE COUNTLESS WAYS THAT MUSIC IN ITSELF HELPS ALL STUDENTS.

GOT TO ADMIT THAT. AND THEY'VE LONG SINCE GRADUATED.

THREE OF THEM WERE INVOLVED IN THE MUSIC PROGRAMS HERE AND HAVE GONE ON IN VARIOUS WAYS TO CONTINUE TWO OF THEM IN THEIR ACAPPELLA GROUPS IN COLLEGE.

BUT THE PICTURES OF WON FIRST PLACE, EIGHTH GRADE, THE FIRST PLACE SIXTH GRADE.

I LOOKED IT OVER AND ALVINA ALSTADT I SAID, HEY, ALVINA, WHAT DO YOU THINK EVERY SINGLE ONE OF THOSE KIDS, SAY WON, WAS AN ORCHESTRA AND THAT ONE WAS IN BAND.

THERE IS SUCH A CORRELATION BETWEEN MUSIC AND MATH AND OTHER LEARNING AND ALL THE OTHER THINGS.

SO, YOU KNOW, THE DISTRICT'S GAINING MONEY AND JUST AS AN ASIDE, IN MY LAST 10S, IF WE DIDN'T HAVE AN ORCHESTRA HERE, WE WOULD NEVER HAVE MOVED INTO THIS TOWN. SO DO KEEP THAT IN MIND.

THERE ARE MANY BENEFITS. THE KIDS, THE TOWN, THE COMMUNITY.

SO IT'S BASICALLY IT'S A REFRESH, A MORE USER FRIENDLY, MORE GRAPHICAL INTERFACE OF THE CURRENT SOFTWARE THAT WE'RE USING.

BUT REQUIRES QUITE A LOT OF BACK END CONVERSION.

SO, EACH OF THE DIFFERENT AREAS OF RESPONSIBILITY.

SO STUDENT RECORDS. HR FISCAL EVERYBODY IS KIND OF DIGGING IN, DOING DATA CLEANUP, LEARNING THE NEW SYSTEM AND GETTING READY FOR THE CONVERSION TO THE NEW SKYWARD.

THAT'LL HAPPEN THIS SUMMER. A LOT OF THE TRAINING IS VIDEO BASED, SO I KNOW WE'VE BEEN KIND OF PREPPING SOME TEAMS AND SOME FOLKS TO BE ABLE TO HELP US DELIVER SOME TRAINING, AND MORE INFORMATION WILL BE COMING OUT AS WE GET CLOSER TO THE CONVERSION.

I'LL DO A FUND BALANCE UPDATE, I'LL DO AN AUDIT UPDATE AND THEN QUESTIONS.

THIS IS OUR TIMELINE AND THE GRAY IS THINGS WE'VE ALREADY ACCOMPLISHED.

AND APRIL'S BEEN VERY PACKED WITH LOTS AND LOTS OF MEETINGS.

SO A LOT OF THINGS THAT MAYBE WE WOULD HAVE DONE IN APRIL HAVE BEEN DEFERRED DOWN INTO MAY.

SO MAY KEEPS GETTING BUSIER AND BUSIER AS WE MOVE ON.

KIND OF THE HIGHLIGHTS FROM THE TIMELINE BECAUSE THAT'S REALLY HARD TO READ ON THE SCREEN. WE HAD THREE.

WE FINISHED OUR THIRD OF THREE AD TEAM BUDGET MEETINGS WHERE WE MET WITH PRINCIPALS AND DIRECTORS TO JUST BRAINSTORM AND GO THROUGH DIFFERENT STAFFING SCENARIOS. THE LEGISLATIVE SESSION ENDED TWO NIGHTS AGO ON SUNDAY.

THE CERTIFICATED STAFFING REDUCTIONS DECISIONS HAVE BEEN MADE AND MEMBERS HAVE BEEN STAFF MEMBERS HAVE BEEN NOTIFIED.

DISCUSSIONS REGARDING ADMINISTRATIVE STAFF AND CLASSIFIED STAFF ARE STILL ONGOING, AND NOTIFICATION WILL TAKE PLACE BY THE END OF THIS WEEK AND THE END OF NEXT WEEK, DEPENDING ON LABOR GROUP AND AS I SAID, MANY OF THE REGULAR APRIL TASKS WERE PUSHED INTO MAY.

FUND BALANCE. SO JUST A QUICK REVIEW. THE FSD BOARD POLICY IS TO HAVE A MINIMUM OF 4% OF BUDGETED EXPENDITURES ON HAND AS OUR UNASSIGNED FUND BALANCE. THE DISTRICT HASN'T MET THAT REQUIREMENT VERY MANY TIMES, VERY MANY MONTHS THIS YEAR, INCLUDING JANUARY, FEBRUARY AND MARCH OF THIS YEAR.

A LOT OF UNPLANNED EXPENDITURES HAVE IMPACTED OUR CURRENT YEAR FUND BALANCE, INCLUDING A LOT OF LEAVES, A LOT OF PEOPLE ON LEAVES, WHICH WE HAVE TO PAY FOR, LEAVE REPLACEMENTS.

WE'VE PUT A LOT OF MEASURES INTO EFFECT IN THE CURRENT YEAR TO HELP KIND OF SLOW OUR EXPENDITURES, OUR SPENDING AND WE'RE SEEING THE POSITIVE EFFECT THIS MONTH, WHICH I'LL SHOW ON THE NEXT SLIDE AND WE'RE PROJECTED TO END THE YEAR UNDER NOT MEETING OUR PROJECTED FUND BALANCE AND THE BOARD SAID THAT FUND BALANCE RESTORATION IS A PRIORITY FOR OUR 25-26 BUDGET.

SO HERE'S OUR CURRENT FUND BALANCE AS OF MARCH.

SO AS YOU SEE IN THE BLUE, PURPLE AND YELLOW TRADITIONALLY WE GET OUR TAX COLLECTION IN OCTOBER AND THEN IT JUST DECLINES UNTIL APRIL WHEN IT GOES BACK UP AND AS YOU SEE THE BOTTOM, THE GREEN, WHICH IS OUR CURRENT YEAR, IT DECLINED UNTIL FEBRUARY AND THEN WE'VE STARTED TO CLIMB OUT OF IT.

SO THAT'S A REALLY POSITIVE SIGN TO SHOWS THAT KIND OF SOME OF THE MEASURES WE'VE PUT IN PLACE HAVE ARE WORKING.

THIS SLIDE SHOWS WHAT WE DID WAS WE JUST PROJECTED THE EXPENDITURES THAT WE HAD THIS YEAR ON WHAT IT WOULD LOOK LIKE IF WE DID THE SAME THING NEXT YEAR AS WE DID THIS YEAR. THE TOP RED LINE IS OUR MINIMUM FUND BALANCE POLICY.

THE BOLD RED LINE IS ZERO AND AS YOU CAN SEE, IF WE JUST KEPT DOING WHAT WE'RE DOING THIS YEAR WITHOUT ANY CUTS, WE WOULD BE BELOW ZERO BANKRUPT.

ANY QUESTIONS ON THIS? AND I JUST WANT TO MAKE SURE THAT EVERYONE UNDERSTANDS THAT THE THE GREEN LINE IS AN ESTIMATE FOR NEXT YEAR, AND IT'S JUST SOLELY BASED ON WHAT WE THINK IS HAPPENING.

THE FIRST SEPTEMBER THROUGH MARCH OF THIS YEAR AND THEN I PROJECTED BASED ON LAST YEAR FOR THE REST OF THIS YEAR.

AND THEN ALL OF THE GREEN LINE IS A PROJECTION FOR NEXT YEAR AND THAT GREEN LINE, IF WE DID NOT MAKE ANY REDUCTIONS, THAT'S WHAT WE CAN ANTICIPATE. SO IT SHOWS WHY WE'RE HAVING TO MAKE THE REDUCTIONS WE'RE MAKING.

WE WOULD BE IN BINDING CONDITIONS IN THE FIRST MONTH OF SCHOOL.

THE OTHER THING I'D ADD ABOUT THIS IS WHERE WE WHERE THE PROJECTION OF THE GREEN, THE 25-26,

BASICALLY, WE CAN EXPECT AN INCREASE FROM THE STATE THIS YEAR, BUT WE ALSO KNOW THAT OUR EXPENDITURES WILL GO UP.

SO INSURANCE. YEAH, WE JUST LEARNED OUR INSURANCE IS GOING UP SIGNIFICANTLY AGAIN NEXT YEAR.

SO WE HAVE TO MONITOR THOSE PIECES AS WELL. YEAH AS WELL AS UTILITIES AND EVERYTHING HAS.

OKAY. AUDIT UPDATE. SO THE WASHINGTON STATE AUDITOR'S OFFICE SAO THEY'VE BEEN WORKING AWAY SINCE FEBRUARY LOOKING THROUGH EVERYTHING AND THE WORK IS FINISHED AND WE HAD OUR EXIT CONFERENCE TODAY AND WE HAD A COMPLETELY CLEAN AUDIT.

SO THEY DID A FINANCIAL STATEMENT AUDIT AND A SINGLE AUDIT, WHICH IS THE FEDERAL PORTION.

THEY AUDITED TITLE ONE AND IMPACT AID AND LIKE I SAID, TOTALLY CLEAN.

NO FINDINGS. THE SAO FIT TOOL. AND IT'S A COLLABORATIVE EFFORT.

SO THERE'S A LOT OF PEOPLE INVOLVED BEHIND THE SCENES THAT MAKE SURE THAT WE ARE DOING ALL THE THINGS WE HAVE TO DO TO COMPLY WITH THOSE AUDITS.

ANOTHER THING, HOUSE BILL 2049 WAS PASSED AND IT PROVIDES FOR A SIGNIFICANT INCREASE IN THE LOCAL LEVY LID FOR SCHOOL DISTRICTS PHASED IN OVER THE NEXT SIX YEARS. SO I'M SURE THERE'S THAT'S CONTROVERSIAL AS WHO THAT'S GOOD FOR AND WHO IT ISN'T BECAUSE IT'S JUST MORE TAXES.

AND WE'VE ALREADY, WITH THIS LEGISLATIVE SESSION, HAD THE LARGEST TAX INCREASE IN WASHINGTON STATE HISTORY.

ANOTHER THING THAT IMPACTS SCHOOLS WAS HB 1296 THAT PASSED.

AND THAT ESSENTIALLY MEANS THAT THE PARENTS BILL OF RIGHTS I 281 NO LONGER HAS ANY TEETH IN IT ANYMORE.

MOVING ON TO FEDERAL LAW, TRUMP HAS MADE EXECUTIVE ORDERS CONCERNING EDUCATION.

HE SAID HE WANTS TO END THE DEPARTMENT OF EDUCATION, AND HE HAS MADE MAJOR REDUCTIONS IN THE STAFF.

HE'S MOVING DIFFERENT FUNCTIONS OF THE DEPARTMENTS TO OTHER DEPARTMENTS.

BUT BUT THE DEPARTMENT OF ED CANNOT CLOSE UNTIL CONGRESS AUTHORIZES THAT.

EDUCATION SECRETARY LINDA MCMAHON SAYS TITLE ONE AND IDEA ARE SAFE.

SO EVEN THOUGH THERE'S BLANKET REDUCTIONS OF FEDERAL SPENDING, INCLUDING SCHOOLS FUNDING NO CUTS ARE PROPOSED FOR K-12 EDUCATION FROM THE FED HEAD START. ON THE OTHER HAND, MIGHT BE ELIMINATED.

AGENDA. WE ARE RECEIVING A MONITORING REPORT FOR RESULTS POLICY FOR R4 CHARACTER AND SOCIAL EMOTIONAL LEARNING.

I MENTIONED IT EARLIER, BUT JUST TO CLARIFY, THIS MONITORING REPORT IS BASED OFF THE OLD RESULTS POLICIES, NOT THE NEW ONES WE ADOPTED TONIGHT. THE MONITORING REPORT, BASED ON THE NEW OPERATIONAL EXPECTATIONS AND ON THE NEW OPERATIONAL EXPECTATIONS AND RESULTS POLICIES. THOSE MONITORING REPORTS WILL BEGIN IN OUR NEW MONITORING REPORT CYCLE THAT STARTS IN AUGUST.

AS NOTED ON THE NEW ANNUAL WORK PLAN THAT WAS ADOPTED TONIGHT.

WE'RE ALSO RECEIVING A NEW OR A REVISED VERSION OF POLICY 2030 OR 2230.

THE TRANSITION TO KINDERGARTEN PROGRAM. THIS WAS A NEW POLICY THAT WAS INTRODUCED TO THE BOARD AT LAST MONTH'S MEETING.

BUT SINCE THAT TIME OR SINCE RECEIVING THIS PROPOSED POLICY, WSSDA HAS MADE SOME CHANGES TO IT, AND THE TEAM FELT IT WAS MORE APPROPRIATE TO SUBMIT THE NEWER VERSION OF THE POLICY AT THIS TIME, RATHER THAN TO ACT ON IT AND VOTE ON THE CHANGES, SO THE POLICY WILL BE DISCUSSED AND ACTED UPON AT THE NEXT MONTH'S MEETING.

AS IS THE CASE WITH ANY NEW POLICY OR POLICY REVISION, WE ENCOURAGE THE DISTRICT STAKEHOLDERS TO REVIEW THE POLICY AND TO PROVIDE US WITH INPUT TO THE BOARD, EITHER PRIOR TO OR DURING THE PUBLIC COMMENT AT NEXT MONTH'S MEETING.
