THAT BUSINESS IS TO FACILITATE THE MISSION OF OUR DISTRICT, WHICH IS TO PREPARE EACH STUDENT TO THRIVE IN AN EVER-CHANGING WORLD BY PROVIDING A RIGOROUS EDUCATION THAT FOSTERS ACADEMIC GROWTH, NURTURES CONFIDENCE, AND ENCOURAGES CRITICAL THINKING. TO FAITHFULLY EXECUTE THAT PURPOSE, THE BOARD NEEDS TO HEAR AND DISCUSS A WIDE ARRAY OF OPINIONS ON EACH ISSUE. IN DECEMBER 2024, KEVIN ROBERTS, PRESIDENT OF THE HERITAGE FOUNDATION AND HERITAGE ACTION FOR AMERICA, WROTE AN ARTICLE TITLED, WHY IS CONGRESS FUNDING THE FAILING DEPARTMENT OF EDUCATION? I'M GOING TO SHARE WITH YOU SOME EXCERPTS FROM IT. BY ITS OWN STANDARDS, THE DEPARTMENT OF EDUCATION HAS BEEN AN ABJECT FAILURE. THE AGENCY'S MISSION IS TO PROMOTE STUDENT ACHIEVEMENT AND PREPARATION FOR GLOBAL COMPETITIVENESS BY FOSTERING EDUCATIONAL EXCELLENCE AND ENSURING EQUAL ACCESS. YET, NEARLY 45 YEARS AFTER ITS IN CREATION, HIGH SCHOOL SENIORS' MATH AND READING OUTCOMES REMAIN STAGNANT. WORSE STILL, THE ACADEMIC ACHIEVEMENT GAP BETWEEN THE UNITED STATES' POOREST AND WEALTHIEST STUDENTS HAS NOT NARROWED SINCE THE DEPARTMENT'S INCEPTION. THESE DISMAL RESULTS COME AT A STAGGERING COST. FUNDING THIS VAST FEDERAL AGENCY, WITH ITS MORE THAN 4,000 EMPLOYEES, HAS COST PARENTS AND US TAXPAYERS BILLIONS OF DOLLARS. AS THE AMERICAN ENTERPRISE INSTITUTES, RICK HAS RECENTLY POINTED OUT, MORE THAN 1,000 DEPARTMENT OF EDUCATION EMPLOYEES ARE PAID MORE THAN $160,000 ANNUALLY, WITH NEARLY 90 MAKING UPWARD OF $200,000, MORE THAN FOUR TIMES THE AVERAGE STARTING TEACHER'S SALARY. HOWEVER, THE DEPARTMENT'S FAILURES GO FAR BEYOND INEFFICIENCY AND WASTE. IT IS A MORALLY BANKRUPT INSTITUTION. IN JUST THE PAST FOUR YEARS, THE BIDEN ADMINISTRATION HAS WEAPONIZED THE FEDERAL GOVERNMENT AGAINST PARENTS AND CHILDREN IN UNPRECEDENTED WAYS. THE FBI CREATED THREAT TAGS TO MONITOR PARENTS SIMPLY FOR EXERCISING THEIR FIRST AMENDMENT RIGHTS AT SCHOOL BOARD MEETINGS AND SPEAKING UP ABOUT CRITICAL MATTERS SUCH AS SCHOOL SAFETY, BOYS IN FEMALE BATHROOMS AND LOCKER ROOMS, AND SEXUALIZED CONTENT IN CLASSROOMS. MEANWHILE, THE DEPARTMENT OF EDUCATION REWROTE TITLE 9 RULES TO EXPAND THE DEFINITION OF SEX DISCRIMINATION TO INCLUDE GENDER IDENTITY AND THEN HANDED ENFORCEMENT OVER TO THE DEPARTMENT OF AGRICULTURE, WHICH THREATENED TO WITHHOLD SCHOOL MEAL FUNDING FROM [00:10:04] INSTITUTIONS THAT REFUSED TO EMBRACE THIS RADICAL IDEOLOGY. IN SOME, THE SAME CONGRESS THAT CREATED THE DEPARTMENT OF EDUCATION CAN AND MUST ABOLISH IT. THIS ISN'T JUST ACHIEVABLE. IT'S POLITICALLY POPULAR, FISCALLY RESPONSIBLE, AND MORALLY ESSENTIAL. IT WAS PACKED, AND THERE WAS MORE FOOD THAN I THINK I'VE EVER SEEN, AND IT WAS AN ABSOLUTE JOYFUL CELEBRATION. IT'S REALLY RUN BY OUR STUDENTS. THEY TAKE THIS ON. THEY BRING IT TO LIFE, THEY GET DIFFERENT COMMUNITY MEMBERS INVOLVED. THE MAYOR WAS THERE. IT REALLY HAS BECOME QUITE THE EVENT, AND THERE'S ALREADY TALK ABOUT NEEDING A BIGGER SPACE NEXT YEAR, SO MOVING IT INTO THE GYM BECAUSE OUR COMMONS IS NO LONGER BIG ENOUGH TO HOLD THIS BY ITSELF. VERY EXCITING. ANOTHER SHOUT-OUT IS WE HAD OTHER SCHOOL DISTRICTS WHO CAME UP AND SHARED THEIR TALENTS. MOUNT VERNON SCHOOL DISTRICT HAS A STUDENT MARIACHI CLUB BAND. I JUST WANTED TO BRING THOSE BACK UP. ONE OF THE QUESTIONS THE BOARD ASKED WAS, HOW IS IT GOING? WHAT'S THE DATA SHOW? WE'VE HAD INCREDIBLE RESULTS. IS THERE A SLIDE AFTER THIS? WHICH ONE? OH, THERE'S 11 SLIDES. HERE WE GO. WE HAD JUST A FEW. 50 STAFF, 574 STUDENTS, AND 166 FAMILIES PARTICIPATE WHICH IT IS HARD TO GET THOSE NUMBERS, SO THAT'S A GREAT TURNOUT. IT WAS JUST FOR THE HIGH SCHOOL. WE JUST DID THE HIGH SCHOOL. THAT'S OKAY. WHAT WE SAW THE, SOME OF THE SUMMARY WAS THE CHANGES IN BEHAVIORS AND ATTITUDE. THERE WERE MIXED CHANGES IN ATTITUDES TOWARDS SCHOOL. SOME STUDENTS REPORTED NO CHANGE WHILE OTHERS HAD MENTIONED MORE NEGATIVE OUTLOOK DUE TO RESTRICTIONS, AND WE'VE SEEN SOME OF THOSE EMAILS. I DON'T THINK THAT'S A BAD THING TO HAVE WHEN THERE'S BOUNDARIES PUT UP TO HAVE STUDENTS SAY, WE DIDN'T LOVE IT. BUT FROM THE STUDENTS I'VE TALKED TO, THE MAJORITY OF THEM, AND IT CONTINUES. I SHARED WITH YOU THE IMPLEMENTATION GRAPH WHERE YOU START OFF REAL STRONG, EVERYONE'S EXCITED, AND THEN THERE'S A DIP. JUST INCONSISTENCIES, AND SO I KNOW THAT THE HIGH SCHOOL STAFF CONTINUES TO WORK ON THAT. IT'S A LOT TO REMEMBER THAT YOU HAVE TO MAINTAIN THIS. THE STAFF'S BEEN AMAZING. IF YOU REMEMBER, THAT WAS ONE OF THE QUESTIONS THAT CAME UP, AND THE ADULTS SAID ABSOLUTELY NOT BECAUSE THAT'S ACTUALLY WHEN WE WERE SEEING THE BULLYING HAPPEN WAS IN PASSING PERIODS. BUT WHEN I'VE MET AND BOTH HARLEEN AND GABBY MEET WITH ME IN THE ADVISORY GROUP, OVERWHELMING, POSITIVE IN THAT GROUP OF STUDENTS. FROM FAMILIES, WE WEREN'T SURE WHEN WE FIRST IMPLEMENTED THIS, WHAT FAMILIES WERE GOING TO HAVE TO SAY. I ONLY HEARD FROM TWO FAMILIES, AND IT WASN'T REALLY ANYTHING NEGATIVE, JUST MORE QUESTIONS ABOUT THE IMPLEMENTATION. MANY CITING THE POSITIVE IMPACT ON FOCUS AND ACADEMIC PERFORMANCE, THAT WAS BROAD SUPPORT. WHILE MOST FAMILIES REPORT NO SIGNIFICANT CHANGE IN BEHAVIOR. TWENTY-FIVE PERCENT IMPROVEMENT, THEIR CHILD'S ATTITUDE OR FOCUS AT SCHOOL, BEING ABLE TO TALK ABOUT SCHOOL WHEN THEY GET HOME BECAUSE THEY'RE MORE ENGAGED IN IT. THEN MANY OF OUR FAMILIES SHARE THE POLICY, FOSTERS BETTER ENGAGEMENT DURING CLASS TIME. I'VE HEARD THAT FROM STUDENTS AS WELL. I LOVE THIS ONE. "I'VE NOTICED MY CHILD TALKS MORE ABOUT THEIR DAY SINCE THEY'RE NOT GLUED TO THEIR PHONE." LEARNING TO HAVE THOSE CONVERSATIONS AND KNOWING WHAT HAPPENED DURING THE DAY IS CRITICAL. JUST OVERALL VERY POSITIVE. THEN STAFF. I'VE HEARD THIS. I LOVE THAT WE HAVE THE SURVEY. BUT THE STAFF, I DON'T KNOW THAT THEY THOUGHT IT WAS GOING TO BE AS SUPPORTED. WHEN WE TALK ABOUT THE MSOC FUNDING, THE MATERIAL SUPPLIES AND OPERATING COSTS, A GOOD CHUNK OF THE OPERATING COSTS ARE IN THE FORMS OF TAXES. WHENEVER THEY TALK ABOUT RAISING TAXES DOWN IN OLYMPIA, THAT AUTOMATICALLY PUSHES OUR COSTS UP JUST LIKE EVERYBODY ELSE'S.
