THAT BUSINESS IS TO FACILITATE THE MISSION OF OUR DISTRICT, WHICH IS TO PREPARE EACH STUDENT TO THRIVE IN AN EVER CHANGING WORLD, BY PROVIDING A RIGOROUS EDUCATION THAT FOSTERS ACADEMIC GROWTH, NURTURES CONFIDENCE, AND ENCOURAGES CRITICAL THINKING. TO FAITHFULLY EXECUTE THAT PURPOSE, THE BOARD NEEDS TO HEAR AND DISCUSS A WIDE ARRAY OF OPINIONS ON EACH ISSUE. THAT PROCESS IS BEST SERVED WHEN WE ALL FOCUS ON THE ISSUES RATHER THAN THE PERSONALITIES. A FEW HOUSEKEEPING ITEMS. FOR THOSE OF YOU THAT AREN'T FAMILIAR WITH THIS BUILDING, IF YOU DO NEED TO USE THE RESTROOMS, THEY'RE OUT THE DOORS YOU CAME IN AND UP THIS RAMP. ON BEHALF OF THE FERNDALE SCHOOL BOARD, WE WANT TO ACKNOWLEDGE THE DEVASTATING LOSS OUR HIGH SCHOOL COMMUNITY HAS EXPERIENCED IN THE PAST WEEK. OUR HEARTS ARE WITH THE FAMILIES, STUDENTS, STAFF, AND ALL THOSE IMPACTED BY THIS TRAGEDY. WE EXTEND OUR DEEPEST CONDOLENCES TO THOSE WHO ARE GRIEVING AND RECOGNIZE THE PROFOUND IMPACT THAT THIS HAS ON OUR ENTIRE COMMUNITY. DURING THIS DIFFICULT TIME, WE STAND TOGETHER IN SUPPORT OFFERING OUR CARE AND COMMITMENT TO ENSURING THAT STUDENTS AND STAFF HAVE THE RESOURCES THEY NEED. FERNDALE IS A STRONG AND COMPASSIONATE COMMUNITY, AND WE WILL CONTINUE TO LEAN ON ONE ANOTHER AND SHOW KINDNESS AND COMPASSION TOWARDS EACH OTHER. OUR MAINTENANCE CREW, OUR CUSTODIANS, OUR ADMINISTRATORS, TRANSPORTATION WAS OUT DRIVING ROADS. OUR TEAM GETS UP ABOUT 3:30 IN THE MORNING AND WE START CHECKING THINGS AND WATCHING TEMPERATURES AND SO WITH THAT, THOUGH, THAT SHIFTS THE LAST DAY OF SCHOOL. THE LAST DAY OF SCHOOL WILL NOW BE ON THE FRIDAY. WE WERE GETTING OUT ON MONDAY, SO NOW IT'S FRIDAY THE 13TH OF JUNE. SOMEONE ASKED ME, "ARE YOU GOING TO APPLY FOR A WAIVER DAY?" PART OF THAT CURRICULUM WOULD EXPAND TO WHAT WE ARE ALREADY DOING AND ASKING DISTRICTS TO ENGAGE IN PARTNERSHIPS WITH THEIR LOCAL TRIBES. WHAT WAS POWERFUL IN THIS IS I REACHED OUT TO SOME OF OUR STUDENTS AND I SAID, THIS BILL IS COMING UP. I KNOW THIS WORK MATTERS TO YOU. THE GRAY AREAS ARE THINGS THAT WE'VE COMPLETED, SO WE'RE DOING PRETTY GOOD. THERE'S JUST A COUPLE OF THINGS LEFT IN THE HIGHLIGHTS. HR THIS MONTH ROLLED THE 24/25 BUDGET INTO 25/26. THEY DO THAT. THEY TAKE ALL THE ASSUMPTIONS, THEY KNOW CONTRACTUAL LIKE STEP INCREASES, THINGS LIKE THAT, AND THEY ROLL THAT INTO 25/26. THAT'S OUR STARTING POINT. WE'LL USE WHAT WE CALL IT BUD 1. BUD 1 WILL BE USED TO ANALYZE OUR PROGRAM DATA AND HELP US MAKE DECISIONS. THE ENROLLMENT FORECAST WAS COMPLETED. WE DID PRELIMINARY STAFFING ALLOCATIONS FOR THE MODELS FOR CERTIFICATED STAFF AND CLASSIFIED STAFF. WE'VE SET UP MEETINGS WITH EVERY PRINCIPAL TO GO THROUGH THEIR BUILDINGS ALLOCATIONS. [00:20:05] THOSE WILL HAPPEN IN EARLY MARCH. THEN WE'VE ALSO SCHEDULED A SERIES OF THREE BUDGET MEETINGS WITH ALL THE AD TEAM TO GO THROUGH JUST A BUDGET PROCESS. EVERYBODY FEELS LIKE THEY'RE INVOLVED AND EVERYBODY IS A PART OF THE PROCESS. THIS SPREADSHEET IS WHAT'S COMING UP IN MARCH. MARCH IS A VERY BUSY BUDGET MONTH. WE'VE HAVE LOTS OF MEETINGS GOING ON. WE'RE WORKING ON REVENUE FORECASTING. WE'RE GOING TO HAVE A STUDY SESSION WITH THE BOARD TO TALK ABOUT DECISIONS THAT NEED TO BE MADE. A FEW HIGHLIGHTS, THE REVENUE FORECAST, LIKE I SAID, THE STUDY SESSION, AND THEN THE LEGISLATIVE SESSION IS SCHEDULED TO END APRIL 27, HOPEFULLY. MARK HAS HIS FINGERS CROSSED. I'M GOING TO PASS OVER TO MARK TO TALK ABOUT THE ENROLLMENT FORECAST. >> LIKE HOLLY SAID, ONE OF THE BIGGEST EARLY BUDGET ASSUMPTIONS IN TERMS OF MAKING SOME JUDGMENTS ABOUT NEXT YEAR AND WHAT IT'S GOING TO LOOK LIKE IS THE ENROLLMENT FORECAST. BY PROJECTING HOW MANY STUDENTS WE THINK WE'RE GOING TO HAVE NEXT YEAR, THAT DRIVES, HOW MANY STAFF WE'RE GOING TO HAVE AS WELL. THE COMBINATION OF THOSE TWO THINGS GENERATE MOST OF THE REVENUE THAT COMES INTO THE DISTRICT. REALLY A BIG FIRST STEP OF GETTING OUR BUDGET TOGETHER FOR NEXT YEAR. THERE ARE COUPLE OF THINGS THAT GOING INTO THIS YEAR, BECAUSE OF OUR FINANCIAL SITUATION, WE NEED TO BE CONSERVATIVE WITH OUR FORECAST. THE RISK THERE, THE BALANCING ACT IS YOU DON'T WANT TO BE TOO CONSERVATIVE AND UNDER STAFF AND UNDERPLAN YOUR REVENUE BECAUSE THE FIRST HALF OF THE SCHOOL YEAR, OUR APPORTIONMENT IS BASED ON OUR BUDGETED ENROLLMENT. OUR BUDGET FORECAST DRIVES THE REVENUE SEPTEMBER THROUGH DECEMBER. THEN IN JANUARY, IT SWITCHES TO THE ACTUAL ANNUAL AVERAGE IS WHAT THE APPORTIONMENT IS BASED ON. OSPI MAKES THE ADJUSTMENT IF YOU ARE OVERPAID, SO IF THEY OVERAPPORTIONED BECAUSE WE OVER FORECAST OUR REVENUE, THEY TAKE IT ALL BACK IN JANUARY. YOU RUN THE RISK OF HAVING SIGNIFICANTLY DECREASED OR NO APPORTIONMENT IN JANUARY IF YOU MISSED THE WRONG DIRECTION. IF YOU MISS THE OTHER WAY AND THEY UNDER A PORTION, THEY EVENLY SPREAD THE PAYMENTS OUT THROUGH THE REST OF THE YEAR. YOU DON'T WANT TO BE TOO FAR OFF. IF YOU WANT TO BE A LITTLE UNDER, BUT YOU DON'T WANT TO BE TOO FAR UNDER AND YOU CERTAINLY DON'T WANT TO BE OVER. AGAIN, BECAUSE OF OUR FUND BALANCE IS LOW AND WE DON'T HAVE ANY CUSHION, WE NEED TO BE A LITTLE BIT CONSERVATIVE JUST BECAUSE BIRTH RATES IN THE COUNTY, STATE COUNTRY HAVE BEEN DECLINING, SO WE'RE CUSHIONING A LITTLE BIT FOR THAT AS WELL. THERE'S POTENTIALLY SOME CHANGES TO LAWS AROUND CHOICES THAT PEOPLE CAN MAKE. WE NEED TO BE A LITTLE COGNIZANT OF THAT. THERE IS SOME SIGNIFICANT UNCERTAINTY AROUND TRANSITIONAL KINDERGARTEN FUNDING SINCE IT'S BEEN PULLED OUT OF BASIC ED. AGAIN, A CONSERVATIVE JUST A FACTOR WE NEED TO PLAN FOR IN TERMS OF ENROLLMENT. EVERYBODY'S FAVORITE SPREADSHEET THAT WE'VE LOOKED AT AS MANY YEARS AS YOU'VE BEEN ON THE BOARD, YOU'VE SEEN THIS ONE. I'M JUST SHOWING IT TO EXEMPLIFY THE MODEL AND THE DIFFERENT VERSIONS OF FORECASTS THAT WE DO TO COME UP WITH OUR ENROLLMENT FOR NEXT YEAR. THE PINK ARE ACTUAL HISTORICAL DATA, THE WHITE ARE SOME FACTORS THAT ACTUALLY MAKE UP THE MODELS, AND THEN, THE BLUE SECTION ARE THE ACTUAL DIFFERENT FORECAST MODELS THAT WE LOOK AT IN ORDER TO DETERMINE WHAT WE THINK IS GOING TO BE THE MOST ACCURATE OR APPROPRIATE ENROLLMENT FOR NEXT YEAR. THIS YEAR, THE FAR RIGHT MODEL, [00:25:02] WHICH IS THE CONSERVATIVE MODEL IS THE ONE THAT WE'RE LOOKING TO GO WITH RIGHT NOW, AND THAT BASICALLY TAKES THE LOWEST FORECAST FROM EACH OF THE DIFFERENT MODELS AND MAKES THAT THE FORECAST. IT'S THE MOST CONSERVATIVE OF EACH OF THE MODELS FOR EACH GRADE LEVEL. IT'S BY DEFAULT, THE CONSERVATIVE NUMBER. WE THEN AT THE BOTTOM, THAT'S OKAY IT'S COVERED BY THE LITTLE DEAL ON THE RIGHT THERE IS AN ADJUSTMENT, 1% DEDUCT FOR HEDGING OUR BETS, AND THEN 1.26, I THINK ROUNDING JUST TO MAKE THE NUMBER EVEN FOR ENROLLMENT. THEN WE BACKED OUT OF THE TRANSITIONAL KINDERGARTEN. KINDERGARTEN HAS BEEN INTERESTING JUST IN TERMS OF MODELING AND PEG YOU AND I CAN TALK ABOUT THIS LATER BECAUSE YOU MIGHT BE THE ONLY ONE THAT IS REALLY INTO THE DIFFERENCE. BUT BECAUSE OF THE WAY THE KINDERGARTEN HAS BEEN DONE, WE'VE HAD TO MANUALLY ADD IT IN OVER THE YEARS AND NOW WE HAVE TO MANUALLY BACK IT OUT IN ORDER TO MAKE THE MODELS WORK. THERE'S A DEDUCT ON THE BOTTOM TO REMOVE THE TRANSITIONAL KINDERGARTEN ENROLLMENT. WHAT THAT LOOKS LIKE IN TERMS OF OUR ENROLLMENT NUMBERS FOR NEXT YEAR IS THIS. BASICALLY, OUR ENROLLMENT WITHOUT RUNNING START INCLUDED IN IT IS 4,345, AND YOU CAN SEE THEN THE ALE, THE FERNDALE FAMILY PARTNERSHIP, AND FBA ARE CALLED OUT SEPARATELY BECAUSE THEY'RE STAFFED A LITTLE DIFFERENTLY AND COUNTED FOR. THAT'S INCLUDED IN THE TOTAL NUMBER. THE 185 IS THE BASIC ED CLASSROOM ENROLLMENT. YOU ADD THAT WITH THE 160, WHICH IS OUR ALE ENROLLMENT TO GET THE 43 45, WHICH YOU SAW ON THE MODEL FROM THE OTHER SCREEN. THIS WAS JUST A LITTLE COMPARISON. MOST OF THE QUESTIONS PEOPLE ASK, WELL, WHAT DID WE BUDGET LAST YEAR? WELL, WE BUDGETED 4,500. WHAT'S OUR ANNUAL AVERAGE CURRENTLY AS OF FEBRUARY? IT'S 4,539. YOU CAN SEE HOW THAT COMPARES TO THE 4,345, 100 OF THAT DIFFERENCE IS THE TRANSITIONAL KINDERGARTEN, ABOUT 45 OR SO IS THE 1% REDUCTION. THEN THE 39 STUDENTS THAT WERE ABOVE LAST YEAR'S BUDGET COMPARED TO WHERE WE'RE ACTUALLY AT THIS YEAR EXPLAINS THE BULK OF THE DIFFERENCE OTHER THAN A FEW MODEL DOWNWARD ADJUSTMENTS. GIVES YOU THE DIFFERENCE BETWEEN WHERE WE'RE AT THIS YEAR AND NEXT YEAR. >> CAN I ADD SOMETHING THERE? >> ABSOLUTELY. >> CORRECT ME IF I'M WRONG. YOUR EARLY LEARNING PROGRAMS ARE NOT IN HERE. WHEN YOU LOOK AT THAT NUMBER 4,345, THE NUMBER ENDS UP BEING HIGHER WHEN WE START TO SHOW YOU THE MODELS, BUT YOU HAVE TO TAKE THOSE OUT OF THAT. THIS IS REALLY JUST LOOKING AT TRADITIONAL KINDERGARTEN THROUGH 12TH GRADE. IT ALSO DOESN'T COUNT THE CT NUMBERS, DOES IT? >> NO. >> COMMUNITY TRANSITION. JUST A LITTLE REMINDER A DISTRICT'S FUND BALANCE IS LIKE A HOUSEHOLD SAVINGS ACCOUNT. THE BOARD'S POLICY IS THAT WE ARE SUPPOSED TO HAVE 4% OF OUR BUDGETED EXPENDITURES FOR THE YEAR ON HAND. THAT EQUALS ABOUT TWO WEEKS OF A DISTRICT'S AVERAGE EXPENDITURES. [00:30:02] IT'S NOT A LOT IN THE WHOLE SCHEME OF THINGS. THE DISTRICT HAS NOT MET THE FUND BALANCE REQUIREMENT IN JUNE, SEPTEMBER, NOVEMBER, DECEMBER, AND JANUARY. I HAVE A GRAPH TO SHOW THAT ON THE NEXT SLIDE, AND WE'RE NOT PROJECTED TO MEET THIS REQUIREMENT AT THE END OF THIS NEXT FISCAL YEAR. WE DID MAKE THAT A BUDGET PRIORITY TO BUILD THAT BACK UP FOR THE 25/26 BUDGET. HERE'S THE GRAPH, AND THIS IS INCLUDED IN THE FINANCIAL STATEMENTS. I DID ADD THE RED LINE THAT SHOWS THE MINIMUM FUND BALANCE POLICY LINE JUST FOR PERSPECTIVE TO SEE. THAT'S FOR THIS YEAR BECAUSE IT CHANGES 4% OF LAST YEAR'S BUDGETED EXPENDITURES IS DIFFERENT THAN 4% OF THIS YEAR'S BUDGETED EXPENDITURES. IT'S THIS YEAR'S. THAT LINE IS THE 4% FOR THIS YEAR. WE'VE REALLY MADE A CONCERTED EFFORT TO JUST SCRIMP AND SAVE EVERYWHERE WE CAN. I THINK IT'S SHOWING THAT THE LINE ON THE GREEN IS NOT GOING DOWN QUITE AS FAST AS IT HAS IN YEARS PAST. OUR HARD EFFORT IS REALLY PAYING OFF. AS FAR AS THE MSOC BILLS, HOUSE BILL 1338, AND LET'S SEE, SENATE BILL 5192 ARE BOTH IN THEIR FINANCIAL COMMITTEES. BOTH ARE SCHEDULED FOR EXECUTIVE SESSIONS ON FEBRUARY 27TH. I SUPPOSE THAT BY JUNE OF 2028 REQUIRES OSBI TO DEVELOP A TRANSPORTATION, PREDICTABLE AND COMPREHENSIVE STUDENT TRANSPORTATION FUNDING MODEL BECAUSE THE NEEDS BETWEEN DISTRICTS ARE DIVERSE. WE HAVE A LARGE DISTRICT, SO DEFINITELY DIFFERENT SITUATION THAN URBAN ONES, ALTHOUGH I GUESS THEY HAVE THEIR OWN CHALLENGES. THEN ALSO SAYS, PROVIDES ADDITIONAL FUNDING IN THE AMOUNT OF $400 PER STUDENT FOR STUDENTS THAT CAN'T TALK, TRANSPORTATION DUE TO THE REQUIREMENTS OF MCKINNEY VENTO, WHICH IS THE HOMELESS STUDENTS. A COUPLE OF OTHER BILLS TO POSSIBLY WATCH. SENATE BILL 5769, YOU'RE TALKING ABOUT THE EARLY CHILDHOOD STUFF. I CAN TELL YOU MY KIDS JUST ARE BEGGING FOR TIME TO SLEEP IN AND ALL THAT AND I CANNOT IMAGINE THE FORDS, THE PRINGLES, THE MENOPHEES, THAT COMMUNITY MEMBERS THAT ARE HELPING TOO. THIS IS A BIG COMMUNITY EFFORT AND YOU WOULD MISS OUT IF YOU DON'T GO AND WATCH THE PLAY, THAT THE KIDS ARE REALLY PUTTING ALL THEIR EFFORT. THERE'S A LOT OF SICK KIDS TOO AND I THINK EXHAUSTION AND LACK OF SLEEP GETS YOU. BUT I JUST WANT TO MAKE SURE THAT EVERYBODY UNDERSTANDS THE AMOUNT OF HOURS THAT THEY'RE PUTTING. THE QUALITY IS ACTUALLY THEY'RE PUNCHING WAY BEYOND THEIR WEIGHT. I'M SURPRISED HOW FERDO CAN PUT SOMETHING LIKE THIS IN OUR LITTLE TOWN AND IT'S WORTHY OF THE MONEY THAT WE'RE PAYING. ABSOLUTELY.
