[00:00:06] >> GOOD EVENING AND WELCOME TO THE SEPTEMBER MEETING OF [1. CONVENE] THE FERNDALE SCHOOL BOARD FOR FERNDALE SCHOOL DISTRICT. KEVIN IS SITTING HERE AND SO KEVIN KNOWS WHAT TO SAY, BUT I WILL TRY TO REMEMBER WHAT KEVIN SAYS. USUALLY, HE STARTS OUT WITH THE HOUSEKEEPING DETAILS, WHICH INCLUDE WHERE THE EMERGENCY EXITS AND THE BATHROOMS ARE. IF YOU NEED TO USE THE BATHROOM, GO OUT THESE DOORS, GO UP THE RAMP, AND THERE TO THE LEFT. THOSE ARE ALSO THE EMERGENCY EXITS SHOULD WE NEED TO EXIT THE BUILDING. WE BACK HERE CAN GO OUT THE BACK DOORS. WE USUALLY START BY RECITING THE PLEDGE OF ALLEGIANCE AND THE LAND ACKNOWLEDGMENT AND SO I HOPE YOU WILL JOIN ME IN RISING TO DO THE PLEDGE OF ALLEGIANCE. THANK YOU.HARLEN IS GOING TO BE DELIVERING THE LAND ACKNOWLEDGMENT THIS EVENING, HARLEN? >> WE THE FERNDALE SCHOOL DISTRICT, ACKNOWLEDGE THAT WE ARE RESIDING ON THE TRADITIONAL ANCESTRAL AND UNSEATED TERRITORY OF THE LUMI PEOPLE. THE LUMI PEOPLE ARE THE ORIGINAL INHABITANTS OF WASHINGTON'S NORTHERNMOST COAST AND SOUTHERN BRITISH COLUMBIA. THEY LIVED IN VILLAGES THROUGHOUT THIS TERRITORY AND CONTINUE TO HAVE AN ONGOING RELATIONSHIP WITH THESE AREAS. SINCE TIME IMMEMORIAL, THEY HAVE CELEBRATED LIFE ON THEIR WATERWAYS AND ON THE TRADITIONAL ANCESTRAL AND UNSEATED LANDS OF THEIR PEOPLE TO PERPETUATE THEIR WAY OF LIFE. WE HONOR THEIR ANCESTORS AS WE ACKNOWLEDGE THE PAST, PRESENT, AND FUTURE LUMI PEOPLE AS THE ORIGINAL INHABITANTS OF THIS LAND. >> THANK YOU. NEXT STEP ON THE LIST IS TO APPROVE THE MINUTES. [2. APPROVAL OF MINUTES] CAN I HAVE A MOTION TO APPROVE THE MINUTES FROM THE LAST MEETING? >> I MOVE TO APPROVE THE MINUTES. >> A SECOND THAT? >> SECOND. >> IT'S BEEN MOVED TO APPROVE THE MINUTES. ALL THOSE APPROVING, SAY AYE. >> AYE. >> THOSE OPPOSED? THE MINUTES HAVE BEEN APPROVED. NEXT STEP ON THE LIST IS TO ADOPT THE AGENDA AS IT IS WRITTEN. [3. ADOPTION OF AGENDA [GC-4.7]] ANYBODY HAVE ANY REQUESTS BEFORE WE ADOPT THE AGENDA? >> THINK SO. >> I PERSONALLY WOULD LIKE TO HAVE THE DRO CONTRACT MOVED FOR DISCUSSION AND VOTE SEPARATELY BECAUSE I WOULD LIKE TO SEE IT BE POSTPONED TO THE NEXT MEETING. I'M GOING TO MAKE A MOTION TO DO THAT. ANYBODY HERE TO SECOND THE MOTION? >> I COULD SECOND THAT. >> OKAY. ALL THOSE WANTING TO MOVE THAT ITEM TO NEXT MONTH'S MEETING, VOTE BY SAYING AYE. >> AYE. >> THOSE OPPOSED? >> ME. >> OKAY. THE AYES HAVE IT. WE WILL HAVE A DISCUSSION AND VOTE WHETHER TO MOVE THE ITEM TO THE NEXT MEETING. LET'S SEE. BEAR WITH ME HERE. ARE THERE ANY OTHER CHANGES THAT ANYBODY WANTS TO MAKE TO THE AGENDA? >> I'M WONDERING ABOUT 6.02 THE COMMITTEE MEETINGS, IF WE SHOULD HAVE KEVIN HERE AS PART OF THAT DISCUSSION SINCE HE WAS INVOLVED IN WRITING IT. IF SO, THEN WE'D MOVE IT TO THE NEXT MEETING. >> I WOULD MOVE TO DO THAT. ANYBODY ELSE WANT TO SECOND THAT MOTION? >> SECOND. >> OKAY. I AGREE WITH NANCY SINCE KEVIN HAD A CHANCE TO WORK ON IT A LITTLE BIT. I HAVEN'T, AND I'VE NOTICED SOME INCONSISTENCIES WITH TERMINOLOGY THAT I WOULD LIKE TO DISCUSS WITH HIM. THOSE WHO WANT TO MOVE THAT ITEM FROM THE AGENDA AND MOVE TO NEXT MONTH'S MEETING, VOTE BY SAYING AYE. >> AYE. >> THE MOTION TO MOVE ITEM 6.02 REVIEW AND DISCUSSION OF THE POLICIES REGARDING GC5 BOARD COMMITTEES AND POLICY 1240 PASSES. [00:05:13] I NEED NEW GLASSES. NEXT UP ON THE AGENDA IS REVIEW AND DISCUSS ADOPT MONITORING REPORTS FOR RESULTS. MY GOSH. I AM SO SORRY. >> DO WE NEED TO PASS THE AGENDA NOW WITHOUT THOSE PIECES? >> YES, AND I'M TOTALLY MESSING UP HERE. MY APOLOGIES. >> NO, YOU ARE GREAT. >> YES. WE'VE APPROVED TO ADOPT THE AGENDA WITH THE APPROVAL OF ITEM 6.02 AND[BACKGROUND] 8.06. THANK YOU. NEXT UP IS PUBLIC COMMENT. [4. PUBLIC COMMENT [GC-3.3]] MY SINCERE APOLOGIES FOR THAT, YOU GUYS. WE HAVE TWO PEOPLE WHO HAVE SIGNED UP FOR PUBLIC COMMENT TONIGHT, DON FARM AND JOSH ANDRES. A REMINDER FOR PUBLIC COMMENT TIME LIMIT IS THREE MINUTES. COMMENTS THAT ARE CIVIL AND STICK TO ISSUES RATHER THAN PERSONALITIES ARE THE MOST CONSTRUCTIVE AND THE BEST RECEIVED. IF YOU DON'T WISH TO LEAVE A COMMENT HERE, YOU CAN ALWAYS EMAIL THE BOARD OR THE SUPERINTENDENT WITH YOUR COMMENTS AND THEY WILL REACH US. WITH THAT BEING SAID, THE FLOOR IS OPEN FOR PUBLIC COMMENT, AND THE FIRST SPEAKER ON THE LIST IS DON FARM. >> MY NAME IS DON FARM. I IDENTIFY AS A FERNDALE RESIDENT ON BAR RAOD. AS A REGULAR ATTENDEE AT THESE BOARD MEETINGS, I HAVE HEARD THE RECITAL OF THE PLEDGE OF ALLEGIANCE AND THE LAND ACKNOWLEDGMENT MANY TIMES. HOWEVER, IT WAS NOT UNTIL I RECENTLY READ JARED STEPAN'S ARTICLE TITLED LAND ACKNOWLEDGMENTS OR THE DEMOCRATIC PARTY'S NEW PLEDGE OF ALLEGIANCE THAT I NOTICED THE IRONY IN THEIR MEETINGS. YOU PLEDGE ALLEGIANCE TO THE FLAG BECAUSE YOU BELIEVE IN THE DECENCY, LIBERTY, AND JUSTICE THAT IT REPRESENTS. BUT THE LAND ACKNOWLEDGMENT IMPLIES A CERTAIN SENSE OF DISHONOR AND EVIL. I WILL EXPLAIN FURTHER BY SHARING SOME EXCERPTS FROM THE ARTICLE. THE LAND AN ASSUMPTION IS THAT THE TRIBES ARE GONE BECAUSE OF THE MEAN RAPACIOUS UNITED STATES. THE LEFT WANTS TO REDUCE THIS ALL TO A MORALITY PLAY ABOUT THE ASSUMED MORAL SUPERIORITY OF THE TRIBES AND THE GREEDINESS OF THE UNITED STATES. THE LEFT WANTS YOU TO BELIEVE THAT AMERICA WAS BUILT ON OPPRESSION, IT WAS BUILT ON SLAVERY AND DISPOSSESSING LAND. IN THEIR MINDS, THE ILL GOTTEN FRUITS OF THESE INJUSTICES WILL BE RECTIFIED WHEN THE COUNTRY FIRST RENOUNCES ITS PAST AND SECOND, WHEN RESOURCES ARE ALLOCATED TO VICTIMS. TO ESCAPE THIS FORM OF RETRIBUTIVE SOCIAL JUSTICE, YOU MUST FALL INTO SEVERAL CAMPS. EITHER YOU MUST BE A MEMBER OF ONE OF THE OPPRESSED GROUPS, A HIGHLY EXPANSIVE SET OF CATEGORIES THESE DAYS, OR YOU MUST BE A FAITHFUL RELENTLESS ALLY FOR THE CAUSE. IN THIS SENSE, LAND ACKNOWLEDGMENTS ARE AT THE PHILOSOPHICAL FOUNDATION OF SPECIFIC BRAND OF IDENTITY BASED SOCIALISM. YOU ARE SIMPLY GUILTY AND WILL FOREVER BE GUILTY UNTIL THE OUTCOMES OF ALL THE VARIOUS IDENTITY GROUPS ARE EQUALIZED. THAT'S WHY THE LEFT PARADOXICALLY BELIEVES, ON ONE HAND, THAT ONE RACIAL GROUP INHERITS LAND BY BLOOD AND BY SOIL IN THE CASE OF LAND ACKNOWLEDGMENTS AND ON THE OTHER HAND, INSISTS ON MILLIONS OF PEOPLE BEING GRANTED THE RIGHT TO ILLEGALLY CROSS INTO THE UNITED STATES AND GAIN ALL THE BENEFITS OF CITIZENS AND MORE. BOTH OF THESE IDEAS ARE A FORM OF RETRIBUTION AGAINST THE UNITED STATES, WHICH THEY SEE AS THE DRIVING FORCE OF ALL THE EVILS OF WESTERN CIVILIZATION, UNLESS, OF COURSE, WESTERN CIVILIZATION CAN BE FUNDAMENTALLY TRANSFORMED. [00:10:02] THE LEFT SEEMINGLY MEANINGLESS VIRTUAL SIGNALING IS IN FACT A PRELUDE TO A MERCILESS AUTHORITARIAN STATE THAT WOULD OVERTURN THE AMERICAN WAY OF LIFE IN THE PURSUIT OF SOCIAL JUSTICE. THANK YOU. >> JOSH ANDRES. >> HELLO. MY NAME IS JOSH ANDRES, AND I AM A STUDENT AT FERNDALE HIGH SCHOOL, AND I MET NANCY BUTTON LAST WEEK AT A FERN HERITAGE SOCIETY MEETING, AND SHE ASKED ME TO GIVE MY OPINION ON THE NEW CELL PHONE POLICY. THAT'S WHAT I'M GOING TO DO. BEFORE I GET STARTED, I WOULD LIKE TO PREFACE THAT AS A WHOLE, I THINK THE NEW CELL PHONE POLICY HAS BEEN A NET POSITIVE. I'VE SEEN LESS PEOPLE ON THEIR PHONES THAN I EVER HAVE BEFORE. BUT I DO HAVE A FEW SUGGESTIONS. FIRST, THERE HAD BEEN MULTIPLE OCCASIONS BEFORE THE NEW POLICY, THE TEACHERS USE CELL PHONES TO ENHANCE THE LEARNING ENVIRONMENT, SUCH AS USING YOUR PHONE AS A CAMERA AND VIDEO PRODUCTION CLASS OR TO RECORD PRACTICE TRACKS. MY MUSICIAN FRIENDS HAVE ALSO NOTED THAT BEFORE THE NEW POLICY, THEY HAD ALWAYS USED THEIR PHONES TO TUNE THEIR INSTRUMENTS, SOMETHING THAT THEY ARE NO LONGER ABLE TO DO. SECOND, I FEEL LIKE IT WOULD BE VERY HELPFUL TO LET STUDENTS CHECK THEIR PHONES DURING THE PASSING PERIOD. I'VE HAD MULTIPLE IMPORTANT TEXTS COME DURING THE SCHOOL DAY, SUCH AS WHEN SOMEBODY REACHED OUT TO ME TO RESCHEDULE AN APPOINTMENT THAT I COULDN'T RESPOND TO UNTIL LUNCH. I THINK IT WOULD BE BENEFICIAL TO LET STUDENTS CHECK THEIR PHONES DURING THE PASSING PERIOD AS IT WOULDN'T INTERFERE WITH INSTRUCTION TIME, AND IT WOULD GIVE THEM JUST ENOUGH TIME TO RESPOND TO A QUICK TEXT FROM A SIBLING OR FAMILY MEMBER. ALL IN ALL, I THINK THE NEW CELL PHONE POLICY IS GOING TO DO A LOT OF GOOD FOR OUR DISTRICT. I JUST THINK THERE ARE A COUPLE OF AMENDMENTS THAT THE BOARD COULD MAKE THAT WOULD MAKE IT EVEN BETTER. THANK YOU. >> THANK YOU. THAT ENDS THE PUBLIC COMMENT. NEXT UP IS SUPERINTENDENT SHARING CHRISTIE. [5. SHARING [GC-7.E.]] >> THANK YOU VERY MUCH. WE'LL GET UP. WELCOME WE WERE JUST REMEMBERING THE LAST BOARD MEETING WAS THE DAY BEFORE SCHOOL STARTED. A LOT HAS HAPPENED SINCE WE WERE LAST TOGETHER, SO I'D LIKE TO HIGHLIGHT SOME OF THOSE PIECES. IT'S HARD TO BELIEVE IT'S ONLY BEEN A MONTH. WE ARE BACK INTO THE SWING OF THINGS, KIDS ARE COMING TO SCHOOL, THE WEATHER'S BEEN AMAZING. LOTS OF SMILES, LOTS OF JOY. JUST ALSO THE TRANSITION GOING FROM SUMMER TO A NEW SCHOOL YEAR CAN BE TRICKY, BUT TEACHER AFTER TEACHER HAVE TOLD ME THIS HAS BEEN A REALLY SMOOTH START FOR VARIOUS REASONS. ONE, WE HAVE A RHYTHM, WE ARE REMOVED FROM THAT RECALIBRATION THAT TOOK PLACE DURING COVID. THEN JUST ALSO, I DO BELIEVE THE CELL PHONE POLICY HAS BEEN VERY SUPPORTIVE IN US GETTING STARTED, SO I'M EXCITED ABOUT THAT, BUT IT'S BEEN A LOT OF FUN. I'VE BEEN GETTING OUT TO SCHOOLS AT LEAST 1-2 DAYS A WEEK AND I LOVE SPENDING TIME WITH STUDENTS AND STAFF THAT'S WHERE THE REAL WORK HAPPENS. THIS WAS GREAT WHEN NANCY AND PEGGY WERE IN THE OFFICE TODAY FOR THE AUDIT COMMITTEE. PEGGY SAID, WHERE ARE WE AT WITH BIKES? LAW AND BEHOLD, I HAD JUST LEARNED. I'VE BEEN HEARING SOME GOOD THINGS ABOUT OUR NEW BIKE PROGRAM. I'M ACTUALLY GOING TO ASK KELLY TO SHARE A LITTLE BIT ABOUT THIS. >> SURE. THIS YEAR IS THE FIRST YEAR THAT WE ARE PARTNERING WITH AESD, WHICH IS ESSENTIALLY THE DIFFERENT SERVICE ORGANIZATIONS, THE PROGRAMS THROUGHOUT THE AREA. WE ARE OFFERING WHAT'S CALLED LET'S GO BIKE PROGRAM. IT'S AN EDUCATIONAL PROGRAM FOR OUR STUDENTS IN GRADES 3RD-5TH. IT IS TAUGHT WITHIN OUR PE CLASSROOMS, SO ALL OF OUR PE TEACHERS ATTENDED ONE DAY OF PROFESSIONAL DEVELOPMENT OVER THE SUMMER AND THEY RECEIVE A TRAILER AT EACH BUILDING FOR A MINIMUM OF THREE WEEKS AND ALL OF OUR STUDENTS IN GRADE 3RD-5TH ARE ABLE TO PARTICIPATE IN A PROGRAM THAT TEACHES BICYCLE SAFETY AS WELL AS SKILLS DURING PE. ALL OF OUR BUILDINGS HAVE THIS IN GRADES 3-5, OUR PE TEACHERS HAD A FREE TRAINING AND THEY ALSO GET CURRICULUM ABOUT HOW TO TEACH THE SKILLS AND SAFETY. WE'RE REALLY EXCITED, REALLY POSITIVE FEEDBACK SO FAR. I WAS AT CENTRAL TODAY AND THE PE TEACHER SAID THAT SHE'S EXHAUSTED, BUT IT'S BEEN AMAZING FOR STUDENTS, [00:15:03] AND SHE SAID ONE STUDENT TODAY LEARNED TO PEDDLE FOR THE FIRST TIME. SEEING SOME REALLY GREAT CELEBRATIONS FOR OUR STUDENTS AS WELL. OVERWHELMINGLY POSITIVE, REALLY EXCITED TO PROVIDE OUR STUDENTS HERE IN FERNDALE THE OPPORTUNITY AND THE EXPOSURE. >> THANK YOU, KELLY. >> THERE BIKES IN THE TRAILER? >> THEY DROP OFF A TRAILER FULL OF BIKES BASICALLY AT EACH ONE OF OUR BUILDINGS FOR THREE WEEKS AT A TIME, AND THEN IT ROTATES TO THE NEXT BUILDING AT NO COST TO US AS A DISTRICT, SO IT'S ALL PART OF A FREE PROGRAM. TRACY DEAL WORKED WITH US IN THE TEACHING AND LEARNING DEPARTMENT IN THE SPRING TO APPLY FOR THAT. WE'RE EXCITED. >> I HAD TWO PE TEACHERS SAY HOW EXCITED THEY WERE FOR THIS UNIT SO IT'S A REAL GIFT. GOOD QUESTION TODAY, PEGGY. JUST RANDOM, HOW ARE BIKES GOING AND HERE WE ARE. >> WELL, DIDN'T KNOW WE OFFERED THAT AND WHERE CAN YOU FIND MORE INFORMATION ABOUT IT? I MEAN IT'S ON THE WEBSITE RIGHT. >> WE CAN PROVIDE SOMETHING, BUT ALSO IF YOU'D LIKE TO SEE IT IN ACTION, LET ME KNOW AND WE CAN SET THAT UP FOR YOU TO GO OBSERVE. >> THANK YOU. CELLPHONES. I'VE BEEN WANTING TO KEEP DATA AND I APPRECIATE OUR PUBLIC COMMENT TONIGHT. I THINK THERE IS GOING TO NEED TO BE SOME SHIFT. I DID WANT TO LET YOU KNOW THE LAST TIME WE WERE HERE, ONE OF YOUR IDEAS WAS TO GATHER SOME FEEDBACK. A SURVEY IS GOING OUT TO THE STUDENTS. SELINA, DO YOU KNOW WHEN THAT'S GOING? >> I ANTICIPATE NEXT WEEK, AND IT WILL ACTUALLY GO TO STAFF, STUDENTS, AND FAMILIES. >> WE'LL BE GATHERING SOME INPUT, SO WE'LL BE ABLE TO SHARE THAT WITH YOU AND WE WILL GATHER IT AT THE BEGINNING OF THE YEAR AND THEN WE WILL GATHER IT AGAIN AT THE END OF THE YEAR. BUT HERE IS SOME DATA, AND REALLY THE BIGGEST SHIFT FOR OUR CELLPHONE POLICY WAS AT THE HIGH SCHOOL. THE MIDDLE SCHOOLS, ELEMENTARY SCHOOLS HAD A LOT OF THESE THINGS ALREADY IN PLACE AND SO THE CULTURE SHIFT REALLY WAS MORE AT THE HIGH SCHOOL. CASCADIA DAILY RECENTLY DID AN ARTICLE. YOU CAN SEE IT THERE IF YOU SCAN THE QR CODE, BUT ON AVERAGE FOR CONFISCATION AND WHAT I MEAN BY THAT IS IF A STUDENT HAS THEIR PHONE OUT, THEY LOSE IT FOR A PERIOD OF TIME. IF THEY TAKE IT OUT BEFORE LUNCH, THEY'LL LOSE IT BEFORE LUNCH. THEY CAN GO BACK AND GET IT AT LUNCH. IF THEY HAVE IT OUT IN THE AFTERNOON, THEY LOSE IT UNTIL THE END OF THE DAY AND THEN THEY CAN GO BACK AND GET IT. ONLY ONE STUDENT HAS HAD THEIR PHONE TAKEN FOUR TIMES, 10 STUDENTS HAVE HAD THEIR PHONE TAKEN THREE TIMES, 25 STUDENTS HAVE HAD THEIR PHONE TAKEN TWICE. THE BUSIEST DAY WAS THE TUESDAY AFTER LABOR DAY. 34 PHONES WERE TAKEN THAT DAY, BUT ONLY IN TOTAL, 188 STUDENTS AND THAT'S OUT OF CLOSE TO 1,400 STUDENTS HAVE HAD THEIR PHONES TAKEN. REALLY, THAT'S GREAT SUCCESS. MUCH LIKE OUR STUDENTS SPOKE TONIGHT, OUR STUDENTS HAVE ARTICULATED TO ME THAT THEY SEE THE POSITIVES. IT DOESN'T MAKE IT ANY LESS HARD, BUT THE STAFF HAVE BEEN REALLY RAVING ABOUT HOW MUCH EASIER IT IS FOR THEM, SO THEY'RE NOT IN A BATTLE WITH STUDENTS AND THEY'RE ABLE TO DO THE TEACHING AND THE LEARNINGS HAPPENING. ONE STUDENT SAID TO ME, "I'VE SAT BY THE SAME STUDENT FOR THREE YEARS AND THIS IS THE FIRST TIME WE'VE EVER TALKED," SO THERE'S SOME CONNECTION HAPPENING. I WILL CONTINUE TO KEEP YOU UPDATED ON THE DATA. THIS WAS GREAT. OFFICER KENNERLY IS ACTUALLY IN THE AUDIENCE TONIGHT, NOT WEARING THE SAME OUTFIT THERE. HE'S GOT A CAP ON TONIGHT, BUT WE JUST WANT TO WELCOME OFFICER KENNERLY. HE'S BEEN A GREAT ADDITION TO OUR STAFF. I KNOW THAT I'VE HEARD FROM BOTH STUDENTS AND PARENTS, AND AS YOU KNOW, IF YOU REMEMBER, FOR ALMOST A YEAR, WE WERE GETTING SOME PUBLIC COMMENT ABOUT WHY DIDN'T WE HAVE A DRO? THERE WAS A SURVEY WHEN I FIRST GOT HERE ASKING FOR THE COMMUNITY, HOW THEY FELT. THIS WAS ONE OF THE AREAS THAT WAS RAISED IN MY ENTRY PLAN. IT'S NICE AFTER SOME TIME AND GETTING THE WORKFORCE AT THE POLICE DEPARTMENT BACK UP THAT WE WERE ABLE TO PUT THIS IN PLACE. TOMORROW, I JUST WANT TO LET YOU KNOW, AS YOU KNOW, THERE'S GOING TO BE A CHANGE IN GETTING A NEW FIRE CHIEF. TOMORROW, I ACTUALLY HAVE THE OPPORTUNITY TO GO AND SIT ON THE INTERVIEWS FOR THE NEW FIRE CHIEF, AND SO I'M LOOKING FORWARD TO THAT PARTNERSHIP. WE ARE SO INCREDIBLY LUCKY HERE IN FERNDALE THAT WHEN I SAY ONE TEAM, ONE TOWN, I CAN CALL ANYONE OF OUR COMMUNITY PARTNERS AND I AM GREETED WITH A YES. YES, WE'D LOVE TO HELP OUT. YES, WE'D LOVE TO PARTNER. AS A SUPERINTENDENT, IT'S BEEN SUCH A GIFT TO KNOW THAT WE [00:20:01] COLLECTIVELY CARE ABOUT OUR CHILDREN AND WE COLLECTIVELY CONTINUE TO WORK TOGETHER, SO I FEEL HONORED TO BE ABLE TO GO AND HELP BACK AND OFFER MY TIME TO BE ABLE TO DO THIS SEARCH. THE BOARD RETREAT, I THINK WE MAY HAVE AN IDEA. OCTOBER 3 WAS THE DATE THAT ALL OF YOU SAID YOU WERE AVAILABLE. THIS IS A BOARD RETREAT FOR US TO BEGIN TO HAVE SOME CONVERSATIONS. AT SOME POINT, YOU CAN LET ME KNOW IF THIS STILL WORKS. I THINK IT WOULD BE 4:30 TO 7:30 NOT 3:30, SO 4:30 TO 7:30, SORRY ABOUT THAT. THAT'S MY TYPO. WE WOULD MEET AND BEGIN THERE ARE SOME THINGS WE NEED TO DECIDE, LIKE DO WE WANT TO DO ANY SCHOOL VISITS, SETTING ANY SPECIAL MEETINGS FOR THE YEAR, THOSE TYPES OF THINGS. THE OTHER PART IS SPENDING SOME TIME LOOKING AT THE POLICIES THAT WE ACTUALLY WANT TO DIVE INTO. I THINK WHAT WE NEED TO PROBABLY DO IS START WITH THE ONES THAT ARE REMAINING FOR THIS YEAR FIRST. THEN PEGGY AT THE LAST MEETING, IF YOU RECALL, SHE SAID, WE'RE ALL GOING TO BE AT WASDA. ANOTHER TIME IS WE CAN GET TOGETHER AT WASDA AND REALLY LOOK AT THE INDICATORS OR LOOK AT THOSE REPORTS AND SPEND SOME TIME IDENTIFYING THE BODIES OF WORK WE WANT TO DO. THEN IT WOULD BE MY SUGGESTION, GIVEN THAT NEITHER ONE OF THOSE TIMES IS A LOT OF OURS IS IN FUTURE MEETINGS DEDICATING ABOUT 20 MINUTES TO LOOKING AT THE INDICATORS AND REFINING THE POLICIES LIVE ON THE SPOT PRIOR TO THOSE REPORTS BEING WRITTEN. IT'S NOT THE FULL DAY, BUT I THINK WE NEED MORE THAN A FULL DAY ANYWAY, AND SO THIS GIVES US A GENERAL WORK PLAN. THIS WOULD BE MY RECOMMENDATION TO THE BOARD. THEN WE HAVE OUR STUDENTS. >> I GUESS I'LL GO FIRST. SCHOOL IS BACK IN THE SWING OF THINGS. EVERYBODY'S GETTING INTO THEIR SCHEDULES, A LOT OF PEOPLE HAVE SPORTS AFTER SCHOOL, AND SPORTS HAVE BEEN GOING GREAT FROM WHAT I'VE BEEN HEARING. EVERYBODY'S HAVING A GOOD TIME, LOT OF HOMEWORK, AT LEAST ON MY PART, SO THAT'S ALWAYS FUN. BUT THE PHONE POLICY, IT'S BEEN GOING SO GOOD. I'M GOING TO BE HONEST WITH YOU. OBVIOUSLY, I'M LIKE EVERY OTHER STUDENT. I WANT TO CHECK MY PHONE, BUT JUST IN GENERAL, THE PHONE POLICY HAS BEEN SO GREAT. BEING IN CLASS AND NOT HAVING TO HEAR YOUR TEACHER SAY I NEED YOU TO PUT YOUR PHONE AWAY FOR THE FIRST TIME LAST YEAR, I WOULD HEAR THAT JUST ABOUT EVERY FIVE MINUTES, BUT IT'S BEEN GOING SO WELL AND I FEEL LIKE ALL OF OUR STUDENTS ARE SO INVOLVED IN ACTUALLY PAYING ATTENTION TO WHAT'S GOING ON AROUND THEM AND THE LEARNING, SO IT'S VERY AWESOME TO SEE. A LOT OF MY FRIENDS, OBVIOUSLY, THEY AGREE THAT IT'S VERY HARD, BUT EVERYBODY HAS BEEN SAYING THAT IT'S GOOD, AND IT'S GOOD FOR US AND IT'S GOOD FOR THE PEOPLE AROUND US, AND OBVIOUSLY OUR TEACHERS LOVE IT, SO I'M VERY HAPPY THAT WE TOOK CARE OF THAT. THEN ALSO JUST A BUNCH OF STUFF IS COMING UP LIKE HOMECOMING. I KNOW AT THE HIGH SCHOOL THAT'S VERY BIG, OUR LEADERSHIP PROGRAM HAS BEEN GETTING AT IT. WE HAVE BEEN DOING A LOT OF ARTS AND CRAFTS, PREPPING AND OUR THEATER PROGRAM. I KNOW MR. MACHADOS' DAUGHTER, GRACE, SHE'S GOT A PIG PART IN THAT, SO I'M VERY EXCITED FOR NEXT WEEK. WE'VE GOT A WHOLE SPIRIT WEEK, IT'S GOING TO BE SO MUCH FUN. THAT'S REALLY MY UPDATE, NOTHING MUCH, JUST SCHOOL, SO IT'S ALWAYS FUN. I HAVE A LOT WRITTEN DOWN. I STARTED THIS IN MY NOTES APP A WEEK OR TWO AGO, SPARKED BY SOMETHING, BUT I'M NOT GOING TO HIT THAT YET BECAUSE I GOT TO GO AND SEMI CHRONOLOGICAL ORDER. FIRST OFF, BEGINNING OF THE YEAR, WENT REALLY WELL. I THOUGHT OUR FIRST PEP ASSEMBLY, ESPECIALLY BEFORE THE RIVALRY GAME WAS SUPER SUCCESSFUL JUST BECAUSE I DIDN'T EXPECT COMING OUT OF FRESHMAN ORIENTATION TO HAVE THAT MUCH ENERGY IN THE ROOM. BUT NOT ONLY DID ALL THE LIGHT GAMES AND SPEAKING BITS GO OFF WITHOUT A HITCH, PEOPLE WERE ENGAGED. THERE WAS MORE ENERGY AND SPIRIT IN THERE THAN THERE HAD BEEN PROBABLY ALL OF LAST YEAR. THAT WAS REALLY GREAT TO FEEL, ESPECIALLY SOMEONE WHO'S OUTGOING WORRIED ABOUT, OH, NO. ARE THEY NOT GOING TO HAVE ANY SPIRIT IN THE FUTURE? I AGREE WITH HARLENE AND JOSH, PHONE POLICY, GENERAL SUCCESS. A LOT OF STUDENTS SEEM REALLY FOCUSED, AND IT'S EASIER TO CONNECT WITH PEOPLE AND HAVE CONVERSATIONS IN CLASSES, ESPECIALLY IN MORE CONNECTION-BASED CLASSES LIKE ENGLISH. [00:25:04] I'M AN AP LIT, AND IT'S A VERY DISCUSSION-BASED CLASS, AND IT'S BEEN REALLY GREAT NOT HAVING EVERYBODY CHECKING THEIR POCKET EVERY FIVE MINUTES, SITTING ON THEIR PHONE WHEN DIRECTIONS ARE BEING GIVEN BECAUSE YOU CAN REALLY GET MORE IN DEPTH IN THE DISCUSSION, AND I THINK WE ALL BENEFIT FROM THAT BOTH INTELLECTUALLY AND SOCIALLY. I DON'T KNOW IF THIS IS CONNECTED TO THAT AT ALL OR NOT, BUT I ALSO FEEL LIKE THIS YEAR, THE HIGH SCHOOL FEELS A LOT MORE WELCOMING. I FEEL LIKE THERE'S MORE CONNECTION BETWEEN DIFFERENT GRADES. USUALLY, PEOPLE TEND TO STICK TO THEIR CORE GROUP, BUT THIS IS THE FIRST YEAR LIKE I'M FRIENDS WITH SENIORS, FRESHMEN, SOPHOMORES, JUNIORS, ALL OF THEM, AND THAT MIXING FEELS REALLY GOOD AND SAYS, I THINK, REALLY GOOD THINGS ABOUT OUR COMMUNITY AND OUR ABILITY TO COME TOGETHER IN TIMES OF NEED AND TIMES OF HAPPINESS, AND ALSO FOR JUST THE CONTINUITY OF BUILDING CONNECTIONS AND HAVING THAT PLACE WHERE WE BELONG. ALSO, JUST CELEBRATING FERNDALE CONTINUED. I LOVE THE EIGHT-PERIOD SCHEDULE. I KNOW IT'S BEEN HERE THE WHOLE TIME I'VE BEEN HERE, BUT I FINALLY HAVE SPACE FOR ELECTIVES IN MY SCHEDULE. I KNOW A BIG PART OF THE EIGHT-PERIOD SCHEDULE IS TO ENABLE STUDENTS TO HAVE ACCESS TO MORE ELECTIVE, ESPECIALLY IN CTE AREAS. I GOT PUT IN VIDEOGAME DESIGN AND CERAMICS, AND I HONESTLY WASN'T EXPECTING TO LIKE VIDEOGAME DESIGN, BUT IT'S SO INTERESTING. I REALLY LOVE THAT FERNDALE HAS SUCH EXPANSIVE CTE AND ARTS PROGRAMS BECAUSE THERE'S SO MANY POSSIBILITIES. I THINK IF I WASN'T SO SET ON WHAT I WANTED TO DO AS A CAREER, THIS IS THE KIND OF THING THAT WOULD HELP ME FIND THAT. SPEAKING OF THINGS THAT WILL HELP YOU FIND YOUR CAREER, THE FIRST DECA MEETING IS TOMORROW AFTER SCHOOL IN ROOM 126. WE'RE DOING A SCAVENGER HUNT, AND YOU GET TO SIGN UP FOR EVENTS FOR OUR FIRST CAREER DEVELOPMENT CONFERENCE IN JANUARY. YOU SHOULD COME. ANYWAYS, CONTINUING WITH THINGS HAPPENING. LIKE HARLENE SAID, HOMECOMING IS COMING UP, REALLY EXCITING. I THINK OCTOBER 4 IS THE HOMECOMING FOOTBALL GAME AND THE FIFTH IS THE DANCE. WHAT I WAS SAYING ABOUT THE PLACE WHERE WE BELONG AND THE CONNECTIONS BETWEEN DIFFERENT GROUPS, VOLLEYBALL SEASON STARTED OFF, AND IT'S PRETTY GREAT. WE HAVE THREE RECORD, AND I'M PRETTY SURE GIRLS' SOCCER AND BOYS' TENNIS ALSO HAVE WINNING RECORDS. DON'T QUOTE ME ON THAT. FOOTBALL JUST GOT A WIN AGAINST MARYSVILLE GETCHELL AND MY LITTLE BROTHER JUST SCORED A TOUCHDOWN, AND I'M VERY PROUD OF HIM. BUT WE'VE BEEN DOING BOOK CLUB AS [INAUDIBLE] VOLLEYBALL. WE'VE BEEN MEETING AND WE'VE BEEN READING THIS BOOK. I THINK IT'S CALLED SOMETHING LIKE DARE TO LEADER THE COURAGE TO LEAD. THERE WAS A REALLY IMPACTFUL QUOTE IN OUR FIRST SESSION THAT REALLY STUCK WITH ME AS CONNECTING WITH THE VIBE OF OUR DISTRICT, AND SO I WROTE IT DOWN IN MY NOTES APP. I HAVE IT HERE. IT'S NEVER UNDERESTIMATE THE VALUE TO A CHILD OF HAVING ONE PLACE WHERE THEY BELONG. I FEEL LIKE THAT REALLY SETTLES IN WITH THE TEACH TO THE HEART AND THE MIND WILL FOLLOW. I THINK THAT'S SOMETHING THAT WE CAN CARRY WITH US INTO THIS COMING SCHOOL YEAR WITH THE DECISIONS THAT WE MAKE ON THE BOARD. THE HEART OF FERNDALE IS THE SCHOOLS, AND THAT'S WHAT ALL OUR DECISIONS COME BACK TO. THEN A LITTLE SHOUTOUT. THIS FINAL THING. I'M ALMOST DONE. THIS IS THE THING THAT ACTUALLY SPARKED ME TO MAKE MY STUDENT LIKE SHARING IN MY NOTES APP IS I WENT TO A MIDDLE SCHOOL CROSS-COUNTRY MEET. I THINK IT WAS THEIR FIRST ONE. IT WAS AT BELLEWOOD ACRES. THEY HAVE VERY GOOD APPLES. BUT I WENT BECAUSE MY LITTLE COUSIN WAS IN IT. I HAVE TWO BIG SHOUTOUTS. NOT ONLY WAS EVERYONE RUNNING, DOING A REAL GREAT JOB, SUPER COOL, BUT THE HORIZON MIDDLE SCHOOL BOYS AND THE VISTA MIDDLE SCHOOL GIRLS SPECIFICALLY. GREAT KIDS, SUCH SWEET KIDS. THE VISTA MIDDLE SCHOOL GIRLS, THEY FINISHED THEIR RACE, AND THEY WERE SITTING THERE, THEY COULD HAVE GONE AND GOT WATER, THEY COULD HAVE GONE PACKED UP, CHECKED IN, BUT THERE WERE AT LEAST FOUR OF THEM WHO FINISHED PRETTY EARLY ON, PRETTY HIRING AND THEY WERE STANDING THERE UNTIL THE END, CHEERING ON THE LAST FEW OF THEIR TEAMMATES. YOU COULD SEE THE WAY THAT THE GIRLS RUNNING IN WOULD JUST SEE THEIR TEAMMATES, CHEERING FOR THEM AND LIGHT UP AND GET THAT LITTLE EXTRA BOOST TO FINISH THE RACE. THEN HORIZON MIDDLE SCHOOL BOYS, THEY PRETTY MUCH RAN THE COURSE AGAIN. I DON'T KNOW IF YOU'VE EVER BEEN TO A CROSS-COUNTRY MEET, BUT IT'S ONE OF THE FEW THINGS, WHAT DO YOU CALL IT? [00:30:03] SPECTATORS. WHEN THE SPECTATORS ALMOST PARTICIPATE BECAUSE YOU'VE GOT TO RUN TO DIFFERENT PARTS OF THE COURSE, SEE THE PEOPLE RUNNING. THEY'D ALREADY RUN THEIR RACE, THEY RAN FIRST, AND THEY RAN ALL AROUND AND WOULD CHEER ON NOT JUST THEIR TEAMMATES, BUT THEY WERE CHEERING FOR GIRLS FROM LINDEN, GIRLS FROM NIXA, GIRLS FROM MOUNT BAKER, AND IT WAS JUST SO MUCH FRIENDLY, POSITIVE ENERGY AND GOOD SPORTSMANSHIP THAT I REALLY WANT TO SHOUT OUT THE ENTIRE HORIZON MIDDLE SCHOOL BOYS CROSS-COUNTRY GROUP BECAUSE YOU GUYS WERE REALLY GREAT TO BE AROUND AND I THINK YOU'LL BE GREAT ATHLETES TO HAVE IN THE FERNDALE PROGRAM. THAT'S ALL. THANKS. >> THANKS YOU, TOO. >> THANK YOU FOR SHARING ALL THAT POSITIVE ENERGY THAT'S COMING OUT OF OUR SCHOOLS. THAT'S REALLY GOOD TO HEAR, ESPECIALLY THE BUSINESS OF FEELING LIKE YOU'RE MORE CONNECTED WITH KIDS FROM ACROSS GRADES. THAT WAS REALLY NICE. THANK YOU. NEXT ON THE AGENDA IS MATTERS RESERVED FOR BOARD ACTION. [6. MATTERS RESERVED FOR BOARD ACTION] FIRST UP ON THIS IS ITEM 6.01, SCHOOL BOARD ANNUAL RETREAT, WHICH DR. DOMINGUEZ ALREADY MENTIONED. SHE PUT FORWARD SOME SUGGESTIONS FOR WHEN WE SHOULD MEET. OPEN THE FLOOR TO DISCUSSION ON THAT. ANYBODY HAVE ANY COMMENTS REGARDING THE DATES AND THE PLAN? >> I THINK THE THIRD SOUNDS GREAT IF EVERYBODY CAN MAKE IT, AND I WOULDN'T MIND IF IT WAS 3:30 TO 7:30 INSTEAD OF 4:30 TO 7:30. >> I DON'T THINK KEVIN CAN GET HERE BECAUSE OF WORK, SO THAT'S WHAT THE 43:0 WAS A COMPROMISE FOR THAT. BUT THAT'S WHY I'M SUGGESTING WHAT WE CAN DO GIVEN THAT ALL THE BOARD MEMBERS ARE GOING TO WASDA. OUR STUDENTS ARE, BUT WE CAN THEN MAKE A PLAN AT THAT MEETING ON THE THIRD OF WHAT WE WANT TO READ AHEAD OF TIME, COME TO WASDA, LOOK AT THOSE, AND THEN WHAT I CAN DO BECAUSE THE EXECUTIVE TEAM WON'T BE THERE. I CAN BRING THAT INFORMATION BACK TO THEM AND LET THEM LOOK AT THOSE EXACT THINGS. THEN AT EVERY MEETING, WE CAN DEDICATE ABOUT 10, 15 MINUTES AND GO OVER SOME OF THE INDICATORS. >> WELL, I APPRECIATE THE FLEXIBILITY IN YOUR THINKING ON THIS BECAUSE OBVIOUSLY WE WERE HAVING SOME REAL PROBLEMS MAKING OUR SCHEDULES SYNC UP. IF EVERYBODY IS IN APPROVAL, I GUESS I WOULD PUT IT TO A VOTE. I WOULD MAKE A MOTION THAT WE ADOPT THE PLAN THAT KRISTI HAS PRESENTED FOR US TO GET TOGETHER FOR OUR BOARD RETREAT. ANYBODY SECOND THE MOTION? >> SECOND. >> ALL THOSE IN FAVOR OF ADOPTING THAT PLAN VOTE BY SAYING AYE? >> AYE. >> AYE. >> AYE. >> THOSE OPPOSED? THE MOTION TO ADOPT THE PLAN THAT KRISTI PUT FORWARD REGARDING MEETING FOR OUR ANNUAL RETREAT PASSES. NEXT UP ON THE LIST, WE HAD DECIDED TO REMOVE THE COMMITTEE POLICY UNTIL NEXT MONTH. LET'S SEE. AFTER THAT, ADOPT MONITORING REPORTS FOR OUR SIX CAREER READINESS. OPEN THE FLOOR FOR DISCUSSION ON THAT. ANYBODY HAVE ANY COMMENTS ABOUT THE CAREER READINESS MONITORING REPORT? >> I KNOW I DO. I JUST NEED TO FIND MY NOTES. >> I'M WONDERING. ON THE BOARD RETREAT. THANK YOU FOR THE REMINDER. ON THIS PARTICULAR MONITORING REPORT, CAREER READINESS, IT WAS CLEARLY DEMONSTRATED THAT THERE ARE SO MANY POSITIVE PATHWAYS THROUGH CTE, ETC., FOR STUDENTS TO BE READY FOR THE FUTURE. THE THING THAT I FOUND LACKING AND IT WAS JUST A WAY TO ACTUALLY MEASURE THINGS AND SHOW PROGRESS. WE DEFINITELY HAVE OPTIONS, TONS OF OPTIONS. BUT THE THING THAT I THAT I WOULD LIKE TO FIX, AND I DON'T KNOW IF THAT WOULD BE SOMETHING WE DISCUSSED HERE TODAY, OR IF THIS WOULD BE SOMETHING AT A BOARD RETREAT TO DISCUSS IS, HOW DO WE MAKE SURE THAT WE'RE MEASURING THINGS? >> THAT'S A GREAT QUESTION AND THAT'S WHAT WE'RE STRUGGLING WITH. THIS IS ONE OF THOSE MONITORING REPORTS THAT DOESN'T NECESSARILY FROM THE BOARD, [00:35:06] WE DON'T KNOW HOW YOU WOULD WANT IT MEASURED. HOW WE INTERPRET THIS REPORT WAS THROUGH THE OFFERINGS. THE NUMBER OF STUDENTS HAVE INCREASED WHO ARE TAKING DIFFERENT CLASSES, THE OPPORTUNITIES THEY HAVE, SUCH AS WHAT GABBY SAID. THIS IS A CLASS I'D WANT TO TAKE. THE OTHER PART TOO IS WE DON'T CURRENTLY HAVE A MECHANISM TO TRACK STUDENTS ONCE THEY GRADUATE. IT'S ONE THING TO BE CAREER READY, BUT UNTIL THIS YEAR, WE DIDN'T EVEN HAVE THE QUALIFICATIONS OF WHAT WE DEEMED AS READY. NOW WE HAVE THE PORTRAIT OF THE GRADUATE TO GUIDE THAT FROM OUR STRATEGIC PLAN. BUT PRIOR TO THIS, THERE WASN'T THAT. THIS HAS BEEN A REPORT THAT HAS BEEN HARD TO WRITE IN ALL HONESTY BECAUSE IT'S PRETTY SUBJECTIVE. >> ESSENTIALLY, WE'RE JUST KEEPING TRACK OF THE NUMBER OF STUDENTS THAT ENROLL IN CAREER AND TECHNICAL EDUCATION PATHWAYS, AND THAT'S IT. DO WE HAVE ANY WAY TO MEASURE ANY? I THINK I'VE HEARD IN THE PAST THAT WE HAVE FEEDBACK FROM EMPLOYERS IN THE COMMUNITY? >> THAT THAT FEEDBACK IS WHAT WE USED TO WRITE THE PORT OF THE GRADUATE. WHEN WE MET, WE TOOK THAT FEEDBACK, WE TOOK THE RESEARCH. GABBY WAS PRESENT. WERE YOU THERE? IT WAS QUAVA. WE LOOKED AT FUTURE JOBS, WHAT THEY'RE GOING TO BE EXPECTED. NOW WE COULD ACTUALLY USE THE PORTRAIT OF THE GRADUATE, WHICH I'M HOPING THAT WHEN WE LOOK AT THE MONITORING REPORTS AND WE BEGIN TO REVISE THEM, THAT WE ACTUALLY USED THE STRATEGIC PLAN AND SOME OF THOSE PIECES TO GUIDE US. BUT THIS IS ONE THAT WE DEFINITELY WOULD LIKE SOME MORE FEEDBACK ON. IS IT THROUGH HIGH SCHOOL AND BEYOND PLANS THAT YOU WANT US TO LOOK AT, IS IT THE NUMBER OF COURSES THAT WE TAKE, IS IT STUDENT SURVEYS? THOSE ARE THE TYPES OF THINGS THAT WE COULD USE SOME INPUT ON. DEFINITELY, DIRECTOR BETTON, WHEN YOU WERE TALKING ABOUT, IS THIS SOMETHING WE COULD LOOK AT A RETREAT? THIS IS ONE THAT WE WOULD PULL UP AND START TO HAVE CONVERSATIONS OF HOW DO YOU BELIEVE? WHAT'S THE DATA YOU WOULD LIKE TO SEE IN THIS REPORT? THEN THAT WOULD HELP GUIDE. >> I DEFINITELY AGREE WITH NANCY ON THE SMART GOALS THING, SUPER ABOVE ALL, BECAUSE I THINK HAVING SPECIFIC AND MEASURABLE GOALS IS THE ONLY WAY TO PROPERLY ANALYZE IF WE LIKE DEMONSTRATE REASONABLE PROGRESS FOR THE POLICIES. I DO THINK THAT WOULD BE A REALLY GREAT TOPIC. BUT IF WE'RE TALKING ABOUT SPECIFICALLY MEASURING STUDENT SUCCESS, I DON'T KNOW IF HIGH SCHOOL AND BEYOND PLAN WOULD BE WHAT A LOT OF STUDENTS CONSIDER A GOOD REPRESENTATION OF HOW READY THEY ARE CAREER WISE. WE DO TOUCH ON IT IN EAGLE TIME AND IT'S A GRADUATION REQUIREMENT, BUT FOR A LOT OF STUDENTS, ME INCLUDED, I'LL ADMIT. IT'S JUST A BOX TO CHECK. LIKE, OH, I'M GOING TO PUT IN WHAT I RATHER GO TO COLLEGE OR THE MILITARY OR WHAT ARE MY OPTIONS? HERE'S A COLLEGE OR I'D CONSIDER LOOKING AT. BUT YOU PUT A LOT OF THOSE IN SOPHOMORE YEAR, AND YOU DON'T REALLY GO BACK TO IT. I DEFINITELY THINK THAT STUDENT SURVEYS AND COURSE ENROLLMENTS WOULD BE A BETTER WAY TO GAUGE PROGRESS OR READINESS IN THAT AREA. OR EVEN TALKING TO TEACHERS ABOUT HOW THEY FEEL THE CLASS AS A WHOLE IS DOING. JUST MAYBE NOT THE HIGH SCHOOL AND BEYOND PLAN. >> YEAH, I WANT TO AGREE WITH GABBY ON THAT ONE. THE HIGH SCHOOL BEYOND PLAN. WE DO IT IN EAGLE TIME EVERY YEAR, I THINK, BUT IT'S PROBABLY FOR A FEW WEEKS, AND FOR A LOT OF STUDENTS, IT'S JUST SOMETHING THAT THEY GOT TO GET DONE SO THAT THEY CAN GRADUATE. I DON'T THINK IT'S THE RIGHT METHOD TO BE MEASURING THIS. THAT'S FOR SURE. >> THANK YOU. THAT WAS REALLY VALUABLE FEEDBACK. >> YEAH, IT SEEMS TO ME LIKE THAT WHOLE TRANSITION TIME FOR SENIORS FROM HIGH SCHOOL TO WHATEVER IS NEXT. THE DISTRICT HAS TRIED MANY DIFFERENT THINGS. I REMEMBER WHEN MY CHILDREN, THEY GRADUATED IN 2006 AND 2008, AND THEY HAD A SENIOR PROJECT THAT THEY HAD TO DO. THERE'S BEEN DIFFERENT STABS AT HOW ARE WE GOING TO SHOW THAT THEY ARE READY TO GO OUT INTO THE WORLD. WHAT'S THE THING THAT YOU WERE SAYING THAT YOU DO IN EAGLE TIME,. >> THE HIGH SCHOOL BEYOND PLAN? >> HIGH SCHOOL AND BEYOND. YEAH. I SOUNDS LIKE WE NEED TO LOOK AT THE EFFECTIVENESS. [00:40:01] >> WELL, THAT'S A STATE REQUIREMENT. SO IT'S NOT A FAIL. YEAH. >> WELL THAT WE BETTER MAKE EFFECTIVE SOMEHOW. WELL, IF IT'S NOT CURRENTLY BEING USED, THEN THAT'S ONE OF THE QUESTIONS IS GETTING STUDENT VOICE IN THERE AND HOW CAN IT BE USED. >> HOW FLEXIBLE IS THE HIGH SCHOOL AND BEYOND PLAN TO, BEING ADAPTED TO TO HAVING DIFFERENT CRITERIA OR IS IT PRETTY WELL SET BY THE STATE YOU WILL MARK THESE BOXES? >> I'M GOING TO ACTUALLY DEFER TO TRINA BECAUSE I KNOW IN THE PAST YEAR SHE'S DONE SOME LOOKING INTO THIS. >> ONE OF THE THINGS WE'RE DOING THIS YEAR IS TRYING, IS THAT BETTER? WE ARE GOING TO BE USING A NEW PLATFORM THIS YEAR FOR THE HIGH SCHOOL AND BEYOND PLAN, AND IT'S A PLATFORM THAT NEXT YEAR WILL BE A STATE REQUIRED PLATFORM. WE'RE JUST TRYING IT A YEAR BEFORE. IT ROLLS OUT FOR THE STATE. THE HOPE IS THAT WE'LL START SOONER, WE'LL START IN MIDDLE SCHOOL, AND THERE'LL BE A TRUE SCOPE AND SEQUENCE OF WHAT TAKES PLACE. I THINK FROM LISTENING TO STUDENTS THAT SEEING THAT SCOPE AND SEQUENCE OF HOW THE DIFFERENT ACTIVITIES CONNECT TO EACH OTHER WOULD BE HELPFUL BECAUSE IT COULD BE YOU'RE DOING DIFFERENT THINGS THAT WE THINK OF AS HIGH SCHOOL AND BEYOND PLAN, BUT AREN'T LIKE LABELED AS THAT. I'M NOT SURE. BUT I THINK WITH THE NEW PLATFORM THAT WE'RE USING, THAT IS, WE'LL BE ABLE TO GIVE FEEDBACK TO THE STATE ON IT BEFORE THE STATE WIDE ROLL-OUT NEXT YEAR. HOPEFULLY, THAT WILL HELP WITH ARTICULATING THE ACTIVITIES AND HELPING THEM BE REALLY MEANINGFUL. >> YEAH, I WOULD HOPE SO. I'M SORRY. >> YOU'RE GOOD. >> HOOP JUMPING IS SOMETHING WE DON'T WANT OUR KIDS TO DO. WE WANT WHATEVER THEY'RE SPENDING THEIR TIME ON TO BE, OF COURSE, ABSOLUTELY MEANINGFUL AND USEFUL. OTHERWISE, IT'S A WASTE OF THEIR TIME. >> YEAH. IN REGARDS TO MAKING SURE THE HIGH SCHOOL AND BEYOND PLAN IS NOT HOOP JUMPING. OBVIOUSLY, WE'RE GOING TO ADDRESS THIS AT A LATER MEETING. BUT I THINK THERE IS A LOT OF GOOD STUFF THAT IT'S LOOKING FOR IN THERE, BUT IT FEELS LIKE HOOP JUMPING IN PART BECAUSE OF THE WAY IT'S PRESENTED. IT JUST FEELS LIKE, WE FOCUS ON THIS FOR A LITTLE BIT EACH YEAR, A LOT OF TIME WHEN OTHER STUDENTS ARE DOING THEIR STATE TESTING AND SOMETIMES IT FEELS A LITTLE BIT BEHIND OR A LITTLE BIT AHEAD OF WHERE YOU ARE PERSONALLY. WE HAD TO DO I THINK RESUMES LAST YEAR. I KNOW A LOT OF PEOPLE WHO HAVE ALREADY HAD A JOB FOR TWO OR THREE YEARS. I ALSO KNOW A LOT OF PEOPLE WHO DON'T WORK AND HAVEN'T AND WHO HAVEN'T STARTED LOOKING AT COLLEGE APPLICATIONS, AND DON'T REALLY UNDERSTAND HOW A RESUME, WHICH IS REQUIRED UNDER THE HIGH SCHOOL AND BEYOND PLAN COULD BENEFIT YOU IN THAT WAY. I THINK IT'S MORE OF THE HIGH SCHOOL AND BEYOND PLAN IS BEING TREATED AS AN ABSTRACT BOX TO CHECK RATHER THAN TYING IT DIRECTLY LIKE TRINA SAID TO SPECIFIC ACTIVITIES AND WHAT YOU CAN LEARN DURING EACH STEP OF THE PROCESS. >> THIS WILL BE A FUN ONE FOR US TO LOOK AT. I DO APPRECIATE OUR STUDENTS GIVING THE FEEDBACK. I KNOW TRINA GOT SOME FEEDBACK FROM SOME STUDENTS LAST YEAR AS WELL. THIS IS THE DISCUSSION I THINK WE NEED TO HAVE WHEN WE THINK ABOUT WHAT ARE WE SAYING IS CAREER READINESS, AND EXACTLY WHAT YOU SAID, WHAT DID THE COMMUNITY SAY HENCE WHY WE HAVE THE PROFILE OF A GRADUATE. HOW DOES THAT ALL TIE IN? I'M HOPEFUL THAT THIS IS ONE THAT WE CAN LOOK AT THIS YEAR. >> ANY OTHER COMMENTS ON THIS? OKAY. LOOKING AT THE RESPONSES TO THIS, INDICATORS, LOOKS LIKE. A 40, 40 20 SPLIT WITH 40% SAYING THAT IT IS PASSABLE WITH SOME EXCEPTIONS, 20%, SAYING THAT THEY ALL WORK. NO CHANGES NEED TO BE MADE. I WOULD MAKE A RECOMMENDATION THAT WE APPROVE THIS MONITORING REPORT AS MEETING THE EXPECTATIONS WITH THE PROVISO THAT WE DISCUSS CHANGES TO THE HIGH SCHOOL AND BEYOND PLAN AND OTHER INDICATORS DURING OUR BOARD RETREAT. THAT WAS A MOUTHFUL. I WOULD MAKE A MOTION THAT [00:45:01] WE APPROVE THIS AS MEETING EXPECTATIONS WITH THE PROVISO THAT WE HAVE A REALLY GOOD DISCUSSION DURING OUR BOARD RETREAT ABOUT CHANGING THE INDICATORS SPECIFICALLY THE HIGH SCHOOL AND BEYOND PLAN. MAKING THAT MOTION WOULD ANYBODY SECOND. >> SECOND. >> ALL THOSE THAT WANT TO APPROVE THE REPORT. OH, YES, STUDENT. I'M SO SORRY, ESPECIALLY SINCE YOU GUYS PROVIDED SUCH GOOD INPUT. YEAH. WHAT IS YOUR RECOMMENDATION? WOULD YOU AGREE WITH THAT? AYE. AYE. THANK YOU VERY MUCH. BOARD DIRECTORS. ALL IN FAVOR. AYE. >> AYE. >> THOSE OPPOSED. THE MONITORING REPORT ON CAREER READINESS HAS BEEN ADOPTED WITH THOSE STIPULATIONS. NEXT UP ON THE AGENDA IS ITEM 6.04 TO ADOPT THE MONITORING REPORT FOR RESULTS 2.4 TECHNOLOGY. I'M OPENING THE FLOOR TO DISCUSSION ON THIS ONE. ANYBODY HAVE ANY COMMENTS? >> I DO, BUT I DON'T WANT TO BE THE FIRST ALWAYS. >> I'M JUST TRYING TO REMEMBER WHAT I WANT. >> DOCTOR DOMINGO SAID THAT THIS POLICY BETTER ALIGNED WITH OPERATIONAL EXPECTATIONS INSTEAD OF RESULTS AND READING THROUGH THE ENTIRE THING, I AGREE WITH HER. I THINK WE NEED TO MAKE THAT SHIFT IN THIS REPORT. >>I AGREE THAT THERE NEEDS TO BE A SHIFT, BUT I ALSO FEEL LIKE IF THERE IS TECHNOLOGY EDUCATION HAPPENING THAT THERE NEEDS TO BE A RESULTS REPORT FOR THAT, AND MAYBE THAT COULD BE INCLUDED IN WITH SCIENCE OR SOME OTHER ACADEMIC ENDEAVOR. SO I DO THINK, THERE NEEDS TO BE A CHUNK OF THIS THAT GOES INTO THE OPERATIONAL EXPECTATIONS REPORT FOR, WOULD THAT BE OE 12? 011? >> IF WE WERE TO MOVE THIS PARTICULAR REPORT TO OPERATIONAL EXPECTATIONS, WOULD THEN WE NEED TO COME UP WITH A DIFFERENT TOOL FOR MEASURING HOW KIDS ARE DOING IN TECH? I THINK THAT'S ONE OF THE COMPLICATIONS? WE HAVE SOME AREAS THAT WE HAVE A REPORT FOR THAT WE DON'T NECESSARILY HAVE ASSESSMENTS. TECHNOLOGY IS A TOOL. STUDENTS ARE USING IT IN ORDER TO THE CELL PHONE? FOR EXAMPLE, A STUDENT MENTIONED TODAY ONE OF THE HOPES IS BEING ABLE TO TUNE THEIR INSTRUMENTS USING A CELL PHONE. HOW ARE THEY USING TECHNOLOGY TO ENHANCE THEIR CLASSES? I THINK THAT'S THE QUESTION IS, HOW WOULD YOU LIKE TO HEAR ABOUT THE USE OF TECHNOLOGY? IS IT A MONITORING REPORT OR WOULD YOU LIKE AN UPDATE? WOULD YOU LIKE A STUDY SESSION? I THINK THERE'S MORE THAN ONE WAY, TO LOOK AT THAT. I THINK IT'S A GOOD DISCUSSION FOR A RETREAT TO HAVE THAT CONVERSATION. >> YEAH, I THINK OVER THE YEARS, WHEN TECHNOLOGY, WELL, TECHNOLOGY HAS BEEN AROUND FOREVER WITH HUMANITY, BUT WHEN IT GETS INTO THIS DIGITAL WORLD AS COMPUTERS, I MEAN, BEFORE YOUR TIME, YOU'VE ALWAYS KNOWN TO HAVE THESE THINGS, BUT THE SHIFT FROM LEARNING HOW TO USE THEM WHERE YOU'D HAVE TO SEE HOW WERE THEY DOING WITH THEIR TYPING SKILLS, THAT SORT OF THING. THOSE DAYS ARE GONE. NOW TECHNOLOGY IS JUST EMBEDDED IN EVERYTHING THAT IS USED. [00:50:05] I DON'T SEE THAT WE NEED TO GRADE KIDS ON THEIR PROGRESS WITH TECHNOLOGY. THEY EITHER USE IT OR THEY DON'T AND THEY DO USE IT. >> THEY ARE JUST FOR REFERENCE, THE TECH COURSES WE HAVE FALL UNDER CTE. IT COULD BE THAT WE REPORT ON IT WITH THAT REPORT. >> THAT ACTUALLY MAKES SENSE TO ME TO PUT THE TECH COURSE STUFF UNDER CTE, AND THEN HAVE THE OPERATIONAL STUFF ELSEWHERE. THAT MAKES SENSE. ANY OTHER COMMENTS? >> I MOVE THAT WE ADOPT THIS TECHNOLOGY REPORT. AND I WOULD SAY THAT WE DO WANT TO DISCUSS AT THE BOARD RETREAT, SHIFTING IT FROM BEING R22 AND OE. >> I WOULD SECOND THAT MOTION. ALL THOSE WHO STUDENTS. OH, I'M SO SORRY. I KNOW KEVIN DOES IT ONCE A WHILE, TOO, BUT HE'S BETTER ABOUT THAT. >> [LAUGHTER]. >> IT IS. STUDENTS, HOW WOULD YOU VOTE ON THIS? WHAT IS YOUR POSITIONS? >> AYE. >> AYE. >> THANK YOU. THOSE OPPOSED? BOARD DIRECTORS, ALL THOSE IN FAVOR OF ADOPTING THIS REPORT AS BEING ACCEPTABLE AND LOOKING AT SPLITTING OUT SOME OF IT TO OPERATIONAL EXPECTATIONS AND SOME OF IT TO CTE, VOTE BY SAYING AYE. >> AYE. >> AYE. >> THOSE OPPOSED? I DIDN'T AYE. AYE. POLICY R2.4 TECHNOLOGY IS APPROVED AS MEETING EXPECTATIONS WITH THE UNDERSTANDING THAT WE WILL MOVE FORWARD AND SPLIT IT INTO AN OPERATIONAL EXPECTATION REPORT AND THE ACADEMIC ASPECT INTO CTE. NEXT STEP ON THE AGENDA IS THE LEGISLATIVE REPORT, [7. UPDATES] SO I'M GOING TO HAND IT OFF TO NANCY. >> THANK YOU. LAST WEEKEND WAS THE WSSDA, WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION GENERAL ASSEMBLY, AND THAT HAPPENS ANNUALLY, AND THE PURPOSE OF IT IS TO ADOPT NEW POLICIES OR AMEND EXISTING POLICIES OR RETIRE POLICIES. TWO DAYS WERE SCHEDULED FOR THAT, FRIDAY, THE 20TH AND SATURDAY THE 21ST, AND I AM ABSOLUTELY DELIGHTED TO REPORT THAT WE GOT THE WHOLE THING DONE BY 4:00 PM ON FRIDAY. SATURDAY WAS A SPECIAL GIFT TO ME BECAUSE I DIDN'T EXPECT TO HAVE THAT MUCH TIME. IT WAS WONDERFUL. WE ADOPTED 58 DIFFERENT PROPOSALS. UP UNTIL THAT DAY, WSSDA HAS HAD 225 POSITIONS. THE NEXT THING THAT WE NEED TO DO AS A BOARD IS DURING A WINDOW OF TIME THAT IS VERY BRIEF AND COMING UP SOON, WE NEED TO PRIORITIZE UP TO 10 OF OUR TOP 10 ISSUES THAT WE SUPPORT OF THE WSSDA POSITIONS THAT PASSED AT THE GENERAL ASSEMBLY. THAT'S SOMETHING THAT I SUGGEST THAT WE DISCUSS AT THE BOARD RETREAT. I DON'T KNOW IF IT'S 4:30 TO 7:30, WE'VE GOT A LOT OF STUFF TO COVER. THIS I REALLY WOULD LIKE TO PRIORITIZE BECAUSE THERE IS AN END DATE FOR RECEIVING THESE OF OCTOBER 8. OCTOBER 3 WILL BE OUR ONLY CHANCE. THE WINDOWS OPEN FROM OCTOBER 1 TO OCTOBER 8. I DON'T KNOW IF EVERY BOARD MEMBER GETS ALL THE SAME STUFF. SINCE I'M THE LEDGE REP, I GET THESE THINGS, BUT I DON'T KNOW IF EVERY SINGLE BOARD MEMBER DOES, AND WSSDA HAS SENT ME, HAS IT SENT YOU THE INFORMATION WHERE YOU GET TO READ ALL OF THE POSITIONS AND [00:55:01] PRIORITIZE THEM OR AT LEAST YOU MAKE YOUR OWN LITTLE CHECKLIST, AND THEN WHEN WE COME TOGETHER, YOU WILL HAVE ALREADY HAD THE TIME SPENT, SO WE DON'T SPEND THE WHOLE TIME GOING OVER IT. WE JUST TELL EACH OTHER OUR TOP 10. MY QUESTION TO THE BOARD IS, SHALL I SEND THIS TO YOU TO JUST GUARANTEE YOU HAVE IT? >> IF IT WOULD BE EASIER, IF YOU SEND IT TO CHRIS, WE CAN SEND AN EMAIL, PLUS I'LL PUT IT IN THE SMORE. I'LL HAVE IT IN TWO DIFFERENT WAYS. >> BRILLIANT. >> I'LL TAKE CARE OF THAT. >> THAT'S GREAT. THANK YOU. THEN THE OTHER THING THAT I WANTED TO BRING FORWARD WAS ANOTHER VOTING WINDOW, BUT THIS IS FOR BOARD POSITIONS ON WSSDA AND COMMITTEES AND THE STATE BOARD OF EDUCATION. I THINK I SENT AN EMAIL WITH DO NOT REPLY SO THAT THERE'S NO SERIAL COMMUNICATION, BUT I JUST GAVE YOU SOME INFORMATION ON THAT, AND THAT WINDOW IS OPEN OCTOBER 1 THROUGH OCTOBER 16. THIS IS SOMETHING YOU DO ON YOUR OWN EACH OF US AS INDIVIDUAL BOARD DIRECTORS. IT'S NOT SOMETHING WE COME TOGETHER AS A BOARD AND MAKE DECISIONS ON. IT'S VOTING FOR THE DIFFERENT OFFICERS. WE VOTE FOR OUR OWN DISTRICT, SO WE ARE DA1, AND CERTAIN POSITIONS ARE OPEN AND SOME ARE NOT. FOR US, WE HAVE BOARD OFFICERS, BOARD OF DIRECTORS, RESOLUTION COMMITTEE, LEGISLATIVE COMMITTEE, NOMINATING COMMITTEE, AND INTERSCHOLASTIC ACTIVITIES COMMITTEE. EACH OF US WILL RECEIVE BALLOTS FROM WSSDA, AND THEY ARE GOING TO LAND IN YOUR INBOX ON OCTOBER 1, AND THAT VOTING IS ANONYMIZED, SO THEY'LL KNOW WHO VOTES, BUT THEY WON'T PUT YOUR NAME WITH YOUR VOTE. I HIGHLY RECOMMEND THAT WE ALL USE OUR VOICES TO BE ABLE TO GET THE PEOPLE THAT WE WANT INTO THESE DIFFERENT POSITIONS, AND THE BIOS ARE WRITTEN BY EACH JUST LIKE IF YOU'RE RUNNING FOR ANY OFFICE. IF YOU HAVEN'T ALREADY PEEKED AT IT, THERE'S BIOS FOR EACH PERSON, SO I JUST RECOMMEND THAT YOU TAKE ADVANTAGE OF THIS OPPORTUNITY AND VOTE ANYTIME BETWEEN OCTOBER 1 AND 16TH. THE SOONER YOU DO IT, THE MORE LIKELY IT WILL BE THAT YOU DO DO IT. THAT'S ALL I HAVE. ANY QUESTIONS? THANK YOU. >> THANK YOU, NANCY, AND THANK YOU, KRISTI FOR MAKING THE PROCESS EASIER. NEXT UP ON THIS IS THE AUDIT COMMITTEE REPORT. NANCY AND I WENT UP TO THE DISTRICT OFFICE ON THE 19TH AND AGAIN TODAY AND REVIEWED THE VOUCHERS AND THE CANCELED WARRANTS AND HAD OUR QUESTIONS ANSWERED TO OUR SATISFACTION, SO RECOMMENDATION WOULD BE TO APPROVE THE FINANCIALS ON THE CONSENT AGENDA. ALSO, I HAVE A PRINTOUT, WHICH I WILL GIVE YOU LATER THAT STATE AUDITOR'S OFFICE CREATED A HANDY LITTLE PRINTOUT ON THE ROLE OF BOARDS IN AUDITING, AND SO I WILL MAKE SURE THAT YOU GET THAT AFTER THE MEETING. >> CAN I JUST GIVE A SHOUTOUT REAL FAST TO ALL THE PEOPLE WHO MAKE THAT PROCESS SO SMOOTH. BY THE TIME YOU TWO SEE IT, SO MANY HANDS HAVE LOOKED AT THAT AND DOUBLE-CHECKED AND DOUBLE-CHECKED, AND THAT DOESN'T JUST HAPPEN. IT'S A GOOD SYSTEM, IT'S A SOLID SYSTEM. TO HOLLY AND HER TEAM, AND KARA'S TEAM WHEN NEEDED, AND MARK. IT'S A LOT OF PEOPLE WHO GO INTO THAT AND THEY TAKE THAT JOB VERY SERIOUSLY. THE FACT THAT YOU CAN ASK ANY QUESTION AND THEY'RE ABLE TO ANSWER IT RIGHT THERE SHOWS THAT THEY AREN'T JUST DOING THE JOB, THEY KNOW THE JOB, AND SO I JUST WANT TO GIVE A SHOUT OUT TO OUR STAFF. >> THEY'RE CHEERFUL IN DOING IT. IT ALWAYS SEEMS LIKE THEY'RE VERY WILLING TO HELP AND WE REALLY APPRECIATE THAT. IN FACT, SOMETIMES IT'S EASY TO GET INTO CONVERSATIONS, BUT IT IS A VERY WELCOMING ATMOSPHERE, AND WE APPRECIATE THAT. NEXT UP IS THE SUPERINTENDENT CONSENT AGENDA. [8. SUPERINTENDENT CONSENT AGENDA [GC-2.4]] [9. BOARD CONSENT AGENDA [GC-2.4]] I KNOW WE HAVE TO WORK ON CONSENT AGENDAS AS A PAIR. WE CAN'T PULL THEM APART. [01:00:02] WE HAD REMOVED THE INTERLOCAL AGREEMENT REGARDING THE RESOURCE OFFICER FOR DISCUSSION AND TO DETERMINE WHETHER WE WANT TO MOVE THAT TO THE NEXT MEETING OR APPROVE IT AT THIS ONE. I WOULD LIKE TO OPEN THE FLOOR FOR DISCUSSION ON ITEM 8.06. >> PEGGY, COULD I JUST SUGGEST SINCE YOU PULLED IT OFF THAT MAYBE YOU SHARE WHAT YOUR THINKING WAS, AND THEN THE REST OF THE BOARD CAN RESPOND AND MARK CAN ANSWER ANY QUESTIONS AS NEEDED. >> ABSOLUTELY. THANK YOU. MY CONCERNS ARE MANY PEOPLE HAD QUESTIONS ON IT. KEVIN HAD SENT A QUESTION IN REGARDING FUNDING, AND MARK HAD RESPONDED TO THAT. MY CONCERN IT'S WHETHER THERE IS A POLICY THAT WE NEED TO HAVE IN PLACE IN ORDER TO ACTUALLY PROPERLY SET THIS UP. THAT WAS MY CONCERN. I PASSED THAT INFORMATION OFF TO KRISTI. I DON'T KNOW IF SHE'S HAD TIME TO RESEARCH IT. THAT IS WHY I WANTED TO MOVE THE APPROVAL OF THIS THING TO THE NEXT MEETING. IN EFFECT, IT'S BEING IMPLEMENTED. I DON'T KNOW IF THERE'S A MASSIVE HURRY IN GETTING US TO RATIFY IT OR NOT, AND I THINK MAYBE WE COULD TAKE THE TIME TO HAVE A LITTLE BIT MORE DISCUSSION ABOUT THAT. THAT'S WHY I SUGGESTED THAT. DOES ANYBODY ELSE HAVE ANY COMMENTS ON THAT? KRISTI, DID YOU FIND ANY INFORMATION? >> WE CAN GET THE POLICY DONE AND THAT WOULDN'T BE DONE BY NEXT MEETING, SO IT'S NOT REQUIRED TO UPHOLD THE CONTRACTS IN PLACE. WE HAVE THE INDIVIDUAL HAPPENING. THIS HAS BEEN ONGOING CONVERSATION NOW. I THINK IT'S YEAR 3. THE POLICY IS WORK WE HAVE TO DO, BUT THAT WILL TAKE A FEW MONTHS. IT'LL BE BROUGHT TO YOU NEXT MONTH, THEN A FOLLOWING MONTH AND THEN VOTED ON. IF WE WAITED FOR THAT POLICY, WHICH IS NOT REQUIRED TO HAVE THIS CONTRACT IN PLACE, WE WOULD BE LOOKING AT DECEMBER BEFORE WE HAVE THIS VOTED UPON. JUST SOMETHING TO CONSIDER. THEN MARK, I DON'T KNOW IF YOU HAVE ANYTHING TO ADD ABOUT THAT. >> I DO NOT. >> ARE THERE ANY OTHER OBSERVATIONS, COMMENTS REGARDING APPROVING THIS INTERLOCAL? >> I HAD SEVERAL QUESTIONS, BUT I CONTACTED MARK DEEBACH AND HE ANSWERED THEM WITH A BRIEF AMOUNT OF TIME THAT I WAS ABLE TO GIVE HIM. REALLY, MY ONLY THING THAT WAS BOTHERSOME TO ME WAS JUST THE TIMING OF WHEN THE BOARD WAS BROUGHT INTO THE CONTRACT, THAT IT'S JUST AFTER THE FACT INSTEAD OF BEFORE, AND THAT BOTHERED ME. BUT THAT DOESN'T MAKE ME NOT WANT THIS CONTRACT. I DO WANT THIS CONTRACT. I WANT A DRO, I ALWAYS HAVE AND I JUST WANT TO MAKE SURE THAT THE PROCESS OF HAVING A CONTRACT COME TO THE BOARD BEFORE IT'S SIGNED BY BOTH SIDES IS SOMETHING THAT IS HONORED BECAUSE ONCE BOTH SIDES SIGN A CONTRACT IS A CONTRACT, NO MATTER WHAT WE SAY. I JUST WANT OUR BOARD TO BE IN A POSITION OF DOING ITS JOB AND HONORING THAT. >> NANCY AND I HAD THIS CONVERSATION EARLIER TODAY AND I SAID, I CAN UPHOLD THAT. THEN I DID TALK TO MARK ABOUT IT. THE INTERPRETATION OF THAT WAS THAT THERE WAS A MEETING IN WHICH I ASKED THE BOARD, CAN I MOVE FORWARD WITH THIS? THE BOARD SAID, YES. THERE ARE TIMES THAT AS A SUPERINTENDENT, YOU DEFER TO ME TO MAKE DECISIONS ON BEHALF OF THE DISTRICT. HIRING IS ONE OF THOSE THAT FALLS UNDER MY JURISDICTION, AND SO I MADE THAT MOVE IN PARTNERSHIP. THAT WAS WHY, BUT MOVING FORWARD, IF THAT ARE THE WISHES OF THE BOARD, TYPICALLY CONTRACTS WOULD COME AND AS STEVE AND PEGGY WILL KNOW, IT WAS A PRACTICE. THERE WERE CONTRACTS THAT CAME TO THE BOARD AFTER THEY WERE ALREADY IN PLACE, AND WE'VE BEEN MOVING AWAY FROM THAT PRACTICE AND SO THIS IS JUST ONE THAT GOT THROUGH, BUT I THINK WE'RE ALL IN AGREEMENT THAT WAS A GOOD ONE. >> MARK, ANYTHING YOU WOULD ADD TO THAT GIVEN INTERPRETATION? >> NO. THAT'S EXACTLY MY RECOLLECTION. WAS THE BOARD BASICALLY GAVE DIRECTION WITHOUT RESOLUTION TO MOVE FORWARD WITH PUTTING THE DRO BACK IN THE SCHOOLS. [01:05:08] THAT'S WHAT WE DID. THE READING OF BSR 3 VERY CLEARLY OUTLINES THAT THIS IS WITHIN THE SUPERINTENDENT'S PURVIEW TO TAKE THIS ACTION. >> I WOULD LIKE TO MAKE THE OBSERVATION THAT HAVING ASKING QUESTIONS ABOUT THIS BECOMES AWKWARD IF YOU'RE NOT IN THE LOOP TO BEGIN WITH. I WAS WONDERING WHERE THE CONTRACT WAS BECAUSE, WELL, THE RESOURCE OFFICER WAS THERE, SO OBVIOUSLY SOMETHING HAD TO BE IN PLACE. IT HELPS FOR US TO BE IN THE LOOP BECAUSE IT KEEPS US FROM FALLING OVER EACH OTHER, ASKING QUESTIONS AND RUNNING THE RISK OF GETTING INTO A SITUATION OF SERIAL COMMUNICATION. THAT'S ONE OF THE REASONS, I THINK IT WOULD BE GOOD TO BASICALLY HAVE A POLICY THAT ANY PROGRAM LIKE THIS BECAUSE THIS IS A NEW THING. IT'S NOT A CONTINUATION OF WHAT HAPPENED BEFORE. WE DID HAVE THIS IN THE PAST, BUT THERE ARE SOME CHANGES AND IT IS A BIG DEAL. I FEEL LIKE THAT IN ORDER TO RECEIVE APPROPRIATE PUBLIC INPUT AND EVERYTHING. EVEN THOUGH YOU PUT THIS OUT TO THE PUBLIC AND YOU TALKED, THERE ARE STILL SOME DETAILS THAT WE'RE UNCLEAR ON. IF WE START HAVING THESE QUESTION SESSIONS VIA EMAIL, THEN I THINK WE RUN A RISK AND SO I'D RATHER KEEP US OUT OF HARM'S WAY BY JUST HAVING THESE DISCUSSIONS WHEN YOU CREATE SOMETHING SO THAT WE'RE ALL IN THE CLEAR ON WHERE THINGS ARE. >> THIS IS ONE THAT I FELT. I'VE TALKED ABOUT THIS DRO MORE THAN PROBABLY ANYTHING ELSE, ADDING A DRO BACK. SRO WAS ORIGINAL TERM, AND THEN WE SHIFTED IT TO [INAUDIBLE]. SINCE BEFORE I WAS EVEN ON CONTRACT, OUR FIRST MEETING, I GOT CALLED INTO A MEETING WITH CHIEF AND MARK BEFORE I WAS EVEN HIRED. WE HAD ALMOST A YEAR OF PUBLIC COMMENT ABOUT WHY DIDN'T WE HAVE THIS? I WAS SHARING IT IN THE SWAY AT THE TIME AND THEN THE SMORE. I WAS GIVING UPDATES IN MY THINGS. IF I FAILED, I'LL OWN THAT, BUT I FELT LIKE THIS WAS ONE THAT I WAS HAVING MORE CONVERSATION ABOUT THAN JUST ABOUT ANY OTHER PART. AT ANY TIME, KNOW THAT THE BOARD CAN ASK QUESTIONS, ANYTIME. NANCY AND DIRECTOR MACHADO, YOU WERE NEW, SO YOU WEREN'T THERE THE WHOLE TIME, SO THERE MAY HAVE BEEN THINGS THAT YOU FELT LIKE YOU DIDN'T KNOW ABOUT. THIS IS ONE THAT WE TALKED ABOUT AND TALKED ABOUT AND TALKED ABOUT. PART OF IT WAS YOU WERE GETTING INFORMATION THE PUBLIC DID NOT GET AT THE TIME BECAUSE IT WAS NOT MY PLACE TO TALK ON BEHALF OF THE DEPARTMENT. FOR EXAMPLE, THE DELAY IN THE ADDITION HAD TO DO WITH THE FACT THAT THEY WERE SHORT-STAFFED AND IT TOOK SOME TIME TO REBUILD THAT. THE OTHER GROUP THAT WE WERE HEARING FROM IS WHEN COUNCILWOMAN GUNTER WOULD COME, SHE WAS TALKING ABOUT IT. IT WAS JUST ONE THAT WE JUST CONTINUED TO TALK ABOUT. IF THE BOARD FEELS THAT I DID NOT ADEQUATELY PREPARE THEM, I WILL ALWAYS OWN THAT. BUT HAVING THE CONTRACT IN PLACE, I DON'T THINK ACTUALLY SAYS THIS IS NEW BECAUSE IT'S BEEN THE ONE THING I'VE TALKED ABOUT SINCE I ARRIVED. ANYWAY. STEVE, YOU MAY REMEMBER OR NOT REMEMBER, AND I'LL ALWAYS TAKE FEEDBACK. MARK AND I ALREADY TALKED ABOUT IT. I THINK THAT'S FAIR TO HAVE CONTRACTS GO TO YOU BEFORE THEY'RE IN PLACE, AND IT IS A PRACTICE THAT WE'VE BEEN TRYING TO SHIFT TOWARDS. IT'S A DIFFERENT PRACTICE THAN PAST. >> BECAUSE I THINK THE BIG CONFLICT IS JUST THIS IMPLICIT CONSENT VERSUS EXPLICIT CONSENT, COULD WE PUT A POLICY IN PLACE TO REQUIRE, EXPLICIT CONSENT? IT IS ABSOLUTELY CLEAR THAT WE SAID, YES, BY TAKING A VOTE TO PROCEED WITH A PROJECT AND THEN, DO THAT? >> THE BOARD'S JOB IS TO TELL ME WHAT THEY WANT ME TO FOCUS ON AND THEN THE HOW BELONGS TO THE SUPERINTENDENT. AND I CANNOT PROMISE THAT EVERY SINGLE TIME FOR EVERY SINGLE DECISION, I CAN COME TO YOU FOR THAT. I MEAN, LOOK HOW HARD IT IS FOR US TO EVEN MEET ON A RETREAT. IF I HAVE TO WAIT AND WAIT AND WAIT FOR EVERY SINGLE THING, THERE ARE THINGS THAT I JUST HAVE TO MAKE DECISIONS ON. I'M NOT ACTUALLY WILLING TO SAY THAT I CAN DO THAT ALL THE TIME. NOW, I FEEL LIKE I HAVE REALLY GOOD COMMUNICATION. I FEEL LIKE I TRY TO KEEP YOU UP TO DATE ON WHAT'S HAPPENING. [01:10:02] IT'S SOMETHING I PRIDE MYSELF ON. IT'S SOMETHING THAT WE TALK ABOUT EVERY SINGLE WEEK, ABOUT WHAT DOES THE BOARD NEED TO KNOW? HOW DO WE KEEP YOU INFORMED. AT ANY POINT, IF A BOARD MEMBER HAS QUESTIONS, MY DOOR IS OPEN. PUTTING A POLICY IN PLACE THAT TIES ME TO HAVING TO DO KEEPS ME FROM DOING THE JOB THAT I NEED TO DO. I WOULD SUGGEST OR I ACTUALLY WOULD SAY THAT'S WHAT YOU'VE CHARGED ME TO DO. YOU DETERMINE WHAT YOU WANT ME TO DO, AND THEN I WILL FIGURE OUT HOW AND KEEP YOU UP TO DATE ON THAT. >> I WOULD LIKE TO SHARE THAT WE NEED TO BE VERY CAREFUL WITH OUR REQUESTS AND WHAT WE'RE TRYING TO DO HERE AND UNDERSTAND OUR POSITIONS IN THIS TEAM AND WHILE IT COULD SEEM LIKE A VERY GOOD IDEA TO PUT A POLICY IN PLACE. THAT'S WHAT WE DO AS BOARD MEMBERS. WE NEED TO UNDERSTAND THE CONSEQUENCES OF OUR IDEAS. I WOULD SUGGEST LET'S THINK ABOUT THIS BECAUSE WE CAN DELAY PROGRESS AND AN EFFORT TO TRY TO UNDERSTAND SOMETHING THOROUGHLY WHEN WE HAVE GONE THROUGH A PROCESS AND AN EFFORT TO PUT SOMEONE WE TRUST. SOMEONE WE CONFIDE OR WE HAVE CONFIDENCE THAT CAN PERFORM AT A CERTAIN LEVEL. IN THIS CASE, MAYBE AN EFFORT TO JUST MAKE AWARE OR CREATE A LITTLE BIT MORE AWARENESS AMONGST OUR BOARD MEMBERS, BUT IN THIS CASE, I DON'T THINK ANY OF US IS AGAINST THIS DRO CONTRACT. WE'RE ALL HAPPY AND WE ARE SATISFIED. >> ANTONIO, I AGREE WITH YOU IN TERMS OF, WE'RE ALL IN THE SAME BOAT IN TERMS OF WANTING THIS. BUT I ALSO FEEL LIKE MAYBE THERE ARE SOME PROCESSES THAT COULD MAKE THINGS CLEARER AND MINIMIZE ANY KIND OF CONFLICT. THAT IS WHAT I WOULD LIKE TO SEE JUST BECAUSE, IT FEELS LIKE A SURPRISE, EVEN THOUGH, BECAUSE YOU GUYS ARE DOING ALL THIS WORK, AND YOU'RE IMMERSED IN IT FOR A LONG TIME. EVEN THOUGH IT FEELS LIKE YOU'VE COMMUNICATED, I KNOW SOME OF THOSE COMMUNICATIONS HAVE BEEN MISSED BECAUSE OF THE FORMAT THAT THEY'RE IN, AND THE STRATEGIC PLAN IS ANOTHER ONE. I DO FEEL LIKE IT WOULD BE GOOD TO HAVE CLARIFYING LANGUAGE SOMEWHERE THAT SAYS, THIS IS WHAT WE EXPECT. THERE'S ALWAYS GOING TO BE EXCEPTIONS, EMERGENCIES, THINGS LIKE THAT. BUT I THINK WE SHOULD HAVE A STANDARD APPROACH TO IF THERE'S NEW PROJECTS THAT ARE OF GREAT SIGNIFICANCE. THEN OR IF THERE ARE SIGNIFICANT CHANGES TO EXISTING CONTRACTS THAT WE SHOULD BE APPRISED. I JUST THINK THAT'S GOOD GOVERNANCE. >> I GUESS I'M GOING TO TAKE A LITTLE BIT OF OFFENSE. YOU CAN'T HAVE 1,800 PEOPLE INVOLVED IN A PLAN AND HAVE A STRATEGIC PLAN BE A SURPRISE. THAT IS ANOTHER THING THAT I CONTINUED TO BRING TO THE TABLE. OUR STUDENTS WERE AWARE, OUR COMMUNITY WAS AWARE. I INVITED THE BOARD TO JUST ABOUT EVERY SINGLE EVENT THAT WAS POSSIBLE. I CANNOT BE RESPONSIBLE IF I'M PUTTING IT OUT THERE AND IT'S NOT BEING TAKEN ADVANTAGE OF OR IF PEOPLE ARE NOT READING SOMETHING. THE DRO IS ANOTHER ONE. I THINK THE STRATEGIC PLAN AND THE DRO WERE TWO THINGS THAT I DON'T EVEN KNOW IF I COULD HAVE COMMUNICATED MORE. IT WAS IN THE WEEKLY REPORTS. THE INVITATIONS WERE OUT THERE. I MEET WITH YOU ABOUT ONCE A MONTH OR I OFFER THAT OFTEN. I'M REALLY NOT SURE HOW TO COMMUNICATE ANYMORE WITH THE BOARD AND STILL DO MY JOB. MY NUMBER ONE JOB IS TO MAKE SURE THAT I'M GOVERNING THE WHOLE ORGANIZATION. IF THE BOARD HAS A DIFFERENT WAY THAT THEY WOULD LIKE ME TO COMMUNICATE WITH THEM, I AM ALL EARS. BUT TO SAY THAT THE STRATEGIC PLAN WAS A SURPRISE OR THE DRO WAS A SURPRISE, I DO TAKE OFFENSE TO THAT BECAUSE THOSE WERE TWO AREAS THAT WE TALKED ABOUT OVER AND OVER AT MEETINGS, ONE ON ONE, INVITATIONS, AND SO, I AM GOING TO TAKE OFFENSE TO THAT. >> WELL, I AM VERY SORRY FOR BEING A PERSON WHO SAYS THOSE THINGS. BUT I DO FEEL LIKE IN THE PAST, WE'VE BEEN SURPRISED AND WE DON'T LIKE SURPRISES EITHER. JUST TRYING TO FIND A GOOD MIDDLE GROUND, [01:15:02] AND I THINK THIS IS AN OPPORTUNITY TO FIX THAT AND MOVE FORWARD FROM HERE SO THAT WE'RE ALL PULLING IN THE SAME DIRECTION AND WE ALL HAVE A CERTAIN COMFORT LEVEL WITH THE AMOUNT OF INFORMATION THAT WE HAVE. THAT REALLY IS MY GOAL, HONESTLY, IS JUST TO HAVE MORE CLARITY AND BETTER COMMUNICATION. SINCE BOARD COMMUNICATION IS BEING PRESENTED FURTHER DOWN THE LINE IN THE AGENDA, I THINK THIS PROVIDES US WITH AN OPPORTUNITY TO CLEAR UP SOME OF THE MISS-PERCEPTIONS, MISCOMMUNICATIONS, AND REACH BETTER AGREEMENT AND COOPERATION IN GETTING THINGS DONE BECAUSE I THINK WE ACTUALLY ALL WANT THE SAME THING. AS ANTONIO SAID, WE ALL WANT THE RESOURCE OFFICER. I DON'T THINK THERE'S A ONE OF US THAT THINKS IT'S A BAD IDEA. IN FACT, WE THINK IT'S A GREAT IDEA. IT'S JUST THERE ARE PROCESSES AND IF EVERYBODY IS INVOLVED IN THE PROCESSES, I THINK WE'LL END UP WITH A BETTER OUTCOME. THAT IS ALL. >> I WOULD LIKE TO HEAR FROM THE BOARD AND I WILL ASK EACH DIRECTOR TO THINK THROUGH THAT AND I'LL TALK TO KEVIN TOO. IF THERE IS A DIFFERENT WAY THAT YOU PROCESS INFORMATION AND WOULD LIKE IT PRESENTED TO YOU, I NEED THAT BROUGHT FORWARD BECAUSE WEEKLY EMAILS, OFFERING ONE ON ONE MEETINGS, PHONE CALLS, ON EMERGENCY. I THINK I MIGHT HAVE SENT YOU SEVEN EMAILS TODAY. YOU LET ME KNOW IF THERE'S A DIFFERENT WAY YOU WANT INFORMATION BECAUSE I'M NOT JUST COMMUNICATING WITH THE BOARD. I ALSO HAVE A RESPONSIBILITY TO COMMUNICATE WITH EVERY ADMINISTRATOR ON AN ONGOING BASIS. THAT LEVEL OF COMMUNICATION IS HAPPENING AT A VERY HIGH LEVEL ALL DAY EVERY DAY, AS WELL AS THE TEAM. IF YOU HAVE A DIFFERENT IDEA, YOU BRING IT FORWARD AND I WOULD LOVE TO HEAR THAT BECAUSE I KNOW THAT PEOPLE PROCESS INFORMATION DIFFERENTLY. BUT COMMUNICATION IS TWOFOLD, AND SO IF I'M PUTTING IT OUT THERE, THEN I NEED THE BOARD TO READ IT AND ASK QUESTIONS IN THE MOMENT ABOUT IT. >> I'M SPEAKING ON BEHALF OF MY EXPERIENCE. THIS WAS PRE ME BEING AS A BOARD MEMBER. BUT WHAT I HAVE SEEN COMMUNICATION WISE IS SOMETHING THAT I'M NOT TOO CONCERNED ABOUT RIGHT NOW, AND I DON'T THINK IT HAS CHANGED. FOR ME AND THAT'S WHY I'M GOING TO ADVOCATE A LITTLE BIT FOR KRISTI RIGHT NOW, JUST BECAUSE I READ THE CONTRACT. I'M NOT TOO CONCERNED ABOUT IT. I GREATLY APPRECIATE WHAT THIS BRINGS TO OUR SCHOOLS. IT IS IN THE HANDS OF KRISTI. WE HAVE GIVEN OUR TRUST TO KRISTI TO PERFORM THE DUTIES THAT SHE IS TO PERFORM, WHICH IS OVERWHELMING. WE AS A BOARD, WE TRY TO MAKE SURE THAT THAT WHEN IT COMES TO POLICY, WHEN IT COMES TO CERTAIN THINGS, WE DO OUR JOBS. I SAY LET'S THINK ABOUT THIS. LET'S PONDER A LITTLE BIT OUR APPROACH. WE ALL HAVE DIFFERENT COMMUNICATION STYLES. SOME NEED MORE THAN OTHERS, BUT WE SHOULD BE CAREFUL AS TO WHAT WE'RE REQUESTING AND MAYBE SEND A UNIFIED VOICE AS A BOARD TO KRISTI. LET'S NOT CONFUSE HER. LET'S PUT HER IN A SPOT WHERE SHE IS HAVING TO SPEND ENERGY AND, PRECIOUS TIME FROM WHAT SHE HAS TO DO TO CATER TO OUR PERSONALITIES. THAT WOULD BE POOR LEADERSHIP FROM OUR POSITION AS BOARD. LET'S BE GOOD LEADERS. LET'S DO OUR JOB. WE HAVE OPPORTUNITIES TO BE TOGETHER SOON, AND LET'S MAKE SURE THAT WE AGREE TO A WAY THAT IS VERY CLEAR FOR HER TO BE ABLE TO SHARE WITH US, AND LET'S HARMONIZE THIS EFFORT. >> I THINK THAT IDENTIFYING OUR COMMUNICATION STYLE AND WHAT WE EXPECT WOULD PROBABLY BE BETTER IN WRITING SO THAT IT'S CLEAR, AND THERE'S NO AMBIGUITY, AND EVERYBODY KNOWS WHAT IT'S EXPECTED. THAT IS ALL I AM ASKING IS THAT WE HAVE CLARIFICATION WHEN IT COMES TO OUR PROCESSES. BY THE WAY, I DO APPRECIATE ALL THE WORK THAT'S BEEN DONE ON THIS. IT HAS BEEN SOMETHING THAT I THINK MOST PEOPLE IN THE DISTRICT ACTUALLY WANT. MY ONLY CONCERN WAS WHETHER WE WERE VIOLATING SOME OF [01:20:02] POLICY REQUIREMENT BY NOT HAVING A POLICY IN PLACE THAT I THOUGHT WAS SUPPOSED TO BE IN PLACE. I HAVE BEEN INFORMED THAT THIS POLICY IS NOT NECESSARY, AND SO I GUESS I WOULD MAKE THE MOTION THAT WE PUT THIS BACK ON THE CONSENT AGENDA AND APPROVE IT. BUT I WOULD LIKE TO KNOW WHY THE POLICY ISN'T NECESSARY. I JUST WANT TO MAKE SURE THAT WE'RE NOT VIOLATING ANYTHING BY ENACTING THIS WITHOUT HAVING THAT IN PLACE. >> IT'S ALREADY ENACTED, SO THAT IS WHY WE ARE ABLE TO MOVE FORWARD. WE WILL HAVE THAT POLICY TO YOU NEXT MONTH FOR REVIEW. THE PROCEDURE WILL ALSO BE WRITTEN. I THINK CHRIS I'M LOOKING AT CHRIS AND OFFICER KARLY HAVE BEEN WORKING ON THESE AS WELL. EVELYN HAS IT AS OF TODAY AND WE'LL START TO MOVE FORWARD. IT WAS NOT A PRESSING POLICY WHERE WE HAVE SOME THAT ARE MANDATORY. HER EFFORTS HAVE BEEN GOING TO THAT WAY, SO I'VE ASKED HER TO REDIRECT HER EFFORTS TO GET THIS IN PLACE FOLLOWING OUR CONVERSATION TODAY. IT'LL BE ON NEXT MONTH'S AGENDA. >> MAY I ASK A QUESTION ABOUT THE CONTRACT? THERE'S A LOT OF STUFF IN THERE REGARDING TRAINING. DOES THE DISTRICT PAY FOR THE TRAINING? >> NO, WE DO NOT. >> MY OTHER QUESTION IS, IT SEEMS LIKE THERE'S A LOT OF REQUIREMENTS THAT ARE PUT IN THERE, LIKE A TON OF THEM. AS FAR AS THE TRAININGS GO. ARE THOSE REQUIREMENTS THERE BECAUSE WE HAVE OBLIGATIONS LIKE SAY FOR RECEIVING FEDERAL FUNDING WHERE WE HAVE TO BE IN COMPLIANCE WITH CERTAIN RULES IN ORDER TO NOT RISK LOSING FUNDING. >> MY UNDERSTANDING WHEN SAM REVIEWED THE CONTRACT AND BASICALLY MADE SURE IT WAS IN COMPLIANCE WITH ALL OF THE LEGAL REQUIREMENTS FOR THE STATE IN ORDER TO HAVE AN SRO IN THE SCHOOLS OR IN THIS CASE, A DRO. >> I WAS JUST WONDERING IF SOME OF THOSE INVOLVED FUNDING IF THAT IF THAT WAS THE MOTIVATION FOR INCLUDING SOME OF THOSE TRAININGS? >> I DON'T KNOW IF THAT'S WHY THEY'RE IN THE LAW, BUT THEY'RE INCLUDED IN THERE BECAUSE THAT'S WHAT SAM SAID WE HAD TO HAVE PER THE LAW. >> I WOULD SAY AND I'M LOOKING AT DOCTOR COCHRAN OVER THERE. HE AND I HAVE BEEN INVOLVED IN WORKING WITH DRO SROS FOR MANY, MANY YEARS. IF YOU LOOK AT THE HISTORY, WHICH WE COULD EASILY PROVIDE YOU WITH A TIMELINE, THE LAWS HAVE REALLY SHIFTED, AND IT'S SHIFTED TO PROTECT BOTH THE OFFICER TO THE DISTRICT AND TO STUDENTS. AS YOU KNOW, THERE HAS BEEN A LOT OF POLITICAL CONTEXT AROUND DROS, AND THIS IS PUT IN PLACE ONE BECAUSE WE BELIEVE IT'S THE RIGHT THING TO DO, BUT ALSO BECAUSE IT PROTECTS AND MAKING SURE THAT WE TOGETHER AND THAT THEIR JOB IS NOT DISCIPLINARIANS. THEY ARE A SUPPORT TO OUR DISTRICT, AND SO THOSE LAWS HAVE BEEN EVOLVING OVER TIME AT THE STATE LEVEL. >> I JUST WANT TO ADD THAT I HOPE THAT OUR DRO DOES NOT FEEL LIKE THIS CONVERSATION IS ANTI DRO AT ALL. WE LOVE THAT YOU ARE ON THE TEAM VERY MUCH. >> I GUESS MY RECOMMENDATION WOULD BE TO PUT IT BACK ON THE CONSENT AGENDA, AND VOTE TO APPROVE IT IF NOBODY HAS A PROBLEM WITH THAT, I WOULD LIKE TO MOVE IT BACK TO THE CONSENT AGENDA SO THAT WE CAN VOTE ON THE CONSENT AGENDA. >> IS THAT A MOTION? >> THAT IS A MOTION. YES. >> I SECOND. >> THE MOTION HAS BEEN MADE TO MOVE ITEM 8.06 BACK TO THE CONSENT AGENDA FOR A VOTE. LET'S SEE. THE NEXT ITEM ON THE AGENDA WOULD BE TO APPROVE THE CONSENT AGENDA. DID I LEAVE ANYTHING OFF? ACTUALLY, I NEED TO GET THE STUDENT VOTE ON THIS. >> NOT IN CONSENT. >> OKAY. LET'S SEE, REMIND ME. >> NO, I DON'T THINK SO. THEN I WILL MAKE A MOTION THAT WE APPROVE THE CONSENT AGENDAS AS THEY'RE PRESENTED. >> EXCUSE ME. YOU NEED TO VOTE ON THAT FIRST AMENDMENT. [01:25:01] YES. DID THE REST OF THE BOARD VOTE? >> WE DID NOT FINISH VOTING. >> I'M HAVING A BANNER NIGHT. THOSE WHO VOTE TO PUT IT BACK ON THE CONSENT AGENDA FOR CONSIDERATION, VOTE BY SAYING AYE. >> AYE. >> AYE. >> THOSE OPPOSED. THE MOTION CARRIES. THEN THE NEXT ITEM WOULD BE TO VOTE TO APPROVE THE CONSENT AGENDAS AS THEY'RE WRITTEN. I'LL MAKE A MOTION TO APPROVE THE CONSENT AGENDAS. >> SECOND. >> SECOND. ALL THOSE WHO APPROVE VOTE BY SAYING AYE. >> AYE. >> AYE. >> THOSE OPPOSED. THE CONSENT AGENDAS PASS. THEN THE FINAL ITEM IS BOARD MEMBER SHARING. [10. SHARING [GC-7.E}] I GUESS I CAN START WITH ANTONIO SINCE I THINK YOU HAVE TO DO THE EVALUATION. >> SHARING, RIGHT? LET ME OPEN MY PERSONAL NOTES HERE. THERE ARE TWO ITEMS THAT I WOULD LIKE TO JUST SHARE WITH A GROUP. FIRST THE CELL PHONES. I JUST WANT TO MAKE SURE THAT OUR TEACHERS AND OUR STAFF FEEL THE APPRECIATION FROM THE BOARD, THAT THEY UNDERSTAND THAT WE KNOW THAT THIS HAS ESPECIALLY FOR CERTAIN STAFF PROVIDED A LITTLE BIT OF WORK UP FRONT, AND IT'S BEEN A TOUGH TRANSITION, BUT I JUST WANT TO MAKE SURE THAT EVERYBODY KNOWS THAT WE APPRECIATE OUR TEACHERS, THAT WE APPRECIATE OUR STAFF, AND THAT THIS IS TRULY A GREAT STEP FOR OUR STUDENTS. I HAVE THREE KIDS IN THE SCHOOL DISTRICT, AND THEY CONSTANTLY TELL ME HOW GREAT THIS IS. WE NEED TO CONSIDER A COUPLE OF THINGS. THERE ARE MEASURABLE THINGS THAT WE CAN GET FROM THIS. THERE ARE THINGS THAT ARE INTANGIBLE AND THEY ARE REALLY HARD TO MEASURE. WHILE I APPRECIATE THE COMMENT THAT WAS SHARED TODAY BY OUR STUDENT IN THE PUBLIC COMMENT, THERE ARE THINGS THAT I WANT TO MAKE SURE THAT WE AT IT AT THIS FOAM POLICY BECAUSE THERE ARE THINGS THAT WE'RE TRYING TO DO AND IT'S TO HELP OVERCOME THE URGE TO CHECK THE PHONE. THERE'S AN ADDICTION, THERE'S A STIMULI AND THERE'S A REASON WHY WE'RE DOING THIS. WE'RE PREPARING OUR YOUTH FOR THE FUTURE AND ME AS A WORKER, AS A FAMILY MEMBER, I NEED TO MAKE SURE THAT I KEEP THINGS IN CHECK AND THIS IS A GREAT THING FOR OUR STUDENTS TO BE ABLE TO FOCUS DURING THEIR CLASSES, BUT AT THE SAME TIME, PROVIDE CERTAIN THINGS THAT CAN HELP THEM DEVELOP OUTSIDE OF SCHOOL. WHILE WE CAN DO IT DURING SCHOOL, THAT IS GREAT. THERE MIGHT BE A LITTLE BIT OF A COUPLE OF THINGS THAT WE'RE LIKE, WELL, WHY ARE WE NOT ABLE TO CHECK OUR PHONES IN THIS OR WHY WE CAN'T USE THIS AS WE USED TO AND CERTAIN THINGS. WELL, IF WE CAN OVERCOME THOSE THINGS AND MAKE SURE THAT WE'RE MAKING THE RIGHT DECISIONS, THAT'S GREAT BUT I WANT TO MAKE SURE THAT WE UNDERSTAND THAT WHAT WE'RE DOING AND THE EFFORTS THAT WE'RE SEEING AND THE BENEFITS THAT WE'RE STARTING TO CAPTURE ARE AMAZING. THIS WILL BE CONFIRMED WITH TIME. IT'S GOING TO TAKE TIME. THANK YOU SO MUCH FOR THE EFFORTS THAT TEACHERS AND THE STAFF ARE MAKING. I REALLY APPRECIATE IT. THE SECOND THING THAT I WANT TO SHARE IS WHAT WE SPOKE ABUNDANTLY TODAY AND IT'S ABOUT OUR DRO. I HAVE BEEN TO A COUPLE GAMES. I HAVE SEEN OUR DRO AND SCHOOL, AND WHAT A GREAT SIDE THAT IS TO BE ABLE TO FEEL SAFE, TO BE ABLE TO UNDERSTAND THAT THERE'S SOMEBODY WATCHING AND WITH GREAT EXPERTISE. I KNOW THIS INDIVIDUAL PERSONALLY I CONSIDER HIM MY FRIEND, AND I KNOW HIS TECHNICAL EXPERTISE AND WHAT HE BRINGS TO OUR DISTRICT IS IMMEASURABLE. WHAT WE SEE IN THE WORLD HAPPENING AND IN THE UNITED STATES, IT'S CONCERNING AND JUST TO HAVE HIS PRESENCE HERE AND HIS EXPERTISE AND [01:30:02] KNOWLEDGE AND WHAT HE CAN BRING AS IDEAS FOR US TO IMPLEMENT WONDERFUL THINGS. HOPEFULLY, WE CAN LISTEN AND MAKE SURE THAT OUR KIDS KNOW THAT THEY ARE IN A PLACE WHERE THEY CAN FOCUS ON SCHOOL AND STUDYING AND PAYING ATTENTION. I JUST WANTED TO SAY THAT. THANK YOU. STEVE. SORRY. I'VE BEEN PRETTY SILENT TONIGHT. ECHOING WHAT ANTONIO WAS SAYING, I WOULD LIKE TO THANK THE STUDENTS, ESPECIALLY AND THE FACULTY AND THE ADMINISTRATION FOR THEIR PATIENCE IN THIS CELL PHONE CHANGES THAT HAVE BEEN MADE. THANKS FOR THE SPECIAL EFFORT. ACCORDING TO TALKING TO OUR STUDENTS, IT SOUNDS LIKE IT'S HAD AN IMPACT ON OUR STUDENTS, AND THAT'S GREAT TO HEAR. A LITTLE BIT OF A COMMENT ON THE DISCUSSION OVER THE DRO. AS EVERYBODY ESTABLISHED, THAT'S A GREAT THING. IT'S A GOOD THING FOR OUR SCHOOL DISTRICT, AND IT'S A VERY POSITIVE THING. POSSIBLY, GRANTED, SO, WE'VE TALKED ABOUT IT. WE KNEW IT WAS COMING, CAME UP IN PUBLIC COMMENT MANY TIMES, THAT THIS IS ADDED NEED RESOURCE THAT THE SCHOOL DISTRICT REALLY NEEDED. I THINK THE CONFUSION CAME IN THROUGH THE FACT THAT IT WAS A LITTLE BIT OF SURPRISE AT THE TIMING OF WHEN IT CAME IN. IT WASN'T ESTABLISHED A SPECIFIC DAY AND TIME WHEN THAT CAME INTO EFFECT. I JUST WANT TO FOCUS A LITTLE BIT ON THAT. IN THE FUTURE POSSIBLY, WE CAN FOCUS MORE ON A TIME AND A SPECIFIC TIME AND DATE WHEN THAT POLICY GOES INTO EFFECT SO THAT EVERYBODY'S CLEAR ON MOVING FORWARD WHEN THAT TAKES PLACE. THAT WOULD BE MY ONLY COMMENT ABOUT THAT. KUDOS TO THE SCHOOL DISTRICT FOR BRINGING ON A DRO. I THINK IT'S WELL DESERVED, IT'S WELL NEEDED. OTHER THAN THAT, PERSONALLY, I HAVE A LITTLE FREE TIME ON MY HANDS DUE TO SOME WORK DISPUTES AND I PLAN ON SPENDING A LITTLE MORE TIME IN THE SCHOOL DISTRICT AND SO I JUST WANT TO GIVE PEOPLE A HEADS UP. YOU MIGHT GET A PHONE CALL AND SAY, HEY, I WANT TO COME IN AND VISIT. ANYWAY, JUST TO GIVE YOU A HEADS UP, THAT I MAY MAKE AN APPEARANCE, WHICH IS LONG OVERDUE, AND REALLY IT'S BEEN MY BIGGEST ANGUISH OVER BEING A SCHOOL BOARD MEMBER. IS I REALLY STRUGGLED WITH THE FACT THAT I FEEL LIKE TO BE REALLY INVOLVED IN THE SCHOOL DISTRICT, YOU NEED TO BE A PRESENCE, AND THIS HASN'T BEEN AFFORDED TO ME SO MUCH BECAUSE OF MY WORK AND MY SCHEDULES. MAYBE IN THE FUTURE, THOSE PLANS WILL CHANGE BECAUSE I'M SOON GOING TO RETIRE FROM WORK. ANYWAY, THAT'S IT. >> I GUESS IT'S MY TURN. STEVE, I HIGHLY RECOMMEND RETIREMENT. I WILL NO LONGER BE ABLE TO SAY, I'M THE ONLY RETIRED SCHOOL BOARD DIRECTOR. YOU'LL BE THERE TOO. THAT'S AWESOME. I JUST WANTED TO SAY THAT THROUGHOUT THIS DISCUSSION WHEN WE WERE TALKING, THE UNDERLYING THEME REALLY IS, ARE WE DOING WHAT WE DO THE BEST WE CAN IN EACH OF THE ROLES THAT WE HAVE, KEEPING IN MIND THAT WHAT OUR GOAL IS, IS FOR MAKING SURE THAT THE STUDENTS ARE THRIVING, THAT WE'RE DOING THE BEST WE CAN FOR OUR STUDENTS. [01:35:04] EVERYBODY HAS THEIR OWN ROLE TO PLAY. WE'VE GOT THE BOARD DIRECTORS, WE HAVE WONDERFUL STUDENT MEMBERS AS WELL AND YOUR INPUT WAS SO VALUABLE THIS EVENING. I REALLY APPRECIATE THAT. WE HAVE THE SUPERINTENDENT AND HER TEAM AND ALL OF US. WE JUST WANT TO MAKE SURE THAT WHAT WE'RE DOING WORKS BEST SO THAT WHEN IT COMES DOWN TO THE KIDS, THEY'RE GETTING THE BEST EDUCATION. EACH OF US HAVE A ROLE TO PLAY IN THAT, IT'S PROCESS, AS WELL AS INFORMATION AND EVERYTHING. I JUST APPRECIATE THAT WE CAN HAVE THESE CONVERSATIONS, EVEN IF THEY ARE TOUGH BECAUSE WE ALL KNOW THAT WE ARE ALL WORKING ON THE SAME TEAM. TOWARD THE SAME GOALS AND JUST TRYING TO MAKE SURE THAT WE'RE DOING THE BEST THAT WE CAN TOGETHER. THAT'S ALL I WANTED TO SAY. I STILL AM SO HONORED TO BE A PART OF THIS WHOLE PROCESS. >> THANK YOU, NANCY. THAT WAS VERY WELL SAID AND CONGRATULATIONS ON YOUR UPCOMING RETIREMENT, STEVE. I'M GLAD TO HEAR THAT. I WANT TO EXPRESS THAT THE REASON THAT I BRING UP AN OPPOSITE VIEW IS BECAUSE I FEEL LIKE SOMEBODY HAS TO. OTHERWISE, ARE WE DOING WHAT WE'RE SUPPOSED TO BE DOING? IF WE APPROVE EVERYTHING AND PASS IT OFF WITH GLOWING RECOMMENDATIONS WITHOUT CRITICALLY EXAMINING VARIOUS PARTS OF IT, THEN I DON'T THINK WE'RE DOING OUR JOB. I AM GLAD AT THE COMMUNICATION THAT WE HAD SURROUNDING THE DRO. I THINK WE'RE ALL IN AGREEMENT THAT THIS IS WHAT WE WANT. THERE'S NO QUESTION THERE. IT'S JUST I THINK IN MY VIEW, WE NEED TO MAKE SURE THAT WE'RE FOLLOWING APPROPRIATE PROCESSES THAT WE'RE NOT CUTTING CORNERS, THAT WE'RE DOING WHAT WE'RE SUPPOSED TO DO. THAT IS WHERE I'M COMING FROM. IF IT SEEMS HARSH, IT ISN'T INTENDED TO. I JUST I FEEL LIKE WE HAVE SOME ACCOUNTABILITY TO. ON THAT NOTE, I THINK WOULD LIKE TO CLOSE THE MEETING. ANTONIO, I FORGOT. [11. MEETING EVALUATION SURVEY] WE NEED A REPORT. I HAVE REALLY DROPPED IT TONIGHT, BUT YES, PLEASE GIVE US YOUR OPINION OF THIS MEETING. >> WE'RE GOING TO GIVE YOU E FOR EFFORT TODAY. IT'S ALWAYS TOUGH AND I KNOW THERE'S SO MANY MOVING PARTS, SO IT'S TOUGH. HERE GOES THE EVALUATION HERE. THE AGENDA WAS WELL-PLANNED AND THE BOARD WAS WELL-PREPARED. I'M GOING TO GIVE US A COMMENDABLE. BOARD MEMBERS DID NOT INTERRUPT EACH OTHER AND CONTRIBUTED TO THE MEETING. I THINK WE WERE PRETTY GOOD. I WAS DEBATING BETWEEN MEET STANDARD TO COMMENDABLE, SO JUST GOING TO BUMP US UP. BOARD MEMBERS DID NOT ENGAGE IN SIDE CONVERSATIONS. I THINK WE WERE ENGAGED IN THE CONVERSATION AND THERE WERE NO SIDE ENGAGEMENTS OR ANYTHING LIKE THAT, SO COMMENDABLE. BOARD MEMBERS DID NOT REPEAT WHAT HAD ALREADY BEEN SAID AND COMMENDABLE THERE. BOARD MEMBERS DID NOT PLAY TO THE AUDIENCE OR MONOPOLIZE THE DISCUSSION WE DID REALLY GOOD. THE BOARD MEMBERS SUPPORTED THE PRESIDENT'S EFFORTS TO FACILITATE AN ORDERLY MEETING. I THINK WE WERE ALL JUST SUPPORTING YOU, PEGGY AND I KNOW IT'S DIFFICULT, SO YOU DID A GREAT JOB. BOARD MEMBERS COMMUNICATED OPENLY AND ACTIVELY IN DISCUSSION AND DIALOGUE TO AVOID SURPRISES. I THINK WE DID A GOOD JOB WITH THIS. I PUT AS A THREE, NOT A FOUR BECAUSE I THINK THAT IF WE'RE DISCUSSING ONE TOPIC, WE HAVE A THOUGHT REGARDING THAT TOPIC WE NEED TO DISCUSS THAT TOPIC DURING THAT TOPIC. DID I EXPLAIN MYSELF? BASICALLY NOT AFTER OR BEFORE, BUT WE WERE DISCUSSING IT. IF WE HAVE GOOD COMMENTS REGARDING THAT, I THINK WE NEED TO LEAD THE DISCUSSION AT THAT POINT. WE MET THE STANDARD ON THAT ONE. ALL BOARD MEMBERS CONTRIBUTED TO THE MEETING. I THINK WE MET THE STANDARD THERE. BOARD MEMBERS PRACTICE RESPECTFUL BODY LANGUAGE. I THINK EVERYBODY IS DOING THAT, SO I'M VERY HAPPY BUT THERE'S ONE THING THAT I WROTE HERE AND I'M GOING TO ASK YOU. CAN YOU READ THAT? >> STUDENTS WITH GOOD FEEDBACK? >> YES. I WROTE IT AND IT WAS TERRIBLE. I WAS LIKE, OH, MY GOODNESS, I DON'T KNOW IF I'M GOING TO BE ABLE TO UNDERSTAND MY OWN. GOOD. I JUST WANT TO COMMEND OUR STUDENTS BECAUSE YOU PROVIDE REALLY GOOD FEEDBACK TODAY, AND WE LISTEN TO YOU. YOU GUYS ARE HELPING US UNDERSTAND. I'LL BE HONEST WITH YOU. [01:40:02] I DO CHECK WITH MY STUDENTS AT HOME, AND I ASK THEM QUESTIONS AND THEY PROVIDE SOME FEEDBACK TOO AND I SPEAK ON BEHALF OF THEM AND ALSO OF YOU SO THANK YOU FOR YOUR GOOD PARTICIPATION AND FEEDBACK. THAT'S ALL I HAVE. >> THIS LONG-AWAITED MOMENT FOR ME, I'M GOING TO CLOSE THIS MEETING. MEETING IT'S ENDED. YOU'RE FREE TO GO. * This transcript was compiled from uncorrected Closed Captioning.
