AND THE BENEFITS OF THAT IF YOU GUYS WOULD LIKE WE WORKED TO RECOMMEND THE BUILDING CHANGE STRUCTURAL PLAN TO GOING WITH THE PRE-ENGINEERED BUILDING PRIMARILY FOR THE CTE BUILDING, BUT WAS THEN ALSO UTILIZED FOR THE GYM. SO THE PACK ESSENTIALLY WAS FUNDED FOR AN ADDITIONAL $3.5 MILLION OUT OF FOR LACK OF A BETTER TERM UNDER BUDGET FUNDING ON THE MAIN HIGH SCHOOL PROJECT. SO CRITICAL MAINTENANCE AND SAFETY AND SECURITY WAS KIND OF THE FIRST CHUNK OF PROJECTS IN THE BOND TO KICK OFF AS THE [00:25:05] INITIAL DESIGN STARTED FOR THE HIGH SCHOOL SAFETY AND SECURITY BEING THE PRIMARY ONE OF THOSE JUST TO ENSURE ALL OF THE SCHOOLS HAD A SECURE ENTRY POINT, SECURE PERIMETER AND BEFORE I BELIEVE THEY WERE ALL DONE PRIOR TO STUDENTS COMING BACK IN 2021, IF I'M NOT MISTAKEN. BUT THERE WAS A COMMUNITY PRIOR TO THE PANDEMIC, THERE WAS A DESIGN ADVISORY COMMITTEE THAT WORKED [00:45:03] WITH DEICHMANN TO KIND OF GO OVER BIG PICTURE, HIGH LEVEL COMPONENTS OF THE HIGH SCHOOL PROJECT AND ACTUALLY MOVE THE ENTIRE LOCATION FROM WHAT THE INITIAL PLAN WAS OF THE HIGH SCHOOL. I THINK I'LL DO THE BENEFIT OF OF THE FINAL PRODUCT AS WELL AS BEING THE MOST COST EFFECTIVE AS WELL AS YOU CAN ALL SEE, THE MOST VISUALLY EFFECTIVE WHERE IT'S AT NOW. SO AGAIN, DURING COVID, THERE WAS A IT WAS A LITTLE CLUNKY. IT WAS KIND OF THE AREA WHERE I THINK WE WERE PROBABLY LEFT OUT THE WRONG WORD, BUT FELT A LITTLE DISCONNECTED. THE MOST WAS KIND OF DURING THAT DESIGN PROCESS. THERE WERE A FEW OPPORTUNITIES HERE AND THERE TO KIND OF RELAY BACK INPUT. THIS WAS ACTUALLY MORE TOWARD WHAT ALREADY BEEN DECIDED, WHICH FELT LIKE A CLUNKY A LITTLE BIT. YEAH, THERE WAS A LOT OF IT WAS A LITTLE MORE HERE'S WHERE, YOU KNOW, HERE'S WHAT WE DID, FYI AND THEN SO AT LEAST FROM MY PERSPECTIVE THERE'S SO MUCH OPPORTUNITY AT THAT TIME TO IMPACT COST AND FLOW AND STUFF WITHOUT A TON OF COST ASSOCIATED WITH IT. SO I THINK MOVING FORWARD, IF THERE IS, IF AND WHEN THERE'S ANOTHER BOND OVERSIGHT COMMITTEE, I THINK IT WOULD BE OF VALUE TO HAVE A, MAYBE A DESIGN SUBCOMMITTEE OF SOME SORT THAT CAN BE MORE INTEGRATED WITH THE DESIGN TEAM AND KIND OF THE EXECUTIVE STEERING COMMITTEE AS THEY WERE. I DON'T KNOW IF THAT TERM MAINTAINED THROUGH THE WHOLE THING, BUT THAT WAS KIND OF THE GROUP THAT WAS KIND OF RUNNING POINT FROM THE DISTRICT SIDE. SO THAT SAID I MEAN, WE WERE STILL INVOLVED WITH PORTIONS OF THE DESIGN AND HELPED WITH SOME OF THE STORMWATER SYSTEM PROCESS, WHICH FOR ANYBODY THAT ISN'T FAMILIAR, THE HIGH SCHOOL'S WATER TABLE IS LIKE THREE FEET BELOW THE SURFACE AND SO THAT DOESN'T LEAVE YOU A LOT OF DEPTH TO CREATE A DETENTION POND AND SO THERE IS ESSENTIALLY SHALLOW DETENTION FACILITIES UNDER THE FOOTBALL FIELD, UNDER THE KIND OF THE PARKING, THE MAIN PARKING AREA. THERE'S DETENTION FACILITIES ON THE SOUTH SIDE UNDER THAT PARKING AREA UNDERNEATH THE BUS LOOP THERE, EVERYWHERE TO GET THE GET THE NECESSARY VOLUME TO MEET THE YOU KNOW, OUTFLOW REQUIREMENTS AND I'M NOT GOING TO BORE YOU WITH ALL THE NONSENSE, BUT IT'S A LOT. THERE'S A LOT OF WATER DETENTION SYSTEM. SO THAT WAS A BIG DOLLAR ITEM AND THANKFULLY WE WERE PART OF THE PROCESS TO COME UP OR HELP IMPROVE THAT SYSTEM AND SAVE, LIKE I SAID, ROUGHLY HALF $1 MILLION OVER THE THE INITIAL THE INITIAL SYSTEM THAT WAS PLANNED. AGAIN, THE PRE-ENGINEERED BUILDING SYSTEM WAS USED AT THE CTE AS WELL AS THE ATHLETICS. PORTIONS OF THE BUILDING OF THE HIGH SCHOOL BUILDING. VERSUS YOUR TYPICAL STRUCTURAL STEEL SYSTEM. SAVED ROUGHLY $5 MILLION OVERALL. ALLOWED ONE SINGLE CONTRACTOR TO ESSENTIALLY INSTALL THE WHOLE STRUCTURE. ROOFING, SIDING SYSTEM. WELL, ALL THE OTHER TRADES COULD FOCUS ON THE ACADEMIC WING AND MOVE THAT PROCESS. MOVE THAT PROCESS FORWARD. SO OVERALL, I MEAN, I THINK THERE'S A NOTE LATER AND I MIGHT SAY IT AGAIN, BUT USING THAT TYPE OF SYSTEM I THINK WE WOULD RECOMMEND WOULD BE SOMETHING THAT YOU COULD TRY TO STANDARDIZE FROM A SCHOOL CONSTRUCTION STANDPOINT TO HELP OTHER SCHOOLS SAVE MONEY ON THEIR BILLS. SO THAT'S KIND OF THE DESIGN PIECE AND FINALLY, CONSTRUCTION. WE WERE MORE INTIMATELY INVOLVED DURING CONSTRUCTION. THE CONSTRUCTION PROCESS, THERE WERE TOURS ROUGHLY EVERY QUARTER, SOMETIMES MORE OFTEN DURING KIND OF THE REAL BUSY PERIODS [00:50:07] THAT WE WERE ABLE TO ATTEND WE HAD CHANGE ORDER ITEMS THAT WERE UPLOADED TO A SHAREPOINT SITE WE HAD ACCESS TO I MEAN, ESSENTIALLY, ALMOST IMMEDIATELY AND WE'RE ABLE TO KIND OF STAY ON TOP OF THINGS IN REAL TIME HAD ACCESS TO THE GENERAL CONTRACTORS, ESSENTIALLY MANAGEMENT SOFTWARE, SO YOU COULD SEE DAILY PICTURES AND AS WELL AS HAVE ACCESS TO KIND OF THE TIME LAPSE CAMERA AND THEN CSG ACTUALLY BROUGHT ON A LOCAL PERSON ONTO THEIR TEAM WHO HAD WORKED FOR DAWSON IN THE PAST AND A COUPLE OTHER GENERAL CONTRACTORS, KEN KICHEN, WHO KIND OF BROUGHT MORE GROUND LEVEL CONSTRUCTION BACKGROUND WAS ABLE TO KIND OF BETTER COMMUNICATE THE CONSTRUCTION COMPONENTS AT LEAST TO US AS THE BOND OVERSIGHT COMMITTEE, PROBABLY ALSO TO THE DISTRICT. I DON'T KNOW IF MARK IS NODDING HIS HEAD, SO I ASSUME SO, BUT SO I THINK HE WAS AN ADDED BONUS TO THE PROJECT. [INAUDIBLE]. I WOULD AGREE, I THINK I COULD SEE WHERE THAT WOULD BE TRICKY. I WASN'T HERE AT THAT TIME, BUT THAT'S WHAT I WAS USED TO BEING KIND OF WHAT YOU WERE SAYING, BEING TOLD BECAUSE THERE WAS A DECIDING GROUP ON THE SIDE AND THEN YOU WOULD GET IT AND SO THIS HAVING THAT EXTRA LAYER, THOUGH, IS WHAT I THINK BUILT THE TRUST AND THE TRANSPARENCY. IT JUST IT WASN'T NOBODY REALLY KNEW WHAT TO EXPECT OR HOW TO INTERACT AND I THINK YOU KNOW, I THINK THROUGH THE PROCESS, ONCE EVERYBODY GOT COMFORTABLE WITH EACH OTHER AND UNDERSTANDING THAT WE ALL WANT, YOU KNOW, WE'RE ALL HEADING IN THE SAME DIRECTION AND WE ALL WANT THE SAME END GOAL AND, YOU KNOW, ONCE YOU GET IN A BOAT AND START ROWING THE SAME WAY, YOU'RE GOING TO GO A WHOLE LOT FASTER. SO I THINK WE GOT THERE AND IT'S NOT NECESSARILY FALSE OF ANYBODY. SO AND THEN JUST AS A KIND OF A SECONDARY OR A LAST PIECE WAS THE MAINTENANCE AND SECURITY KIND OF JUST REVIEW OF THAT PROCESS. SO THAT WAS, AGAIN, THE INITIAL WORK THAT STARTED AFTER THE BOND WAS PASSED. [00:55:02] SO IT STARTED IN 2019 WITH AN OVERALL BUDGET OF ESSENTIALLY $1 MILLION FOR SECURITY, 4 MILLION FOR MAINTENANCE WORK. I TRIED TO SEQUENCE THAT WORK WITH THE SCHOOLS DID A TON OF THAT WORK IN THE SUMMER BREAK BETWEEN. I THINK IT WAS THE 2020 AND 2021 SCHOOL YEAR. I REMEMBER RIGHT. IT DRUG OUT BECAUSE THERE WAS NO SCHOOL IN SCHOOL, SO IT DRUG INTO THERE WAS THE PLAN WAS TO HAVE EVERYTHING DONE AND THEN PANDEMIC TWEAKED THE SCHEDULE OUT AND IT ENDED UP NOT BEING A MAJOR ISSUE TO BE DONE BY, YOU KNOW, SEPTEMBER 1ST BUT ALL THE SAFETY SECURITY WORK WAS DONE PRIOR TO STUDENTS RETURNING. SO BIG PICTURE, I GUESS, FROM, YOU KNOW, HIGH LEVEL FROM THAT WORK WAS SOME OF THE WORK THAT WAS BUDGETED. THE BUDGET VALUES FOR CERTAIN THINGS WERE OFF, BOTH POSITIVE AND NEGATIVE, YOU KNOW. SOME THINGS WERE OVER, SOME THINGS WERE UNDER BIG PICTURE WISE. I BELIEVE THE FINAL NUMBER THAT I SAW. WAS LIKE $300,000, ROUGHLY UNDER BUDGET ON ALL THE CRITICAL MAINTENANCE SAFETY SECURITY. SO OF THAT $5 MILLION BUCKET THAT WORK WAS ALL ABLE TO BE DONE AND AS WELL AS A COUPLE OTHER THINGS. I BELIEVE GETTING AN ADDITIONAL I BELIEVE GETTING VISTA IN THE DDC HVAC CONTROL SYSTEM WAS ADDED TO THE SCOPE AND STILL ABLE TO KIND OF GET ALL THAT WORK DONE. 300 GRAND UNDER BUDGET. SO BIG PICTURE KIND OF CONCLUSIONS AND RECOMMENDATIONS FROM OUR GROUP. YOU KNOW, FIGURE OUT HOW TO REDUCE FAILED BONDS. I THINK THIS PROCESS HAS DONE PROBABLY BETTER THAN ANY OTHER CAMPAIGN OR MARKETING THING OR WHATEVER, ACTUALLY DOING SOMETHING AND DOING IT RIGHT AND USING THE MONEY EFFECTIVELY IS PROBABLY THE BEST TOOL TO AVOID A FAILED BOND AGAIN. BUT AS WE'VE SEEN DURING THIS PROCESS AND CONTINUE TO SEE, ESCALATION CONTINUES TO BE AN ISSUE. INFLATION AND COST ESCALATION. SO YOU KNOW, OBVIOUSLY TIMING BOND PROJECTS WITH TAXPAYERS AND WHEN STUFF FALLS OFF IS CRITICAL. BUT MAKING SURE WE DO IT IN A WAY THAT'S COGNIZANT OF THE TAXPAYER AS WELL AS YOU KNOW, GETS THE BEST BANG FOR THE BUCK FOR THE DISTRICT AND NOT HAVING TO RUN SOMETHING MULTIPLE TIMES. IT'LL BE GREAT MOVING FORWARD. SO ANOTHER ITEM WAS JUST GO BACK AND LOOK AT THE THE PROS AND CONS OF THE BOND TASK FORCE AND HOW THAT PROCESS WAS UTILIZED IMPROVE ON THE THINGS THAT WERE MAYBE SOME OF THE NEGATIVES YOU KNOW, EMPHASIZE THE THINGS THAT WERE THE POSITIVES. YOU KNOW, I THINK THE BIGGEST TAKEAWAY WAS REALLY THERE WAS A, YOU KNOW, KIND OF THERE WAS SOME MISSES IN TERMS OF KIND OF THE MAINTENANCE BUDGET NUMBERS THAT KIND OF GOT PLUGGED IN. LUCKILY, EVERYTHING WAS ABLE TO FIT IN THE BUCKET. BUT SOME OF THOSE NUMBERS WERE DRASTICALLY OFF. SO JUST YOU KNOW, MAYBE PAYING A LITTLE BIT OF MONEY UP FRONT TO GET A GOOD COST ESTIMATE ON WHAT THE MARKET IS FOR X, Y, OR Z WHEN IT COMES TO COMES TO EITHER NEW SCHOOL BUILDS MAJOR MAINTENANCE, LIKE THE PACT WITH THE SEISMIC UPGRADES THAT WERE DONE, THAT WEREN'T DONE THAT VERY WELL COULD HAVE BLOWN THE ENTIRE BUDGET VERY QUICKLY FOR SAVINGS IN OTHER PLACES EARLIER IN THE PROGRAM ANYWAY. YEP. TOUCH ON AGAIN THE KIND OF THE LONG TERM CAPITAL PROJECTS OR FACILITY RENEWAL PLAN KIND OF DEVELOPING THAT AND PRIMARILY AROUND A, YOU KNOW, KIND OF THE BIG PICTURE WORK THAT'S GOING TO TAKE ANOTHER BOND THAT'S KIND OF OR THERE WAS DISCUSSION AND THIS WOULD BE PROBABLY MORE OF A BIG PICTURE DISCUSSION FOR MARK OR YOU AS THE BOARD. BUT LOOKING AT, YOU KNOW OPTIONS FOR CAPITAL PROJECTS LEVY VERSUS A BOND. YOU KNOW, BUT TYING THAT IN WITH THAT FACILITY RENEWAL PLAN AND WHEN YOU KNOW, WHEN WE'RE GOING TO NEED THE NEW ELEMENTARY SCHOOL OR ANOTHER ELEMENTARY SCHOOL OR REOPENED ELEMENTARY SCHOOL OR, YOU KNOW, WHEN DOES VISTA NEED THE MAJOR? RENOVATION. ALL THOSE THINGS ARE, YOU KNOW, PROBABLY SOONER THAN WE'D ALL. FINANCIALLY LIKE THEM TO BE, BUT THEY'RE COMING UP. SO KIND OF TYING ALL THAT TOGETHER AND HAVING A BETTER GRASP ON, YOU KNOW, YOUR FIVE YEAR, TEN YEAR, 20 YEAR SEQUENCE AND HOW THAT ALL ROLLS TOGETHER AND HOW TO BEST ALLOCATE EITHER BONDS OR YOU MENTIONED CAPITAL PROJECTS LEVIES. SO AGAIN FINANCIAL DEBT POLICY AND FIGURING OUT WAYS TO MAYBE ENGAGE THE COMMUNITY AND IN FUTURE CAPITAL PROJECTS. YOU KNOW, WHETHER TO USE A THIRD PARTY FOR BOND SALES WHICH I BELIEVE WAS DONE FOR ONE OF THE BOND SALES THIS TIME WAS YOU KNOW. NET POSITIVE, I THINK OVERALL ESSENTIALLY GAVE US A BETTER UNDERSTANDING OR BASICALLY A RE A CHECK THAT EVERYTHING'S GOING WELL. SO MAYBE IT'S A PERIODIC THING WHERE YOU HAVE EVERY SO OFTEN YOU HAVE A THIRD PARTY JUST TO ENSURE THAT YOU ARE GETTING THE BEST RATES AND BEST SALES TIMES POSSIBLE. SO AND THEN AS PART OF THE PROBABLY I WON'T GO INTO IT, BUT AS PART OF THE REPORT THERE WAS A LOT OF KIND OF OUTSIDE OF OUR PURVIEW RECOMMENDATIONS ON THE FINANCIAL SIDE AS FAR AS HOW TO, YOU KNOW, LEGISLATIVE PRIORITIES AND THINGS TO POSSIBLY BRING TO BRING TO THE STATE LEGISLATURE. SO LAST COUPLE RECOMMENDATIONS AGAIN USE OF THE PRE-ENGINEERED BUILDING MODEL FOR KIND OF THAT CTE WINGS ATHLETIC WINGS TO SAVE MONEY WHEN IT MAKES SENSE AND SOMEHOW AS WELL AS OTHER KIND OF COST STANDARD OR STANDARDIZATION OF DESIGN COMPONENTS. SO ANOTHER OPPORTUNITY FOR THAT WOULD BE MAYBE TO LOOK AT OTHER ELEMENTARY SCHOOL DESIGNS AND MAYBE, YOU KNOW, NOT START FROM SCRATCH NECESSARILY IF THERE IS A, YOU KNOW GROUND UP TEAR DOWN, REBUILD TYPE THING FOR AN ELEMENTARY SCHOOL, YOU KNOW, MAYBE YOU CAN GET A STOCK, GET A PLAN THAT WAS ALREADY PUT IN PLACE AND MODIFY IT VERSUS STARTING FROM SCRATCH AGAIN. EACH SCHOOL HAS TO LOOK SEPARATE FROM ANOTHER ONE. THEY COULD ACTUALLY BE IDENTICAL AND JUST REPEAT THE SAME PROCESS, ESPECIALLY IF IT'S SOMETHING THAT'S NOT WITHIN THE SAME DISTRICT. SO AND THEN AGAIN, JUST TO REITERATE, LOOK FOR MORE WAYS TO UTILIZE THE COMMUNITY EARLY IN THE DESIGN PROCESS JUST BECAUSE THERE IS SO MUCH OPPORTUNITY TO AFFECT BOTH COSTS CONSTRUCTABILITY AND VALUE AT THAT POINT BEFORE ANY THINGS IN THE GROUND. SO I DON'T KNOW IF IT WAS IN HERE, THIS REPORT, BUT I KNOW IT WAS IN OUR LAST QUARTERLY REPORT AND I WANTED TO MAKE SURE IT GOT MENTIONED. THERE WAS A FEW ATTEMPTS THROUGHOUT THE PROCESS TO KIND OF RECRUITS PROBABLY THE WRONG WORD, BUT REACH [01:05:05] OUT TO STUDENTS TO BE INVOLVED WITH THE OVERSIGHT COMMITTEE. I MEAN, THERE WAS A BUNCH OF DIFFERENT FACTORS ON THE GROUND. THERE IS A [INAUDIBLE] YOU GUYS CAME TO ONE OF THE MEETINGS AND THAT WAS I KNOW THAT WAS IMPACTFUL FOR US AS FAR AS YOU KNOW, WHAT THE NEW BUILDING KIND OF LIKE WE KIND OF HAD ONE VIEW OF WHAT WE WERE DOING. AND TO HEAR KIND OF THE STUDENT IMPACT THEIR PERCEPTION OF IT WAS LIKE DIFFERENT, COMPLETELY DIFFERENT THAN WHAT WE WERE THINKING. SO WHICH WAS GOOD. YOU KNOW, WE WERE THINKING MORE IN, LIKE, BLACK AND WHITE AND SAFETY IN A BOX AND, YOU KNOW, DON'T PICK THIS COLOR AND PICK THAT COLOR AND WHATEVER TYPE OF STUFF AND IT YOU KNOW, CREATING THE BUILDING THAT FEELS THAT THE KIDS HAVE A CONNECTION TO WAS PROBABLY SOMETHING THAT WE AS A, AS COMMUNITY MEMBERS THAT AREN'T THERE EVERY DAY I THINK MISSED. THAT WOULD PROBABLY HAVE COME THROUGH THROUGHOUT THE PROCESS HAD WE HAD SOMEBODY A STUDENT ON BOARD. SO YEAH. BIG PICTURE OVERALL. I WOULD SAY IT WAS A SUCCESS. IT'S GOING TO BE PRETTY QUICK BECAUSE THERE HASN'T BEEN A TON GOING ON FOR ME THIS SUMMER IN RELATION TO SCHOOL DISTRICT THINGS, BUT THE VOLLEYBALL PROGRAM'S BEEN LIKE RARING TO GO. WE'RE DEFINITELY WORKING ON THINGS. OUR KIDS CAMP WAS FANTASTIC. IT HAPPENED, I THINK TWO, MAYBE THREE WEEKS AGO, AND WE HAD TWO SESSIONS, ONE WITH SECOND TO FIFTH GRADERS AND THE OTHER ONE WITH SIXTH TO NINTH GRADERS, AND IT WAS A REALLY GREAT EXPERIENCE. I HAD A LOT OF FUN, MADE A LOT OF FRIENDS, AND IT FELT LIKE EVERYONE INVOLVED LEARNED A LOT. I'M VERY PROUD OF THE KIDS THAT I COACHED AND THEN LAST WEEK SOME OF THE VARSITY RETURNERS WENT TO KELSO FOR GUY ENRIQUE'S TEAM CAMP, WHICH PUT A BIG EMPHASIS ON KIND OF TEAM BUILDING AND BUILDING THE PERSON BEHIND THE PLAYER AND GETTING OUT OF YOUR COMFORT ZONE AND HOW THAT CAN HELP YOU AS A PLAYER AND SO THAT WAS A REALLY USEFUL EXPERIENCE FOR OUR TEAM, AND I DEFINITELY FEEL THAT WE BONDED BECAUSE OF IT AND I'M REALLY EXCITED FOR THIS COMING AUGUST, WHERE THERE'S GOING TO BE TRYOUTS AND THE SCHOOL SPONSORED PHYSICALS AND JUST EVERYTHING THAT HAPPENS AT THE BEGINNING OF SENIOR YEAR. THE NEXT TIME I SEE YOU GUYS IS GOING TO BE THE NIGHT BEFORE THE FIRST DAY OF SCHOOL, AND THAT'S CRAZY TO ME. PERSONAL NOTE I GOT MY SENIOR PICTURES TAKEN AND I GOT THEM BACK, AND I'M REALLY EXCITED BECAUSE I LOVE THEM. I THINK THAT'S ALL I HAVE. FOR ME, I JUST CAME BACK FROM A LEADERSHIP CAMP HOSTED BY THE ASSOCIATED STUDENT. ASSOCIATED WASHINGTON STUDENT LEADERS. IT'S VERY CONFUSING. I ALWAYS GET THAT MIXED UP. BUT IT WAS LIKE A SIX DAY CAMP DOWN IN RANDALL, WASHINGTON, AND THERE WAS NO CELL SERVICE FOR SIX DAYS, WHICH WAS KIND OF CRAZY. [01:30:08] THERE WAS, LIKE, ONE CELL PHONE BOOTH IN THE CAMPUS, AND THERE WERE A BUNCH OF LONG LINES OF PEOPLE TRYING TO CALL THEIR FAMILIES. BUT IT WAS SUCH A GREAT EXPERIENCE. THEIR THEME FOR THIS YEAR WAS EXPLORING KIND OF JUST LIKE EXPLORING AND CONNECTING WITH DIFFERENT PEOPLE AND KIND OF THAT'S THE PLAN OF THAT CAMP IS JUST BEING WITH DIFFERENT PEOPLE. I WAS JUST AROUND SO MANY PEOPLE AND GETTING TO KNOW THEM WAS SO GREAT, AND I LEARNED A LOT OF THINGS. QUITE A FEW STUDENTS FROM FERNDALE WENT, AND WE'RE JUST EXCITED TO BRING A LOT OF THINGS BACK TO THE HIGH SCHOOL. I ALSO WANTED TO REITERATE WHAT DOCTOR DOMINGUEZ WAS MENTIONING ABOUT THE FERNDALE PLAY. I'VE HEARD SO MANY GOOD THINGS, UNFORTUNATELY HAD TO MISS IT BECAUSE OF THE CAMP, BUT A LOT OF PEOPLE THAT I KNOW WERE INVOLVED IN IT, AND IT WAS SUPER FUN FOR THEM. AND THE PHOTOS, EVERYTHING THAT I'VE SEEN FROM IT WAS FABULOUS AND I KNOW MR. MACHADO IS VERY PROUD BECAUSE GRACE IS AWESOME. SO YEAH, THAT'S KIND OF WHAT I'VE BEEN UP TO, PLAYING TENNIS A LOT HIKING WITH MY FRIENDS, BUT YEAH. SO THE OTHER PART THAT WE'RE GOING TO TALK ABOUT RIGHT NOW, AND IT COMES UP LATER, ACTUALLY IN THE AGENDA 7.05 IS THE RATIFICATION OF THE CONTRACT. SO I'M GOING TO TURN THIS OVER TO THE TEACHERS CONTRACT. I'M GOING TO TURN THIS OVER TO KARA. SO I WANTED TO START OUT FIRST SAYING WE HAVE MUTUAL GOALS OF THE BARGAIN. SO WE MET WITH A TEAM OF SIX OF OUR TEACHERS WITH [INAUDIBLE] AND THEIR REPRESENTATIVE, AND THEN A TEAM OF FIVE FOR THE DISTRICT, AND ONE I WANTED TO GIVE A SHOUT OUT TO THE TEAM AND OUR DISTRICT TEAM. IT WAS A EXTREMELY COLLABORATIVE PROCESS THROUGH THE BARGAIN, AND THAT REALLY MADE THE BARGAIN EASY AND AS YOU CAN SEE, OUR MUTUAL GOALS WERE CLEANING UP THE CONTRACT LANGUAGE. SO WHEN I GOT HERE THE LABOR MANAGEMENT TEAM AND I TALKED IN LENGTH ABOUT A LOT OF DIFFERENT AREAS THAT WE WANTED TO CLEAN UP AND YOU'LL SEE A LOT OF THAT CLEANUP IN THAT UPDATE THAT I SUBMITTED TO THE BOARD. WE WANTED TO CLARIFY THE PRS, WHICH IS THE PROFESSIONAL RESPONSIBILITY STIPEND THAT TEACHERS RECEIVE FOR ADDITIONAL DUTIES THAT THEY ARE RESPONSIBLE FOR OUTSIDE OF THEIR TEACHING DAY. AND WE WANTED TO INCREASE THE PROFESSIONAL DEVELOPMENT TIME FOR TEACHERS AND ADMINISTRATORS TO WORK TOGETHER AND THEN ALSO FOR STEVE, REDUCE THE NEED FOR MOU'S. SO I ONE THAT WAS THOSE WERE OUR MUTUAL GOALS OF THE BARGAIN FOR [INAUDIBLE] AND FERNDALE SCHOOL DISTRICT AND I THINK YOU'LL SEE THROUGH THE CONTRACT LANGUAGE CLEANUP THAT WE DID, WE HIT ALL OF THOSE GOALS. SO THE BREAKDOWN OF THE PAY INCREASE WE DID NEGOTIATE AN ADDITIONAL DAY IN THE TEACHERS CONTRACT. SO THEY'RE GOING FROM 184 WORK DAYS TO 185 DAYS IN A YEAR AND THAT IS TO INCREASE THE PROFESSIONAL DEVELOPMENT TIME AND TIME FOR TEACHERS TO PREPARE FOR THE START OF THE SCHOOL YEAR. SO THE COST INCREASE OF THAT ADDITIONAL DAY, THERE IS ABOUT 0.55%. THE 24-25 SALARY INCREASE IS IPD, WHICH IS THE PRICE DEFLATOR SET BY THE STATE 3.7% PLUS 0.6 AND FOR THE 25-26 SCHOOL YEAR, IT WOULD BE IPD PLUS 1.75 AND AT THIS TIME, IPD IS ESTIMATED TO BE A 1.9%. BUT WE WON'T KNOW UNTIL THE STATE GOES THROUGH THEIR BUDGET SESSION AND SO THE TOTAL COST OF THE SALARIES, I JUST KIND OF WANT TO THROW OUT THERE THE THIS IS NOT INCLUSIVE OF BENEFITS. BUT THIS THE COST OF THIS YEAR'S SCHOOL YEAR AND THE PROJECTED COST OF NEXT YEAR. SO YOU WILL SEE THAT THERE IS A DECREASE IN THE TOTAL COST, EVEN WITH THE SALARY INCREASES, DUE TO THE CHANGES IN STAFFING THAT WE MADE THROUGH ATTRITION AND THE ABSORPTION OF THOSE, THE POSITIONS THAT SUNSETTED WITH THE ESSER FUNDS. THEY YOU KNOW, I'VE NEVER BEEN PART OF A DISTRICT THAT CENTERS FAMILY VOICE AS MUCH AS FERNDALE DOES AND WE HEAR IT WHEN TEACHERS GET UP AND GIVE PUBLIC COMMENT AND THEY TALK ABOUT PARENTS BEING THE FIRST TEACHER THAT I SEE THAT I WITNESS THAT AND I JUST HAVE TO SHARE THAT BECAUSE I, DON'T EVER WANT IT TO BE LOST THAT TEACHING A CHILD TO READ IS NOT JUST ABOUT TEACHING THEM TO READ, IT'S TEACHING THEM TO LOVE READING, TEACHING THEM TO UNDERSTAND THAT IT'S A LIFELONG PROCESS, HELPING THEM SEE WHERE IT HAPPENS IN THE REAL WORLD AND THERE IS JUST IT'S AN HONOR TO GET TO BE PART OF A DISTRICT THAT I SEE. I CAN'T TELL YOU HOW MANY EMAILS I GET IN THE MIDDLE OF THE NIGHT, BECAUSE A TEACHER WAKES UP AND CAN'T STOP THINKING OR WORRYING ABOUT A SITUATION, AND THEY WANT ME TO BE AWARE OF IT AND SO I JUST WANT TO THANK OUR STAFF FOR ALL THEY DO ALL THE TIME AND I HOPE THEY'RE GETTING SOME REST BECAUSE, YOU KNOW, THEY'RE READY. I HAVE A PROBLEM WITH THE WAY THAT THESE ARE WRITTEN, THOUGH, IN THE WAY THAT IT'S OUTLINED, BECAUSE IT IS TALKING ABOUT BOARD COMMITTEES, AND THEN IT HAS ALL THESE SPECIFICS OF HOW BOARD COMMITTEES ARE, WHICH ORIGINALLY BOARD COMMITTEES WERE NOT LIMITED TO JUST COMMITTEES WITH ONLY BOARD MEMBERS ON THEM, BUT IT WAS REPRESENTING ALL COMMITTEES WHICH MAY OR MAY NOT HAVE BOARD MEMBERS AND SO IT LISTED KIND OF THE SPECIFICS OF HOW THE BOARD WAS SET UP. AND THEN ALSO WITHOUT AN APPROVAL ON THE CONTRACT, WE WOULD HAVE TO PAY ALL THE TEACHERS AT THEIR PREVIOUS SALARY RATE. SO WE'D HAVE TO ENTER IN ALL THEIR CONTRACTS AT THIS 23-24 SCHOOL YEAR'S PAY RATE AND THEN THE HR TEAM WOULD HAVE TO THEN GO IN AND MANUALLY ADJUST IN SEPTEMBER AND CHANGE ALL THE PAY AGAIN AND ADJUST IT BECAUSE OF WHEN WE HAVE TO PUSH ALL OF THE CONTRACTS OVER FOR PAY TO PAYROLL. SO IT WOULD BE BASICALLY DOUBLE THE AMOUNT OF WORK FOR THE HR SPECIALIST TO ENTER THE PAY IN FOR THE CONTRACTED YEAR AND THEN IT WOULD IMPACT THE TEACHERS BECAUSE THEY WOULD GET THEIR INCREASE, NOT WOULDN'T GET THEIR INCREASE FOR AN ADDITIONAL MONTH, AND THEN THEY WOULD HAVE TO HAVE ALL THAT DIVIDED BY 11 AND VERSUS 12. SO IT WOULD IMPACT, THE HR TEAM AND THE TEACHERS PROFESSIONAL DEVELOPMENT PRETTY SIGNIFICANTLY AND PROBABLY THE BIGGER IMPACTS WOULD BE TO LABOR RELATIONS, NOT JUST WITH THE TEACHERS UNION, BUT OUR ABILITY TO NEGOTIATE CONTRACTS AND GOOD FAITH WITH THE OTHER BARGAINING UNITS, BECAUSE THERE'S AN ASSUMPTION THAT WE HAVE THE SUPPORT OF THE BOARD TO NEGOTIATE A CONTRACT IN GOOD FAITH, AND THERE'S AN AGREEMENT THAT WE ARE MAKING A MUTUAL AGREEMENT. THE AGENDA WAS WELL PLANNED AND THE BOARD WAS WELL PREPARED. I'M GOING TO GIVE US A STANDARD ON THAT ONE. BOARD MEMBERS DID NOT INTERRUPT EACH OTHER AND CONTRIBUTED TO THE MEETING. WE WERE COMMENDABLE, WHICH I THINK THAT'S A FOUR. WE DID A GOOD JOB AND AS A BOARD, WE ARE EXPECTED TO CONTRIBUTE AND TRY NOT TO INTERRUPT EACH OTHER. I THINK WE DID A GOOD JOB. ALTHOUGH I JUMPED ON THERE ON STEVE, BUT IT WAS TO TELL HIM THAT HE WAS DOING A GOOD JOB ON WHATEVER HE WAS SAYING. SO THAT DOESN'T COUNT. BOARD MEMBERS DID NOT REPEAT WHAT HAD ALREADY BEEN SAID. BOARD MEMBERS COMMUNICATED OPENLY AND ACTIVELY IN DISCUSSION AND DIALOG TO AVOID SURPRISES. COMMENDABLE. I APPRECIATED THE DISCUSSION THAT WAS BROUGHT UP.
