[00:00:01]
>> GOOD EVENING AND WELCOME TO THE JANUARY MEETING OF THE FERNDALE SCHOOL BOARD.
THANK YOU FOR JOINING US WHETHER LIVE OR ON LINE.
I'M FILLING IN FOR KEVIN ERICKSON, OUR PRESIDENT, TONIGHT, SINCE HE IS COMMITTED TO OTHER OBLIGATIONS.
THE PURPOSE OF THIS MEETING IS TO CONDUCT THE BUSINESS OF THE BOARD.
THAT BUSINESS IS TO MAKE DECISIONS AND POLICIES THAT REFLECT THE WISHES OF THE COMMUNITY AND SUPPORT THE EDUCATION OF EACH CHILD.
AN OPEN DISCUSSION OF VARYING OPINIONS ON ISSUES BEST SERVES THIS PURPOSE AND THAT'S THE REASON WE CONVENE.
A COUPLE OF INFORMATIONAL ITEMS FOR THOSE WHO MIGHT BE NEW, THERE ARE EXITS THERE BACK HERE, SHOULD THE BUILDING CATCH FIRE OR SOME OTHER HORRIBLE THING.
BATHROOMS, YOU GO UP THE HALL AND DOWN TO THE RIGHT.
THE BATHROOMS ARE RIGHT THERE.
WITH THAT WE'LL MOVE FORWARD WITH TONIGHT'S MEETING.
PLEASE STAND TO RECITE THE PLEDGE OF ALLEGIANCE.
>> THANK YOU. WE'LL NOW HAVE THE RECITATION OF THE LAND ACKNOWLEDGMENT, KWABENA.
>> WE, THE FERNDALE SCHOOL DISTRICT ACKNOWLEDGE WE ARE RESIDING ON THE TRADITIONAL ANCESTRAL AND UNCEDED TERRITORY OF THE LUMMI PEOPLE.
THE LUMMI PEOPLE ARE THE ORIGINAL INHABITANTS OF WASHINGTON'S NORTHERNMOST COAST AND SOUTHERN BRITISH COLUMBIA.
THEY LIVED IN VILLAGES THROUGHOUT THIS TERRITORY AND CONTINUE TO HAVE AN ONGOING RELATIONSHIP WITH THESE AREAS.
SINCE TIME IMMEMORIAL, THEY'VE CELEBRATED LIFE ON THE WATERWAYS AND ON THE TRADITIONAL ANCESTRAL AND UNCEDED LAND OF THE PEOPLE TO PERPETUATE THEIR WAY OF LIFE.
WE HONOR THEIR ANCESTORS AS WE ACKNOWLEDGE THE PAST, PRESENT, AND FUTURE LUMMI PEOPLE AS THE ORIGINAL INHABITANTS OF THIS LAND.
>> THANK YOU. FIRST UP ON THE AGENDA IS THE ADOPTION OF THE AGENDA.
[2. ADOPTION OF AGENDA [GC-4.7]]
BEFORE WE ADOPT THE AGENDA, ARE THERE ANY CHANGES ANYONE WOULD LIKE TO MAKE THE AGENDA AS IT IS WRITTEN? THAT BEING SAID, I WANTED TO MOVE TO ADOPT THE AGENDA WITH THE ADDITION OF TIME FOR DISCUSSION OF TOPICS UNDER ITEM 5.01 SUPERINTENDENT SHARING.DURING AGENDA PLANNING WE AGREED THAT THE PLACEMENT OF BOARD QUESTIONS WOULD BE BEST ADDRESSED DURING THIS SEGMENT.
SINCE THOSE DISCUSSIONS AREN'T EXPLICITLY LISTED, I JUST WANT TO MAKE SURE THAT WE DEVOTE TIME TO THE FOLLOWING TOPICS.
ONE, A CONVERSATION ON BULLYING AND TWO, A CONVERSATION ON BUS PICK UP PROCEDURES TO ENHANCE SAFETY AND EFFICIENCY.
IS THERE A SECOND TO MY MOTION?
>> VOTE ON THAT. ALL IN FAVOR OF ADOPTING THE AGENDA WITH THE FOLLOWING CHANGES, WITH THE CHANGES TO INCLUDE EXTRA TIME UNDER 5.01 FOR DISCUSSION OF THOSE ITEMS, SAY AYE.
>> THOSE OPPOSED? THE AGENDA IS ADOPTED.
[3. SCHOOL BOARD APPRECIATION]
I NOTICE THAT IT IS SCHOOL BOARD APPRECIATION MONTH AND I'M GOING TO TURN IT OVER TO CHRISTIE FOR THIS BECAUSE SHE'S OBVIOUSLY ORCHESTRATED SOMETHING.>> WITH THE HELP OF SOME AMAZING TEAM MEMBERS.
I FIRST JUST WANT TO PERSONALLY THANK THE SCHOOL BOARD MEMBERS.
I KNOW PEOPLE SEE YOU AT THE MEETINGS.
I DON'T KNOW THAT THEY REALIZE, AND THIS GOES TO OUR STUDENTS AS WELL, HOW MUCH HOMEWORK IS ASSIGNED TO IT.
THE HOPE THAT PEOPLE HAVE THAT YOU'LL BE OUT IN THE COMMUNITY, ATTENDING EVENTS, GOING TO SCHOOLS.
I TALK TO ONE OF YOU ALMOST EVERY SINGLE DAY, YOU'RE CONSTANTLY THINKING ABOUT THIS WORK.
WHAT I TRULY APPRECIATE IS WHEN YOU HAVE SERVED ME AS I STILL THINK OF MYSELF AS A VERY NEW SUPERINTENDENT.
YOU ARE EXCELLENT THOUGHT PARTNERS.
I APPRECIATE THAT WHEN I CALL ON YOU, YOU GIVE ME GREAT ADVICE, WHETHER IT'S OUR STUDENTS OR OUR BOARD MEMBERS.
I KNOW I CAN TEXT YOU SEVEN DAYS A WEEK, I GET A RESPONSE.
YOU SHOW ME INCREDIBLE GRACE AS I CONTINUE TO LEARN THIS ROLE.
I PERSONALLY WANT TO THANK YOU.
[00:05:01]
THEN, ON BEHALF OF THE ENTIRE FERNDALE SCHOOL DISTRICT, YOUR PRESENCE MAKES A TRUE DIFFERENCE.WHEN YOU'RE OUT AND ABOUT, I GET A CALL, SO AND SO WAS HERE, I SAW SO AND SO, I RAN INTO SO AND SO, AND PEOPLE KNOW THAT YOU TRULY CARE ABOUT THIS ORGANIZATION.
WHAT PEOPLE DON'T KNOW IS WE HAVE BEEN TOGETHER A LOT LATELY.
THEY GOT UP EARLY, THEY SPENT ALL DAY SUNDAY LEARNING ABOUT ADVOCACY AT OLYMPIA.
THEN WE WERE DOING THE SAME WORK YESTERDAY ON THE CAPITOL STEPS.
WE GOT HOME IN THE AFTERNOON AND THEY WERE UP EARLY DOING THEIR DAY JOBS.
THEN WE JUST LEFT A MEETING THAT STARTED AT 04:30 WITH LUMMI NATION AND THEN THEY'RE HERE.
IT'S JUST AN INCREDIBLE AMOUNT OF WORK THAT YOU DO ON BEHALF OF KIDS, SO WITH GREAT APPRECIATION, THANK YOU.
IN HONOR OF THAT, YOU CAN SEE POSTERS AROUND THE ROOM FROM THE DIFFERENT SCHOOLS WHO HONOR YOU.
YOU HAVE SOME GIFTS IN FRONT OF YOU FROM DIFFERENT PEOPLE.
YOU GOT A POLY ROCK, AND IF YOU DON'T KNOW WHAT A TREASURE THAT IS, SUCH A GIFT.
WE HAVE SOME SPECIAL ENTERTAINMENT THAT I WOULD LIKE TO INVITE IN TO CELEBRATE YOU, AS WELL AS COOKIES LATER TONIGHT, BAKED ON BEHALF OF OUR CULINARY ARTS PROGRAM. ENJOY.
>> BEFORE WE START TO SING, MY NAME IS ELIOT ARGA.
I JUST WANTED SAY THAT AS A MEMBER OF THIS CHOIR IT IS A REALLY IMPORTANT PART OF MY LIFE, ESPECIALLY ACADEMICALLY.
NOT ONLY HAS IT ALLOWED ME TO EXPAND MY KNOWLEDGE IN TERMS OF MUSIC AND THE ARTS, BUT IT'S ALLOWED ME TO BECOME CLOSER WITH A GROUP OF PEOPLE THAT ARE PRACTICALLY A FAMILY BY THIS POINT OF THE YEAR.
I THINK I CAN SPEAK FOR EVERYONE IN THIS CHOIR WHEN I SAY THAT, SWING, ESPECIALLY, HAS BEEN SUCH AN IMPORTANT PART OF MY LIFE AND MY LAST YEAR AT HIGH SCHOOL.
I JUST WANT TO SAY THAT I AM GRATEFUL TO THE SCHOOL BOARD FOR SUPPORTING MUSICAL ARTS PROGRAMS AT HIGH SCHOOL, AND WE'RE HAPPY TO BE PERFORMING FOR YOU TODAY.
[00:10:31]
[APPLAUSE]>> AS ELIOT SAID, WE'RE SO GRATEFUL TO YOU AND ALL THE HOURS AND TIME WE PUT IN TO MAKE OUR EXPERIENCE EVERY DAY A POSITIVE ONE.
WE HAVE ONE MORE SONG FOR YOU, IT'S CALLED PENNIES FROM HEAVEN, AND IT'S JUST THE IDEA THAT MOST OFTEN THE GREATEST GIFTS ARE THE ONES THAT FREE.
>> STUDENTS, THANK YOU SO MUCH.
THIS IS EXACTLY WHAT I LOVE MOST ABOUT MY JOB, IS GETTING TO WATCH YOU SHINE AND TO MS. [INAUDIBLE], YOU ARE AMAZING.
AS A MOM, YOU MADE A HUGE IMPACT IN MY LIFE AND FOR MY DAUGHTER, I CAN SEE THAT YOU'RE CONTINUING TO DO THAT FOR YOUR STUDENTS, SO THANK YOU.
[APPLAUSE] [INAUDIBLE] WE HAVE TRAVEL REQUESTS, WOULD YOU WANT TO COMPETE?
[00:15:01]
>> PROBABLY, YEAH. [LAUGHTER].
>> THANK YOU. THAT WAS INTERESTING, AND I THINK YOU WILL REPRESENT US VERY WELL. THANK YOU.
>> I CAN SAID TO THE AUDIENCE TOO, ANYWHERE, AT THE END OF THE MEETING, WE HAVE AMAZING COOKIES ON BEHALF OF THE CULINARY ARTS PROGRAM.
THEY DO CATERING FROM TIME TO TIME.
AND I BELIEVE WE HAVE ONE MORE GIFT FOR ONE BOARD MEMBER WHOSE BIRTHDAY IS TODAY [INAUDIBLE].
[APPLAUSE] THANK YOU VERY MUCH. YOUR IMPACT IS TREMENDOUS.
>> THIS NEXT ITEM ON THE LIST IS PUBLIC COMMENTS.
[4. PUBLIC COMMENT [GC-3.3]]
THIS IS AN OPPORTUNITY FOR THE BOARD TO HEAR FROM THE COMMUNITY, BUT IS UNDERMINED AND IMPORTANT TO THEM NOT TO ENGAGE DISCUSSION.THEY WILL ONLY INTERJECT TO ASK CLARIFYING QUESTIONS OR DIRECT ADMINISTRATIVE FOLLOW UP.
OUR SILENCE DOES NOT SIGNAL AGREEMENT OR DISAGREEMENT OR INDIFFERENCE.
IT'S MEANT TO RESPECTFULLY COLLECT YOUR INPUT WITHOUT INTERRUPTION.
THINGS TO NOTE: PUBLIC COMMENT IS NOT THE ONLY WAY TO COMMUNICATE WITH THE BOARD, WE ALSO WELCOME PHONE CONVERSATIONS AND EMAIL MESSAGES AND OUR CONTACT INFORMATION IS AVAILABLE ON THE WEBSITE.
AS MOST OF YOU KNOW SIGN UP ON THE SIGN UP SHEET BEFORE SPEAKING.
AT SPEAKING, YOU WILL BE ASKED TO STATE YOUR NAME AND ADDRESS, AND IT'S A THREE-MINUTE TIME LIMIT FOR COMMENTS.
WITH THAT SAID, AND I ONLY SEE TWO PEOPLE [INAUDIBLE] ON THE SIGN UP SHEET WAS THE NAME [INAUDIBLE] U-G-A-S. IS THIS PERSON HERE?
>> NO? OKAY. IN THAT CASE, I WILL MOVE ON TO [INAUDIBLE].
IN [INAUDIBLE] TONIGHT, WE WON'T HAVE THE TIME GOING UP HERE JUST BECAUSE WE'VE GOT [INAUDIBLE] .
>> MY NAME IS DOM PAM, AND I IDENTIFY MYSELF AS A THIRD YEAR RESIDENT AT 6000 [INAUDIBLE].
CRITICAL RACIST THEORY HAS BEEN AROUND FOR SOME TIME NOW, BUT RECENTLY THE SUPPORTERS ARE GETTING OLDER AND MORE RADICAL IN RECOMMENDING THAT CRT TALK TO CHILDREN AS YOUNG AS THREE.
THEIR JUSTIFICATION IS THAT YOUNG CHILDREN WILL BE RACIST WITHOUT ENOUGH ANTI RACIST PROPAGANDA.
THAT'S THE THEME OF THE ARTICLE TITLE, BRAINWASHING KINDERGARTEN CHILDREN WITH CRT IS NO LAUGHING MATTER.
IT IS DEADLY SERIOUS BY ALEX [INAUDIBLE] DAILY.COM.
I'D LIKE TO SHARE SOME EXCERPTS FROM THE ARTICLE.
ACCORDING TO A GUIDE CALLED REFLECTIONS ON CHILDREN'S RACIAL LEARNING, PREPARED BY A GROUP OF LEFT WING HIGH CLASS SNOBS AND ACTIVISTS, COMBATING RACISM MUST BEGIN AS EARLY AS POSSIBLE.
OTHERWISE, CHILDREN WILL LIKELY BECOME RACIST BY DEFAULT.
BECAUSE THEIR RACIST INCLINATION IS DUE TO SOCIETY SYSTEMIC RACISM ONLY BRAINWASHING IN SCHOOL CAN SOLVE IT.
SIMILAR EFFORTS TO DIVIDE POPULATIONS INTO THE CATEGORIES OF OPPRESSOR AND OPPRESSED HAVE BEEN OBSERVED IN EVERY COMPASS REVOLUTION OF THE LAST CENTURY.
AS A REFUGEE US STATE FROM THE UTOPIAN HELLHOLE OF VIETNAM, I CAN ATTEST TO THIS DIVINE AND CONQUERORS SCHEME.
NEWMAN CONTINUED, HOWEVER, COMMUNIST REVOLUTIONARIES REALIZED THAT FANNING THE FLAMES OF HATE, DIVISION, AND ENVY OVER ALLEGED CLASS OPPRESSION WOULD NOT SUCCEED AS A TACTIC IN THE UNITED STATES CONTRARY TO MAX THEORIES, AND SO US SOCIETY WAS TO BE DIVIDED AND DESTROYED USING RACE INSTEAD.
THE AUTHOR CONCLUDED THAT WHEN SUCH DIVISIONS WERE CREATED AND EXPLOITED IN OTHER SOCIETIES, IT WAS OFTEN JUST A MATTER OF MONTHS OR YEARS UNTIL THE BLOOD STARTED FLOWING.
AMERICA IS IN THE MIDST OF AND ATTEMPTED
[00:20:02]
REVOLUTION BY EVIL AND VERY POWERFUL FORCES.TO STOP IT, PARENTS WHO LOVE THEIR CHILDREN WOULD HAVE TO MAKE THE SACRIFICES NEEDED TO PROTECT THEM.
NEWMAN'S POINT HAS BEEN INVALIDATED TO A CERTAIN EXTENT BY RECENT EVENTS INVOLVING MECHANICAL FAILURES ON BOEING AIRPLANES THAT BRING INTO, LIKE, THE COMPANY'S HIRING PRACTICES, SUPPLY CHAIN REQUIREMENTS, AND BOEING POLICY EMPHASIZING RACIAL [INAUDIBLE] OVER SAFETY AND PRODUCT QUALITY.
THE ONLY DIFFERENCE IS THAT THEIR POLICY IS BASED ON A VARIATION OF CRT CALLED DIVERSITY EQUITY AND INCLUSION.
I WOULD LIKE TO END MY REMARKS TO THIS QUOTE, DEI IS RACIST BECAUSE REVERSE RACISM IS RACISM. THANK YOU.
>> THANK YOU, DOM. NEXT ITEM ON THE AGENDA IS SUPERINTENDENT SHARING.
[5. SHARING [GC-7.E.]]
FOR THAT, I WILL TURN IT OVER TO CHRISTIE.WE'RE JUST GOING TO TAKE A MINUTE TO GET THE POWERPOINT UP.
YOU DID A NICE JOB EARLIER SAYING THAT I'VE GOT A LOT TO TALK ABOUT BECAUSE I'VE GOT A LOT TO TALK ABOUT.
>> [INAUDIBLE] CONVERSATION ON [INAUDIBLE].
>> JUST AS ALWAYS, I'LL PRESENT THINGS.
BUT IF YOU HAVE QUESTIONS, JUST THIS IS A CONVERSATION.
WHEN HAYDEE AND KEVIN AND I WERE PLANNING THE AGENDA, THERE WERE A LOT OF THINGS THAT WE WERE INTERESTED IN HEARING ABOUT.
SO TONIGHT WE'RE GOING TO GET SOME UPDATES FROM ME ABOUT WORK THAT WE'RE DOING.
THERE MAY BE SOME TOPICS THAT YOU ARE INTERESTED IN GOING DEEPER IN BECAUSE TONIGHT [INAUDIBLE] HAVE ALL THE RIGHT PEOPLE HERE, THEN WE CAN THEN USE THAT TO MAKE DECISIONS TO LOOK AT IT FOR FUTURE CONVERSATIONS.
SO IT WILL BE A FULL REVIEW WITH OPPORTUNITY TO EXPLORE FURTHER ON A LATER DATE.
WE'RE JUST WAITING FOR THAT POWERPOINT.
HOW ABOUT THAT SWIMMING CHOIR? PRETTY AMAZING. I KNOW.
SO [INAUDIBLE] ARE YOU ON THAT CHOIR?
>> I AM NOT. I'M IN CONCERT CHOIR, AND IT WAS THE TOWNS WHICH IS A DIFFERENT CHOIR FOR MORE DANCING, BUT THAT ACTUALLY CHANGES THE [INAUDIBLE], WHICH IS NOT SOMETHING THAT [INAUDIBLE].
SO I'M A CONCERT CHOIR, WHICH IS SOMETHING THAT I AUDITIONED FOR.
SWIMMING CHOIR IS ALSO AN AUDITION CHOIR AT FERNDALE, BUT I DIDN'T WANT TO AUDITION FOR TWO AND BE AT TWO JUST BECAUSE IT JUST SEEMED LIKE CONCERT CHOIR HAD [INAUDIBLE] FOR ME.
>> [INAUDIBLE] BOYS, BY THE WAY.
[LAUGHTER] [OVERLAPPING] YES, HE DOES. I AGREE. I GOT TO HEAR HIM SINGING THE NATIONAL ANTHEM AT A COUPLE OF OUR BALL GAMES.
>> [INAUDIBLE] PROVIDED ENTERTAINMENT AT THE [INAUDIBLE] OLD FASHIONED CHRISTMAS TOO.
>> [INAUDIBLE] AND SANG A BUNCH OF SONGS, AND THEY HAD A WHOLE BUNCH OF THAT, A LOT MORE OF THAT.
I WOULD LIKE TO CALL UP OUR TECH TEAM AND ANYONE WHO'S HERE IN THE AUDIENCE.
WE HAVE MARK WHO'S PART OF OUR IT AND ONE MEMBER OF THE TECH DEPARTMENT COMES TO EVERY MEETING TO HELP US TROUBLESHOOT ALL THE TECHNOLOGY FROM THE MICROPHONES TO THE ZOOMS TO THE PRESENTATION.
THEY TAKE TURNS DOING THIS EVERY MONTH. HERE WE GO.
ANTONIO, CAN YOU SEE THE SCREEN? WE'RE READY TO GO.
[00:25:03]
I'M SURE YOU'LL HEAR MORE ABOUT THIS TONIGHT IN THE UPDATES.THE LAST TWO DAYS, WE WERE DOWN [INAUDIBLE] WASDA AND WASBO.
WASBO IS ORGANIZATION THAT SUPPORTS OUR BUSINESS SIDE OF ADMINISTRATION.
WASDA IS THE ASSOCIATION FOR SCHOOL BOARD MEMBERS, AND WASA SUPPORTS SUPERINTENDENTS AND ADMINISTRATORS.
THEY COME TOGETHER EVERY YEAR AND PROVIDE US ADVOCACY [INAUDIBLE] SUNDAY, WHICH IS A FULL DAY.
WE GET TOGETHER AND WE JUST LEARN ABOUT WHAT ARE THE HOT TOPICS DOWN AND HOW DO WE WORK TOGETHER AS THREE ORGANIZATIONS.
THEN THE NEXT DAY, WE GET TOGETHER AND WE GO ON, SO SCHOOL BOARD MEMBERS, STUDENTS, SUPERINTENDENTS, AND DIRECTORS OF DIFFERENT TYPES.
WE GET TOGETHER, WE GET TO MEET WITH LEGISLATORS AND WE GET TO ADVOCATE ON BEHALF OF OUR SCHOOL DISTRICTS AND FUNDING.
IT WAS GREAT THAT I FEEL VERY FORTUNATE AS A SUPERINTENDENT IS WHATCOM COUNTY, WE WORK REALLY WELL TOGETHER WHEN IT COMES TO THESE HOT TOPICS.
I JUST LIKE TO THANK THE DIFFERENT BOARD MEMBERS FOR THEIR VOICE AT THE TABLE.
TRINA JOINED ONE OF THE BIG TOPICS, IT'S AROUND SPECIAL EDUCATION.
AS PEOPLE MAY OR MAY NOT BE AWARE, IT IS A PARAMOUNT DUTY OF WASHINGTON STATE TO SUPPORT EDUCATION IN THE AREA CITY.
IT IS A FEDERAL MANDATE BY SPECIAL EDUCATION TO THE FULLEST AND WE'RE NOT HITTING THE MARK.
OUR EXPERTISE WAS GREAT, [INAUDIBLE] MYSELF, AND IT WAS A REALLY GOOD TIME, A LOT OF LEARNING, AND A LOT OF ADVOCACY.
IT OPENS, [INAUDIBLE] WE'RE STARTING TO SEE THE PERSONALITIES OF THE STUDENTS AND STAFF WITHIN THOSE SPACES.
REALLY GREAT TIME ABOUT A WEEK AGO WHERE I HAD TWO COMMITTEE MEMBERS WHO WERE INTERESTED IN THE TRADES.
I DON'T BELIEVE THE ARTICLE'S OUT YET.
IS IT, THE CTE? NO. THERE'S AN ARTICLE COMING TO MARKET.
BUT ONE FUN FACT IS AT FERNDALE HIGH SCHOOL, WE ACTUALLY OFFER 61 TRADE CLASSES, AND WE'RE CONTINUING TO GROW.
THE PIECE THAT I REALLY APPRECIATE FROM ECONOMIC STANDPOINT, CTE IS ONE OF THOSE PIECES AND IT'S NOT FUNDED.
WE GET STUDENT APPORTIONMENT FOR STUDENTS REQUESTING TO GET ADDITIONAL FUNDING ON TOP OF IT.
THAT'S A REALLY STRONG COMMITMENT FROM THE STATE OF WASHINGTON, SHOWING THAT THEY CARE ABOUT THE TRADES AND WHAT'S HAPPENING.
IT'S INTERESTING, CULINARY ARTS PROGRAM IS ONE OF THE TRADES.
PLUS, WE HAVE WOOD SHOP, WE HAVE VETERINARY SCIENCE.
PLUS, WE ARE LOOKING AT HOW SOME MATH CLASSES, FINANCIAL LITERACY THAT WE'VE TALKED ABOUT HERE CAN FALL UNDER CTE.
YOU'LL CONTINUE TO SEE AN EXPANSION OF THAT.
IT'S SOMETHING THAT I TRULY VALUE AND WHEN WE LOOK AT OUR DATA, IT'S SOMETHING OUR STUDENTS ARE ENGAGED IN.
REGARDLESS OF WHO THEY ARE, WE HAVE PRETTY EQUAL PARTICIPATION ACROSS DIFFERENT DEMOGRAPHIC GROUPS.
I AM GOING TO PASS THIS OFF TO TRINA TO TALK ABOUT THE OPENING OF COMMUNITY TRANSITIONS.
>> OUR COMMUNITY TRANSITIONS IS NOW RELOCATED, AND IT'S DOWN IN THE OLD AMERICAN LEGION BUILDING, DOWN BY BOYS AND GIRLS CLUB AND PIONEER PARK.
WE MOVED IN RIGHT AFTER WINTER BREAK, AND THE STUDENTS JUST JUMPED RIGHT IN.
WE WERE WORRIED ABOUT A CHANGE OF TRANSITION FOR THEM TO A NEW LOCATION AND IT'S JUST REALLY SEAMLESS.
I WAS DOWN THERE TODAY AND IT'S JUST LOOKING VERY WARM AND INVITING.
THIS PART OF THE SPACE IS STILL BEING RENOVATED.
WE ARE DOING UPDATES TO THE KITCHEN AND THE BATHROOMS TO BRING THEM TO A LEVEL WHERE THEY CAN BE UTILIZED BY THE STUDENTS AND STAFF.
THE STUDENTS WILL BE DOING COOKING AND CULINARY THERE ONCE THOSE ARE AVAILABLE THROUGH THE KITCHEN.
WE HAVE 31 STUDENTS SERVED IN OUR COMMUNITY TRANSITIONS,18-21 YEAR-OLD STUDENTS, AND ABOUT SIX STAFF MEMBERS.
IT'S GOING GREAT. THEY'RE VERY EXCITED TO BE IN
[00:30:01]
A LOCATION THAT IS SEPARATE FROM HIGH SCHOOL AS THEY WORK ON THAT TRANSITION INTO ADULTHOOD, WORKING WORLD AND CONTINUED EDUCATION.>> TRINA, CAN YOU EXPLAIN A LITTLE BIT ABOUT HOW STUDENTS WHO ARE PART OF COMMUNITY TRANSITIONS WHO WORK FULL TIME, JUST [INAUDIBLE].
>> ABOUT HALF OF OUR STUDENTS ATTEND COMMUNITY TRANSITIONS FULL TIME.
THEY TAKE THE BUS ON REGULAR STUDENT SCHEDULE FOR TRANSPORTATION, REGULAR STUDENTS SCHEDULE.
THEY ARE TYPICALLY STUDENTS THAT HAVE MORE COMPLEX NEEDS, AND THEY SPEND THE MAJORITY OF THE TIME IN THREE DIFFERENT ROUTES.
ONE IS IN THE CLASSROOM-BASED SETTING THAT THEY WOULD DO A COMMUNITY TRANSITIONS BUT ALSO OUT IN THE COMMUNITY FOR SOCIAL, AS WELL AS JOB-RELATED REASONS.
THOSE ARE THE TWO, AND THE OTHER HALF OF OUR COMMUNITY TRANSITION STUDENTS, THEY ARE SPENDING MAJORITY OF THEIR TIME HERE IN PLACE OF EMPLOYMENT TO LEARN JOB SKILLS.
SOME ARE ATTENDING BTC, A COUPLE ATTEND [INAUDIBLE], SOME ARE WORKING ON HIGH SCHOOL COURSES COMPLETION.
THOSE STUDENTS COME TO THE COMMUNITY TRANSITION SITES ONCE OR TWICE A WEEK.
THEY ZOOM, AND THEY'RE ALSO OUT IN OUR STEP SUPPORT ECONOMIC.
>> WE DID RECEIVE THE FOUNDATION.
DO YOU WANT TO WALK ABOUT THAT? [BACKGROUND] MORE TO COME.
WE HAVE SOME COMMUNITY SUPPORT TO CONTINUE WITH THE ENHANCEMENT.
FOR THIS, ONE OF THE QUESTIONS, ONE OF THE TOPICS THAT CAME UP, AND IT COMES UP A LOT, IS DO WE HAVE CELLPHONE POLICIES? WHAT'S HAPPENING WITH CELL PHONES? I ACTUALLY ASKED JOHN, HE'S GOING TO GIVE A HIGH OVERVIEW OF NON-DETAILED SCHOOL BY SCHOOL, JUST TO TELL YOU GENERALLY, BUT WE DO HAVE POLICIES AROUND CELL PHONE USE.
THAT'S AN AREA THAT WE CONTINUE TO WORK CLOSELY WITH THE FAMILIES.
FROM THE TIME I WENT TO SCHOOL, I DON'T EVEN THINK THAT I HAD A CELL PHONE UNTIL AFTER MY THIRD CHILD WAS BORN.
IT WASN'T PART OF HOW WE THOUGHT ABOUT OUR DAY TO DAY, BUT IT IS THE DAY TO DAY OF STUDENTS.
OFTENTIMES, I THINK STAFF FEEL AS IF THEY'RE COMPETING WITH THE CELL PHONE.
OUR STAFF HAS TAKEN SOME STRONG STEPS TO PUT POLICIES IN PLACE, AND I'D JUST LIKE TO HEAR A LITTLE BIT ABOUT THIS.
>> IF ONE WOULD WANT TO SEE THE INDIVIDUAL SCHOOLS, THESE ARE, IN GENERAL, CONTAINED IN OUR STUDENT HANDBOOKS OF ALL THE DIFFERENT SCHOOLS.
FOR THE ELEMENTARY LEVEL, WE REALLY DISCOURAGE PHONES BEING THERE.
WE KNOW THAT THERE ARE TIMES WHEN SOME STUDENTS NEED TO HAVE THEM FOR COMMUNICATION WITH THEIR PARENTS AND WHATNOT.
IF THEY ARE BROUGHT, THEN OUR SCHOOLS ALL EXPECT THEM TO BE POWERED OFF AND STORED IN THEIR BACKPACKS DURING THE DAY.
AT THE MIDDLE SCHOOL, IT'S VERY LIKELY THAT THE MAJORITY OF OUR KIDS ARE CARRYING A CELL PHONE.
BUT AGAIN, THEY ARE ASKED TO BE TURNED OFF AND STORED IN THEIR BACKPACKS DURING SCHOOL HOURS.
AT THE HIGH SCHOOL, IT'S A LITTLE BIT DIFFERENT WHERE THERE ARE SOMETIMES THAT THEY ARE USED AS A TOOL IN A LEARNING ENVIRONMENT, THOSE ARE DIRECTED BY OUR TEACHERS.
THERE'S A GREEN, YELLOW, RED SYSTEM IN PLACE WHERE THE RED IS THEY'RE OFF AND AWAY; THE YELLOW, THEY CAN HAVE THEM NEARBY; AND GREEN WHEN THEY'RE GOING TO BE USED FOR A CLASSROOM ACTIVITY.
AS THE KIDS GET OLDER AND MORE INDEPENDENT, THERE'S MORE USE AS YOU GO.
>> I'VE WATCHED A FEW LESSONS WHERE TEACHERS ARE INTENTIONALLY TEACHING STUDENTS HOW TO USE THEM RESPONSIBLY AS A LEARNING TOOL.
I HAVE PARENTS ASKING ME, WHAT IF I NEED TO GET AHOLD OF MY CHILD? I REMIND ALL FAMILIES, THEY CAN STILL CALL THE OFFICE.
IF YOU CALL THE OFFICE, THE OFFICE CAN RELAY YOUR MESSAGE TO YOUR CHILD, OR THERE ARE DIFFERENT TIMES OF THE DAY THAT A STUDENT MAY BE ABLE TO CHECK THE CELL PHONE.
BUT IT IS CONSTANTLY SOMETHING THAT OUR STAFF IS WORKING ON WITH STUDENTS AND FAMILIES.
>> IS IT UNIFORMITY ACROSS THE DISTRICT AT ELEMENTARY SCHOOL LEVEL AND BETWEEN THE TWO MIDDLE SCHOOLS?
[00:35:05]
>> I'M GOING TO TURN THAT QUESTION OVER.
I BELIEVE I'M GOING TO ASK KELLY AND JOHN.
>> YES, THERE'S SOME VARIATION IN THE ACTUAL WORDINGS USED THAT I JUST SPENT SOME TIME THIS WEEK TAKING A LOOK AT ALL OF WHAT'S WRITTEN AND SAME PHILOSOPHY, WONDERING IF THERE MIGHT BE SOME WISDOM IN LINING THE WORDINGS SO IT LOOKS EXACTLY THE SAME IN OUR SCHOOLS, SO WE HAVE NOT DONE THAT YET.
GETTING STUDENTS TO SCHOOL AND GETTING THEM HOME EVERYDAY IS ONE OF THE PIECES WE HAVE IN PLACE.
I'M GOING TO SHARE A LITTLE BIT AND THEN KELLY IS GOING TO TAKE IT FROM HERE.
JAMIE, I'M GOING TO ACTUALLY ASK YOU THAT BECAUSE YOU'RE [INAUDIBLE] YOU MIGHT HAVE SOMETHING TO ADD.
THIS IS TRICKY, IN FACT, AND IF YOU HAVE BEEN AROUND SOME OF OUR SCHOOLS AT DISMISSAL TIME, THE ACTUAL AMOUNT OF PROPERTY THAT WE HAVE FOR PARKING AND TO RUN BUSES AND PARENT PICKUP, IT'S NOT EASY.
IN FACT LAST YEAR, I KEPT THINKING, WHY ARE ALL THESE FAMILIES DRIVING THROUGH THE BACK LOTS? IT JUST THREW ME OFF.
IT'S QUITE AN INTRICATE SYSTEM AND I THINK WE CAN DO BETTER.
I'M GOING TO SHIFT TO KELLY HERE AND IN ONE PARTICULAR SCHOOL WE'RE LOOKING AT THIS.
THIS IS A CONVERSATION WE'RE HAVING AND THEN THERE ARE SOME PIECES THAT I'LL ADD AT THE END.
>> THANKS, CHRISTIE. AS CHRISTIE MENTIONED, WE ARE TALKING SPECIFICALLY ABOUT SKYLINE CONVERSATION TO YOUR RECENT SAFETY EVENT.
HOWEVER, I'M SO GLAD DONNA IS ALSO BACK THERE, THANK YOU, DONNA, BECAUSE SHE HAS ALSO BEEN CONTINUALLY EVALUATING THE SAFETY CONCERNS AT CASCADIA DURING THEIR DISMISSAL.
ASHLEY HAD EMAIL TO THAT DISMISSAL PROCEDURE AT CASCADIA AT THE BEGINNING OF THIS YEAR.
WE WORKED REALLY HARD ALSO WITH PARTNERS, WITH HER COMMUNITY THERE AT CASCADIA TO DEAL WITH OUR STUDENTS.
AS CHRISTIE AND I TOLD YOU, THERE WAS AN INCIDENT RECENTLY AT SKYLINE IN WHICH WE HAD STAFF MEMBER THAT WE HAD ASKED TO SUPPORT.
WELL, WE HAVE ALSO STAFF MEMBERS THAT HAVE SUPPORTED OUR DISMISSAL SYSTEM.
WHAT WAS HAPPENING, ESPECIALLY WHEN IT WAS THAT FRIDAY THAT WAS VERY COLD, DOES ANYONE REMEMBER THAT? I WAS [INAUDIBLE] AND PARENT PICK UP AND DROP OFF, AND THAT IS FELT THROUGHOUT OUR ENTIRE ELEMENTARY COMMUNITY.
WHAT HAPPENED IS BECAUSE WE HAD LESS STUDENTS WALKING, WE HAD MORE STUDENTS TRANSPORTING THEIR STUDENTS.
THERE WAS A SITUATION WHERE IN ORDER TO TRY TO GET THE CARS OUT OF THE SKYLINE PARKING LOT, WE HAD A STAFF MEMBER THAT WAS TRYING TO STOPPING TRAFFIC ON COURT TO ALLOW THE CARS TO EXIT THE SKYLINE PARKING LOT.
BECAUSE WHAT WAS HAPPENING WAS IT WAS GETTING CONGESTED TO A POINT WHERE MORE NEED TO GET THEM OUT ONTO A FORM AND GET CARS OUT OF THE PARKING LOT.
WHAT HAPPENS IS THERE WAS ALSO A VIEWER TRAFFIC COMING DOWN THE CASCADIA TRAFFIC DURING DISMISSAL TIME.
A SITUATION WHERE ONE OF OUR STAFF MEMBERS WAS ATTEMPTING TO STOP TRAFFIC, PERMITTING THE CAR ROLL INTO AS IT WAS ON TRYING TO STOP TRAFFIC.
HE IS OKAY. BUT WHAT WE CONTINUE TO DO NOW, IS TRY TO REEXAMINE OUR EXISTING SYSTEMS TO FIND A BETTER WAY.
OR EXAMINE AND IDENTIFY IS BETTER BY THE WAY.
MARTIN, MYSELF, AND DONNA MANAGED IMMEDIATELY AFTER THAT SITUATION TO LOOK AT THE EXISTING DROP OFF SYSTEM THERE AT SKYLINE.
WHAT I WOULD SAY IS THAT WE'RE CONTINUING TO DISCUSS THE ONGOING CHALLENGES OF THE CAR PICKUP LINE.
AS YOU KNOW, [INAUDIBLE] COME AROUND THIS TIME.
EVER SEEN THAT THIS IS A PARKING LOT TO COME UP, STUDENTS ARE LOADED IN CARS.
I THINK WE HELD A DISMISSAL TOO AND WHEN THEY'RE LOADING UP THE CARS, ABOUT SEVEN CARS AT THE TIME THAT WE'RE LOADING UP IN THE BACK THERE AND THEN THEY LET THEM MOVE ON TO WHERE THEY'RE EXITING THE PARKING LOT.
BUT WHAT WAS ALSO HAPPENING AT THAT SAME TIME IS THERE'S ANOTHER PARKING LOT UPFRONT THERE WHERE WE HAVE QUITE A FEW PARENTS THAT ALSO PARK THERE AND ARE PICKING UP THEIR STUDENTS IN ADDITION TO THEIR LARGE [INAUDIBLE] ARE VERY LARGE.
BUT THE LARGER LOT OVER HERE IN FRONT AS WELL.
WHAT'S HAPPENING IS AS THESE CARS ARE ATTEMPTING TO EXIT, WE HAVE ANOTHER LANE OF TRAFFIC THAT'S NOW COMING OUT OF THAT SMALLER PARKING LOT.
NOW WE HAVE TWO LANES OF TRAFFIC THAT ARE TRYING TO EXIT ON TO THORTON.
ONE OF THE IMMEDIATE THINGS THAT WE DID AS WE'RE CONTINUING TO LOOK
[00:40:03]
AT OTHER POSSIBLE SOLUTIONS TO THE PARK LANE BACK UP IS, WE DID TWO THINGS RIGHT AWAY, WHICH THE FIRST ONE WAS THAT SMALL PARKING LOT OUT IN FRONT.WE'VE ACTUALLY BLOCKED THAT OFF FROM 3:25-3:30, WHICH MEANS THAT WE'RE ASKING THAT PARENTS DO NOT PARK IN THERE DURING THAT TIME.
WE'RE ELIMINATING THAT SECOND LANE OF TRAFFIC THAT'S ATTEMPTING TO PULL OUT ON THORTON AT THAT TIME.
THERE ARE HOLES RIGHT NOW THAT ARE BLOCKING THAT ENTRANCE-EXIT SPOT FROM APPROXIMATELY 3:00-3:45.
RIGHT NOW THEY'RE WALKING IN AT NINE O'CLOCK TO 9:35 IT'S BEING HOLD OFF.
ONCE AGAIN, THE POINT IS TO TRY TO KEEP THAT SET IN AND TRACK IT OUT.
JAMIE, IF I'VE ALTERNATED, PLEASE FEEL FREE TO CORRECT ME ON THAT.
THE OTHER THING IS WE WERE CONTINUING TO ENCOURAGE OUR FAMILIES TO PARK AT THIS SCHOOL AND FOR THEIR CHILDREN TO WALK DOWN WITH THEM.
WE HAVE A STAFF THAT'S CONTINUING TO PROVIDE CROSSWALK COVERAGE FOR THAT CROSSWALK AT THE ENTRANCE OF THIS MIDDLE SCHOOL.
KAREN AND CANVAS, CONTINUE TO LET ME KNOW OF THE SUPERVISION COMPONENTS OF THAT.
WE'VE TALKED ABOUT THE NUMBER OF PARKING SPOTS THAT ARE CURRENTLY AT SKYLINE, 70.
OFF THE TOP OF YOUR HEAD, 70. I DON'T KNOW.
>> THE NUMBER OF PARKING SPOTS AT SKYLINE.
DO YOU REMEMBER OFF THE TOP OF YOUR HEAD?
>> I DON'T BUT THERE'S NOT ENOUGH.
>> THAT WAS THE REALITY OF NUMBER OF STAFF AND THE NUMBER OF PARKING SPOTS CURRENTLY AVAILABLE MAKE IT REALLY CHALLENGING EVEN TO GET ANY MEMBERS OF OUR SCHOOL COMMUNITY ACCESS TO THE PARKING LOTS OR EITHER ONE OF THOSE PARKING LOTS.
STEPHEN, WE'VE TALKED ABOUT A LOT OF OPTIONS.
ADD ADDITIONAL PARKING, MAKING A THREE-WAY PICKUP, DROP OFF FACING THE OPPOSITE WAY WHERE YOU'RE GOING TOWARDS.
WE ARE JUST EXPLORING ALL OPTIONS RIGHT NOW, TRYING TO BRING IN SOME COMMUNITY PARTNERS, EVEN MEASURING NUMBERS OF SPOTS, IF WE WERE TO ADD ADDITIONAL PARKING.
I WOULD SAY WE ARE CONTINUING TO EXPLORE ALL OPTIONS IN ORDER TO ENSURE THE SAFETY OF OUR STUDENTS.
WE MADE ONE IMMEDIATE ADJUSTMENT AT THIS POINT AS WE'RE CONTINUING TO EXPLORE ADDITIONAL OPTIONS.
JAMIE, WHAT WOULD YOU LIKE TO ADD?
>> YOU COVERED IT PRETTY WELL.
THERE'S BEEN A LOT OF CONVERSATION.
THIS IS NOT THE FIRST TIME WE'RE TALKING ABOUT THIS.
>> THERE'S NOT AN EASY, SIMPLE ANSWER, UNFORTUNATELY.
>> STEVE HAD MENTIONED SOME ALTERNATIVES.
STEVE TALKING ABOUT IN THE SYSTEM THAT BRADY SCHOOL DISTRICT PUT INTO PLACE ACTUALLY DURING COVID. IS THAT RIGHT, DONNA?
>> IT WAS A WAY TO REDUCE THE NUMBER OF CHILDREN OUT FRONT AT ANY GIVEN TIME.
WE'VE NEVER BEEN IN FRONT OF THE SCHOOL, A DISMISSAL.
>> CHAOS. THANK YOU FOR [INAUDIBLE].
IT IS JUST REALLY TEACHERS ARE WHERE THEIR STUDENTS ARE, THERE'S A LOT OF [INAUDIBLE].
WHEN YOU PUT A SYSTEM IN PLACE.
DONNA ACTUALLY WAS THE PRINCIPAL OF THAT SCHOOL.
SHE'S HERE IN THE AUDIENCE TONIGHT.
I ASKED HER TO HELP ME CONNECT WITH THE PERSON WHO CREATED IT.
IT WASN'T SOMETHING NEW BUT IT WAS A STAFF MEMBER WHO CREATED THE SYSTEM.
THEN IT WAS ONE WHEN I WAS IN BELLINGHAM.
WE ACTUALLY IMPLEMENTED IT AT SEVERAL SCHOOLS AND IT REDUCED THE NUMBER OF CHILDREN COMING OUT AT ANY TIME.
WHILE WE LOOK AT THAT AS PART OF THE SOLUTION, THAT COULD BE THE SOLUTION AT SOME SCHOOLS.
PART OF THE COMPLEXITY OF SKYLINE IS JUST THE ACTUAL SPACE THAT WE HAVE TO WORK WITH.
WE NEED TO LOOK AT, IS THERE A WAY TO UTILIZE SPACE? VISTA IS OUT AT THAT TIME SO IS THERE A WAY TO USE THAT SYSTEM AS STUDENTS GO DOWN? WHAT I APPRECIATE ABOUT HOW THE TEAM IS APPROACHING THIS, I THINK TOO OFTEN, FIRST OF ALL, THIS IS A KEY ISSUE FOR US BECAUSE IT'S A SAFETY ISSUE.
BUT I THINK SOMETIMES WE QUICKLY IMPLEMENT SOMETHING AND THEN WE WONDER WHY IT DIDN'T WORK.
HOW THE TEAM IS APPROACHING THIS IS THEY'RE BEING VERY THOUGHTFUL, THEY'RE BRINGING IN THE RIGHT PEOPLE.
THERE ARE EXPERTS WHO DO THIS, WHO ARE THOSE IN OUR COMMUNITY, MAKING SURE THE POLICE DEPARTMENT IS A THOUGHT PARTNER WITH US AND SO MAKING SURE THAT WHATEVER WE DO IS LONG-TERM, SUSTAINABLE, AND THE SAFEST LEVEL.
THE SKYLINE STAFF IS INCREDIBLY GRACIOUS, IS WORKING WITH US WHILE WE FIGURE THIS OUT.
WHAT KELLY SAID, THE CONES ARE A NICE HOLD FOR A MINUTE, THEY'RE DOING A LITTLE BIT OF SOMETHING BUT LONG-TERM, THIS IS A PRIORITY FOR US TO FIX.
[00:45:01]
>> CHRISTINE HAD ALSO ADD THAT MR. WEBER ALSO SENT OUT TO PARENTS SQUARE, TO FAMILIES REGARDING SOME OF THE UPDATES AND HE SENT THAT OUT ON JANUARY 25.
JUST ALSO TRYING TO KEEP IT UPDATED.
BUT THE OPTIONS ARE CURRENTLY AVAILABLE, ENCOURAGING DROP OFF OF VISTA, TALKING ABOUT SAFETY, AS WELL AS [INAUDIBLE].
TRYING TO STAY IN CLOSE COMMUNICATION WITH OUR COMMUNITY AS WELL ABOUT COMMUNICATION.
>> ARE THERE ANY MORE QUESTIONS ABOUT THIS? ANY RECOMMENDATIONS I MEAN WE HAD WANTED TO HAVE A CONVERSATION FAR AS THE BOARD ABOUT SOME OF THESE ISSUES.
BECAUSE I KNOW FOR EXAMPLE WITH SKYLINE THE PROBLEM HAS BEEN AROUND SINCE MY KIDS WERE GOING AND I DON'T SEE IT HAVING IMPROVED AT ALL OF THAT IN THAT LENGTH OF TIME, IF ANYTHING, IT'S GOTTEN WORSE.
I WOULD WELCOME DIFFERENT PEOPLE WHO HAVE ADDITIONAL VIEWPOINTS ON THIS.
>> I THINK IF I HAD ANYTHING TO ADD. DO WE HAVE A MEANS FOR SEPARATING THE BUS ZONES FROM THE PARENTAL PICK-UP? I MEAN, THAT SEEMS TO BE AN ISSUE THAT WE CAN HAVE PARENTS COMING INTO THE BUS ZONES INTERFERING WITH THE BUSES AND THEIR TRANSPORTATION EFFORTS.
DO WE HAVE A MEANS FOR SEPARATING THAT?
>> EACH SCHOOL SHOULD BE SEPARATED NOW.
THEY ARE SEPARATED AT SKYLINE.
THE BUS LOOP IS TO THE EAST OF WHERE THE PARENT LOOP IS.
AT EVERY SCHOOL, WE SAW IT ON THE DESIGN OF THE NEW HIGH SCHOOL SO IT'S REALLY IMPORTANT THAT WE TRY TO SEPARATE THAT OUT SO IT'S CLEAR.
NOW WHETHER WE HAVE PARENTS GOING INTO THAT SAME ENTRANCE WHERE THE BUSES END UP GOING THAT'S PROBABLY PART OF OUR ISSUE WITH THAT SMALL LOT.
THEY'RE NOT INTENDED TO BE MIXED.
>> OF COURSE, THAT BEGS THE QUESTION, DO WE HAVE IT CLEARLY LABELED AND MARK THAT THIS IS A BUS ZONE.
PARENTS AREN'T ALLOWED IN THIS ZONE AND, DO WE HAVE IT CLEARLY DEFINED?
>> IT'S CLEARLY MARKED BUT JAMES' POINT IS THAT DOESN'T STOP A PARENT OR SOMEONE PICKING UP SOME TIMES DRIVING IN THERE.
NOW THEY QUICKLY WON'T DO IT AGAIN WHEN THEY GET STUCK BETWEEN TWO BUSES WHO ARE SITTING THERE FOR A WHILE.
BUT PART OF IT IS WHAT OBADIAH'S COMMUNICATION.
THIS IS WHY WE DO IT, NOT JUST SEND AN EMAIL AT THE BEGINNING OF THE YEAR, BUT TOUCH POINT THROUGHOUT THE YEAR.
PRINCIPALS ARE OUT FRONT REMINDING PEOPLE.
I SEE MY [INAUDIBLE] ELEMENTARY PRINCIPLES OUT HERE.
CUSTER IS ANOTHER AREA WHERE IT'S COMPLICATED.
I SEE THEM HAVING THOSE CONVERSATIONS.
THEN WE DO A FOLLOW-UP PHONE CONVERSATION.
SOMETIMES IT'S A LITTLE TRICKIER IF YOU INVITE SOMEBODY WHO'S NOT FAMILIAR TO PICK UP YOUR CHILD THAT DAY, SO IF IT'S A GRANDPARENT OR A FRIEND WHO DOES NOT KNOW THAT SO SOMETIMES WE CAN GET STUCK WITH THAT.
IT'S AS CLEAR AS IT CAN BE MARKED.
NOW IT'S UP TO COMMUNICATION AND FOLLOW-UP.
>> WE DID ADD SOME SIGNAGE TO HOPEFULLY TO MAKE CLEARER THAT.
>> THIS WILL BE A TOPIC I KEEP UPDATING YOU ON AND YOU'LL HEAR ABOUT PROGRESS.
IF YOU WOULD LIKE TO BE A PARK PARTNER AT IT COME WALK THE SPACE WITH US.
WE'RE GOING TO FIGURE THIS ONE OUT.
>> JUST TWO THINGS COME TO MIND TO ME, ONE IS, IS THERE ANY WAY TO PUT MORE PERSONNEL OUT THERE AT THAT TIME WOULD BE ONE IN THOSE BRIGHT VESTS SO, IT'S OBVIOUS WHAT THEY'RE DOING.
TWO, THE POSSIBILITY OF STAGGERED TIMES FOR THE BUSES TO ARRIVE AND DEPART AND HAVE THE KIDS COME OUT AT THEIR OWN BUS TIME.
BUT NOT HAVE EVERYBODY AND THEIR DOOR THERE.
>> THIS SYSTEM, THE CALL SYSTEM WOULD STAGGER IT, JUST THE STUDENTS STAY IN THE CLASSROOM.
FOR THOSE OF YOU WHO ARE LISTENING AND THEY'RE TEACHERS, THIS HAS NOT BEEN IMPLEMENTED, IT'S JUST SOMETHING WE'LL EXPLORE I DON'T WANT PEOPLE TO BELIEVE THIS DECISION WAS MADE, BUT IT'S SOMETHING FOR US TO LOOK AT AND THEN COLLECTIVELY DECIDE.
THE STUDENTS ARE SITTING IN THEIR CLASSROOM AND THEN THE STAFF MEMBER GETS THE NOTICE THIS BUS IS HERE AND CERTAIN STUDENTS THEN LEAVE.
YOU CAN PUT CODES ON THE CARS FOR PARENTS WHO PICK UP, SO IT GETS SCANNED SO THEN A MESSAGE SO THAT CLASSROOM SO, THAT CHILD COMES OUT.
THERE'S WAYS TO DO THE STAGGERING IT'S THROUGH TECHNOLOGY.
[00:50:01]
IT'S A PRETTY COMPLEX SYSTEM ONCE IT'S IN PLACE.STEPHEN AND I WERE TALKING ABOUT THIS BECAUSE I KNOW THAT HE KNOWS SOMEBODY WHO GETS TO WORK IN THAT SYSTEM.
BUT THE FEEDBACK I'VE GOTTEN FROM EVERY BUILDING, FROM BUS DRIVERS TO FAMILIES, TO STUDENTS, TO PRINCIPALS, TO TEACHERS, IT'S A VERY SLICK SYSTEM ONCE IT'S IN PLACE AND SO THAT I'LL BE LOOKING AT, IT'S JUST A MATTER OF HAVING A CONVERSATION WITH THE CREATOR OF IT.
>> I WOULD ALSO SAY WE DO HAVE A MODEL THAT WE CAN LOOK AT RIGHT NOW WITHOUT THE TECHNOLOGY.
DAWN HAS IMPLEMENTED A STAGGER RELEASE AT CASCADIA SO YOU WILL HEAR THE ANNOUNCEMENT WHERE THEY WILL ANNOUNCE SPECIFIC BUSES THAT ARE TO DEPART AND SO STUDENTS WILL BE RELEASED BASED ON THAT BUILDING ANNOUNCEMENT SO THAT DOES HAPPENED WITHOUT TECHNOLOGY, SO WE CAN ALWAYS GO AND WATCH WHAT CASCADIA IS DOING.
>> ACTUALLY, IT REMINDS ME OF WHEN I HAD TO BE DISMISSED FROM SCHOOL AS A CHILD.
THE WAY THEY DID IT WAS ACTUALLY INTERESTING.
THEY WOULD ACTUALLY GIVE EACH INDIVIDUAL BUS DROP THE NAME OF A STATE.
WE HEARD LIKE SAY FOR EXAMPLE FOR THE LONGEST TIME I RODE TEXAS.
WHEN I WOULD HEAR TEXAS I WOULD BE LIKE, OKAY, IT'S MY TIME TO GO AND I GO TO THE BUS AND THERE WOULD BE LIKE A MAGNETIC LAMINATED LIKE SLAB THAT THEY WOULD PUT ON THE BUS METAL ON EVERY SINGLE BUS TO MATCH ROUTE THAT WE'D GO, BE FINE.
FOR THE MOST PART, IT WAS JUST YOU WERE COMING AROUND IN THE BUS PICK ZONES LOT NUMBERS BACK IN MARYLAND.
BUT FOR THE MOST PART, IT WORKED AND THAT'S HOW THEY STAGGERED IT.
I THINK THERE WERE LIKE TWO OR THREE-WAYS OF BUSES JUST [INAUDIBLE]
>> ONE OF THE KEY STAKEHOLDERS HASN'T BEEN ABLE TO COME TO THE TABLE YET, AND THAT'S OUR DIRECTOR OF TRANSPORTATION, LEWANN.
AS SOON AS SHE GETS BACK, WE WANT HER TO BE AT THE TABLE, MARK AS WELL, JAMIE, HAVING SOME DRIVERS AT THE TABLE, PRINCIPAL, STAFF MEMBERS.
I SEE THIS IT'S A BIGGER CONVERSATION BECAUSE WANT TO SUSTAINABLE SOLUTION AND NOT JUST ANOTHER BANDAGE BECAUSE AS YOU SAID, PEGGY, IT'S BEEN A CONVERSATION FOR YEARS.
WE'VE TRIED SOME THINGS AND WE HAVEN'T FOUND THE THING BUT I BELIEVE IN US SO WE CAN DO THIS.
[INAUDIBLE] AND I HAD A CONVERSATION ABOUT DROP OFF AND PICK UP AT VISTA MIDDLE SCHOOL AND HE POINTED OUT HOW CONGESTED IT GETS AND HE'S RIGHT.
IF YOU MAKE A MISTAKE OF COMING UP VISTA AND TRYING TO MAKE A LEFT-HAND TURN INTO THE PARKING LOT, YOU'RE NEVER GOING TO THERE BECAUSE IT'S SO BACK UP ALL THE WAY UP VISTA TO THE STOP SIGN.
IT WOULD BE NICE TO BE ADVISED OF WHAT'S GOING ON IN THE PLANNING THERE FOR HOW THAT'S GOING TO BE ADDRESSED.
>> WE NEED TO DO THIS AT SEVERAL SCHOOLS.
IT'S NOT AN EASY SOLUTION, BUT THERE IS A SOLUTION.
THE RIGHT PEOPLE ARE GETTING TOGETHER AND FIGURING IT OUT.
THE OTHER TOPIC, I HEAR ABOUT THIS A LOT, INFORMATION AND INTERVENTION STRATEGIES.
THIS IS A TOPIC THAT YOU SEE ON SOCIAL MEDIA.
WE HEAR FROM STUDENTS, WE HEAR FROM STAFF.
IT'S ONE THAT WE TAKE VERY SERIOUSLY.
IT'S ONE THAT REQUIRES AS A SCHOOL DISTRICT WE CAN'T SOLVE ALONE.
IT REALLY NEEDS TO BE DONE IN PARTNERSHIP WITH OUR FAMILIES, THE STUDENTS IN THE COMMUNITY.
I WANT TO START BY THE DEFINITION.
THERE'S ASHLEY IN THE DEFINITION.
I THINK THAT'S ONE KEY POINTS THAT I WOULD LIKE TO POINT OUT TO THE WORDS OF THE DR. CHRIS COCHRAN, OUR DIRECTOR OF BEHAVIORAL MENTAL HEALTH IS NOT HERE THIS EVENING, BUT THIS IS SOMETHING THAT HE SPENDS A LOT OF TIME THINKING ABOUT.
WE ACTUALLY HAVE A LOT OF RESOURCES.
TRINA AND CHRIS AND I WERE TALKING ABOUT THE NEED TO UPDATE THE WEBSITE VERY TRANSPARENT.
BUT I WANT TO TALK ABOUT FIRST WHAT THE DEFINITION OF BOWLING IS.
BLING IS DEFINED AS NEGATIVE ACTIONS AND THIS IS THE KEY PART, WHICH ARE INTENTIONAL, REPEATED, AND HAVE A POWER IMBALANCE.
IF SOMETHING HAPPENS ONE TIME.
IT IS NOT CONSIDERED BULLYING, IT'S POOR BEHAVIOR.
BUT IT'S NOT BY DEFINITION, BULLYING.
IT NEEDS TO BE INTENTIONAL, REPEATED, AND HAVE A POWER AND BALANCE.
I'M JUST GOING TO ASK TRINA TO TALK ABOUT THIS A LITTLE BIT.
[00:55:02]
THIS MIGHT BE ONE OF THOSE TOPICS THAT I THINK WOULD BE IMPORTANT TO POSSIBLY CONSIDER FOR A STUDY SESSION AT SOME POINT, AND SO I'M GOING TO TURN THIS TO TRINA TO ADD ANYTHING ABOUT THIS TOPIC.>> LIKE YOU MENTIONED, THERE'S A SPECIFIC DEFINITION FOR WHAT CONSTITUTES BULLYING.
WE HAVE POLICY AND PROCEDURE IS NUMBER 327 IN OUR SCHOOL DISTRICT POLICIES AND PROCEDURES, AND THOSE FOLLOW ALONG WITH THE STATE GUIDANCE AND WAX THAT WE HAVE TO FOLLOW.
ONE OF THE THINGS THAT GETS COMPLICATED IS WHERE ALL OF THE DIFFERENT PROCEDURES IN SOMETHING THAT COULD BE REPORTED AS BULLYING, AND IT ENDS UP BEING NOT FALLING INTO HARASSMENT, INTIMIDATION, AND BULLYING.
BUT IT'S STILL A DISCIPLINARY ACTION.
IT COULD BE THAT WE'RE LOCATED INTO SOMETHING THAT COMES INTO A BULLYING REPORT, AND IT'S ACTUALLY A TITLE IX CIVIL RIGHTS ISSUE AND ENDS UP GOING DOWN THAT POLICY AND PROCEDURE.
WE GOT SOME PREVENTATIVE PIECES THAT WE ENSURE ALL OF OUR STAFF ARE TRAINED TO ANNUALLY IN HARASSMENT, INTIMIDATION, AND BULLYING.
WE FOCUS ON RELATIONSHIPS AND HELPING STUDENTS KNOW TO TALK TO TRUSTED ADULTS IF SOMETHING DOES BEARING A WITNESS OR A VICTIM OF BULLYING, WE DO ANTI BULLYING LESSONS.
SOMETIMES WE SAY WE DO BULLYING LESSONS.
WE DO ANTI BULLYING LESSONS IN ALL OF OUR SCHOOLS, WITH THE COUNSELORS DOING THOSE TARGETED AT CERTAIN GRADE LEVELS MORE INTENSELY BUT ACROSS THE BOARD FOR ALL STUDENTS.
WE ALSO HAVE IN OUR SOCIAL LEARNING CURRICULUM, ALL OF THAT GOES TOWARDS HOW TO SELF AWARENESS AND SOCIAL AWARENESS BE ABLE TO BE IN RELATION WITH OTHERS, HAVE PERSPECTIVE TAKING, AND ALL OF THOSE CONTRIBUTE TO STUDENT BEHAVIOR IN GENERAL, BUT ALSO FALL INTO THESE AREAS THAT CAN SOMETIMES TURN INTO DISCIPLINARY PIECES.
POLICY 3207 HAS A LOT OF TIMELINES EMBEDDED IN IT, AND WHAT THAT DOES IS, IF THERE IS ANY BULLYING REPORT, STUDENTS ARE ENCOURAGED TO TALK TO AN ADULT REPORT THAT THERE'S ALSO AN INCIDENT REPORTING FORM THAT THEY FILL OUT THAT IS THEN DETERMINED AT THE SCHOOL LEVEL WHO WILL INVESTIGATE IF THE BULLING REPORT IS BROUGHT FORWARD ORALLY OR IN WRITING? THERE'S AN INVESTIGATION THAT TAKES PLACE, TYPICALLY BY THE PRINCIPAL, THE COUNSELOR OF THE DEAN PRINCIPAL.
AND THEN THERE'S A NUMBER OF STEPS THAT ARE FOLLOWED.
YOU HAVE TWO DAYS TO DO THIS, YOU HAVE FIVE DAYS TO DO THIS, KIND OF 5, 2, 5, 2 IN A NUMBER OF DAYS, THROUGH ALL OF THE STEPS.
BUT THE IDEA IS THAT FROM THE TIME OF THE INITIAL COMPLAINT, ROUGHLY WITHIN FIVE DAYS OF THAT, THE INVESTIGATION HAS TAKEN PLACE AND WE'RE INTO THOSE NEXT STEPS OF COMMUNICATION, RESOLUTION AND CONSEQUENCES.
AT TIMES, THE BULLYING INCIDENT IS OF THE NATURE THAT'S AFFECTED A LARGER AMOUNT THAN JUST SAY TWO PEOPLE, BUT MAYBE IT WAS PUBLIC OR SOMETHING THAT HAPPENED TO A PERSON AND THE REST OF THE CLASS WITNESS.
THERE WILL BE SOME PIECES PUT IN PLACE FOR EDUCATION WHICH PROCESS IT WITH STUDENTS AS WELL AS USING THOSE FOR LEARNING FOR THE CLASS.
THEN ALONG ALL OF THE TIMELINE IS PARENTS COMMUNICATION AS WELL AS DEPENDING ON THE LEVEL OF THE REPORT, THE INVOLVEMENT OF LAW ENFORCEMENT REPORTED LAW ENFORCEMENT INCIDENT REPORT IS OF THE NATURE THAT NEEDS THAT RESPONSE. I CAN KEEP GOING.
>> TRINA, CA I ASK YOU A QUESTION.
LET'S SAY A FAMILY, THE CHILD COMES ON AND SAYS, I ONLY AT SCHOOL, WHAT COULD THAT FAMILY DO?
ONE, IS THE FAMILY ITSELF COULD CALL AND REPORT INCIDENT TO SAY.
TYPICALLY A PRINCIPAL, ASSISTANT, PRINCIPAL, DEAN OR, COUNSELOR.
DEPENDING ON THE STUDENT'S AGE, ABILITY,
[01:00:02]
WHAT THEY COULD HANDLE AND PARENTS, THEY COULD ALSO ENCOURAGE THEIR CHILD TO REPORT TO ONE OF THOSE FAMILY PEOPLE AT SCHOOL OR THEIR TEACHER.THEY COULD GO ONLINE AND THE INCIDENT I CAN SEND TO THE INCIDENT REPORTING FORM IS ONLINE.
THE FAMILY COULD FILL IT OUT TOGETHER OR THEY CAN ENCOURAGE STUDENTS TO FILL IT OUT.
THE FAMILY COULD FILL IT OUT ON BEHALF OF THE STUDENT.
ONCE THAT WRITTEN REPORT IS SUBMITTED, THERE'S A TIMELINE THAT BEGINS LIKE I MENTIONED BEFORE AND THAT INVESTIGATION BEGINS.
>> TRINA IF I MAY. DOES YOUR EAP PROGRAM IN THE STUDENTS AS WELL?
>> EMPLOYEES ONLY. I WAS JUST CURIOUS AS TO FOR THOSE THAT THE STUDENTS WILL REPORT TO, WHAT DOES THEIR TRAINING LOOK LIKE? IS IT ANNUAL? WHAT KIND OF TRAINING DID THEY RECEIVE.
>> ANNUALLY, ALL STAFF TAKE PART IN BULLY PREVENTION TRAINING.
COUNSELORS ARE INVOLVED IN ADDITIONAL TRAINING AS WELL AS COLLABORATION WITH ONE ANOTHER IN ORDER TO NOT ONLY CONDUCT INVESTIGATIONS BUT ALSO WATCH THE SIGNS OR GOING TO DO THOSE LESSONS THAT THEY DO IN THE CLASSROOM WITHOUT BEING UPSTANDER BYSTANDER.
THE TRAINING FOR THOSE CLOSEST TO THE SUPPORTS, MORE ALL STAFF ARE TRAINING ON WHAT TO LOOK FOR THAT COULD BE CONSIDERED HARASSMENT, INTIMIDATION, AND WHAT TO DO IF YOU ARE TO WITNESS THAT THE STUDENT BRINGS COMPLAINT FORWARD.
WE REALLY WANT TO BE CAREFUL IN ALL OF THIS.
PART OF THAT PART OF THE TRAINING OF ENSURING THAT THERE'S NOT RETALIATION.
ENSURING THAT AS SOON AS THE REPORT IS SAFE, THAT WE DO WHAT WE CAN DURING AN INVESTIGATION TO MAKE SURE THAT THE STUDENTS ARE SAFE.
IT IS SOMETHING WHERE SOMEONE HAS BEEN PHYSICALLY HARMED, WAS AFRAID OF PHYSICAL HARM.
WE WANT TO MAKE SURE THAT WE DO WHAT WE CAN TO KEEP THEM SAFE WHILE WE LOOK INTO IT, SO THOSE ARE THE PIECES THAT THE ADULTS MOST A SITUATION.
>> YOU MENTIONED THE TOPIC BECAUSE HE HAS BEEN HAVING CONVERSATIONS WITH PEOPLE WHO BROUGHT THIS TO HIS ATTENTION.
I JUST WANTED TO ASK, WHAT DID THIS INTEREST GO IN AT THIS POINT IN TIME?
>> THANK YOU. COULD HAVE BEEN VERY WELL.
I HOPE YOU GUYS DIDN'T HEAR ME.
I BROUGHT UP THAT IN BECAUSE SOME PEOPLE THAT I SERVED, AND I THINK AS A BOARD WE SERVE THE COMMUNITY, THEY REACHED OUT TO ME WITH CONCERNS AND THERE WERE NOT ISOLATED CIRCUMSTANCES, I THINK, GAVE ME THE IMPRESSION THAT, AND I KNOW THAT [INAUDIBLE] IS NOT THE ONLY.
I THINK THERE'S A PROBLEM I THINK RIGHT NOW WITH THIS NATIONWIDE.
BUT I BROUGHT IT UP AND CHRISTIE WAS VERY QUICK AND SHE SENT ME AN INFORMATION REGARDING WHAT WE HAVE IN OUR SCHOOL DISTRICT, WHICH I THOUGHT IT WAS SUBSTANTIAL.
I JUST HAVE A COUPLE OF QUESTIONS AND I WANT TO MAKE SURE, I WANTED US TO PUT IT IN THE AGENDA BECAUSE I DO HAVE A COUPLE OF QUESTIONS REGARDING THAT.
I UNDERSTAND THAT WHEN IT COMES TO THE BULLYING, THERE HAS TO BE A PARTNERSHIP, AS IT WAS SAID, WITH THE FAMILIES.
MOSTLY THE BEHAVIORS THAT ARE SHOWN AT SCHOOL STEM FROM PROBLEMS OUTSIDE OF SCHOOL THAT ARE A REFLECTION OF WHAT HAPPENS AT HOME.
I UNDERSTAND THAT IT HAS TO BE SOMETHING INTENTIONAL, WITH MALICE, AND REPEATED.
THE ONLY QUESTION THAT I HAVE FOR A GROUP IS, UNFORTUNATELY, REPORTING FOR A YOUTH OR A KID,
[01:05:02]
IT IS REALLY HARD TO REPORT IT, I THINK.THERE'S A LITTLE BIT OF AN EMBARRASSMENT AND I JUST WANTED TO SAY THERE IS A PROCESS THAT WE CAN PUT IN PLACE AND I THINK THAT IT WAS DISCUSSED, AN ONLINE VERSION WHERE SOMEONE CAN GO AND MAYBE NOT REQUIRE A PAPER COPY AND BE ABLE TO FILE IT.
THAT IS SOMEBODY THAT IS BECOMING A VICTIM OF THIS AND THEY ARE A NURSE TO BRING IT UP TO THEIR PARENTS.
IT NEEDS A HIGHER LEVEL OF KEEN INVOLVEMENT FROM PARENTS TO UNDERSTAND THEIR KID'S BEHAVIOR IS CHANGING DUE TO BULLYING AND REALLY HAVE TO HAVE A VERY GREAT RELATIONSHIP THERE TO UNDERSTANDING AND FOR A KID TO OPEN UP.
I THINK THAT OUR TEACHERS CAN DO A LOT OF MITIGATING THERE BY ONE, BEING AWARE AND MAKING SURE THAT THEY ARE REPORTING THIS WHEN THEY SEE IT BECAUSE SOMETIMES THEY CAN BE IN THE CLASSROOM AND THE TEACHER CAN INTEREST RIGHT AWAY.
BASICALLY, I HEARD FROM THE LAST MEETING THAT THERE WAS SOME MONEY THAT COULD BE ALLOCATED FOR SOME PROGRAMS AND BULLYING ISN'T ONE.
JUST LIKE ANY ORGANIZATION, I THINK THAT OUR CULTURE CAN IMPROVE.
I WAS THINKING OF THE WAYS, I WAS ASKING MY KIDS, HOW CAN WE IMPROVE OUR CULTURE SO THAT OUR SCHOOL DISTRICT IS NOT KNOWN FOR THIS ISSUE? I'M NOT SAYING THAT IT IS KNOWN FOR THIS BUT I'M SAYING, HOW CAN WE JUST IMPROVE ON WHERE WE ARE? THEY WERE THROWING A LOT OF IDEAS.
I THINK THAT NOT ONLY GOOD TRAINING, WHICH WE HAVE IN THE DOCUMENTATION THAT WE HAVE, BUT IS THERE SOMETHING THAT WE CAN DO TO CREATE AWARENESS THAT THAT IS NOT OKAY? OF COURSE, WE HAVE LEADERSHIP PROGRAMS AND IF WE JUST PUT A LITTLE BIT OF A FOCAL EFFORT, WHETHER OUR LEADERS WERE GREAT KIDS, AND I CAN TELL YOU HOW IMPRESSED THEY ARE WITH OUR YOUTH.
I'M GOING TO HIGHLIGHT YOU A LITTLE BIT.
BUT WHAT AN AMAZING GROUP OF KIDS AND THEN HEARING THE FIRE KIDS.
OF COURSE, I KNOW THE FIRE KIDS BECAUSE WE'RE INVOLVED IN THAT.
THEY'RE AMAZING KIDS. I FEEL THAT IF WE JUST PUT A LITTLE BIT OF AN ATTENTION AND HIGHLIGHT IT, I THINK WE CAN START CHANGING AND EMBRACING THAT.
IT'S REALLY COOL. I PUT MYSELF OUT THERE BECAUSE I HAVE HEARD CONCERNS FROM A COUPLE OF PEOPLE, A COUPLE OF FAMILIES, I WAS A LITTLE BIT CONCERNED ABOUT IT.
I WOULD BE HAPPY TO PARTICIPATE IN SOME WAY OR MANNER THAT WE CAN CREATE AWARENESS AND MAKE SURE THAT WE IMPROVE OUR CULTURE.
IS THERE SOMETHING THAT WE CAN DO TO IMPROVE IT? I FEEL THAT WE ARE CREATING A SAFE SPACE FOR KIDS TO FOCUS ON STUDYING AND NOT BE SCARED THAT SOMEONE IS BULLYING THEM OR SOMETHING LIKE THAT.
>> THANK YOU. THAT WAS REALLY HELPFUL.
A COUPLE OF THINGS THAT COME TO MIND.
ONE IS I THINK IT WOULD BE IMPORTANT TO MENTION THAT THERE IS A ONLINE ANONYMOUS LINK, ANONYMOUS TIP REPORTING.
IT'S CALLED SAFE SCHOOLS ALERT, IS OUR VECTOR ALERT SYSTEM.
ON THE ANNUAL LETTER THAT PEOPLE HAVE, SO WE HAVE AN ANNUAL LETTER THAT IT WAS HOME TO FAMILIES ABOUT OUR PREVENTION SUPPORT AND ON THAT IT HAS A LINK TO THE SAFE SCHOOLS ALERT.
ALSO ON THE VERY FRONT OF OUR WEBSITE, KELLY JUST REMINDED ME, AT THE TOP OF THE WEBSITE IT SAYS ANONYMOUS REPORTING TOOL, THAT CAN BE USED FOR FAMILIES OR STUDENTS WHO WANT TO REMAIN ANONYMOUS TO ALERT US OF A SITUATION THAT THEY'RE CONCERNED ABOUT.
THE PEOPLE CAN PUT A NAME WITH THEIR TIP BUT THEY DON'T NEED TO.
THEN WE ALSO LOOK INTO ANY OF THOSE SITUATION THAT COME UP ON THE SAFE SCHOOLS ALERT.
I'M THINKING OF WHEN YOU TALK ABOUT COMING TOGETHER AND COLLABORATING AROUND HOW TO ENSURE THAT OUR CULTURE IS OF THE NATURE WHERE WE'RE HELPING STUDENTS TO WATCH OUT FOR BULLYING OR HOW TO REPORT AND HOW TO SUPPORT ONE ANOTHER,
[01:10:06]
FEELING COMFORTABLE, TALKING TO AT ADULTS, AND KNOWING WHAT TO DO, AS WELL AS A TAKING HOW TO RESPOND.ONE OF THE GROUPS THAT MEETS REGULARLY IS, CHRISTIE MENTIONED CHRIS COCHRAN, OUR DISTRICT BEHAVIORAL MENTAL HEALTH DIRECTOR.
HE IS REGULARLY WITH OUR ASSISTANT PRINCIPALS AND REGULARLY WITH OUR DEANS AND ALSO THE COUNSEL.
WHEN HE MEETS WITH THE ASSISTANT PRINCIPALS AND THE DEANS, THEY TALK A LOT ABOUT DISCIPLINE, THEY TALK ABOUT DIFFERENT SCENARIOS THAT COME THEIR WAY AND HOW THEY SUPPORT THOSE.
NOT TO ANSWER FOR CHRIS OR CREATE SOME WORK FOR HIM BUT I THINK THAT HE WOULD BE VERY OPEN TO CONSIDERING HOW TO BRING THE GROUP TOGETHER AROUND THE SUBJECT THAT EXPANDS BEYOND JUST THE COUNSELOR, THE DEAN, AND THE ASSISTANT PRINCIPAL.
>> THIS IS CHRISTIE. I WOULD ADD TO THAT.
[INAUDIBLE] SOMEONE AND I MEET ON A REGULAR BASIS WITH OUR STUDENTS.
THIS IS A TOPIC THAT I'VE HEARD OUR STUDENTS BRAINSTORM ABOUT THE IDEAS.
ONE OF MY SAYINGS THAT I OFTEN PUT OUT THERE FOR STAFF IS WHEN WE WANT TO CREATE SUSTAINABLE CHANGE, IT NEEDS TO BE BY THE PEOPLE OR THE PEOPLE.
MAKING SURE THAT WE'RE HEARING FROM THOSE WHO ARE MOST IMPACTED AND CLOSEST TO THE WORK.
OUR STUDENTS DO HAVE THESE CONVERSATIONS.
I KNOW IT'S SOMETHING THAT THEY TALK ABOUT LEADERSHIP.
WHEN I SPEND TIME WITH GARY AND CONAN, THEY TELL ME ABOUT THE KIND OF THINGS THEY LOOK FOR IN A HEALTHY ENVIRONMENT.
I DO THINK YOUR POINT ABOUT PARENTS IS WE CAN ALWAYS DO A BETTER JOB OF PARENT EDUCATION.
I JUST DON'T THINK WE CAN OVER COMMUNICATE.
TRINA, TALKING ABOUT THE WEBSITE, IS THERE A LETTER WE CAN SEND HOME? HERE ARE SOME SIGNS THAT YOU WANT TO LOOK FOR IF YOU HAVE QUESTIONS BECAUSE I THINK SOMETIMES WE DO SOME THINGS AT ONCE.
THIS IS ONE OF THOSE TOPICS FOR YOU.
THERE'S ANOTHER PART OF THIS TOO THAT IS, I THINK, MORE COMPLEX.
I CAN TELL YOU MY STAFF FINDING SAYS A LOT OF TIMES THAT ADDITION OF CYBER BULLYING AND THAT IS A REAL COMPLEX ONE BECAUSE OFTEN THAT'S HAPPENING OUTSIDE OF SCHOOL BUT THEN IT COMES INTO SCHOOL.
AGAIN, WE TALK A LOT OF CONVERSATIONS WITH THE POLICE DEPARTMENT, WE HAVE A LOT OF CONVERSATIONS WITH OUTSIDE COUNSELORS, A LOT OF CONVERSATIONS WITH FAMILIES AND THIS IS ONE THAT I KNOW OUR STAFF DOES TAKE VERY SERIOUSLY.
I WOULD ASK IF THIS IS SOMETHING FOR THE BOARD TO TALK ABOUT.
IS THIS SOMETHING THAT YOU WOULD LIKE TO HAVE A STUDY SESSION ON AT SOME POINT TO ACTUALLY GET TOGETHER? I SEE OUR STUDENTS ARE NODDING, YES, BUT I DON'T KNOW WHAT YOU WOULD LIKE TO DO BEYOND THIS CONVERSATION RIGHT HERE AS A BOARD.
>> TO ME, IT SEEMS LIKE WE NEED TO HAVE CHRIS HOP IN ON THIS CONVERSATION.
I WOULD WANT TO MAKE SURE THAT, AT LEAST, MORE THAN JUST PUTTING IN THE REPORT MARKS, BUT NOTICING THE PARENTS THAT THIS IS GOING TO BE A TOPIC OF OUR STUDY SESSION, AND TRY TO PRESERVE THIS.
BECAUSE I KNOW THERE ARE A LOT OF PEOPLE.
>> WE DO WANT TO CONSIDER THAT. I AGREE.
CHRIS COULDN'T BE HERE TONIGHT.
HE WANTED TO BE HERE BUT HE COULDN'T BE HERE TONIGHT.
I SAID TO HIM THAT THIS MAY BE A TOPIC FOR THE FUTURE.
THE PRINCIPAL WAS JUST REMINDING ME THAT YESTERDAY THERE WAS A HIGH-SCHOOL TEAM ALL LED TO HARASSMENT, INTIMIDATION TRAINING DOWN AT THE ESD, AND TONY YOU DID A REALLY NICE JOB, THIS IS NOT A FORMULA ISSUE.
THIS IS AN ISSUE, IT DOESN'T MATTER WHO I'M TALKING TO, WE'RE ALL TRYING TO FIGURE THIS OUT.
IT'S ONE THAT ACTUALLY WE CAN GLEAN FROM THE WISDOM OF OTHER LEADERS AND DISTRICTS AS WELL.
>> I DEFINITELY THINK THAT IT WOULD BE BENEFICIAL TO HAVE A STUDY SESSION ON THIS, ESPECIALLY WITH CHRIS THERE, BECAUSE IT WOULD ALSO BE A TIME FOR US AS A GROUP TO BRAINSTORM WAYS THAT WE COULD INCREASE THAT COMMUNICATION WITH PARENTS IN THE COMMUNITY ABOUT BULLYING PREVENTION LESSONS.
IT WOULD ALSO BE IN PLACE WHERE [INAUDIBLE] WE SHARE THAT GAINS, ESPECIALLY IN THE LEADERSHIP PROGRAMS SPECIFICALLY, AND SOCIAL EMOTIONAL LEARNING LESSONS HAVE DONE TO ATTEMPT TO EDUCATE BULLYING, AND WHAT WE WOULD RECOMMEND FOR ANY KIND OF STUDENT-LED CHANGES TO PREVENT BULLYING.
>> I JUST WANT TO MAKE SURE THAT THE MIDDLE SCHOOLS GOT CREDIT TO THE BOARD OF OUR MIDDLE SCHOOL FOR ALSO REPRESENTING [OVERLAPPING].
[01:15:03]
CELL PHONE AND I'M WONDERING WHAT THE RELATIONSHIP IS BETWEEN THAT AND BULLYING.WHETHER YOU MIGHT CONSIDER IT AS A TOPIC BECAUSE IT IS A SAFE SPACE TO BE AWAY FROM THE TECHNOLOGY, WHETHER [INAUDIBLE] USING CELLS PHONES IN OUR SCHOOLS, NUMBER 1.
NUMBER 2, MONITORING [INAUDIBLE] COVERS THE MONITORING OF THE SCHOOL BULLYING AT LARGE AND IT'S THE SAFETY.
BUT JUST YOU HAD MENTIONED BEFORE THAT OUR BASELINE FOR MEASURING PROGRESS IN THIS AREA IS NOT GOOD BECAUSE THERE WAS FAULTY DATA.
HOW DO WE GO ABOUT ESTABLISHING A BASELINE FOR MEASURING OUR SUCCESS IN THIS AREA, AND HOW DO WE DETERMINE WHICH INTERVENTIONS ARE ACTUALLY CAUSING POSITIVE CHANGE?
>> I THINK THAT WOULD BE A GOOD CONVERSATION FOR A STUDY SESSION.
I DO WANT TO POINT OUT THAT THE PART, AND MY TEAM, YOU CAN DISAGREE WITH ME OR AGREE WITH ME BECAUSE WE TEND TO GET THE CALLS, THE PART AROUND CELL PHONES AND CYBER BULLYING, WHICH TYPICALLY HAPPENS WHEN STUDENTS ARE NOT AT SCHOOL.
WE SEE MORE PROBLEMS AFTER A BREAK, AFTER A WEEKEND, THE USE OF TIKTOK ACCOUNTS, SNAPCHAT.
I THINK THERE'S A PART HERE THAT, LIKE I SAID, WE CAN'T SOLVE THIS.
IT CAN'T BE A SCHOOL DISTRICT ONLY, THESE.
THERE'S SOME THINGS THAT WE HAVE A CONTROL OVER AND THERE'S A LOT OF THINGS WE DON'T AND SO MAKING SURE THAT WE DO THIS IN PARTNERSHIP WITH OUR COMMUNITY AND OUR FAMILIES AND HIGHLIGHTING WHAT WE ALL CAN BE DOING, WHAT'S OUR ROLE, DEPENDING ON THE HAT WE WEAR.
I KNOW AS A MOM MYSELF, ANY SOCIAL MEDIA MY STUDENTS WERE IN, I WAS TRACKING THAT.
THEY HAD TO BE FRIENDS WITH ME, I WAS CONSTANTLY ON IT.
I'D TURN TO THE PHONE OFTEN AND WOULD GO THROUGH IT.
IT WASN'T TO INVADE PRIVACY, THEY WERE MINORS.
AT MY HOME I WANT TO KNOW WHAT WAS HAPPENING SO I WAS AWARE OF THOSE THINGS.
BUT IT'S HARD TO PARENT SOMETIMES TO UNDERSTAND THAT WHEN YOU PERSONALLY DIDN'T EXPERIENCE IT AS A STUDENT, IT'S JUST, I DON'T KNOW IF ONE OF OUR TEAM WOULD ADD TO IT.
THEY'RE ALL POINTING THE SAME. ANYWAY, I WOULD LIKE TO BRING FORWARD AS A STUDY SESSION, I THINK I SEE YOUR POINT DEFINITELY IN HIGHLIGHTING THAT WE'RE GOING TO HAVE THIS CONVERSATION.
I THINK NOT EVEN JUST IN A STUDY SESSION, I THINK YOU KNOW ABOUT THE PARENT EDUCATION AROUND THAT.
>> IF I COULD SAY ONE LAST THING, I DON'T WANT TO INTERRUPT, BUT I THINK, CHRISTIE, I THINK IT WAS YOU, YOU SAID IT, MAYBE WE SEND THAT ONCE A YEAR, THAT LETTER AND MAYBE WE SEND SOMETHING MORE.
I THINK THAT THE DESIRE FOR A BETTER CULTURE IS THERE.
SOMETIMES WE DO NEED HELP FROM ALL THE DIFFERENT ANGLES THAT WE CAN.
I DON'T MEAN SOME SAYING THAT WE'RE NOT DOING A GOOD JOB.
WHAT I THINK IS THAT WE JUST NEED TO MAYBE CREATE A CULTURE THAT WILL ALLOW US TO FEEL COMFORTABLE WHERE WE ARE AND FEEL HAPPY AND, OF COURSE, THAT YOU BELONG IN.
BULLYING EFFORTS SHOULD GO JUST VERY SEAMLESSLY THERE.
WE'RE DOING A GREAT JOB BUT I THINK THAT WE TOO CAN IMPROVE.
MAYBE WE'RE DOING IT BY A LOT OF THE FAMILIES AND ALL THE DIFFERENT ENTITIES THAT ARE RELATED TO THE SCHOOL TO HELP OUT AND MAYBE THEN.
>> I JUST WANT TO VISION SOMETHING I FORGOT TO SAY EARLIER.
I DEFINITELY AGREE WITH ANTONIO ON THE POINT THAT IT MIGHT HELP TO IMPROVE THE CULTURE A LOT IF WE HAD A LARGER GROUP OF WELL-KNOWN STUDENT LEADERS WHO MADE VERY CLEAR SHAME ON BULLYING AND COOL.
BECAUSE I KNOW ESPECIALLY THE OTHER CLASS AND THERE ARE A LOT OF OLDER ATHLETES, LIKE KIDS THAT THEY KNOW FROM INITIATION OR POSSIBLE MENTORING FOR SOME SPORT.
OR THAT THEY SEE IN THE HALLWAYS WHO ARE ITCHING TO MAKE A POINT OF BEING FRIENDLY.
[01:20:02]
I THINK THAT A LOT MORE OF THOSE KIDS MAKE A POINT OUTSIDE OF CLASS TO BE CLEAR AND BULLYING IS NOT COOL.THESE ARE THINGS THAT DEMONSTRATE THROUGH BEING A ROLE MODEL AND TO SEE IT WILL DEFINITELY HELP TO IMPROVE BECAUSE THERE ARE A LOT OF PEOPLE, IF THEY'RE SHAMED FOR SOMETHING, THEY'D ALWAYS STOP THAT BEHAVIOR.
THAT'S SOMETHING THAT NEEDS TO HAPPEN MORE.
>> I FORGOT SOMETHING THAT I WAS THINKING ABOUT TOO EARLIER.
HAVING HAD KIDS IN SCHOOL AND HAVING HAD A KID WHO GOT BULLIED FOR A WHILE, ONE OF THE SOURCES OF FRUSTRATION IS THE FEELING THAT NOTHING IS BEING DONE ABOUT IT.
WE'LL GET OUR COMMUNICATION, LET PEOPLE KNOW THAT THERE IS BULLYING, THAT INDEED IT IS BEING ADDRESSED.
OBVIOUSLY, YOU CAN'T VIOLATE THE CONFIDENCE OF THE PERSON WHO PERPETRATED IT BUT I THINK FROM A SENSE OF JUSTICE AND FROM THE SENSE OF SAFETY, PEOPLE WANT TO KNOW THERE'S BEEN A [INAUDIBLE].
IF THERE IS A BETTER WAY TO COMMUNICATE THAT THERE HAS BEEN INTERVENTION.
THAT'S THE PART WHERE PEOPLE ARE COMPLAINING, THEY'RE THINKING, CERTAINLY THE BOARD AND THE POLICIES AND PROCEDURES AND THEY KNOW THAT IT IS BEING HANDLED.
BUT PEOPLE DISCUSSING PROBLEMS WITH THEIR OWN KIDS SEEM TO BE SOMEWHAT AWARE OF THE FACT THAT THE SITUATION IS BEING DEALT WITH SO THAT COMMUNICATION CAN BE TIGHTENED A LITTLE BIT.
>> SEE, THIS IS A REAL GOOD TOPIC.
[INAUDIBLE] COUPLE OF HOURS TO DIVE INTO IT.
I'M JUST GOING TO SUGGEST AND I'LL WORK WITH YOU, WE'LL FIND TIME TO ADD SESSION.
WE'LL MOVE ON FROM THERE AND DIVE DEEPER INTO THIS.
THANK YOU TO THE TEAM FOR ALL THOSE QUESTIONS.
JAMIE IS HERE, BECAUSE ONE OF THE THINGS WE SAID WE'D DO IS GIVE YOU AN UPDATE.
NOW, YOU HEARD ME SAY SOMETHING EARLIER ABOUT THE BUS.
WE'RE NOT GOING TO JUST PUT SOMETHING IN PLACE AND NOT HAVE SUSTAINABLE.
JAMIE, MARK, AND I HAVE BEEN TALKING A LOT ABOUT OUR FACILITIES AND, HOW DO WE CREATE A PREVENTIVE MAINTENANCE SYSTEM.
ONE OF THE PIECES THAT WE HAVE UNCOVERED IS JUST THE CULTURAL SHIFT.
THIS IS GOING TO BE IN OUR ORGANIZATION.
ANY TIME YOU'RE DEALING WITH A CULTURAL SHIFT, YOU NEED TO REMEMBER TO GO SLOW TO GO FAST BECAUSE YOU WANT TO MAKE SURE THAT YOU'RE BRINGING PEOPLE ALONG.
WE CAN EASILY DO THE TECHNICAL PART OF THIS AND WE CAN CHANGE NOTHING.
HOW DO WE DO THE TECHNICAL PART WHERE GET THE SYSTEM IN PLACE, THE ACTUAL TECHNICAL PART? BUT ALSO HOW DO WE THINK ABOUT THE TRAINING, UNDERSTANDING BY THOSE PEOPLE WHO ARE INVOLVED IN IT? THERE'S A LOT OF COMPLEXITY.
ONE PIECE THAT I WILL ADD, I'M GOING TO PASS THIS OVER TO JAMIE.
IF YOU REMEMBER ABOUT A YEAR AGO, I SAID WE HIRED A GROUP TO COME IN AND ACTUALLY DO AN EVALUATION OF OUR FACILITIES.
AS THAT HAPPENS, SOMETIMES YOU WORK WITH EIGHT PERSON OR EIGHT PERSON IS IN CHARGE OF SOMETHING AND THAT PERSON LEAVES THE JOB, THE WORK STOPS.
THAT'S EXACTLY WHAT WE HAD FOUND JUST HAPPENED.
WE HAVE BEEN LOOKING FOR A NEW PARTNER TO HELP PICK US UP BECAUSE WHAT WE NEED TO KNOW IS, WHAT ARE WE ACTUALLY LOOKING AT? WE'RE DOING A DEEP ANALYSIS OF EVERY PART OF ALL OF OUR FACILITIES SO WE KNOW WHAT WE'RE ACTUALLY GOING TO BUILD.
I THINK WE'RE GETTING REALLY CLOSE.
I'M GOING TO TURN IT OVER TO JAMIE BUT I DID WANT TO GIVE HIM A SHOUT OUT FOR ALL THE WORK THAT HE'S BEEN PUTTING INTO THIS BECAUSE IT'S NOT BEEN SUPER EASY TO TRY TO THINK ABOUT BUILDING THE SYSTEM AT THE SAME TIME THAT WE'RE FINISHING THE HIGH-SCHOOL.
>> NEXT, I WANT TO THANK STEVE, FIRST OF ALL, BECAUSE IT'S NICE TO HAVE SOMEONE ONBOARD THAT HAS DONE THIS WORK, IS SUPER KNOWLEDGEABLE.
STEVE CAME IN THERE WITH CHRISTIE, MARK, AND I A FEW MONTHS AGO AND IS PROBABLY A LITTLE FRUSTRATED THAT WE'RE NOT WHERE WE WANT TO BE.
AS A MAINTENANCE DIRECTOR, WE'RE EXCITED TO BE GOING THIS ROUTE.
THE PART THAT WE'RE GOING TO NEED HELP WITH IS THE STATE'S RESOURCES.
I KNOW THE BOARD HAS MADE FACILITIES
[01:25:01]
PART OF THE STRATEGIC PLAN AND WE'RE GOING TO NEED TO CONTINUE TO ADD THAT SUPPORT TO DO THIS JOB WELL AND TRULY GET TO PREVENTIVE MAINTENANCE, WHICH IS NO LONGER GOING TO SAVE US MONEY, BUT IT IS GOING TO COST US THINGS UPFRONT TO GET TO WHERE WE NEED TO BE.I'LL ALSO SAY THAT MOST SCHOOL DISTRICTS ARE A REACTIVE MAINTENANCE SITUATION, AND WE ARE EXACTLY THE SAME AND HAVE BEEN FOR QUITE A LONG TIME.
WHEN I GOT HERE OUR MAINTENANCE WORK TICKET PROGRAM WAS JUST AN EXCEL SHEET THAT ANYBODY COULD SUBMIT A WORK TICKET.
IT WAS ON THIS MASSIVE EXCEL FILE THAT THERE WAS NO SORTING DONE, ANYBODY COULD REQUEST ANYTHING, IT WAS REALLY CLUNKY AND HARD TO GET DATA FROM AND HARD TO MANAGE.
WE ARE NOW ON A FACILITY MAINTENANCE PROGRAM THAT A LARGE PORTION OF THAT IS THE WORK ORDER SYSTEM.
WE HAVE SPECIFIC PEOPLE THAT CAN REQUEST WORK ORDERS AND THE SCHOOL CUSTODIAN ADMINISTRATION TO NARROW DOWN THE SCOPE, IF A TEACHER HAS A WORK ORDER REQUEST IT'S GOING TO BE LADDERED THROUGH SOMEBODY ELSE AND IF THEY SAY THAT'S NOT REALLY A PRIORITY RIGHT NOW BEFORE IT GETS TO THE MAINTENANCE DEPARTMENT AND US HAVING TO MAKE THOSE DECISIONS.
THAT'S BEEN IN PLAY FOR QUITE SOME TIME.
WHAT WE DO NEED TO GET BETTER AT IS THE PREVENTATIVE MAINTENANCE SUPPORT PART OF OUR DEPARTMENT.
LIKE CHRISTIE SAID, THERE'S GOING TO BE A CULTURE CHANGE THAT WE'RE GOING TO GO FROM BEING A REACTIVE MAINTENANCE CREW TO HOPEFULLY GETTING TO PREVENTIVE MAINTENANCE AND THERE'S SOME LARGE LEGWORK THAT HAS TO HAPPEN FOR US TO GET THERE.
ONE OF THE THINGS THAT CHRISTIE EXPLAINED WAS UNDERSTANDING WHERE WE'RE AT AT ALL OUR FACILITIES.
WE GOT A BEAUTIFUL NEW HIGH SCHOOL THAT'S GOING TO BE PRETTY EASY TO GET INTO OUR PREVENTIVE MAINTENANCE PLAN.
WE HAVE A LOT OF OTHER SCHOOLS THAT HAVE COMPETING NEEDS THAT IS HARD TO, A, BUDGET FOR TO KNOW WHAT THOSE THINGS COST.
THAT IS PART OF THE GROUP THAT WE GOT INVOLVED TO HAVE A LOT OF DIFFERENT PEOPLE COMING AROUND OUR FACILITIES WITHOUT EVALUATING EVERYTHING FROM ROOFS TO OUR ELECTRICAL SYSTEMS, TO OUR HVAC SYSTEMS, TO EVERYTHING TO HELP US PRIORITIZE WHAT ARE THE THINGS THAT WE NEED TO DO NEXT.
THAT'S ALSO WHERE YOU GUYS COME IN AND WORK AS WELL BECAUSE THERE'S THINGS, WHEN YOU TALK ABOUT A LARGE ROOF PROJECT, LET'S SAY, FOR EXAMPLE, WE DID PORTIONS OF THAT.
THAT WOULD EAT UP OUR ENTIRE MAINTENANCE BUDGET IF WE HAD TO REPLACE A ROOF THE SIZE OF THIS.
THERE'S THINGS THAT WE'RE GOING TO NEED TO PLAN FOR THAT ARE OUTSIDE OF OUR JUST YEARLY MAINTENANCE BUDGET, AND THAT'S WHERE WE'RE WAITING TO GET SOME HELP FROM THE OUTSIDE GROUP AS THEY COME THROUGH AND HELP US PUT A PRICE TO WHAT THESE THINGS ARE TO KEEP ON TOP WITHIN A CYCLE OF WHEN THOSE THINGS SHOULD COME UP FOR REPLACEMENT.
THEN AS FAR AS OUR INNER WORKINGS, AND I SHOULD SAY, OUR MAINTENANCE STAFF DOES DO PREVENTATIVE MAINTENANCE NOW.
IT IS NOT ACCOUNTED FOR IN OUR WORK ORDER SYSTEM, SO WE WANT TO BE ABLE TO SHOW THAT DATA AND WHAT WE'RE SPENDING ON IT, AND THEN ALSO MAKING SURE THAT IT IS ON A CONSISTENT SCHEDULE.
AGAIN, WE'RE AT A REACTIVE STATE THAT THINGS MIGHT TAKE PRIORITY OVER A PREVENTIVE MAINTENANCE JOB THAT THEY KNOW THAT WE NEED TO DO BUT SOMETHING ELSE WOULD JUMP IN FRONT OF THAT WITH A PRIORITY.
LIKE I SAID, THIS IS WHERE WE WANT TO GO BECAUSE I THINK THAT WE'RE GOING TO BE ABLE TO CONSISTENTLY SHOW THE PUBLIC THAT WE'RE TAKING CARE OF OUR FACILITIES THE WAY THEY NEED TO BE AND THAT THEY'RE HOPEFULLY LASTING AS LONG AS POSSIBLE.
>> [INAUDIBLE] I KNOW HAS A QUESTION. ONE THING I WANT TO ADD IS I TALK WITH STAFF ABOUT THE CLASSROOMS AND THE THIRD TEACHER.
IF YOU TALK TO OUR STUDENTS AND IF YOU LOOK AT THE DATA, HOW STUDENTS FELT ABOUT LEARNING IN THE OLD HIGH SCHOOL VERSUS HOW IT'S CHANGED THEIR LEARNING OPPORTUNITIES IN THE NEW HIGH SCHOOL MATTERS.
[01:30:02]
WE ACTUALLY HAD ANOTHER SCHOOL DISTRICT COME A WEEK AGO AND DO A TOUR, AND THEY ARE LOOKING OUR FACILITIES AS WELL.THEY COULD NOT BELIEVE THE DIFFERENCE IN BEHAVIOR FROM THEIR HIGH SCHOOL TO OUR HIGH SCHOOL.
IT WAS INTERESTING WHEN I WAS REFLECTING ON THAT WITH ONE OF OUR APS, HE GOES, "I EXPLAINED WHAT THEY DESCRIBED IS WHAT WE USED TO SEE.
WE'RE JUST NOT SEEING IT NOW BECAUSE IT'S JUST CHANGED." WE KNOW HOW IMPORTANT FACILITIES ARE.
JAKE, YOU MENTIONED THAT WHEN YOU SEE THE STRATEGIC PLAN, ONE OF THE THINGS THAT WE'RE VERY INTENTIONAL TO CALL OUT IS ONE OF THE FOUNDATIONAL PIECES IS OUR OPERATIONS AND OUR FACILITIES THAT HAS TO BE THOUGHT ABOUT.
I THINK FOR A LONG TIME IN EDUCATION, WE DIDN'T [INAUDIBLE] THE IMPORTANCE OF THE FACILITIES UP.
JANIE AND I HAVE BEEN TALKING AND MARK AS WE THINK ABOUT BUDGET COMING INTO THE NEW YEAR, MAKING SURE THAT WE'RE REALLY FOCUSED ON A BUDGET THAT IS STREAMLINED AND SUPPORTED BY THAT STRATEGIC PLAN, WHICH YOU WILL HAVE TO VOTE ON.
WE WILL GET TIME TO LOOK AT THAT.
THAT'S BEEN GOING ON NOW FOR ALMOST THE WHOLE TIME I'VE BEEN HERE.
WE'RE GETTING TO THOSE FINAL STAGES, AND SO YOU'LL HAVE FEEDBACK ON THAT.
BUT YOU WILL SEE FACILITIES CALLED OUT FOR THIS REASON, AND ONE, BECAUSE I KNOW THAT IT WAS A PRIORITY OF THE BOARD.
QUESTIONS FOR JANIE AND MYSELF.
>> WOULD THAT BE A GENERAL FUNDING FROM THE STATE YOU'RE TALKING? I HEARD YOU SAY YOU NEEDED MORE MONEY FROM THE STATE FOR THIS.
>> NO, [NOISE] IN OUR BUDGET. IT WOULD BE GREAT, YES, IF THE STATE FULLY FUNDED EDUCATION LIKE WE PLAYED.
THERE'D BE A LITTLE MORE CONSISTENCY IN REPLACEMENT OF NOT JUST BUILDING, BUT BUILDING A ROOF OR YOU'D HAVE MORE BUDGET MONEY TO DO THOSE BIG TICKET ITEMS THAT CAN'T BE DONE WITHOUT A BUDGET.
OTHERWISE, YOU'RE LOOKING AT SOME THINGS LIKE YOU SAW IN OUR BOND, IS WE DID SOME SAFETY SECURITY UPGRADES, WE DID SOME PRIORITY PROJECTS AROUND THE DISTRICT, MAINTENANCE PRIORITY PROJECTS.
DOING THOSE OUTSIDE OF SOMETHING LIKE THE [INAUDIBLE], IT WOULD HAVE BEEN EXTREMELY DIFFICULT BECAUSE THEY ARE BIG TICKET ITEMS. RIDING THE BOND AND HAVING THE PRIORITY MAINTENANCE ITEMS ATTACHED TO THAT IS SUPER HELPFUL AND IT GOT US TO FEELING A LITTLE BIT BETTER ABOUT WHERE WE WERE AT, ONE BEING OUR HVAC CONTROL SYSTEM, WHICH WAS WOEFULLY OUT OF DATE.
WE TALKED ABOUT THE COMFORT OF OUR STAFF AND STUDENTS, AND WE'RE STILL STRUGGLING WITH THAT, DIALING THAT IN, BUT GETTING UPGRADED WHERE WE CAN ACTUALLY SEE WHAT'S GOING ON IN EACH BUILDING.
THE FIRST THING IN THE MORNING, WHICH THERE WERE SOME BUILDINGS WE HAD NO CONTROL SYSTEM ON OUR COMPUTER.
THOSE THINGS WE HAD TO HAVE HELP OUTSIDE OF OUR JUST NORMAL BUDGET ALLOTMENT PER YEAR.
>> JUST REMEMBER CENTRAL, AND I'M SURE YOU GET A LOT OF CALLS FOR HELP ABOUT [INAUDIBLE] CENTRAL.
>> A LOT OF DIFFERENT SCHOOLS, UNFORTUNATELY.
[LAUGHTER] BUT LIKE I SAID, JUST ON COMFORT, THE DEC CONTROLS ARE HUGE NOW THAT WE DID, AND WE ARE NOW JUST FINISHING ACTUALLY AT THIS STEP.
ALL THE SCHOOLS WILL BE UPDATED TO THE SAME TYPE OF CONTROL SYSTEM.
ALL THAT OUR HVAC TECHNICIAN CAN SEE ON THE COMPUTER, SO WE KNOW THINGS.
BEFORE WE WOULD HAVE TO WAIT UNTIL SOMEBODY ACTUALLY COMPLAINED BEFORE WE MIGHT KNOW OF AN ISSUE.
NOW WE CAN BE MORE PROACTIVE AND ACTUALLY IN THE MORNING CAN SEE, HEY, THIS ROOM IS AT 55 DEGREES, WE GOT SOMETHING GOING ON.
PRIOR TO THAT, WE WERE WAITING FOR SOMEBODY TO CALL AND SAY, HEY, OUR ROOM'S COLD.
OR MAINTENANCE GUYS, THREE GROUNDS GUYS, THOSE FOUR MAINTENANCE GUYS CANNOT GET TO EACH CLASSROOM IN THE DISTRICT AND KNOW WHAT'S GOING ON WITH EACH BUILDING.
>> I WANT JUST A LITTLE MORE SPECIFIC, I'M JUST WONDERING WHAT THE RESOLUTION WAS TO THE SITUATION HERE, ESPECIALLY, [INAUDIBLE] SITS WHAT HAPPENED THERE.
WE HAD A CONTRACTOR COME OUT AND LOOK.
EVERYBODY KNOWS WE HAVE TWO HEATERS IN THE GYM THAT ARE SO ANTIQUATED.
THAT ONE HAD BROKEN A YEAR AGO OR SO.
ONE JUST WENT DOWN HERE THIS YEAR.
[01:35:02]
THE MOTOR AND WE CAN'T HAVE PARTS FOR IT, SO WE BROUGHT IN A CONTRACTOR TO TAKE A LOOK THERE.I DON'T KNOW HOW WANT TO GO, BUT THERE'S SEVERAL THINGS AT PLAY HERE.
ONE BEING THE HEATING SYSTEM AT NORTH BELL COMES OUT OF THE CADET BUILDING, WHICH WE NEED TO TEAR DOWN HERE AT SOME POINT.
WE NEED TO MOVE THE BOILER ROOM OR PRESERVE IT SOMEHOW.
WE START TALKING ABOUT WHAT WE WANTED TO DO IN THE GYM AREA THAT CAME INTO PLAY.
WHAT'S OUR BEST LONG TERM ANSWER HERE? IS THERE ELECTRIC HEATERS IN THE GYM THAT WE CHANGED TO THE HYDRAULIC SYSTEM, MOVE THE BOILER ROOM? IS WE'RE GOING TO HAVE TO DO THAT ANYWAY OR WHAT ARE THE THINGS THAT WE'RE GOING TO LOOK AT? WE ALSO HAD APPLIED FOR GRANT EMERGENCY GRANTS FROM THE STATE.
I THINK WHEN WE WERE AT THE CAPITOL YESTERDAY, WE WERE HEARING TREAT FACILITIES PART AND THE PARTS FOR THOSE CAPITAL GAIN TAXES GOING BACK TO THE PUBLIC EDUCATION.
THIS IS ONE OF THE REASONS WHY, ESPECIALLY WHEN YOU'RE IN MID SIZE OR A SMALL DISTRICT, WHAT JAMIE IS POINTING OUT, WE DON'T JUST HAVE THE ABILITY TO JUST PULL IT'S A LIMITED FUND BUDGET AND STILL MAKING SURE THAT WE ADVOCATE STRONGLY THAT THOSE FACILITY DOLLARS.
THAT'S THE FIRST TIME IN A LONG TIME THAT I'VE HEARD THE STATE TALK ABOUT FACILITIES.
WE NEED TO BE CONSIDERED AS PART OF BASING IT, THIS IS WHY BECAUSE WE'RE NOT THE ONLY DISTRICT THAT'S STARTING TO FACE THIS.
WE'RE SEEING LOTS OF DISTRICTS WHERE THEY'RE THEY WERE BUILT WITH THE TECHNOLOGY NEEDS THAT THEY HAVE NOW.
THEY WEREN'T BUILT WITH MOST UP TO DATE EQUIPMENT.
WE CAN'T JUST KEEP PUTTING IT ON TO FIGURE OUT A NEW OR WHATEVER.
THIS IS PART OF IT. AS WE PUT NEW THINGS IN PLACE.
HAVING THIS PREVENTATIVE SIDE, WE WILL ENSURE THAT WE'RE BEING THE BEST STEWARDS WE CAN WITH THE INVESTMENTS WE PUT IN PLACE.
>> TO GO BACK TO YOUR QUESTION, NOT GETTING THOSE TWO GRANTS, AFFECTED WHAT WE REALLY COULD LOOK AT DOING.
WE BROUGHT BACK IN THE CONTRACTOR.
THAT'S OUR BEST CASE SCENARIO.
HE THOUGHT THERE WOULD BE A POSSIBILITY OF READABILITY OF THE COILS AND THE MOTORS IN THESE TWO UNITS THAT WENT DOWN AND THEN THIS WEEK HE CAME BACK AND SAID, THAT THAT WASN'T GOING TO BE POSSIBLE.
PROBABLY RIGHT NOW, THEY GAVE US TWO OPTIONS TO LOOK AT CHANGING THE HYDRAULIC SYSTEM OR TRYING TO FIND A LIGHT FOR.
THE MOST ECONOMICAL SOLUTION FOR US NOW IS TO FIND A LIGHT FOR LIGHT.
GREAT PROCESS AND IT'S NOT A SHORT PROCESS, UNFORTUNATELY.
>> WE GOT LUCKY THERE IS HEAT IN THAT BUILDING WITH THE STAGE AREA AND THE KITCHEN.
THOUGH WE ACTUALLY DIDN'T WE WERE THINKING WE MIGHT HAVE TO A TEMPORARY HEAT IN THE GYM.
WE WERE STAYING SOMEWHERE AROUND 50 DEGREES, A COUPLE OF REALLY OLD DAYS, IT WAS IN THE '40S, BUT WE WERE ABLE AT TO SAY ABOUT HAVING TO DO SOMETHING EXTRA IN THERE FOR THE TIME BEING.
>> I JUST WANTED TO PITCH IN AND REALLY STRESS THE DR. CAMPBELL WAS SAYING ABOUT THE IMPACT THAT ALL THE FACILITIES MAINTENANCE CAN HAVE ON BEHAVIOR.
SOME WHO SPENT THE FIRST YEAR AND A HALF MY HIGH SCHOOL EXPERIENCE IN THE OLD BUILDINGS, AND ALMOST YEAR AND A HALF IN THE NEW BUILDING.
IT IS DEFINITELY A LOT EASIER TO FOCUS AND SEE A LOT OF BEHAVIORAL ISSUES WHEN YOU'RE NOT SHIVERING IN COLD IN CLASS AND THERE'S THAT ONE CHAIR THAT KEEPS SWEEPING TIPS SO FAR BACK, ALMOST FALL OVER, THERE'S NOT UNDER THE DESK THAT YOU HAVE WORRY ABOUT ASKING AND TOUCHING, AND GOING TO WASH YOUR HANDS.
WHEN WE REACHED DOWN BY THE LOCKER AND THERE ARE ANTS CRAWLING DOWN.
BEING IN THE NEW SCHOOL HAS IMPROVED PEOPLE'S BEHAVIOR.
I NOTICED THAT PEOPLE START TREATING THE FACILITIES NICER BECAUSE THERE SEEMS TO BE THAT KIND OF MINDSET THAT, OH, THE OLD SCHOOLS ARE IN TRASH.
WE DON'T HAVE TO MAINTAIN IT, IT'S GOING TO BE TORN OUT ANYWAY.
WE HAVE TO WAIT AN ENTIRE HALF AN HOUR, BECAUSE THERE CAN BE ONE BATHROOM IN THE BUILDING THAT IS OPEN, AND HAVING A NEW FACILITIES.
NOT ONLY DO PEOPLE TREAT IT BETTER AND HAVE BETTER,
[01:40:02]
MORE FOLKS BEHAVIOR BECAUSE OF A LOT DISTRACTED, I ALSO NOTICED A LOT LESS TRASH EVERYWHERE AND MESS IN THE BATHROOMS AND CAFETERIA.JUST BECAUSE PEOPLE ARE MORE CONSCIOUS IN THE ENVIRONMENT, THEY HAVE TO KEEP THE NEXT TO BE IN.
THE NEW SCHOOL IS IN THE CORNER, IT'S JUST THERE'S NOT MUCH GOING ON HERE, BY THE WAY.
I WILL APOLOGIZE ON BEHALF OF THE [INAUDIBLE] SOPHOMORE YEAR, YOU HEARD ALL THAT BUT ALL THE BOY PATTERNS WERE CLOSED FOR THE REASON.
>> NO, I WOULD JUST LIKE TO SAY THAT TO EMPHASIZE SO PEOPLE UNDERSTAND GOING FROM A REACTIVE MAINTENANCE TO A PREVENTATIVE MAINTENANCE SYSTEM, IT TRULY IS A CULTURE CHANGE.
IT'S A VERY DIFFICULT PATH TO FOLLOW.
I COMMEND YOU FOR MAKING THIS ADVANCEMENT TO PERSPECTIVE SO PEOPLE CAN UNDERSTAND A LITTLE BIT ABOUT REACTIVE MAINTENANCE IS THE TYPE OF MAINTENANCE THAT YOUR EQUIPMENT SPEAKS TO YOU AND THEY DETECT THE WORK BECAUSE YOU HAVE TO REACT BECAUSE IT'S A PROCESS, AND IT'S SOMETHING THAT NEEDS AN URGENT ATTENTION.
IN A PREVENTIVE SITUATION, IT ALLOWS US AN OPPORTUNITY TO PLAN OR WORK.
IN OTHER WORDS, WE PLAN NOWADAYS, WHEN IT DOESN'T AT LEAST AFFECT THE STUDENTS, THEN THOSE ARE RESPONSIBLE IN THOSE AREAS.
IT'S A VERY GOOD SITUATION TO BE IN A PLANNED MEETING SITUATION.
IT'S A GREAT MOVE FORWARD AND I COMMEND ALL OF US INVOLVED FOR MAKING THIS MOVE.
BUT I JUST WANT TO EMPHASIZE THAT IT'S A LOT OF DEDICATION. IT'S A LOT OF WORK.
IT'S NOT AN EASY TASK TO DO, BUT IT'S WELL WORTH THE INVESTMENT.
>> THANK YOU. LIKE I SAID, I WANT TO THANK JAMIE AND HIS TEAM BECAUSE THEY'RE REALLY GOING TO BE DOING THE TEAM RIGHT NOW.
IT'S A LOT OF CONVERSATIONS AND MAKING SURE THEY'RE ON THE SAME PAGE.
WE SHOULD HAVE A REPORT ABOUT OUR FACILITIES AND I'LL BE ABLE TO SHARE WITH YOU IN THE COMING WEEKS, OR MONTHS.
>> HOPEFULLY NEXT MONTH, OR IT MIGHT BE A MONTH AFTER.
>> AS SOON AS WE GET THAT REPORT, WHAT I'D LIKE TO DO IS INVITE JAMIE BACK TO THE TABLE AND WE CAN TALK ABOUT THAT REPORT.
WE'LL GET IT IN YOUR HAND AHEAD OF TIME, AND WE CAN HEAR ABOUT WHERE WE'RE GOING FROM THERE.
>> SPEAKING OF STRATEGIC PLAN, I THINK THIS IS MY LAST LAST ON MARCH 12, 121.
THING IS WE HAVE A STUDY SESSION WHERE WE'RE GOING TO TALK ABOUT INDICATORS.
WE REALLY NEED TIME THAT I NEED YOU TO HAVE TIME WITH DR. CINDY CAMPBELL WHO HAS BEEN HELPING FACILITATE THE CREATION OF OUR STRATEGIC PLAN.
THERE HAVE BEEN HUNDREDS AND HUNDREDS OF PEOPLE FROM STUDENTS, COMMUNITY, SOME OF YOU STAFF CREATING DIFFERENT PARTS OF IT.
THE ONE PART THAT BELONGS TO THE BOARD ALONE IS THE MISSION STATEMENT.
SHE IS AVAILABLE TO COME IN MARCH.
IT WILL BE IN THIS ROOM, I GOT TO THINK.
IT'S HARD TO REALLY WRITE INDICATORS FOR POLICIES WITHOUT A STRATEGIC PLAN.
IT'S BEEN VERY HARD TO PLAN BUDGET WITHOUT A STRATEGIC PLAN.
IT'S BEEN HARD FOR BUILDING PRINCIPALS AND STAFF TO CREATE THEIR STUDENT SCHOOL IMPROVEMENT PLANS WITHOUT SOLID DIRECTION.
THAT MISSION IS REALLY SETTING THE TONE FOR THE WORK THAT WE HAVE TO DO.
A GOOD STRATEGIC PLAN SHOULD LAST SIX YEARS.
I WOULD LIKE TO SUGGEST, AND I'D LIKE TO HEAR FROM YOU, THAT THAT MARCH 12, THAT IT WILL BE INDICATORS AND THE RECOMMENDATION I'M MAKING AS SUPERINTENDENT IS TO MOVE THE INDICATOR CONVERSATION TO A BOARD RETREAT.
BECAUSE THE OTHER PART 2 IS TWO HOURS.
WE'RE ALMOST ON TWO HOURS NOW.
TO TACKLE ALL OF THOSE INDICATORS ON A STRATEGIC PLAN IN A VERY SHORT TIME FRAME,
[01:45:01]
I'D LIKE TO SUGGEST THAT THE INDICATOR CONVERSATION FOR THE MONITORING REPORTS TO A BOARD RETREAT WHERE WE HAVE A FULL DAY TO REALLY DIVE INTO THOSE DOCUMENTS.BUT WE WOULD HAVE A STRATEGIC PLAN AND WE CAN DO IT THIS SUMMER BECAUSE THE MONITORING REPORTS I HAVE FOR THIS YEAR.
ANYWAY, I WOULD LOVE FOR YOU TO CONSIDER BEING OPEN TO INVITING DR. CINDY CAMPBELL INTO THAT SET SESSION.
I BELIEVE MY CONTRACT IS ALSO PART OF THAT CONVERSATION, JUST LOOKING AT THE CURRENT CONTRACT, BUT INVITING HER IN THE SITTING TO SPEND TIME WITH HER AS STATEMENT.
>> I THINK THAT'S A GOOD IDEA.
I'M JUST WONDERING ABOUT THAT PART FOR THE HORSE IDEA OF IF YOU'RE CREATING A STRATEGIC PLAN, DON'T YOU START ON THE MISSION STATEMENT? ISN'T IT CREATED TO SUPPORT THE MISSION STATEMENT?
>> YOU'LL BE GETTING A LOT OF DATA AT THAT WHAT STUDENTS, STAFF, FACULTY HAVE SAID AS HIGHLIGHTS BECAUSE IT'S NOT IN ONE GROUP THAT'S BEEN DOING EVERYTHING.
THERE WAS A SMALL GROUP WHO CREATED THE PORTRAIT OF A GRADUATE.
THERE WAS A GROUP WHO IDENTIFIED THE FOUR KEY STRATEGIES THAT WE WANT TO FOCUS ON BASED ON RESEARCH.
THEN THERE'S FOUNDATIONAL PIECES OF THE EXACT THINGS THEY WORKING ON.
THERE'S THE PARTS FOR THE FAMILIES INVOLVED.
WE'LL BE ABLE TO SHARE ALL THAT DATA THAT NIGHT AND THEN FROM THERE, YOU'LL HAVE A HUGE POT OF DATA TO WRITE THE MISSION STATEMENT.
NOW GRANTED YOU HAVE TO STILL BOARD APPROVE IT.
THAT WON'T HAPPEN UNTIL LATER, MAYBE APRIL WHERE IT'LL ALL COME TOGETHER.
YOU'LL GET AT PARTS OF IT BEFORE THAT MEETING AND WE CAN TALK ABOUT IT.
SHE HAS BEEN RUNNING THIS PROCESS ACROSS THE UNITED STATES AND I CAN SHARE THE DISTRICTS WITH YOU WHERE YOU CAN GO ON AND LOOK AT IT.
BUT THIS IS REALLY THE ONE PART THAT IS JUST DONE BY THE BOARD.
IT'S NOT THE FEEDBACK BUT YOU'LL HAVE LOTS OF INPUT TO LOOK AT, TO SAY WHAT IS IT WE ARE TRYING TO DRIVE TOWARDS.
>> YEAH, IT DOES. I WOULD LIKE TO GET THOSE PIECES AS THEY ARE PREPARED AND READY INSTEAD OF WAITING FOR ONE GIANT TIDAL WAVE AT ONCE.
>> WE CAN GET THAT TO YOU AND STEVE, AND PEGGY, AND KEVIN HAVE BEEN GETTING BITS AND PIECES OF THAT OVER THE LAST YEAR.
PEGGY CAME TO SOME OF THE SESSIONS.
I THINK YOU CAME TO ALL OF THEM.
THERE WAS A COMMUNITY SURVEY THAT WENT OUT AND PEOPLE GAVE INPUT ON THAT.
YOU'LL SEE THE CONTAINER OF WHERE WE DUMPED ALL THAT DATA AND WHAT WAS WRITTEN.
WE HAVE THOSE DIFFERENT PIECES AND WE CAN SHARE THOSE WITH YOU.
>> AS NANCY SUGGESTED YOU CAN PUT ALL THAT INTO BITS AND JUST SEND THEM TO US IN ALL OUR GMAILS SO WE HAVE EVERYTHING SITTING IN FRONT OF US SO FAR.
>> PROBABLY, WHAT I'LL DO IS SEND OUT BITS AND PIECES BECAUSE TO DUMP IT ALL ON YOU I THINK IT COULD BE OVERWHELMING.
CELINA'S BEEN DOING A GREAT JOB.
SHE'S ALSO BEEN WORKING WITH A COMMUNICATIONS PROFESSIONAL FROM SCHOLAR FIRST WHO'S BEEN HELPING CONCEPTUALIZE THAT AND FIGURE IT OUT.
A LITTLE BIT IS IN SOME TYPE OF DOCUMENT.
I'LL WORK WITH CELINA ON THE BEST WAY TO COMMUNICATE IT TO YOU.
IT MIGHT BE TWO PARTS, LIKELY THREE PARTS ONE PER ONE WEEK, AND JUST ADD TWO.
I'LL WORK WITH A PROFESSIONAL TO HELP ME WITH THE BEST WAY TO COMMUNICATE THAT.
>> FROM MY PERSPECTIVE THE BEST THING WOULD BE HAVING IT ALL AT ONCE JUST BECAUSE THEN I CAN WORK THROUGH IT AT MY OWN PACE.
IF IT'S SITTING YOU KNOW I CAN GET TO IT.
THAT'S JUST MY PERSPECTIVE ON THAT.
>> WE LIKE DR. DOMINGUEZ SAID EARLIER, WE DID END UP GOING TO THE WSSDA CONFERENCE WITH A COUPLE OF OTHER ORGANIZATIONS AND I GAVE A SPEECH ON THE IMPORTANCE OF PARA-EDUCATORS AND THE FACT THAT WE DON'T HAVE ENOUGH AND I WON'T GO TOO MUCH INTO DETAIL AND THIS IS THE ONLY THING I TO SHARE.
BUT BASICALLY, THE GIST OF MY SPEECH WAS THAT EVERY SINGLE DISTRICT IN THE STATE WAS THE SIZE OF THE SEATTLE DISTRICT,
[01:50:02]
WE WOULD STILL NEED 15,000 PARA-EDUCATORS.THAT IS BASICALLY THE GIST OF MY SPEECH.
WE ALSO LEARNED A LOT ABOUT SPECIFIC WAYS TO ADVOCATE, HOW TO MAKE YOUR VOICE MORE CLEAR, AND YEAH.
>> I HAVE A LOT TO TALK ABOUT BECAUSE TALKING MORE ABOUT DOWN HILL WITH THE OTHER WSSDA, WASBO, AND WASA GROUPS.
IT WAS DEFINITELY A LOT ABOUT LEARNING HOW TO PRESENT YOURSELF AND PRESENT YOUR CASE TO ELECTED OFFICIALS.
WE LEARNED ABOUT THE FAT, THE FLACK, AND THE FLUFF AND HOW TO STRUCTURE YOUR TIME AROUND STORIES OR EXAMPLES, SOLID FACTS, AND STATISTICS THAT BACK UP YOUR POINTS.
I THOUGHT IT WAS REALLY COOL THAT WE GOT TO WATCH PROCEEDINGS IN THE HOUSE.
WE GOT TO SEE ONE OF OUR REPRESENTATIVES' FIRST-EVER BILL PASSED UNANIMOUSLY.
IT WAS FOR AFFORDABLE CHILDCARE IN WASHINGTON STATE AND I THOUGHT THAT WAS REALLY COOL TO SEE BECAUSE EVERYONE WAS SO SUPPORTIVE OF HIM.
IT LOOKED LIKE IT WAS A GOOD BILL THAT WILL DO GOOD IN OUR COMMUNITIES.
THEN ALSO TODAY IS THE FIRST DAY OF SECOND SEMESTER FOR HIGH SCHOOLERS AND I THINK MIDDLE SCHOOLERS AS WELL.
EVERYONE GOT NEW CLASSES, CHANGED THEIR SCHEDULE, AND WE'LL HAVE OUR SECOND DAY OF NEW CLASSES/NEW SCHEDULE TOMORROW SO IT'S GOLD DAY, BLUE DAY.
I THINK THE NEW SEMESTER IS GOING TO BE EXCITING ESPECIALLY SINCE AS PART OF [INAUDIBLE] CAREER IN EDUCATION CLASS, WHICH IS REALLY COOL BY THE WAY I TOTALLY RECOMMEND LEARNING ABOUT IT OR TAKING IT, OR VISITING IF YOU CAN BECAUSE THE ENTIRE FIRST SEMESTER IS LEARNING ABOUT THE PHILOSOPHIES BEHIND EDUCATION AND EFFECTIVE DIFFERENT TEACHING STYLES.
SECOND SEMESTER WE GET TO DO PRACTICALS WHERE WE GO IN THE CLASSROOM AND ACTUALLY OBSERVE AND ASSIST MIDDLE AND ELEMENTARY SCHOOL TEACHERS.
I THINK THAT'S GOING TO BE REALLY EXCITING.
>> I WAS GOING TO SAY GABBY IS ONE OF OUR FUTURE EMPLOYEES HERE IN FERNDALE SCHOOL DISTRICT.
>> THEN FROM WHAT I'VE HEARD WINTER SPORTS HAS BEEN DOING REALLY WELL.
I THINK OUR BOY'S WRESTLING TEAM WAS [INAUDIBLE] CONFERENCE CHAMPIONS.
THERE WAS A POST ON INSTAGRAM ABOUT IT AND I THOUGHT THAT WAS REALLY COOL.
GIRLS BASKETBALL JUST HAD THEIR SENIOR NIGHT.
BOYS BASKETBALL SENIOR NIGHT IS COMING OUT.
THEN UNIFIED BASKETBALL TEAM HAS ABSOLUTELY DOMINATED EVERY MATCH-UP.
THEN THE BAND CAME OUT TO SUPPORT AT THE HOME GAME SO I THOUGHT THAT WAS REALLY COOL THE DISTRICT CHEERLEADERS BRINGING ALL THAT SPIRIT.
I THOUGHT IT WAS REALLY GREAT.
ON A PERSONAL DAY TODAY WAS MY BIRTHDAY SO I'M 17.
I JUST FELT REALLY LOVED AND SUPPORTED BY FAMILY, FRIENDS AND THE COMMUNITY.
THIS IS BEEN A REALLY GOOD DAY. THANK YOU ALL.
>> WELL, HAPPY BIRTHDAY AND THANK YOU FOR SHARING WITH US.
I'M SORRY WE DON'T HAVE A CAKE.
>> THAT BRINGS US ON TO ITEM 6.1 THE LEVY UPDATE.
[6. FOCUS ON DISTRICT OPERATIONS]
IT SEEMS THAT YOU ARE ALL IN.>> IT'S ACTUALLY GOING TO START WITH CELINA.
>> MANY OF YOU WHO ARE FERNDALE RESIDENTS HERE IN THE AUDIENCE WITH US SHOULD HAVE RECEIVED YOUR MAILER PROVIDING ALL KINDS OF INFORMATION ALONG WITH YOUR BALLOTS THIS WEEK.
I DID WANT TO SHARE A LITTLE BIT ABOUT THE PROCESS THAT GOES INTO TO THE MAILER.
I WANT TO SAY NOVEMBER-ISH THE COMMUNICATION TEAM IN PARTNERSHIP WITH MARK AND HOLLY GATHERED ALL THE INFORMATION THAT WE WANT TO SHARE WITH OUR COMMUNITY TO MAKE SURE THAT THEY'RE EDUCATED ON THE COMING PROPOSITIONS.
WE CREATED DRAFT OF WHAT THAT WILL LOOK LIKE, AND THEN WE GATHERED ALL OF OUR UNION LEADERS, SOME OF OUR COMMUNITY AND DEPARTMENT LEADERS TO COME TOGETHER, REVIEW IT SO THAT WE HAVE DIFFERENT LENSES PROOFING THE DRAFT, AND THEN TAKE THEIR FEEDBACK, MAKE EDITS SO THAT WE ENSURE THAT DIFFERENT VOICES ARE INCLUDED IN THE PROCESS AS WELL AS JUST PROVIDING A DIFFERENT LENS.
SOME OF OUR UNION MEMBERS ARE OUR COMMUNITY MEMBERS, SO THEY KNOW WHAT OUR NEIGHBORS ARE WANTING TO KNOW, SOME OF THE QUESTIONS THAT ARE ALREADY BEING ASKED.
WHAT ELSE DO YOU WANT TO SHARE?
>> I WOULD JUST ADD THAT ONE THING THAT WE TOOK VERY SERIOUSLY WAS
[01:55:04]
TAKING THE FEEDBACK FROM THE COMMUNITY ABOUT WHAT THEY WERE ASKING, THE KINDS OF QUESTIONS THEY WERE ASKING.THE TRANSPARENCY, THAT IS ONE OF MY CORE VALUES AND OUR TEAM'S CORE VALUE ON HOW TO BE REALLY TRANSPARENT WITH OUR INFORMATION.
THAT DID NOT GO UNNOTICED, OR UNHEARD SO AS THOSE CONVERSATIONS OR VETTING WAS HAPPENING WE WOULD SAY NO THIS GOT BROUGHT AS AN AREA OF CONCERN.
THIS WAS A QUESTION SOMEONE HAD AND SO WE HAVE REALLY USING THE FEEDBACK OF THE COMMUNITY TO DRIVE OUR PRACTICE.
>> JUST LOTS AND LOTS OF THE PROOFREADING AND LET'S GET SO AND SO'S EYES ON THIS ONE MORE TIME.
WE DID THAT NO THIS PERSON'S EYE ON IT ONE MORE TIME.
OKAY, THIS IS THE PRINT SHOP'S FINAL [INAUDIBLE] AND PROMISE THIS IS THE FINAL ONE.
JUST LOTS OF EYES ON EVERY WHERE IT WAS ABSOLUTELY UNIQUE.
>> WAS THERE JUST ONE FLYER THAT WENT OUT?
>> BECAUSE OF THE PDC GUIDELINES, WE ARE ONLY LEGALLY ALLOWED TO SEND ONE.
>> IF SOMEONE WOULD LIKE TO SEE THAT, IT'S ACTUALLY AT THE SIGN IN TABLE TONIGHT, IF SOMEONE DIDN'T GET TO SEE THAT.
>> I'M GOING TO SHARE ONE MORE THING BECAUSE OF YOUR QUESTION, NANCY.
SOMETHING THAT THE SCHOOL COMMUNICATIONS COMMUNITY HAS BEEN REALLY ADVOCATING FOR IS UPDATING THOSE GUIDELINES.
SO A LOT OF OUR NEIGHBORS IN DIFFERENT DISTRICTS HAVE BEEN, I GUESS, YOU CAN CALL AUDITED ON THEIR EFFORTS, BECAUSE SOME OF THE CURRENT GUIDELINES CAN SAY THEIR COMMUNICATION EFFORTS AROUND LEVY AND BONDS ARE OUT OF THE STANDARDS AND THE CRITERIA FOR COMMUNICATING.
SO SOME OF THE KEY POINTS THAT WE HAVE BEEN ADVOCATING IN OUR COMMUNITY IS SOMETHING GOES TO MATCH MODERN-DAY COMMUNICATIONS LIKE SOCIAL MEDIA.
I BELIEVE IT'S BEEN ALMOST 20 YEARS SINCE THE PT GUIDELINES HAVE BEEN UPDATED.
>> THANK YOU, CEAN. AGAIN NEXT UP ON THE AGENDA IS APPROVAL OF THE SUPERINTENDENT CONSENT AGENDA.
[7. SUPERINTENDENT CONSENT AGENDA [GC-2.4]]
ALL ADMINISTRATIVE MATTERS DEDICATED TO THE SUPERINTENDENT THAT ARE REQUIRED TO BE APPROVED BY THE BOARD WILL BE ACTED UPON BY THE BOARD VIA THE CONSENT AGENDA.I WILL MAKE A MOTION THAT WE APPROVE THE CONSENT AGENDA.
SO ALL IN FAVOR OF THE CONSENT AGENDA ARE YOU IN FAVOR, AYE.
THE CONSENT AGENDA IS APPROVED.
AFTER THAT, I MAKE POINT 01 OF THE BOARD CONSENT AGENDA.
[8. BOARD CONSENT AGENDA [GC-2.4]]
THE BOARD USES THE CONSENT AGENDA TO EXPEDITE THE DISPOSITION OF ROUTINE MATTERS, AND I MAKE A MOTION TO APPROVE THE CONSENT AGENDA.>> WHEN IT SAYS CURRENT EXPENDITURES DECEMBER 2023, THAT MEANS FOR THE ENTIRE YEAR ON THAT, NOT JUST DECEMBER? I ASKED THAT OF HOW YOU GOING TO ANSWER MY QUESTION, WHAT'S THE BENEFIT OF ALL IT?
>> IT IS FOR JUST DECEMBER, WAS PAID DECEMBER, BUT THEN THE INVOICE YOU WERE ASKING ABOUT WAS FOR AN ENTIRE YEAR.
>> SO EVERYTHING ELSE ON THERE IS JUST FOR DECEMBER? [OVERLAPPING] SO OUR EXPENSES FOR THIS MONTH WAS $6,560?
>> YES. I BELIEVE THAT INCLUDED THE WEST CONFERENCE, ALL THE BENEFICIARY CREDIT CARD.
SO IT MAY NOT HAVE HAPPENED IN DECEMBER, BUT THAT'S WHAT I GOT FINALIZED.
>> [OVERLAPPING] CAN I JUST SAY I REALLY APPRECIATE THE FACT THAT THE BOARD IS USING ITS BUDGET ON PROFESSIONAL ONLY.
>> WE COULD USE IT FOR SOMETHING ELSE.
>> NO, [LAUGHTER] THERE WERE YEARS THAT NOTHING? SO I DID SAY I REALLY APPRECIATE THE FACT THAT YOU'RE USING THE BUDGET TO TAKE ADVANTAGE OF THESE OPPORTUNITIES.
[02:00:05]
>> IS THERE ANY OTHER DISCUSSION ON THE CONSENT AGENDA?
>> PEGGY, I HAVE A QUICK QUESTION.
NOT REGARDING THE CONSENT AGENDA PER SE, BUT I HAVE A QUESTION REGARDING THE WHOLE AGENDA AND THE PROCESS.
SHOULD I WAIT UNTIL THE BOARD SHARING TO BRING THAT UP?
>> YES, IF THAT AND I ACTUALLY HAVE SOME OBSERVATIONS TO MAKE ON THE WAY WE DO THINGS? THANK YOU.
>> THANKS. SO NOW IT HAS BEEN MOVED AND SECONDED TO APPROVE THE BOARD CONSENT AGENDA.
>> THOSE OPPOSED. THE BOARD CONSENT AGENDA IS APPROVED.
NEXT UP ON THE LIST IS TWO THINGS, WAS THE LEGISLATIVE UPDATE.
[9. LEGISLATIVE UPDATES]
WE'VE HAD BITS AND PIECES OF IT THROUGHOUT OUR CONVERSATION HERE, SO I THINK WE CAN KEEP THIS A LITTLE TINY SHORT.AS WE TRAVELED INTO ON THE 28TH AND THE 29TH AND HAD A REALLY GOOD TIME LEARNING ABOUT HOW THINGS RUN DOWN THERE.
WE HAD A VERY MEETING WITH OUR REPRESENTATIVES, CEAN AND MULL AND ATENAS AND WE GOT OUR MESSAGE ACROSS RECORDING VERY WELL WITH OTHER REPRESENTATIVES FROM UPPER COUNTY AND THERE ONE ACCOUNT.
ANYWAY, I THINK, WAS A PRODUCTIVE VISIT, AND WE ARE CONTINUING TO TRACK THIS WITH.
WE'RE SUPPORTING THE UPHOLD FULLY FUNDED BASIC EDUCATION AND TRANSPORTATION AND THE ISSUES THAT WE IDENTIFIED AS PRIORITIES LATER ON WHEN WE'RE WORKING WITH MORE SO THE GENERAL ASSEMBLY.
THAT BEING SAID, I THINK WE'LL CONTINUE TO FOLLOW THINGS AND UPDATE YOU AT THE NEXT MEETING.
SO ONE OTHER ITEM ON THE LEGISLATIVE UPDATE IS I DECIDED TO STEP DOWN AS A LEGISLATIVE REP. AND THE LEGISLATIVE REP POSITION, THE PERSON ACTS AS OUR VOICE AT THE STATE SCHOOL DIRECTORS ASSOCIATION AND COMMUNICATES OUR WISHES ON WHAT POLICIES AND PLATFORMS WE UPHOLD.
TYPICALLY, THE LEGISLATIVE REP IS ELECTED IN EVEN YEARS IN JULY AND SERVES FOR A TWO-YEAR TERM.
MELINDA, WHEN SHE STEPPED DOWN, I WAS APPOINTED.
AND SO WE NEED TO GO THROUGH A SIMILAR APPOINTMENT PROCESS TO REPLACE ME.
AND SO WHAT I WOULD LIKE TO DO, I WOULD LIKE TO OPEN NOMINATIONS TO APPOINT A NEW LEGISLATIVE REP TO BEGIN IMMEDIATELY AND TO SERVE UNTIL THE REGULARLY SCHEDULED ELECTION IN JULY.
SO AT THIS POINT, I WOULD LIKE TO OPEN NOMINATIONS FOR LEGISLATIVE REP.
AND IF YOU DON'T MIND, I WILL BEGIN, I WOULD LIKE TO NOMINATE NANCY BURN TO SERVE AS LEGISLATIVE REP.
ARE THERE ANY OTHER NOMINATIONS?
>> WELL, ROBERT'S RULES INDICATES THAT YOU NEED TO LEAVE THE NOMINATIONS OPEN.
YOU NEED TO ASK A COUPLE MORE TIMES TO MAKE SURE THAT EVERYBODY'S CONSIDERED IT.
AND SO I WILL ASK AGAIN, ARE THERE ANY OTHER NOMINATIONS? ARE THERE ANY OTHER NOMINATIONS? HEARING NO FURTHER NOMINATIONS, I WOULD LIKE TO CLOSE THE FLORIDA NOMINATIONS.
CAN I GET A SECOND TO CLOSE THE NOMINATIONS?
>> THANK YOU. NOW YOU NEED TO TAKE A VOTE TO CLOSE NOMINATIONS.
[02:05:05]
ALL IN FAVOR OF CLOSING NOMINATIONS SAY AYE.>> THOSE OPPOSED? JUST FOLLOWING THE RULES AND ROBERT'S RULES, NOW WE NEED TO MOVE ON TO A VOTE.
EVERYBODY IN FAVOR OF VOTING FOR NANCY TO SERVE AS LEGISLATIVE REP SAY EYE.
>> THANK YOU. AS THERE IS NO OPPOSITION, NANCY IS APPOINTED TO BE OUR LEGISLATIVE REP TO SERVE UNTIL JULY, AND CONGRATULATIONS NANCY.
>> THANK YOU. I'M EXCITED ABOUT THIS.
THE NEXT ITEM UP IS BOARD SHARING.
[10. SHARING [GC-7.E}]
ANTONIO, YOU WERE TALKING ABOUT ORGANIZING OUR AGENDA ITEMS, GETTING AGENDA ITEMS DOCKETED.WOULD YOU LIKE TO PLEASE SHARE YOUR THOUGHTS ON THAT?
>> YEAH, ABSOLUTELY. THANK YOU VERY MUCH, PEGGY.
I FIRST WOULD LIKE TO START BY SHARING HOW EXCITED I AM TO BE A BOARD MEMBER AND HOW I AM EXCITED TO BE IN A BOARD WHERE I FEEL EVERYBODY IS BRINGING SOMETHING DIFFERENT AND SOMETHING EXCITING, INCLUDING CORBIN AND GAVI SUPER SMART PEOPLE.
THE MORE I GET TO KNOW CORBIN AND GAVI, THE MORE EXCITED I BECOME.
BECAUSE I THINK THESE ARE GREAT TIMES.
ME BEING USED TO THE INDUSTRY THAT I AM AND PARTICIPATING IN DIFFERENT BOARDS, I AM USED TO A CERTAIN WAY OF BEING ABLE TO CONTRIBUTE TO THE AGENDAS.
WHEN I WAS TRYING TO BRING UP THE ITEM OF BULLYING, I JUST DIDN'T KNOW.
TALKING TO PAY, I WAS LIKE, WELL, I WANT TO DISCUSS THIS.
I DON'T KNOW HOW THIS HAPPENS.
I KNOW HOW IT HAPPENS IN MY INDUSTRY, AND BASICALLY WHAT WE DO, BOARD MEMBERS, THERE'S A CHAIR OR A PRECEDENT.
BEFORE THE MEETING, WE'RE ASKED IN A BROAD MANNER, HEY, DO YOU HAVE ANY ITEMS FOR THE AGENDA? I THINK THAT EVERYBODY HERE WITH THEIR SKILL SET AND WITH EVERYTHING THAT WE BRING, I THINK THAT IT WOULD BE A GOOD PROCESS WHERE, BEFORE THE MEETING, WE CAN SHARE OR BRING TO THE AGENDA SOMETHING THAT WE WOULD LIKE TO DISCUSS.
MY GOAL IS NOT TO GET NECESSARILY AN ANSWER AT THE MEETING, BUT START A DISCUSSION.
THAT'S THE THING THAT I DON'T WANT CHRISTIE TO FEEL THAT SHE NEEDS TO OVER PREPARE TO COME WITH AN ANSWER, AND REALLY WHAT WE WANT TO DO IS START A DISCUSSION.
FOR EXAMPLE, WHAT WE DID TODAY WITH THE BOWLING, THAT'S EXACTLY WHAT I WANTED.
FOR US TO BRAINSTORM, MAKE SURE THAT PEOPLE ARE AWARE THAT WE'RE DISCUSSING THINGS AND TALKING FOR THE BENEFIT OF THE KIDS IN THIS CASE ALSO, WHAT I HAVE SEEN, THAT WORKS REALLY GREAT, AND PLEASE CORRECT ME IF THIS IS NOT HOW IT WORKS, BUT THERE ARE SOME MINUTES SENT BEFORE AND THAT IS PROBABLY WHAT WE APPROVE AT THE BEGINNING OF THE MEETING.
WE APPROVE THE MINUTES THAT WE RECEIVED FROM THE LAST MEETING, AND WHY DO WE DO THAT? IT'S BECAUSE IN THE MINUTES THERE SHOULD BE ACTION ITEMS. THE ACTION ITEMS FROM THE PREVIOUS MEETING AND JUST SO THAT WE CAN CONTINUE GIVING IT FOLLOW THROUGH TO THE ITEMS THAT WE HAVE DISCUSSED.
IF WE COULDN'T CLOSE IT OR PUT A BOW ON IT, THAT WE CAN CONTINUE TO DISCUSSION. IN THIS WAY.
I THINK EVERYBODY INCLUDING CORBIN AND GAVI, WHO ARE STUDENTS AND, WHO I HIGHLY VALUE THEIR OPINION THAT THEY CAN BRING ITEMS TO THE AGENDA THROUGH THE BOARD MEMBERS IF THAT'S NOT APPROPRIATE.
SO THAT WE CAN ACTUALLY HAVE GOOD DISCUSSIONS LIKE THE BULLYING DISCUSSION TODAY AND FOLLOW THROUGH WITH ACTION ITEMS. THAT IS SOMETHING THAT I JUST WANTED TO BRING UP AND SEE IF THERE'S A SYSTEM THAT WE CAN PUT IN PLACE SO THAT US BOARD MEMBERS CAN DISCUSS, CAN THROW THE IDEAS TO THE CHAIR OR THE PRESIDENT AND THE VICE PRESIDENT SO THAT AN AGENDA CAN BE PUT TOGETHER WITH THINGS THAT WE
[02:10:02]
WOULD LIKE DISCUSSED THERE.>> YES. I THINK THAT'S AN APPROPRIATE QUESTION AND CHRISTIE WOULD LIKE TO RESPOND TO THAT.
>> THE MINUTES WHY THEY'RE IN AND CHRIS AND I, I DON'T THINK WE KNOW BECAUSE IT'S BEEN THAT WAY SINCE WE'VE COME HERE.
THE APPROVAL OF THE MINUTES CAN BE MOVED TO THE TOP JUST SO EVERYONE'S AWARE.
IF YOU HAVE AN AGENDA ITEM, HERE'S THREE AVENUES FOR YOU.
YOU CAN EMAIL MYSELF, YOU CAN EMAIL CHRIS NEWBERRY, OR YOU CAN E MAIL THE PRESIDENT.
IN THIS CASE GOING TO PEGGY WITH YOUR QUESTION, GIVEN THAT SHE WAS THE ACTING PRESIDENT AT THIS MEETING, PERFECT.
THOSE WAYS, CHRIS IS REALLY PROBABLY THE BEST BET BECAUSE SHE COLLECTS NOT ONLY WHAT YOU'RE INTERESTED IN, SHE ALSO PUTS A CALL OUT TO ALL SCHOOLS AND PERSONNEL.
ANYTHING THAT NEEDS TO BE ON THE AGENDA KNOW, SHE SENDS OUT A WARNING.
WE COULD EASILY ADD THAT EMAIL TO WHEN SHE SENDS THOSE OUT, SHE COULD SEND THAT TO THE BOARD.
THAT WOULD BE A WAY WE COULD DO IT.
WE COULD EASILY MOVE, YOU CONTROL THE AGENDA.
THOSE MINUTES COULD GO TO THE TOP.
I DON'T KNOW WHY THEY'RE WHERE THEY ARE, THAT WAS A DECISION THAT THE BOARD MADE.
I DON'T ACTUALLY KNOW. I'M GOING TO LOOK TO CHRIS.
DOES THAT HAVE TO BE VOTED ON TO MOVE THE APPROVAL OF THE MINUTES TO THE TOP? THEY'RE IN THE CONSENT AGENDA RIGHT NOW.
>> I THINK AT ONE POINT IT WAS PUT THERE BECAUSE PEOPLE READ THEM AHEAD OF TIME.
IF YOU WANT TO PULL IT OFF, YOU CAN PULL IT OFF.
THAT'S A REORGANIZATION, AND SO WE'LL TALK ABOUT THAT.
THE OTHER PIECE SO WE DON'T VIOLATE OH MY GOSH.
THANK YOU, PEGGY. THE BOARD PRESIDENT OR THE ACTING BOARD PRESENT, MYSELF AND CHRIS ARE ALWAYS AT THE PLANNING MEETING AND ONE OTHER BOARD MEMBER CAN BE THERE.
JUST KNOW IF THAT'S SOMETHING, I KNOW NANCY YOU'VE EXPRESSED INTEREST.
I THINK PEGGY LEARNED A LOT WHEN SHE STARTED COMING.
>> I LEARNED THERE WERE ACTUALLY TWO PLANNING MEETINGS AND I DIDN'T KNOW THAT FOR A FULL TWO YEARS, WHICH WAS HORRIFYING TO ME. [OVERLAPPING]
>> I JUST WANT TO MAKE THAT REALLY PUBLIC.
I PERSONALLY AS A SUPERINTENDENT, I THINK KEVIN DOES TOO, I KNOW CHRIS DOES, I APPRECIATE ALWAYS HAVING TWO BOARD MEMBERS IN THOSE PLANNING MEETINGS.
IT'S JUST A DIFFERENT WAY TO LOOK AT IT.
REALLY, THE CONVERSATION THEN BECOMES BETWEEN KEVIN AND THE BOARD MEMBER WITH CHRIS AND I JUST ADVISING SAYING, WELL, YOU COULD DO IT THIS WAY, WE COULD DO IT THIS WAY.
WE DON'T NECESSARILY WANT TO BE THE AGENDA PLANNERS, BUT IF THERE'S NOT ANOTHER BOARD MEMBER THERE, KEVIN NEEDS A THOUGHT PARTNER OR WHOEVER THE ACTING PRESIDENT IS.
JUST KNOW THAT THAT'S ALWAYS AVAILABLE.
CHRIS TRIES TO GET THOSE MEETINGS SET IN ADVANCE, AND THEN WE CAN PUT THOSE MEETINGS IN THE SMORE AND THE SMORE FOR THE PUBLIC IS MY WEEKLY COMMUNICATION WITH THE BOARD.
IT'S A PLATFORM I USE FOR THAT.
ANYWAY, THEN YOU CAN JUST EMAIL AND SAY, I WOULD LIKE TO ATTEND THAT.
IF THERE'S TWO PEOPLE WHO WANT TO ATTEND, THEN WE MAY JUST GO WITH WHOEVER EMAILED FIRST.
BUT JUST KNOW THAT WE TRY TO GET AS MANY EYES AND HANDS BY YOU IN THE AGENDA.
I THINK THAT'S A VERY FAIR POINT, ANTONIO.
I APPRECIATE YOU ASKING, AND I APPRECIATE THE OPPORTUNITY TO SHARE, NOT JUST WITH THOSE OF YOU HERE ON THE BOARD, BUT JUST THE PUBLIC AS WELL ABOUT THE PROCESS WE USE.
>> THANK YOU FOR THAT, CHRISTIE.
JUST TO CLARIFY, I THINK THE REASON WHY I AM USED TO SEEING THE MINUTES UP FRONT, IT'S LIKE A REMINDER OF DID YOU DO YOUR HOMEWORK UP FRONT? AND YOU READ THE MINUTES AND YOU'RE INFORMED.
THAT'S WHY AT THE BEGINNING WE APPROVE THEM AND THEN EVERYBODY SAYS THAT THEY READ THEM AND YOU GO ON WITH YOUR BUSINESS.
I'M JUST THROWING IDEAS OUT THERE OF WHAT I'VE SEEN WORK AND ALSO A WAY OF ACTION ITEMS. THAT'S THE ONE THING THAT I NEED TO GET FAMILIAR AS TO HOW WE HANDLE THEM SO THAT I CAN GO BACK AND SEE, OKAY, I KNOW WE DISCUSSED THIS AND THIS AND WHERE ARE WE THERE, WHERE ARE WE IN THE PROCESS? AND BE ABLE TO HELP OUT ALSO TO MAKE SURE AND I DIDN'T KNOW THIS.
MAYBE THIS IS JUST IGNORANCE, BUT I WANTED TO MAKE SURE THAT GAVI AND CORBIN KNOW THAT IF THEY WANT TO ADD SOMETHING, AND IF THEY ARE IN THE SEATS THAT THEY ARE I THINK THEY ARE OUR ICE IN THE FIELD.
[02:15:05]
THEY CAN ACTUALLY HELP US BETTER UNDERSTAND WHAT IS HAPPENING AND I THINK THEIR INPUT IS INVALUABLE.>> I ACTUALLY REALLY APPRECIATE THAT REMINDER AND JUST WANTED TO LET YOU KNOW THAT I HAVE BEFORE ADDED SOMETHING TO THE AGENDA CORBIN AND I AFTER THE INITIAL WAZDA CONFERENCE IN NOVEMBER, PRESENTED ON OUR PLAN FOR GETTING MORE STUDENT ENGAGEMENT AND VOICE PRESENTED IN BOARD MEETINGS AND I'M PLANNING ON ENACTING THAT THIS SEMESTER, ACTUALLY.
>> YES. I ALSO WORKED WITH DR. DOMINGUEZ TO MAKE SURE THAT THE STUDENT SHARING AND THE SUPERINTENDENT SHARING WAS ACTUALLY TOWARDS THE BEGINNING OF THE MEETING.
SO THAT PEOPLE WHO WANTED TO COME AND SEE THE BIG, MOST IMPORTANT THINGS COULD COME AT THE BEGINNING AND SEE [LAUGHTER] IT'S TRUE AND SEE ALL THE HIGHLIGHTS OF THE SCHOOL DISTRICT.
THEN IF THEY WERE ON LIMITED TIME OR THEY HAD TO DO WHATEVER THEY NEEDED TO DO AT HOME, THEY COULD GO.
BUT THAT'S JUST ONE OF THE THINGS THAT I'VE DONE AS WE MOVE THINGS AROUND TO MAKE IT EASIER FOR PEOPLE.
[LAUGHTER] I THINK THAT'S GREAT.
ONE THING SO THE BOARD KNOWS, CELINA AND I ARE IN CONVERSATION WITH OUR TWO STUDENT BOARD MEMBERS OFTEN.
WE TALK ON A PRETTY REGULAR BASIS.
IF I NEED INFORMATION FROM A STUDENT PERSPECTIVE, THEY'RE USUALLY MY FIRST TWO STUDENTS I REACH OUT TO.
AS THEY SHARE THINGS, WE'LL SAY, YOU KNOW WHAT, THAT'S A GREAT THING TO BRING UP AT YOUR STUDENT SHARING, HEY, THIS IS COMING UP IN A BOARD MEETING.
WE DO A LOT OF PRE-PLANNING BEHIND THE SCENES AS A TEAM JUST SO THAT THEY KNOW AND ARE ABLE TO COME WITH INFORMATION THAT REPRESENTS THE STUDENTS AND NOT JUST THEIR OWN OPINIONS.
>> ONE THING I WOULD LIKE TO BRING UP IS THAT WE HAVE IN THE PAST RECENTLY DISCUSSED USING A COMMITTEE STRUCTURE TO ORGANIZE OUR RESEARCH EFFORTS AS FAR AS BOARD MEMBERS GO, AND I THINK THAT'S A VERY GOOD IDEA.
WE HAVE A POLICY ON COMMITTEES, POLICY 1240, AND I THINK THAT I WOULD LIKE TO PUT A REVIEW AND DISCUSSION OF 1240 ON THE AGENDA FOR THE NEXT MEETING, IF THAT'S POSSIBLE.
>> YEAH, I THINK WE ACTUALLY, BASED ON THE AGENDA PLANNING WITH YOU AND KEVIN BECAUSE COMMITTEES DID COME UP AND HE WASN'T HERE.
I THINK THAT'S ALREADY SCHEDULED TO BE ON THE NEXT AGENDA THAT'S COME UP A COUPLE TIMES.
WE WOULD LIKE TO HAVE THAT CONVERSATION TOO, GIVEN THE AUDIT COMMITTEE.
>> YES. THAT WAS THE OTHER THING.
I THINK I LEFT MOST OF MY INFORMATION AT HOME ON THAT.
BUT NANCY AND I HAVE BEEN LOOKING INTO THE FUNCTION OF THE AUDIT COMMITTEE AND WHAT'S REQUIRED, AND IT IS A STATE REQUIREMENT TO HAVE ONE.
WE BELIEVE THAT A STANDING AUDIT COMMITTEE MAKES THE MOST SENSE AND I LOCATED INFORMATION ON SEATTLE'S AUDIT COMMITTEE, AND IT'S PRETTY FORMAL.
I DON'T KNOW THAT WE WOULD NECESSARILY NEED TO FOLLOW THAT SORT OF A MODEL, BUT I THINK WE DO NEED TO FULFILL THE OBLIGATION THAT WE HAVE UNDER STATE LAW TO HAVE AN AUDIT COMMITTEE.
WE WILL BE BRINGING MORE INFORMATION ON THAT TO THE NEXT MEETING.
>> BETWEEN THE LAST BOARD MEETING AND NOW, I TOOK THE OPPORTUNITY TO GO AND VISIT ALL OF THE REST OF THE SCHOOLS.
I'D GOTTEN THE CHANCE TO TOUR THROUGH FERNDALE HIGH SCHOOL, AS WELL AS CASCADIA ELEMENTARY DURING THE BOARD ONBOARDING DAY, DECEMBER 5TH, AND I WANTED TO SEE THE REST OF THEM.
CHRIS ARRANGED IT FOR ME, THANK YOU, CHRIS, TO GO TO ALL OF THE OTHER ELEMENTARY SCHOOLS AND THE OTHER MIDDLE SCHOOL, BOTH OF THE MIDDLE SCHOOLS.
I GOT TO SPEND A COUPLE OF HOURS AT EACH OF THOSE SCHOOLS.
IT WAS A REALLY WONDERFUL LEARNING OPPORTUNITY FOR ME BECAUSE HAVING TAUGHT AT ONLY CENTRAL, I NEVER GOT THE OPPORTUNITY TO GO LOOK AT OTHER SCHOOLS AND WHAT THEY WERE DOING THERE, AND HOW EACH SCHOOL HAS ITS OWN CULTURE AND VIBE.
IT WAS REALLY INTERESTING TO SEE THE DIFFERENT CULTURES WITHIN EACH SCHOOL.
I REALLY LIKED IT WHEN THE MAJORITY OF THE PRINCIPALS ASSIGNED A FIFTH GRADER, OR TWO OR THEN ROTATING TEAMS OF TWO FIFTH GRADERS TO PRACTICE THEIR LEADERSHIP SKILLS IN SHOWING
[02:20:03]
ME AROUND THEIR SCHOOLS AND TELLING ME ABOUT THEIR SCHOOLS.I THOUGHT THAT THAT WAS A REALLY GREAT OPPORTUNITY FOR THEM TO TAKE ADVANTAGE OF HAVING A LEADERSHIP ROLE BY SHOWING ME AROUND THE SCHOOL.
I REALLY THOUGHT THAT WAS HIGHLY VALUABLE, AND I WOULD RECOMMEND THAT TO ANY BOARD MEMBER TO GO AND VISIT.
THEY WERE SO KIND AND WELCOMING AND WARM AND IT WAS VERY INFORMATIVE TO ME.
IT WAS JUST A GREAT THING AND I WANT TO DO IT AGAIN.
>> WHO, ME? [LAUGHTER] I'M SPEECHLESS AFTER ALL THAT.
I HAD A PERK FOR YOU, BUT I DON'T KNOW, IT'S KIND OF [LAUGHTER] NO, I'D JUST LIKE TO SAY THAT THE ADVOCACY THAT WAS ADMINISTERED DOWN AT OLYMPIA, WAS ADMIRABLE FROM A COMMUNITY STANDPOINT.
WE HAD A LOT OF REPRESENTATION.
OUR STUDENT BOARD MEMBERS REPRESENTED OUR DISTRICT ADMIRABLY.
LIKE I SAY, WE HAD A LOT OF COMMUNITY ENGAGEMENT WITH OTHER SCHOOLS, GREAT INPUT, SO THE DISTRICT AND THE COMMUNITY WAS WELL REPRESENTED DOWN THERE.
I THINK GOOD, HOT TOPICS WERE BROUGHT FORWARD.
PROBABLY MY BIGGEST TAKEAWAY WOULD HAVE BEEN, FOR ME PERSONALLY, WAS THE FACT THAT IT REMINDED MYSELF OF WHAT A PRIVILEGE IT IS TO BE IN THIS SEAT AND TO REPRESENT THIS COMMUNITY.
I VALUE IT AND I HAVE A GREAT APPRECIATION FOR THAT.
I KNOW I'VE PROBABLY COMMENTED THAT THIS AT TIMES CAN BE A THANKLESS JOB.
BUT THIS REMINDS ME, ESPECIALLY WHEN YOU HAVE A CHOIR COMING IN AND ACKNOWLEDGING YOU AND SHOWING THEIR APPRECIATION AND STUDENTS ENGAGING WITH, IT IS HEARTFELT.
I'M NOT GOING TO GET EMOTIONAL ABOUT IT.
WELL, I WILL, BUT I JUST WANT YOU TO KNOW THAT I APPRECIATE THE SUPPORT.
I WILL CONTINUE TO DO THAT AND THANK YOU FOR AFFORDING ME THIS OPPORTUNITY TO REPRESENT YOU. THANK YOU.
>> THANK YOU. THAT WAS BEAUTIFUL.
[LAUGHTER] I'M SORRY. ANY OTHER SHARING, ANYBODY HAVE ANYTHING ELSE?
>> I LOVE OUR SCHOOL. THAT'S IT.
>> I LOVE THAT. WE'RE MISSING YOU, ANTONIO.
WE'RE MISSING ON [OVERLAPPING]
>> THERE'S ONE MORE CLOSING THING I'D LIKE TO SAY.
IF YOU WOULD, KEEP YOUR HEARTS AND PRAYERS IN THOSE YOU CARE ABOUT TO GIVE THEM STRENGTH TO FIGHT THE FIGHT.
I WANT TO CLOSE WITH THAT. THANK YOU.
>> SO CHRISTIE HAS POINTED OUT THAT YOU'RE GOING TO BE MISSING THE MARCH MEETING.
>> FEBRUARY MEETING, I'M SORRY, BRENDA. FEBRUARY MEETING.
>> WE WERE TALKING ABOUT [OVERLAPPING] SHOULD WE SHOULD WE MOVE THE COMMITTEE DISCUSSION DATE.
>> I JUST WANT TO MAKE SURE THAT EVERYONE WAS HERE FOR THE COMMITTEE CONVERSATION.
>> SORRY TO KEEP YOU HERE SO LONG.
I CAME IN HERE WITH THE AMBITION OF BEING CONCISE AND GETTING YOU DONE, BUT I DO THINK WE HAD SOME GOOD CONVERSATIONS, AND I REALLY APPRECIATE ALL YOUR INVOLVEMENT.
[11. MEETING EVALUATION SURVEY]
THE LAST THING IS THE EVALUATION OF THE MEETING, AND WE NEED TO TURN THAT OVER TO GABBY AND KWABENA.[02:25:06]
KWABENA, YOU WANT TO START?>> YEAH. I WAS JUST GOING TO SAY, THIS MIGHT HAVE BEEN THE BEST MEETING I'VE BEEN TO.
BECAUSE IT SEEMED LIKE WE WENT THROUGH THE CONSENT AGENDA AND WE APPROVED IT AND WE WENT THROUGH THE BOARD CONSENT AGENDA, AND WE APPROVED AND IT SEEMED LIKE THE DISCUSSION SURROUNDING THE AGENDA WAS VERY CONCISE AND CONSTRUCTIVE, AND IT POINTED OUT THE FACT THAT MAYBE WE DON'T KNOW HOW TO ACTUALLY ADD THINGS TO THE AGENDA AND THOSE THINGS ARE JUST NIPPED IN THE BUD.
YEAH, I WAS VERY HAPPY WITH THE WAY WE ALL INTERACTED WITH THE AGENDA.
EVEN THOUGH THIS BOARD MEETING STILL WAS LENGTHY, IT STILL FELT LIKE ALL OF THE CONVERSATIONS WERE VERY CONSTRUCTIVE AND WE DIDN'T REALLY GO IN CIRCLES AND EVERYBODY DID THEIR HOMEWORK.
YEAH, WE HAD LOTS OF VERY GOOD CONVERSATION.
>> I'M IN COMPLETE AGREEMENT WITH EVERYTHING KWAB SAID.
I GAVE YOU GUYS ALL FOURS AND I DEFINITELY THINK THAT THIS IS ONE OF THE MOST PRODUCTIVE MEETINGS I'VE BEEN TO.
THERE WAS A LOT OF GREAT CONVERSATION.
EVERYONE'S SUPER WELL PREPARED AND PEGGY, FOR WHAT IT'S WORTH, I WANTED TO SAY THAT YOU DID DO A REALLY GREAT JOB FILLING IN FOR KEVIN, ALTHOUGH HE HAS MISSED.
>> YES. [APPLAUSE] THANK YOU KEVIN FOR LETTING ME DRIVE THE CAR.
>> HE HAS SENT A MESSAGE TO YOU, SO I'M DELIVERING A MESSAGE FROM DR. ERICKSON.
THANK YOU VERY, VERY MUCH, PEGGY FOR FILLING IN TONIGHT AND ALLOWING ME TO BE GONE.
>> WELL, TELL HIM THANK YOU, I APPRECIATE THE OPPORTUNITY BUT HE CAN HAVE IT BACK.
>> PEGGY HAS HAD TWO MEETINGS TONIGHT BETWEEN THE LAMINATION JOINT BOARD MEETING AND THIS ONE.
SO SHE HAS BEEN GOING STRONG SINCE 4:30.
>> YES. BUT REALLY, IN ALL FAIRNESS, I STOLE KEVIN'S WORDS FOR THE OTHER MEETING BECAUSE THEY SEEM TO SERVE THE PURPOSE AND THE ADMINISTRATION DID ALL THE PRESENTATION AT THAT MEETING SO I WAS NOT QUITE AS INVOLVED. BUT THANK YOU.
>> YOU WERE STILL ON. NOW YOU CAN ADJOURN.
>> NO, ACTUALLY I HAVE TO SAY WE'VE COME TO THE PART WHERE WE END THE MEETING.
I'M SAYING I'M ENDING THE MEETING AND SO [NOISE] [APPLAUSE]
>> GOOD JOB, PEGGY.
