>> WE'LL GET GOING. WE GOT EVERYBODY HERE.
[1. CONVENE ]
ALMOST EVERYBODY HERE.GET OUR NOVEMBER MEETING STARTED JUST BY DOING ROLL CALL AROUND THE TABLE.
I DON'T THINK ANYBODY IS ON ZOOM TODAY.
I DIDN'T THINK WE HAVE A ZOOM OPEN TODAY, SO I'LL JUST START HERE AND GO CLOCKWISE.
>> MARC HARTING, BOND OVERSIGHT COMMITTEE.
>> DAN CORNELSEN, BOND OVERSIGHT COMMITTEE.
>> STEVE CHILDS, BOARD MEMBER.
>> KRISTI DOMINGUEZ, DISTRICT.
>> JAMIE PLENKOVICH, DISTRICT.
>> RICK STRISSEL, BOND OVERSIGHT COMMITTEE.
>> MICHAEL CONTEZAC, BOND OVERSIGHT COMMITTEE.
>> SANDI MCMILLAN, BOND OVERSIGHT.
>> BRIAN LYNCH, BOND OVERSIGHT.
>> RILEY CORNELSEN, BOND OVERSIGHT COMMITTEE.
NEXT ITEM IS THE AGENDA FOR TONIGHT.
GO AHEAD AND REVIEW AND IF YOU HAVE ANY CORRECTIONS OR ADDITIONS FEEL FREE TO SPEAK UP NOW OTHERWISE, WE'LL ENTERTAIN A MOTION TO APPROVE THOSE AS WRITTEN.
ALL THOSE IN FAVOR OF ADOPTING THE AGENDA AS WRITTEN.
>> ANY OPPOSED? THE AGENDA IS ADOPTED.
NEXT ITEM SIMILARLY, THE MINUTES FROM LAST MONTH.
IF THERE'S ANY CORRECTIONS, QUESTIONS, FEEL FREE TO SPEAK UP NOW OTHERWISE, WE'LL GO AHEAD AND MOVE FORWARD WITH APPROVING THOSE AS WRITTEN.
>> I'D MOVE TO APPROVE THE MINUTES.
>> ALL THOSE IN FAVOR OF APPROVING THE MINUTES AS WRITTEN.
>> ANY OPPOSED? THANK YOU AGAIN, TAMMY AND THE MINUTES ARE APPROVED.
WE'LL MOVE ON TO PUBLIC COMMENT.
[2. PUBLIC COMMENT]
AT THIS TIME WE'LL OPEN THE FLOOR.WE ACTUALLY HAVE SOMEBODY IN HERE TONIGHT, SO WE'LL SEE IF HE WANTS TO SPEAK UP, BUT WE'LL OPEN UP TO ANY PUBLIC COMMENT AT THIS POINT.
>> I THINK YOU'RE TALKING ABOUT THE BIG STEEL GATE THAT GOES ACROSS THE DRIVEWAY.
[00:06:07]
>> WHAT'S THE ACCESS TO THE SECURED AREA? DO YOU HAVE TO GO ALL THE WAY TO THE FRONT OF THE SCHOOL AND THEN GO COME ALL THE WAY BACK ALONG CTE OR IS THERE GONNA BE A GATE THAT OPENS UP BETWEEN THE PACK AND THE CTE BUILDING THAT THE KIDS CAN WALK THROUGH. WHAT'S THAT?
>> DURING THE SCHOOL DAY FOR SECURE PERIMETER, THERE'S ONE ACCESS POINT IN AND OUT AND THAT'S AT THE MAIN ENTRANCE.
IT'S SPECIFICALLY DESIGNED THAT WAY FOR SECURITY.
>> YES. BUT THAT'S STILL WITHIN THE SECURE PERIMETER.
>> BUT IN THE SHORT TERM, WHILE IT'S STILL UNDER CONSTRUCTION, THE ACCESS POINT FROM THE PACK RIGHT NOW IS TO EXIT THE MAIN NORTH SIDE AND BASICALLY WALK DOWN THROUGH THE HALLWAY AT THE ATHLETICS.
>> CLASS ENTRY FOR THE SHORT-TERM [OVERLAPPING] TIL ITS OPEN.
LONG TERM WOULD BE EXIT THE PACK, WALK ACROSS THE COURTYARD THROUGH THE CTE ATHLETICS.
>> YES SO THEN YOU'LL HAVE ALL THE ACCESS THAT WAS THERE BEFORE WILL STILL BE THERE.
THE DOOR IS COMING OUT OF THE SOUTH.
THERE'S THE MUSIC ROOM DOORS THAT GO OUT OF THE EAST.
THERE'S THE ONE SET OF DOORS NEXT TO THE CLASSROOM THAT'S ADJACENT TO THE MAIN ENTRY AND THEN THE MAIN ENTRY.
THEN OF COURSE, THERE'S THE EGRESS DOORS ON THE WEST SIDE AS WELL.
DOES THAT ANSWER? TEMPORARILY, YES.
BUT PROBABLY NO OTHER WAY AROUND.
IT WOULD HAVE A SECURE CAMPUS.
>> WHERE THAT BUILDING WAS AT.
>> ANYTHING ELSE? WE'LL MOVE ON TO JUST ANY OTHER PUBLIC COMMENT-TYPE QUESTIONS, CONVERSATIONS, THAT HAVE BEEN HAD OVER THE PAST MONTH.
THE FIRST ONE IS, WHY ARE THE STADIUM LIGHTS ON ALL NIGHT OR MOST OF IT EVERY NIGHT?
>> THE CONTRACTOR HASN'T FINISHED THE FINAL CONFIGURATION OF GETTING THEM SPLIT INTO TWO SEPARATE.
THE BACK OF THE STADIUM WILL BE ON A PARKING LOT SCHEDULE, THE UNDERNEATH THE STADIUM WILL BE ON A MANUAL SWITCH.
SO FOR WHATEVER REASON THEY'RE ON THE SAME CONFIGURATION RIGHT NOW.
>> THAT INCLUDES THE FIELD LIGHTS TOO?
>> BECAUSE THOSE HAVE BEEN ON MOST NIGHTS ALSO.
THAT'S WHAT I THINK THESE PEOPLE ARE MORE REFERRING TO AS YOU CAN SEE, THE FIELD LIGHTS ON AT LEAST TILL TEN, ELEVEN O'CLOCK EACH NIGHT.
>> I HAVEN'T NOTICED IT, BUT WE'LL HAVE TO CHECK WHAT THE SCHEDULE.
>> THEY'VE BEEN ON TEN O'CLOCK.
>> THEY WEREN'T ON LAST NIGHT.
>> THE STADIUM LIGHTS HAVE BEEN ON, BUT I'M NOT SURE.
LIKE I SAID, I HAVEN'T NOTICED
[00:10:01]
THE FIELD STADIUM LIGHTS BEING ON UNLESS THERE WAS AN EVENT.>> WE'LL LOOK AT THE SCHEDULE.
>> I'LL SAY IT'S FUNNY BECAUSE ACTUALLY THE LAST SOCCER GAME MY WIFE THOUGHT WAS IN FERNDALE WHAT ACTUALLY WAS STEALTH AND WE ACTUALLY PULL IN THINKING WE'RE GOING TO GO TO THE SOCCER GAME AND ALL THE STADIUM LIGHTS WERE ON.
WE ASSUMED THAT THE GAME WAS HERE, PULLED IN AND THERE WAS A COUPLE OF PARENTS AND KIDS WHICH IS GREAT OUT PLAYING ON THE FIELD.
WE'RE LIKE OBVIOUSLY THE SOCCER GAME IS NOT HERE, BUT WHY ARE THE FIELD LIGHTS ON? I'VE NOTICED THAT MORE OFTEN JUST LOOKING OR PAYING ATTENTION.
>> NO. IT WAS THE MIDDLE OF THE WEEK.
>> MAYBE IT'S JUST A HOLDOVER FROM THE LIGHTENING SCHEDULE FOR FALL SPORTS.
>> I MAY HAVE MISSPOKE ON STADIUM, I THINK THEY'RE MORE TALKING ABOUT THE FIELD LINES BECAUSE OBVIOUSLY, THEY ARE MORE VISIBLE FROM A DISTANCE.
>> THAT'S THAT'S A SHORT-TERM CONDITION.
THEY'RE WORKING ON GETTING THOSE ZONES SEPARATED.
THEN FOR SECURITY UNDER THE GRANDSTANDS AND FACING THE BUS BARN, THERE'LL BE LIGHTING AT NIGHT, BUT THE ACTUAL GRANDSTANDS ABOVE WILL NOT HAVE THE LIGHTS ON NOR THE FIELD.
>> THE PERSON WAS JUST CURIOUS.
THEY'RE LIKE, IT'S A BIG POWER BILL, BUT IF IT'S FOR COMMUNITY TO COME IN AND USE IT, THEY WERE JUST CURIOUS BECAUSE THAT'S NOT INTENTIONAL. THAT'S A BIG POWER BILL.
NUMBER 2 IS, WE TALKED ABOUT THIS WHEN THE KIDS WERE HERE ABOUT POSTERS AND NO POSTERS AND ACCESS TO MEDIA TO ADVERTISE EVENTS AND POSTERS.
I WAS AT A VOLLEYBALL GAME AND A STUDENT APPROACHED ME AND WONDERED WHY THEY WERE STILL NOT ALLOWED ACCESS TO MEDIA, OR ALSO WHY THEY STILL CANNOT PUT POSTERS UP TO ADVERTISE EVENTS THAT ARE GOING ON AT SCHOOL.
I WOULD LOOK INTO IT BECAUSE IT WAS DISCUSSED THAT ONE OF THOSE OPTIONS ARE BOTH WOULD HOPEFULLY BE TAKEN CARE OF.
THEN I FOUND OUT TODAY THAT THAT STUDENT HAD ACTUALLY SIGNED UP TO TALK IN FRONT OF THE SCHOOL BOARD AND WAS REFUSED TO TALK TO THE SCHOOL BOARD.
>> I DON'T THINK HE CAN BE REFUSED.
>> WHAT HAD NOT HAPPENED WAS THAT STUDENT HAD NOT TALKED TO THE PRINCIPAL FIRST, AND THAT'S WHERE YOU START.
THAT'S THE LAYER OF, THEY CAN COME AND TALK TO THE SCHOOL BOARD BUT THE SCHOOL BOARD DOES NOT INFLUENCE THE POSTERS IN A SCHOOL, THAT'S A DIRECT LINE.
I ACTUALLY WAS WITH ANOTHER STUDENT AT THE TIME THAT I GOT THAT MESSAGE AND THAT STUDENT WAS NOT OKAY WITH THE FACT THAT IT WENT UP TO THE SCHOOL BOARD, BUT THEY HADN'T TRIED TO SOLVE IT AS A GROUP FIRST.
THERE IS A MEETING WITH THREE STUDENTS, THE PRINCIPAL, BEN GOODWIN, AND THE LEADERSHIP TEACHER HAPPENING.
>> THAT STUDENT ALSO RELAYED TO ME THAT THEY HAD APPROACHED THE PRINCIPAL EARLIER AND TOLD THAT THEY CANNOT PUT POSTERS UP BECAUSE THE COMMUNITY DID NOT WANT THEM PUTTING POSTERS UP.
>> THIS OTHER STUDENT WAS ALSO IN THAT MEETING AND THEY HAVE A DIFFERENT INTERPRETATION OF HOW THAT WHOLE CONVERSATION WENT DOWN.
I'LL BE GETTING AN UPDATE WHAT TRANSPIRES.
THEY WERE TOLD THEY CAN DECORATE, IT'S JUST GOING TO BE DIFFERENT THAN WHAT THEY WERE DOING BEFORE.
I WAS JUST IN THE HIGH SCHOOL LAST FRIDAY AND THEY HAVE LOTS OF ADVERTISEMENTS GOING AND THEY HAD POSTERS UP SAYING THIS EVENT'S HAPPENING, THAT EVENT IS HAPPENING.
I THINK IT'S AN INTERPRETATION.
>> BUT MOSTLY IT HAS BEEN RESOLVED?
>> THEY NEED TO HAVE FURTHER CONVERSATIONS SO THERE'S COLLECTIVE UNDERSTANDING.
I THINK THERE'S MISUNDERSTANDING AT THIS POINT.
NOT EVERYONE'S ON THE SAME PAGE.
>> THE VIDEO BOARD GETS USED ALL THE TIME.
WALKING THROUGH THERE THERE'S ALWAYS STUFF ON THE BOARD AND THE COMMENTS ADVERTISING WHAT IS GOING ON THAT WEEK.
I THINK THERE'S AVENUES TO GET THE WORD OUT.
>> THE COMMENT WAS SOME PEOPLE HAVE ACCESS BUT NOT EVERYBODY AND I DIDN'T UNDERSTAND.
I JUST SAID I WOULD BRING IT UP AND THEN THINGS HAVE TRANSPIRED SINCE THE INITIAL CONTACT.
>> THERE ARE TWO SCHOOL BOARD MEMBERS THAT ARE STUDENTS AND THEY WILL BOTH BE IN THAT MEETING.
THEY REPRESENT THE BOARD IN THAT CASE.
BUT ANYONE CAN COME MAKE PUBLIC COMMENT AT A SCHOOL BOARD.
THE SCHOOL BOARD JUST DOESN'T HAVE AUTHORITY OVER THAT.
[00:15:02]
THEIR JOB IS TO FOCUS ON POLICY.THEY TELL US WHAT TO FOCUS ON AND THE HOW IS DETERMINED BY THE DISTRICT.
IN THIS CASE, THE DISTRICT WOULD BE THE STAFF AND STUDENTS AT THE HIGH SCHOOL.
>> THEY WEREN'T NECESSARILY DENIED.
>> ABSOLUTELY. YOU'RE NOT GOING TO BE DENIED, IT'S JUST, IF YOU WANT A RESOLUTION WAITING FOR A SCHOOL BOARD MEETING TO BE TOLD THAT YOU NEED TO GO TALK TO THE PRINCIPAL, I HELPED EXPEDITE THE CONVERSATION.
>> DO WE HAVE ANYTHING ELSE JUST FROM PUBLIC COMMUNICATION, PUBLIC COMMENT PERSPECTIVE? WE'LL MOVE ON TO OUR DISTRICT COMMUNICATION WITH THE PUBLIC.
[3. UNFINISHED BUSINESS]
SAME THING AS EVERY MONTH, UPDATED DASHBOARD.IT LOOKS LIKE WE'VE GOT THE UPDATED CRITICAL PROJECT SCHEDULE AS WELL, WHICH SHOULD BE ALL BUT DONE AT THIS POINT.
DOES ANYBODY HAVE ANY INPUT, COMMENT ON PUBLIC COMMUNICATION AWARD?
>> DO WE STILL HAVE A PLAN FOR HOW THIS IS GOING TO GET COMMUNICATED TO THE PUBLIC ONCE WE END THIS WHOLE PROJECT?
>> AS FAR AS TALKING ABOUT HOW WE STAY WITHIN BUDGET, THE COMPLETION OF THE PROJECT, EVERYTHING THAT WENT INTO IT.
I JUST HAVEN'T SEEN A COMMUNICATION PLANS, THAT'S WHY I'M ASKING YOU ABOUT IT.
>> I'M GOING TO PROVIDE A LIST TO THE DISTRICT ON THE DIFFERENT ACCOMPLISHMENTS OF THE PROJECT.
LIKE THE UPGRADED TURF AT THE FOOTBALL FIELD.
BASES FOR THE PRACTICE FOOTBALL GOALS THAT ARE IN THE GROUND ALREADY.
JUST THINGS LIKE THAT THAT WERE NEVER IN THE ORIGINAL SCOPE THAT WE'VE BEEN ABLE TO AFFORD TO PURCHASE ESSENTIALLY THESE EXTRA ITEMS WHILE STILL STAYING WITHIN THE BUDGET.
I'M GOING TO GIVE THAT LIST, I PROBABLY HAVE THE CLOSEST RELATIONSHIP TO WHICH ITEMS ARE TRULY EXTRA.
BUT THEN IT'LL BE UP TO THE DISTRICT TO GO THROUGH THAT LIST AND CHOOSE IF THEY WANT TO SHARE ALL OF THOSE, IF THEY WANT TO SHARE SOME OF THEM, THAT'LL BE IN MARK'S PURVIEW TO GENERATE THAT FINAL THING.
THEN I WOULD STRONGLY RECOMMEND ADVERTISING IT AS MUCH AS YOU CAN SO PEOPLE DO REALIZE THE EFFORTS THAT WENT INTO THIS PROJECT TO HOLD VERY TIGHTLY TO THE BOND PROMISES THAT WERE MADE AND TO BUILD THAT FUTURE TRUST.
>> WELL, A FORMAL PLAN DOESN'T EXIST YET, THOUGH WE'VE HAD PRELIMINARY CONVERSATIONS WITH THE COMMUNICATIONS TEAM ABOUT PUTTING ONE TOGETHER AND STARTING TO GET THAT COMMUNICATION ROLLING.
I THINK PROBABLY THE FINAL REPORT FROM THIS GROUP WILL BE ONE OF THE BACKBONES OF THE FORMAL PLAN, THE REPORT TO THE PUBLIC AS I ENVISIONED, A COMPREHENSIVE WE'RE DONE.
A STATUS REPORT OF THIS IS WHAT YOU'RE AUTHORIZED, THIS IS WHAT WE BOUGHT, THIS IS WHAT THE FOLKS THAT YOU APPOINTED TO OVERSEE THE PROCESS HAD A CONCLUSION WRAP-UP.
THAT'S ONGOING, THAT'S IN DEVELOPMENT.
>> COULD THAT ALSO BE A PLACE WHERE THAT GRAPHIC WE DRAFTED A FEW MONTHS AGO THAT SHOWED THE TOTAL FOR ALL OF OUR PROPERTY TAX? IT CONSIDERED THE S-CAP FUNDING AND DIFFERENT PIECES MAYBE WE COULD BRING THAT GRAPHIC BACK.
>> I GUESS I HAD THOUGHT ABOUT IT, BUT NOT IN ANY SIGNIFICANT CAPACITY.
BUT I THINK WE OWE A PRETTY EXTENSIVE FINAL REPORT TO WRAP OUR WORK UP.
I THINK THAT'D BE A GREAT PIECE, JUST LIKE ALL OF THE FUNDING BUCKETS SO WHEN PEOPLE SAY, HEY, WE PASSED A $112 MILLION BOND, BUT WE SPENT 130.
>> THAT'S YOUR PORTION OF YOUR GENERAL EDUCATION PROPERTY TAX DOLLARS COMING BACK TO THE COMMUNITY, THAT PIECE.
THEN MAYBE WE CAN ALSO I DON'T KNOW HOW YOU GUYS FEEL ABOUT
[00:20:04]
HAVING THOSE ITEMS THAT WE WANTED TO MAYBE TALK TO THE STATE LEGISLATURE ABOUT CHANGING, OMITTING RETAIL SALES TAX, SINGLE-SPAN GYMS OR STANDARDIZED CONSTRUCTION JUST THE SAME WAY THAT WE STANDARDIZE TRANSPORTATION.ROADS AND MONUMENTS ARE STANDARDIZED AND I DON'T KNOW, IT'S A SHORT SESSION NEXT LEGISLATIVE.
THERE'S NOT GOING TO BE MUCH DONE, BUT MAYBE WE COULD PUT IT AS A FINAL SUMMARY SO THAT MAYBE FUTURE BOND COULD ALSO LOOK AT IT OR FUTURE BOARD MEMBERS?
>> I DON'T SEE THERE BEING A PROBLEM COMING UP WITH AN OUTLINE OF THAT FINAL REPORT AND HAVING A RECOMMENDATIONS PIECE OF IT OR I DON'T KNOW HOW YOU'D DESCRIBE IT, BUT LIKE FINDINGS THROUGH THE PROCESS AND THINGS THAT WE LEARNED AND THINGS TO BE AWARE OF MOVING FORWARD OR WHATEVER.
I'M SURE WE CAN COME UP WITH BETTER WORDS THAT ARE COMING OUT OF MY MOUTH RIGHT NOW.
IT'D PROBABLY BE WORTH THE TIME TO FIGURE OUT A GOOD STRUCTURE FOR THAT BECAUSE THAT'LL BE MORE THAN A BOARD REPORT.
PROBABLY GOOD IDEA TO MAYBE PUT THAT ON UNFINISHED BUSINESS.
TAMMY, LIKE AS A PLACEHOLDER MOVING FORWARD, JUST TO KEEP THE FINAL REPORT OR FINAL SUMMARY REPORT OR WHATEVER.
>> KRISTI, HOW HARD YOU THINK IT WOULD BE TO GET THAT LAW CHANGED SPECIFICALLY ABOUT HAVING THE RETAIL SALES TAX? IS THAT A WASTE OF OUR EFFORT OR IS THAT SOMETHING THAT COULD HAPPEN?
>> I BELIEVE ANYTHING CAN HAPPEN.
[LAUGHTER] I THINK THE MORE YOU BRING IT UP AND I WAS JUST ACTUALLY THINKING, I HAVE SOME MEETINGS WITH SOME LEGISLATORS COMING UP.
THIS IS A TIME THAT WE'LL BE GETTING IN SPACES, I THINK WE HAVE TWO STUDENTS WHO I'M GOING TO BE TAKING THEM TO THE DAY ON THE HILL.
IF THEY CAN UNDERSTAND IT, THEY'RE QUITE POWERFUL AND INFLUENTIAL IN WHAT THEY BRING TO.
I THINK IF I COULD GET GABBY AND KWABENA, TO SIT WITH A COUPLE OF YOU AND UNDERSTAND IT.
I THINK ONE OF THEM AT LEAST WILL BE MEETING DIRECTLY WITH THE GOVERNOR HIMSELF.
>> IF YOU'RE COMFORTABLE SPEARHEADING THAT, THAT IS ADMITTEDLY OUT OF MY COMPREHENSION IN THE LARGE SCHEME OF THINGS.
I THINK IT'D BE GREAT. WHEN I GUESS CIRCLING BACK TO MIKE'S QUESTION ABOUT PRESS RELEASE OR COMMUNICATION OR WHATEVER.
DO YOU HAVE ANY EXPECTED TIMELINE OF HAVING A STRUCTURE OF WHAT THAT MIGHT LOOK LIKE THAT WOULD BE OF ANY VALUE TO US?
>> I TOLD MARK I WASN'T GOING TO NEED THE MIC, I GUESS I DO.
ACTUALLY, SELENA AND I HAVE BEEN TALKING ABOUT IT, WE MEET WEEKLY AND SO THIS IS ONE OF OUR BODIES OF WORK THAT WE'VE BEEN TALKING ABOUT.
THEN THE DIFFERENT WAYS TO COMMUNICATE A COMPREHENSIVE REPORT FOR PEOPLE WHO WANT TO READ LOTS OF DETAIL.
MAKING SURE THAT THERE'S JUST A HIGH LEVER ONE-PAGER FOR PEOPLE WHO WANT THAT.
USING SOCIAL MEDIA TO PUT IT OUT PLUS PARENTS SQUARE SHOT, DO WE WANT TO DO A MAILER? WE'VE BEEN THINKING ABOUT ALL THE DIFFERENT WAYS WE HAVE TO THINK.
REMEMBER THAT NOT EVERYBODY CONSUMES INFORMATION IN THE SAME WAY, SO WE'RE TRYING TO BE THOUGHTFUL THAT WAY ALSO, HOW DO WE HIGHLIGHT STUDENT VOICE AND MAKE THEM PART OF A NARRATIVE AROUND IT? WE ALSO TALKED ABOUT THE FACT THAT MAYBE THERE'S AN INTERVIEW OF DIFFERENT MEMBERS THAT WE PUSH OUT A WEBINAR OR SOMETHING FOR PEOPLE TO JOIN IN.
WE'VE BEEN THINKING ABOUT MORE HIGH LEVEL AND THEN WHEN YOU SAY GO, WE'LL BE READY TO WRITE THAT UP.
[00:25:07]
>> ANYTHING ELSE FROM THE GROUP ON OUTWARD COMMUNICATION? I THINK THIS IS THERE.
>> YEAH, THIS IS WHAT'S ON THERE.
>> NO, I'M JUST SAYING THAT'S WHAT IT GOES THROUGH NOW I CAN.
>> YEAH, PUT ON THE DASHBOARD IF IT IS NOT YET.
>> GREAT, THAT JUST SOUNDS LIKE IT.
>> I KNOW WHAT WE'RE SAYING THOUGH IS NOW WITH THE PACKETING PUSHED OUT TO MAY.
>> I MEAN IN FAIRNESS IT SAYS SCHOOLS OPEN.
>> IN FAIRNESS IT SAYS SCHOOLS OPEN IN DECEMBER, WHICH IS TECHNICALLY TRUE.
>> [NOISE] WELL WE TALKED ABOUT IT BEFORE AND ASKED IF YOU'D LIKE ME TO EXTEND IT, AND YOU GUYS SAID LET'S JUST LEAVE IT THE WAY IT IS.
IF YOU WANT ME TO EXTEND IT, I'M HAPPY TO DO IT.
BUT THAT WAS THE WORD THAT CAME FROM YOU GUYS THE LAST TIME WE DISCUSSED IT.
>> BUT IN REALITY WE ARE AND ITS GOING TO BE VISIBLE, RIGHT KEN?
>> IT'S 601 HALF DOZEN OF ANOTHER.
WE DID WHAT WE DID IN THE PACK TO EXTEND IT TO SAVE $500,000.
>> NO, DON'T GET ME WRONG KEN.
I'M NOT SAYING THAT, I'M JUST SAYING PEOPLE ARE GOING TO VISIBLY SEE THAT THERE'S CONTINUING WORK ON THE NEW SCHOOL, SO WE SHOULD AT LEAST ACCURATELY REPRESENT THAT ON THIS THAT'S ALL.
>> IF YOU WOULD LIKE ME TO CHANGE IT, I OFFERED TO CHANGE IT BEFORE TO EXTEND IT OUT TO REFLECT THAT, BUT YOU GUYS SAID LEAVE IT THE WAY IT IS SO I LEFT IT THE WAY IT WAS.
>> YEAH, I THINK YOU SHOULD CHANGE IT.
>> LAST TIME WE MADE A DECISION, WE DIDN'T HAVE THE INFORMATION WE HAVE NOW.
>> ALL THOSE IN FAVOR OF CHANGING IT.
>> ANYBODY OPPOSE? GO AHEAD AND CHANGE IT.
>> WE'LL TALK ABOUT SHORTENING IT AGAIN NEXT MONTH.[LAUGHTER]
>> WHAT'S THAT? DICKMAN, ACTUALLY, WE WORKED WITH DICKMAN TO CREATE THAT AND THEN I HAVE A PERSON, GRAPHIC DESIGNER WHO UPDATES IT FOR ME EVERY MONTH.
DICKMAN DOES IT REALLY GOOD WITH THEIR GRAPHICS AND WHATNOT.
>> ONE MINOR NOTE, I'M SURE WE GET LOTS OF CLICKS ON THIS, BUT ON THE BOND WEBSITE, UNDER THE SCHOOL DISTRICT WEBSITE, WHEN YOU CLICK TO ENLARGE FOR DISTRICT-WIDE CRITICAL PROJECT SCHEDULE, IT OPENS UP THE HIGH SCHOOL DASHBOARD RATHER THAN THE CRITICAL.
>> MAYBE ONE MORE THING ON THE COMMUNICATION THING DUE TO GARY'S POINT.
NOW THAT SINCE THERE IS GOING TO BE TWO ENTRANCES IN THE MORNING, AFTER THE CHRISTMAS BREAK MAYBE WE CAN HAVE A NEW MAP SHOWING THE TWO ENTRANCES.
JUST SO IT'S CRYSTAL CLEAR WITH THE COMMUNITY, STAFF, STUDENTS. I DON'T KNOW.
DO YOU THINK THAT'S A GOOD IDEA? BECAUSE ACCESS FROM THE FRONT IS THE ONLY THE MAIN OFFICE, OR ARE THERE MULTIPLE OPEN DOORS IN THE MORNING UNTIL SCHOOLS OPEN AND THE NEXT.
I'M SURE THAT WAS ALREADY PLANNED TO COMMUNICATE THAT AND STAFF COMMUNITY, I'M ASSUMING IT WAS.
>> I ASSUME IT IS TOO, BUT LET'S DOUBLE-CHECK.
>> WELL, I DO KNOW THAT DICKMAN DID PROVIDE CIRCULATION MAPS
[00:30:02]
TO THE STAFF IN THE HIGH SCHOOL TO REFLECT THE DIFFERENT CONDITIONS.>> WHETHER THEY'VE HANDED THEM OUT TO THE STUDENTS OR NOT, I DON'T KNOW.
>> MOVING ON. WE WILL MOVE ON TO 3.02, WHICH IS FOLLOW-UP FROM LAST MONTH.
REVIEW AND UPDATING BYLAWS, MADE NO PROGRESS LAST MONTH. YOU'RE WELCOME.
WE WILL JUST KEEP THAT ON THE DOCKET AND HAVE OUR LITTLE SUBCOMMITTEE GET INTO THAT ONE WHEN WE CAN.
THE NEXT ITEM IS OUR QUARTERLY REPORT SO I HAVE A DRAFT AS PART OF THE PACKET.
THERE'S A FEW HIGHLIGHTED JUST QUESTION MARK ITEMS WHICH I THINK WILL GET ADDRESSED MORE WITH THE REPORT FROM KEN AND SOME FURTHER INFORMATION, BUT JUST TO GET SOME CLARIFICATION, DO YOU KNOW WHEN THE ACTUAL SUBSTANTIAL COMPLETION OF THE ACADEMIC WING, WHEN THE WARRANTY PERIOD TRIGGERED KEN BY CHANCE?
>> WELL, A LOT OF IT WE HAVEN'T ACCEPTED YET.
THERE HAS BEEN ONGOING ISSUES, THERE WAS PROBLEMS WITH ONE OF THE BOILERS AND THINGS LIKE THAT AND SO WE'VE MADE THE POINT TO THE CONTRACTOR THAT IT DOESN'T START UNTIL YOU GIVE ME SOMETHING THAT ACTUALLY WORKS PROPERLY.
>> WE HAVE STILL NOT ACCEPTED THAT THE WARRANTY HAS STARTED.
>> THE ONE-YEAR WORKMANSHIP TECHNICALLY HAS NOT INITIATED YET.
THEN THE OTHER ITEM, QUESTION I HAD THAT I COULDN'T REMEMBER FIND THE ANSWER TO IS THE MANY BLINDS OR ROLLER SHADES, WHAT'S THE ETA ON GETTING THOSE?
>> I DIDN'T KNOW EXACTLY HOW FAR THEY'VE GOTTEN TO THE BUILDING.
>> THAT MEANS IT'S FAIR TO, IN THIS REPORT SHOULD BE COMPLETE BY END OF THE YEAR.
>> LET ME CHECK ON THAT AND GET BACK TO YOU.
>> I'M PUTTING IN INTERIOR IMPROVEMENTS AT THE PACK TO BE COMPLETED SPRING 2024.
>> I CAN GIVE YOU A HARD DAY THAT'S IN THE CONTRACT.
WE HAVE THE PRE-CONTRACT SIGNING COORDINATION MEETING WITH ALL THE CONSULTANTS, CONTRACTORS, AND THE END-USERS TO MAKE SURE WE'RE ALL ON THE SAME SHEET.
WE ALL AGREED ON START DATE, COMPLETION DATE.
THOSE DATES ARE REFLECTED IN THE CONTRACT, WHICH THEY'RE ALMOST FULLY EXECUTED AT THIS POINT.
I'LL FOLLOW UP I JUST FORGET THE EXACT DATE, BUT SOMETIME IN MAY.
>> NOW IS TO COINCIDE WITH THE THEATER SCHEDULE.
>> THEY'LL NATURALLY COME TO A CONCLUSION.
THERE WILL BE A BREAK, WE'LL DO OUR WORK AND THEN THEY'LL PICK UP AFTER THE FACT.
>> ARE ALL THE STRUCTURAL UPGRADE STUFF IS COMPLETE?
>> THE LOUD DUCT HAS RESOLVED IN THE AUDITORIUM.
REMEMBER WE HAD TO GO OUT FOR A MEETING BECAUSE IT WAS SO LOUD.
>> I THOUGHT IT WAS A CONSTRUCTION FAN.
>> ONE OF THE PERMANENT, IT HAS A FUSIBLE LINK AND THE FUSIBLE LINK BROKE, LIKE THERE WAS A FIRE, EVEN THOUGH THERE WAS NO FIRE, AND SO THIS FIRE DAMPER WAS SLAM SHUT SO IT WAS TRYING TO PUSH AIR THROUGH A CLOSED DAMPER SO IT'S PRETTY LOUD.
>> RILEY, I LIKE HOW YOU WORDED THE 2 MILLION ALLOCATED IN THE ORIGINAL BOND FOR PARK UPGRADE IS NOT SUFFICIENT TO FULLY FUND.
I LIKE HOW YOU WORDED IT, THAT IT WAS UNDERFUNDED RATHER THAN OVER BUDGET.
[00:35:04]
>> WE'VE HAD A DISCUSSION ABOUT THAT. I DON'T KNOW.
YOU COULD SAID THE OTHER WAY ROUND, WE HAVE DISCUSSED THAT.
I LIKE HOW YOU WORDED THAT RATHER THAN SAYING IT'S [OVERLAPPING]
>> I GUESS I DON'T KNOW, THE WAY I SEE IT IS YOU CAN SAY IT'S OVER BUDGET.
THERE'S A CONNOTATION TO THAT BUT MAYBE SOME PEOPLE HAVE A DIFFERENT FEELING ABOUT.
BUT JUST BECAUSE I BUDGET $2 FOR LUNCH DOESN'T MEAN LUNCH FOR $2.
THE MONEY WASN'T ENOUGH TO FULLY DO WHAT WE WANTED TO DO, NEEDED TO DO, SAID WE'D DO.
IN THE SAME WAY, THAT MONEY FOR THE CRITICAL NEEDS, THE MONEY WAS THERE OVERALL, BUT IT JUST WASN'T ALLOCATED.
>> YOU MIGHT WANT TO ADD IN THERE WHY?
>> YEAH, I'VE HAD THAT CONVERSATION WITH THE BOARD, I THINK A FEW TIMES, OR MAYBE NOT CONVERSATION, BUT IT'S BEEN IN THE REPORT A FEW TIMES.
>> BUT IF YOU TAKE OUT THE SEISMIC, IS IT STILL ENOUGH MONEY?
>> [NOISE] NO, BECAUSE IT WOULD HAVE BEEN I MEAN, JUST LOOKING AT [OVERLAPPING].
>> I THINK THAT'S 600 THOUSAND.
>> WELL I THINK I HAVE TO BREAK THAT DOWN A LITTLE DIFFERENTLY THAN IT IS ON HERE, BUT [NOISE] NO.
I JUST REMEMBER THAT MEETING IN NORTH BELLINGHAM WHEN IT GOT CUT FROM WAS IT FOUR MILLION TO TWO MILLION?
>> I DIDN'T THINK IT WAS ENOUGH MONEY THEN EITHER.
>> I DON'T KNOW, CAN'T REMEMBER ALL THE MENU SHIP, BUT [OVERLAPPING] ANYWAY.
THANKS FOR WEARING IT THE WAY YOU DID.
>> THAT'S ONE OF THE AREAS WHERE WE HAVE A LONG LIST OF THINGS WHERE WE NEVER PART OF THE BOND PROMISES OF IN ANY FORM THAT WE'VE ADDED.
I'M LOOKING AT A LIST OF 20,30 ITEMS HERE THAT WERE NEVER IN THE ORIGINAL PROMISES, BUT THEY'RE FULLY FUNDED AT THIS POINT.
>> WELL AND I THINK IT'S HARD TO SEE FROM WHERE WE WERE AT THAT TIME, HOW INSUFFICIENT THAT BUILDING WAS GOING TO LOOK AGAINST THE NEW BUILDING.
WHEN WE'RE TALKING ABOUT OH, TWO MILLION DOLLARS, YOU'LL REPAINT IT TO MAKE IT LOOK THE SAME AND IT'LL GET BY, BUT I THINK WHEN YOU BUILD A BRAND NEW FACILITY THAT IS AS NICE AS WHAT IT IS THEN INSUFFICIENT LESS OF SOME OF THAT STUFF SHOWS UP A LITTLE MORE.
I THINK I'LL GET INTO IT HERE SOON BUT, IT'S BEEN A TESTAMENT TO MANAGING BUDGET, TO BE ABLE TO DO ESSENTIALLY FIVE MILLION DOLLARS WORTH OF WORK IN THERE.
>> KEN, WHEN DO YOU THINK YOU'RE READY TO ACTUALLY ANNOUNCE THAT ALL THOSE ITEMS THAT WERE DONE THAT WEREN'T ORIGINALLY FUNDED?
>> A LOT OF THEM WERE ALREADY SIGNED AND WE'RE PROCEEDING WITH.
I'VE ALREADY SIGNED THE CONTRACT FOR ALL THE ENTERTAINMENT EQUIPMENT, AND IF YOU WILL.
ADA IMPROVEMENTS, ADA DOOR HARDWARE IMPROVEMENTS.
THAT'S A LONG LITANY, JUST LOOKING AT 30 ITEMS HERE.
>> I GUESS MY POINT WAS AT THE SCHOOL BOARD MEETING, IN MY OPINION, IT'S WORTH THE TIME TO TAKE THE TIME TO BASICALLY SAY THESE ARE ALL THE THINGS THAT GOT DONE THAT WOULDN'T HAVE GOTTEN DONE WITHOUT GREAT BUDGET MANAGEMENT AND GREAT DESIGN. THAT'S WHAT I'M TRYING TO SAY.
>> I COULD THROW SOMETHING IN ABOUT A FEW OF THE MAJOR COMPONENTS LIKE HEY, ADDED WORK INCLUDES X, Y,
[00:40:02]
AND Z OR INCLUDES BUT IT'S NOT LIMITED TO X, Y, AND Z.>> WHY NOT? I'LL JUST PROVIDE YOU WITH THE TOTAL FUNDING LEVEL NOW COMPARED TO, IT'S LIKE FIVE AND A HALF MILLION BUCKS COMPARED TO TWO MILLION.
>> I JUST THINK THOSE ARE BIG WINS.
>> ALTHOUGH IT'S LIGHTING, SOUND, CURTAIN.
>> YOU AND I COULD SPEND SOME TIME AFTER THE FACTOR.
>> I JUST WANT TO MAKE SURE I'M NOT [OVERLAPPING].
>> I CAN SEND YOU, I'VE GOT MY SPREADSHEET THAT LISTS EVERYTHING OUT.
>> WE'LL JUST SIT DOWN FOR FIVE MINUTES OR 10 MINUTES AFTER THE MEETING.
I THINK IF THERE WERE ANY OTHER ITEMS I NEEDED.
I HAD MENTIONED SOMETHING ABOUT A CANOPY AT CUSTER, I KNOW THAT IT HAD BEEN BOUNCED AROUND, IS THAT STILL IN THE [OVERLAPPING].
>> WE WERE JUST TALKING ABOUT THAT EARLIER AS WELL.
>> WELL YOU SHOULD HAVE LET ME IN ON THE SECRET.
>> WELL WE'RE WAITING TO SEE WHAT WE HAVE LEFT AND [OVERLAPPING].
>> SINCE WE HAVE SOME MONEY LEFT AND CRITICAL PROJECTS, THAT WAS THE PLAN TO SEE IF WE CAN PROVIDE THAT CANOPY FOR ADVENTURE.
>> I THINK WE NEED TO WAIT AND SEE.
THE REASON I'M SAYING THAT IS, WE'VE HAD QUITE A NUMBER OF CHANGE ORDERS THAT WE'VE WANTED TO DO FOR THE GLOBAL HVAC CONTROLS PROJECT.
WE'RE UP TO LIKE CHANGE ORDER NUMBER 9 ON THAT.
WE'VE GOT THAT ONE FAIRLY EXPENSIVE WATER HEATER.
IT'S 25, 30 GRAND FROM FLIGHT TO INSTALL.
THOSE ARE ALL TRACKED IN MY BUDGET.
THEN ON TOP OF THAT, JUST TO MAKE SURE THE HVAC IS WORKING PROPERLY AT SKYLINE, WE'VE NEEDED TO DO SOME TESTS AND BALANCING, SO WE'VE BEEN ADDING A LOT OF SCOPE TO GETTING THE DDC CONTROLS AND EVERYTHING UP TO SPEED.
WE ALSO ADDED VISTA, WHICH WAS QUARTER MILLION BUCKS THAT WE ADDED TO DO THAT ALTERNATE.
NOW EVERY SINGLE BUILDING IN THE DISTRICT PASSED A NEW DDC CONTROLS.
WE HAVE BEEN SPENDING SOME OF THAT MONEY AS WE'VE BEEN GOING ALONG.
>> POINT BEING IF WE HAVE SOME LEFTOVER, THAT'S WHAT WE'RE TALKING ABOUT FOR DOING THAT CANOPY.
ON THIS SHEET WHICH WASN'T HERE BUT JUST FOR THE REPORT SAKE, THAT 175 NET DIFFERENCE, IS THAT WHERE WE'RE CURRENTLY AT THIS POINT IN TIME, OR IS THAT A PROJECTED.
>> IF YOU LOOK ON THE RIGHT-HAND SIDE, THERE'S A SPENT-TO-DATE COLUMN, WHICH IS NOT THAT BIG OF A DIFFERENCE BETWEEN THE PROJECTED AMOUNT AT THIS POINT.
YOU'RE AT 4788 AND THE PROJECTED AMOUNT IS 4824, SO 30 GRAND DIFFERENCE THERE.
MOST OF WHAT WAS ENCUMBERED HAS BEEN MOVED INTO SPENT.
>> IT LOOKS LIKE 30 GRAND AND HOT WATER TANKS LEFT AND FIVE GRAND AND DDC CONTROLS.
>> THE DDC ONE WAS STUMPING ME TODAY, I HAVE TO TRY AND FIGURE THAT OUT.
I CARRIED THE ORIGINAL CONTRACT, BUT THEY'VE SHORT BUILD ON EVERY SINGLE ONE OF THE PROJECTS.
[00:45:04]
EACH ONE WAS SHORT BUILD BUT WHEN YOU COMBINE THEM, IT'S ABOUT 5,000 BUCKS.I RAN OUT OF TIME TODAY, BUT I'LL HAVE TO BE IN TOUCH WITH TAMMY TOMORROW AND FIGURE THAT ONE OUT.
ESSENTIALLY IT'S JUST A 30 GRAND.
THE LAST ONE IS VISTA THAT WE'RE WORKING ON NOW WITH THE DDC CONTROLS.
>> I WILL JUST GO ON THE RECORD AND SAY I SUPPORT THE GOODWILL OF THE CUSTER COVER BECAUSE SOME THINGS THAT EVERYBODY DOESN'T KNOW, NOBODY EXPECTS YOU TO KNOW, THERE IS HISTORY THERE AND WE GAIN A LOT OF COMMUNITY, COHESIVENESS.
WHEN WE DO A LITTLE BIT OUT THERE NOBODY [OVERLAPPING].
>> YOU WANT TO THROW A SIGN-IN WHILE YOU'RE AT IT THOUGH, THERE'S [NOISE] SOME FIRED UP PEOPLE ABOUT TO SIGN.
>> WELL, AND THAT WAS PART OF THE REASON THAT JAMIE AND I ACTUALLY HAVE ALREADY ADDED SCOPE OUT AT CUSTER, THE SOFFITS WERE ALL FALLING APART AND WE LOOKED AT THAT AND SAID, "WELL, HOW DO WE SPEND ALL THIS OTHER MONEY AND THEN PEOPLE SHOW UP AND THEY LOOKED AT THE SOFFIT THAT'S GOT A BIG HOLE IN IT AND THEY'RE LIKE, "WHAT HAPPENED TO THE MONEY?" SO THAT'S WHY WE SPENT 30, 40 GRAND FIXING UP A LOT OF THE ASTATICAL STUFF, IF YOU WILL.
>> I THINK THAT THOSE ARE MY QUESTIONS ON THE REPORT.
I KNOW SANDY GAVE ME A PARAGRAPH TO ADD ON THE AUDIT, SO I WILL DO THAT.
DOES ANYBODY WANT A ONCE-OVER READ BEFORE I SEND IT TO TAMMY TO SEND TO THE BOARD?
>> I THOUGHT IT WAS A GREAT REPORT.
>> IT WAS OBVIOUS THAT YOU SPENT A LOT OF TIME AND EFFORT ON THAT, I'M JUST GRATEFUL THAT YOU DID IT. IT WAS A GOOD REPORT.
>> YOU'RE WELCOME. I WILL LET MY WIFE KNOW.
>> WHEN ARE YOU PRESENTING THAT?
>> NOBODY HAS ANYTHING ELSE ON THE REPORT FOR THE BOARD.
WE WILL MOVE ON AND PROBABLY CIRCLE BACK ON A LOT OF THINGS WE ALREADY TALKED ABOUT, BUT TURN IT OVER TO KEN FOR JUST THE UPDATE ON ALL THINGS BOND-RELATED.
[4. NEW BUSINESS]
>> THE EXPENDITURES THIS MONTH THERE AT 114,963,253.
I'D LIKE TO SEGUE INTO THE FORM THAT I HAVE UP ON THE SCREEN BEHIND YOU, BRYAN.
THIS IS WHAT I SHARED WITH RILEY AND JOE AND SANDY YESTERDAY.
OVER ON THE LEFT IS 919 AND THAT WAS TWO MEETINGS AGO.
WITH THE NUMBERS THAT WE HAD AT THE MOMENT, WE FELT LIKE WE ARE SITTING AT ABOUT 700,000 IN REMAINING CONTINGENCY, WHICH WAS STARTING TO FEEL VERY TIGHT.
ABOVE THE REMAINING CONTINGENCY THERE, WE HAD 136 PRICING EXERCISES TO GET THROUGH FOR A TOTAL OF ABOUT $3.5 MILLION SO WITH THAT, MORE RISK.
LAST MONTH, WE WENT FROM 136 DOWN TO 113 PRICING EXERCISES TO A LITTLE OVER 2 MILLION.
THAT REALIZED THAT A GAIN PRIMARILY BECAUSE WE'VE INFLATED ALL THE NUMBERS FOR EACH LINE ITEM AS WE WENT THROUGH THE JOB TO MAKE SURE THAT WE DIDN'T TO GET TO THE END AND FALL SHORT.
WE ACTUALLY HAD A STRATEGY OF ADDING 20-30% ON WHATEVER OUR ESTIMATE WOULD HAVE BEEN.
SO FAR IT FEELS LIKE THAT'S BEEN WORKING FAIRLY WELL, EVEN TO THE DEGREE WHERE WE'VE NOW ADDED SOME ADDITIONAL ITEMS BEYOND WHAT WE THOUGHT WE WERE GOING TO DO BEFORE.
NOW TODAY AT 11/21, WE'RE DOWN TO 68 PRICING EXERCISES AND ABOUT $714,000 IN
[00:50:02]
EXPOSURE SO THAT TRANSLATES TO 952,293.FOR REMAINING CONTINGENCY THERE'S A COUPLE OF ITEMS I THOUGHT IT WOULD GET INFORMATION ON TODAY THAT WERE BIGGER BUCKETS IN THE PACK.
I WAS HOPING TO BE ABLE TO PLUMP THAT NUMBER UP A LITTLE BIT MORE, BUT I DID NOT HEAR BACK FROM CORNERSTONE TODAY, SO I DON'T KNOW ABOUT THAT.
BUT IT FEELS LIKE WE'RE HEADING IN THE RIGHT DIRECTION.
WE'VE ADDED MULTIPLE ITEMS TO THE PRICING EXERCISES RECENTLY, BE IT CITY-REQUIRED THINGS THEY WANTED TO SEE IN THE VERY END, WE REALIZED THAT THERE WAS A TRANSITION FROM THE NEW PARKING IN-BETWEEN THE PACK AND THE TENNIS COURTS.
THE TRANSITION FROM THE PARKING TO THE TENNIS COURT IT'S A LITTLE BIT SKETCHY ALONG THERE, SO WE'LL BE LOOKING AT THAT TOMORROW.
I PUT DOWN A PRETTY HEALTHY $50,000 TO DEAL WITH THAT, BUT HOPEFULLY, WE CAN GET THAT A LOT CHEAPER.
BUT TO CLEAN IT UP, I DID SEE SOME BIG BLOCK WALLS.
I SAW ONES THAT ARE THAT BIG, THAT ARE IDENTICAL TO THE LOOK.
MAYBE WE COULD USE THE LITTLE ONES TO CLEAN UP THAT WALKING AREA.
>> ARE YOU TALKING ABOUT BETWEEN THE STAIRS THAT GO UP TO THE TENNIS COURTS AT THE END OF THE BLOCK WALL?
>> THERE'S A BENCH SITTING THERE AND RAILROAD TIES AND THEY'RE FALLEN OVER AND THEN THERE'S THE ROCK WALL ALONG THERE WHICH YOU DON'T HAVE TO HAVE A GUARD RAIL ON A RETAINING WALL.
BUT WE WERE LIKE, WHAT WHAT DO YOU DO FOR KIDS THAT ARE UP THERE PUSHING THEIR BUDDY OFF THE ROCKS? MAYBE THAT'S A PROBLEM, MAYBE NOT. I DON'T KNOW.
BUT TOMORROW WE'RE GOING TO LOOK AT THAT AND TRY AND COME UP WITH A PLAN SO DEICHMANN CAN ISSUE SOME SKETCHES AND GET IT PRICED AND THEN DO SOMETHING THERE AND HOPEFULLY DO IT FOR 20 GRAND INSTEAD OF 50.
BUT ANYWAY, SO TRYING TO ADDRESS SOME LAST-MINUTE ITEMS LIKE THAT, THAT JUST SEEMED TO BE COMMONSENSICAL AND IT WOULD BE KIND OF NICE TO FIX IT UP AND NOT JUST LEAVE IT TRASHY.
THAT'S GETTING CLOSER TO 2 MILLION BUCKS, SO THAT'S BEEN FEELING GOOD.
>> THAT'S A REALLY GOOD POINT, ACTUALLY.
THIS IS ALL IN, EVERYTHING'S FUNDED AND SO THIS IS LIKE WORST-CASE SCENARIO.
WE DO HAVE SOME ITEMS THAT WE'RE CHALLENGING WITH THE CONTRACTOR.
BUT THIS NUMBER FULLY FUNDS THAT IF IT WAS THE WORST DAY EVER AND WE HAD TO PAY IT, THAT'S WHAT'S LEFT AFTER PAYING ALL OF THAT.
THAT'S FULLY FUNDING CTE, THE ABATEMENT DEMO, BUT IN SOME RYE GRASS THERE A LITTLE BIT OF FENCING.
I DID HAVE A HOLD LIST, BUT I NEVER ADDED THAT INTO THE MATH.
THE HOLD LIST WAS MORE WORST-CASE SCENARIO WE NEED A RELIEF VALVE.
NOW WE HAVE TO CONSIDER THOSE THINGS, BUT SO FAR WE HAVEN'T HAD TO CONSIDER THEM, SO THEY'RE ALL STILL PART OF THE MATH.
>> WELL, THE UNAWARDED IS PRETTY MUCH DONE.
IF YOU LOOK UP THERE, WE WENT FROM 60.
UNAWARDED IS GONE SO WE ONLY HAVE TWO LEFT.
THAT'S THE GCCM AND THE OWNER.
MARK AND I HAD REQUESTED THAT THEY PLACE ALL THE QUESTIONABLE ONES IN GC RISK.
AND WHEN THEY ACTUALLY ENTERED IT, THEY PUT SOME IN GC RISKS AND PUT SOME AN OWNER RISK, WHICH WE THEN OF COURSE IN TURN BROUGHT UP TO THE ATTORNEYS.
DON'T KNOW IF IT MATTERS OR NOT, BUT WE HAD ASKED THEM TO PUT X AMOUNT IN THE GC RISK AND THEY WITHOUT TALKING TO US, PUT SOME IN ONE AND SOME IN THE OTHER.
I'M NOT GOING TO SPECULATE AS TO WHY.
DOES THAT ANSWER YOUR QUESTION?
I HAVE MY SPREADSHEET RIGHT HERE IF YOU WANT TO LOOK AT IT AFTER THE MEETING.
>> KEN, WHAT ABOUT LAST-MINUTE CITY REQUESTS?
>> SO FAR WE HAVE EVERYTHING WRAPPED IN THAT WE KNOW ABOUT TO DATE.
IF THEY SHOW UP AND WANT MORE THINGS, THERE'S NOTHING WE CAN DO TO CONTROL THAT.
>> YEAH, I KNOW JOE POINTED OUT ON A COUPLE OF MEETINGS AGO, [LAUGHTER] BUT WHEN IS THEIR LAST DAY FOR BEING ABLE TO ADD ON THINGS?
[00:55:07]
WHEN DOES THAT END? [LAUGHTER]>> WHEN THE HAND IS OUR CFO WITH EVERY DEPARTMENT SIGNED OFF THAT'S WHEN. THEN YOU'RE DONE.
>> THEY MIGHT STILL ASK FOR STUFF AFTER THAT?
>> THAT'S WHAT JUST CITIES DO.
>> THAT COULD BE ANOTHER THING SANDY TO ADD TO THE SALES TAX THING.
>> GOOD QUESTION, BUT WHAT IS IT?
>> CERTIFICATE OF OCCUPANCY, SO IT'S THE C OF O.
>> BASICALLY MEANS THE [OVERLAPPING] FINAL SIGN OFF, THEY WALK AWAY, THEY DON'T NEED TO COME CHECK ON ANYTHING ANYMORE.
>> YOUR LIFE AND SAFETY IS DONE, YOUR STORMWATER IS DONE.
TYPICALLY, YOU'D HAVE EVERY OTHER DEPARTMENT SIGN OFF AND THEN YOU HAND THAT TO THE CITY.
THE BUILDING OFFICIAL GIVES YOU YOUR FINAL OCCUPANCY, WHICH SOMETIMES HAPPENS AND SOMETIMES DOESN'T.
>> AT WHAT POINT CAN YOU DO THAT? BACK TO YOUR QUESTION, WHEN DO YOU KNOW THE CITY ABUSE IS OVER?
>> TYPICALLY WHEN YOU GET YOUR C OF O, THEY KNOW IF THEY WANT TO TAKE ANOTHER BITE FROM THE APPLE, THEY GOT TO DO IT BEFORE THEY GIVE YOU YOUR FINAL.
>> THAT'S THEIR LEVERAGE. [OVERLAPPING].
>> CAN YOU DO THAT NEXT WEEK OR WHAT [OVERLAPPING]?
>> IT WILL BE LIKE PUNCH LIST TIME, TYPICALLY [INAUDIBLE].
>> PUNCH LIST THAT WE'RE ALREADY IN PUNCH LIST TIME.
>> THEY HAVE A TCO FOR THE ACADEMIC, TEMPORARY CERTIFICATE OF OCCUPANCY FOR THE ACADEMIC WING.
THEY WILL HAVE A FINAL ALL-ENCOMPASSING CERTIFICATE OF OCCUPANCY FOR THE ENTIRE [OVERLAPPING].
>> THAT CAN'T BE DONE UNTIL [OVERLAPPING].
>> YOU'RE ALL THE WAY DONE WITH THE WORK.
>> NEXT WEEK, THE PUNCH LIST IS COMPLETE DONE.
I THINK THE LAST ITEM THAT WOULD PROBABLY NEED TO BE SATISFIED IS STABILIZING THE GROUND THAT'S UNDERNEATH THE CTE RIGHT NOW.
YOU CAN'T JUST LEAVE THE DIRT BECAUSE IT WILL MAKE MUDDY WATER AND GO INTO THE DITCH BEHIND THE PROPERTY.
>> TYPICALLY THAT'S USUALLY THE LANDSCAPING AND THAT STORM WATER COMPONENT ARE QUITE OFTEN YOUR VERY LAST THING THAT YOU SATISFY, AND THEN THEY GIVE YOU C OF O.
>> JUST TO YOUR QUESTIONS. HOW MUCH MONEY DO YOU LEAVE IN THE POT TO SATISFY THE CITY AT THE END? THAT'S WHAT TO ASK.
>> I'M FEELING GOOD ABOUT WHERE IT'S AT NOW.
>> WELL AND THEY SAID THEY WANTED THINGS IN THE FIELD DONE, BUT THEY HAVEN'T FOLLOWED UP AND PUT THEM IN WRITING.
WHICH WAS REALLY GOOD BECAUSE A COUPLE OF THEM WERE EXPENSIVE. THEN TRANSITION [OVERLAPPING].
I WAS LOOKING AT THE SAME THING FROM LAST MONTH, THE SAME [OVERLAPPING].
>> THAT'S WHAT I WAS JUST GETTING TO.
>> THERE WAS A BIG SHIFT IN, INDIRECT COSTS FOR THE PACK OF LIKE $700,000.
>> I'D HAVE TO TALK TO HEIDI THEN.
>> I CAN FOLLOW UP WITH HEIDI AND LET YOU KNOW, I DON'T KNOW THE ANSWER TO THAT.
>> I DON'T KNOW IF THEY JUST GOT PULLED OUT OF THE PACK AND MOVED INTO [OVERLAPPING] ALL THE ADDED.
>> THEY'RE STILL SEPARATE, [OVERLAPPING] YOU CAN FOLLOW UP WITH HEIDI ON THAT.
>> THEN OF COURSE, ALL THAT INFORMATION IS DRIVEN BY THE CMR, WHICH I STILL HAVE BEEN STRUGGLING A BIT TO GET IT TIMELY AND ACCURATELY, BUT I SPENT A LOT OF TIME REVIEWING IT YESTERDAY TO MAKE SURE WE WERE AT LEAST NEAR IT.
I'M STILL STRUGGLING A LITTLE BIT WITH THAT, BUT I FEEL GOOD ABOUT WHERE WE'RE AT TODAY.
ANY OTHER QUESTIONS ON THE CMR?
>> WHEN I WENT THROUGH IT LAST NIGHT, WHAT DOES 'TENNIS COURT TO PARKING LOT' MEAN?
>> THAT'S WHAT I WAS JUST TALKING ABOUT, [OVERLAPPING] FOR LIKE $50,000.
THAT'S ONE OF THE MORE RECENT ONES THAT WE ADDED.
>> THE ONLY OTHER ONE WAS THE PROGRAMMING OF THE LIGHTS.
[01:00:04]
STADIUM LIGHTS? I CAN'T FIND IT RIGHT NOW.>> IS THAT WHAT YOU'RE TALKING ABOUT EARLIER? I ASSUME.
>> IS THAT THE SEPARATION OF THE GRANDSTAND SEATING LIGHTS?
>> IF YOU SAW IT ON THERE, THAT'S WHAT THAT WOULD MEAN. IT WAS ON THAT LIST.
>> ON THE CASH FLOW CHART, WE'RE PRETTY MUCH SPOT ON THE ORIGINAL PROJECTIONS, SO THAT'S PRETTY COOL.
>> NO. THE DEMO IS GOING TO START ON THE 18TH.
AM I REMEMBERING THAT CORRECTLY, JAMIE?
>> ABATEMENT [OVERLAPPING] STARTS PREVIOUS FRIDAY AND THEN WE REACH OUT TO THAT BUILDING AND THEY START ABATEMENT MONDAY, THE 18TH.
WE COULD BE MOBBING IN AND WE'RE GOING TO GRAB SOME STUFF OUT OF THERE AT [OVERLAPPING].
>> YOU ALREADY GOT MOST OF THE EQUIPMENT?
>> NO. IT'S GOING TO HAPPEN AT THE BEGINNING OF THE MONTH STARTING DECEMBER 4TH.
WHATEVER'S MOVING OVER WILL BE MOVED OVER, WHATEVER WE NEED TO GET OUT OF THERE, WE'RE GETTING OUT OF THERE, AND THEN EVERYTHING UP TO 15TH, WE WILL HAVE A DAY OR TWO TO TAKE A FINAL RUN THROUGH.
THE CONTRACTOR WILL BE ON SITE THE 18TH, TO START.
THERE'S STORMWATER ISSUES IF WE GO GRAVEL [OVERLAPPING].
>> THE GRAVEL IS CONSIDERED IMPERVIOUS.
>> WE WOULD HAVE TO HAVE ADDITIONAL STORMWATER ATTACHMENT.
JUST LIKE I TRIED REDOING THE ASPHALT AND THE TWO RAMPS ON EITHER SIDE OF THE TENNIS COURTS, BECAUSE THEY WERE IN PRETTY ROUGH SHAPE, BUT EVEN THAT SMALL PERCENTAGE WOULD REQUIRE ADDITIONAL CATCHMENT.
AS RIDICULOUS AS THAT IS, I CONSIDER IT TO BE PERVIOUS, BUT CITY OF FERNDALE DOESN'T BELIEVE IT TO BE SO, AND NEITHER DOES THE CITY OF BELLINGHAM.
ANYWAY, WE'RE DOING RYEGRASS THERE, BUT WE'RE GOING TO TRY AND USE THE RECYCLED CRUSHED FOR THE DRIVEWAY BETWEEN THE NEW PARKING LOT AND THE WAREHOUSE.
WE'RE GOING TO RESURFACE THAT IN THE CRUSHED FIVE-EIGHTHS MINUS OR WHATEVER IT IS.
THERE WILL BE A LITTLE BIT OF BOTH AND THEN THERE WILL BE SOME OF THE OLD PARKING LOT ASPHALT LEFT, BUT PRIMARILY RYEGRASS.
THEN WE ARE GOING TO LOOK AT SOME BARRIER FENCING, MAYBE 4 FOOT JUST TO KEEP KIDS FROM JUMPING THE CURB AND DOING DONUTS IN THE RYEGRASS.
WE'RE GOING TO PUT SOME PROTECTION THERE FOR THE OBVIOUS REASONS, BUT WE'RE GOING TO LOOK AT ALL THAT TOMORROW.
>> WE WOULD HAVE LIKED CRUSHED TOO, FOR THAT WHOLE AREA, BUT STORM PRECLUDES US FROM DOING THAT.
>> WE ACTUALLY HAD THE ARCHITECT WORK WITH THE CITY OF FERNDALE.
>> WE'LL ASK ABOUT THAT TOMORROW, BECAUSE WE'RE TAKING CTE BUILDING DOWN.
>> WE WERE TOLD THAT WE'D HAVE TO ADD STORM.
>> WHAT'S THAT PART AGAIN? [OVERLAPPING].
>> DOES THE ROOF JUST STRAIN TO THE DITCH RIGHT NOW?
[01:05:22]
>> YOU PROBABLY ALSO GET CREDIT FOR BEING A FILTER WITH THE GRASS, RIGHT OR NOT? YOU DON'T? THAT'S IT.
>> WELL I'LL JUMP RIGHT INTO THE MONTHLY REPORT FOR THE HIGH SCHOOL.
>> WAIT KEN I'VE GOT ONE MORE QUESTION.
WHAT ABOUT THE PAC MURAL IS THAT IN THE NUMBER?
>> THE CTE WING, THE CASEWORK HAS BEEN IN PROCESS AND IS SUBSTANTIALLY COMPLETE.
CREWS ARE NOW INSTALLING WINGS, COATING DOWN THE CTE CORRIDORS.
SOUND ABSORBING PANELS HAVE BEEN INSTALLED IN THE SHOP AREAS.
THE SHOPS HAVE NOW HAD STUDENTS LOCKERS INSTALLED.
AIR SCRUBBING EXHAUST EQUIPMENT IS NOW BEING INSTALLED IN THE METAL SHOP OVER THE FORGE AND ARC-CUTTING TABLE.
FINISHED FLOORING HAS BEEN ONGOING, CARPET AND SHEET VINYL ARE NOW SUBSTANTIALLY COMPLETE AND MOST OF THE LIGHTS AND DIFFUSERS ARE NOW INSTALLED IN THE CEILING GRID ALLOWING MANY AREAS TO HAVE FINISHED CEILING TILES INSTALLED.
ON THE SITE WORK THE CONCRETE BENCHES IN FRONT OF THE PAC HAVE NOW BEEN FORMED AND POURED.
AT LEAST I'M HOPING THEY WERE I WROTE THIS LAST WEEK BEFORE IT WAS POURED SO I DON'T KNOW IF IT'S HAPPENED NOW, CHECK TOMORROW.
>> THEY WERE FORMED WHEN I DROVE BY.
I DON'T KNOW IF THERE WAS CONCRETE IN THEM.
>> MOST TREES AND PLANNINGS HAVE BEEN INSTALLED ACROSS THE SITE.
ONCE THE SIDEWALKS BETWEEN THE PAC AND THE CTE WING ARE COMPLETED THE FINAL LANDSCAPING CAN BE FINISHED.
LANDSCAPING AND GROUND COVERS ARE NOW BEING INSTALLED ALONG THE DITCH ON THE EAST SIDE OF THE PROPERTY.
FINAL GATES AND FENCING WILL BE OCCURRING AROUND THE SITE OVER THE NEXT MONTH.
THE FENCING IN-BETWEEN THE SCHOOL PROPERTY AND THE RAILROAD PROPERTY WILL BE RESTORED ONCE ALL SITE WORK HAS BEEN COMPLETED.
SO THAT WHERE WE DRIVE THROUGH NOW FROM THE RAILROAD PROPERTY IN WE'RE GOING TO BLOCK THAT BACK OFF FOR LONG-TERM CONDITION.
THEN ON THE PAC THE FINAL CLEANING OF THE AUDITORIUM OCCURRED LAST WEEK MOVING THIS TOWARDS TURNING THIS AREA OVER TO THE SCHOOL.
CONTRACTS HAVE BEEN SIGNED COVERING BOTH THE STAGE LIGHTING DRAPERIES AND RIGGING PROJECT, AS WELL AS THE AUDIO AND VIDEO REPLACEMENT PROJECT FOR THE PAC'S AUDITORIUM AND STAGE AREAS.
THE CONTRACTOR HAS NOW BEEN PROVIDED APPROVAL TO PROCEED WITH ABATEMENT AND DEMOLITION OF THE EXISTING CTE BUILDING.
ONCE THE BUILDING IS REMOVED THE AREA WILL BE MINIMALLY RESTORED TO KEEP IT ON HOLD FOR A FUTURE IMPROVEMENT PROJECT.
ONE THING JUST TO MENTION, WE'RE GOING TO MAINTAIN THE SMALL ENGINE SHOP THAT'S THERE BUT IT'S GOING TO BE REPURPOSED FOR STORAGE.
WE'LL HAVE MINIMAL HEAT IN THAT BUILDING JUST FOR FREEZE PROTECTION BUT PRIMARILY STORAGE, IS IT JUST WAREHOUSE OR KITCHEN WAREHOUSE? WE'RE ACTUALLY SETTING A NEW METER IN LINE BECAUSE THAT'S CURRENTLY FED OFF THE OLD CTE BUILDING.
THEY'LL BE SETTING RIGHT WHEN WE GET STARTED, WE'RE GOING TO CUT AND SWAP THAT OVER AND GET THAT INSTALLED AND THEN RE-FEED THE GAS HEATER.
THAT'LL BE THE PERMANENT CONDITION OF.
>> JUST OUT OF CURIOSITY, WHAT CONDITION IS THAT IN? IS IT PRETTY GOOD OR DOES THAT TIN HAVE TO BE REPLACED? JUST OUT OF CURIOSITY.
IT SEEMED LIKE THE TIN WAS NOT IN GOOD SHAPE, IF REMEMBER LAST TIME I WAS THERE.
>> WHAT THAT? IT WAS GOOD WHEN YOU WERE GOING TO SCHOOL 10 YEARS AGO THERE? EIGHT YEARS AGO?
>> YEAH, IT FUNCTIONED JUST FINE IN '87.
>> THEN ON CRITICAL BUILDINGS WE'VE ALREADY TALKED ABOUT THAT WITH THE VISTA GETTING WRAPPED UP IN THAT ONE LAST COMMERCIAL HOT WATER TANK FOR VISTA.
>> YEAH. WE HAVE A GROUND'S CREW, THERE'S A TWO-YEAR WARRANTY ON THE LANDSCAPING THAT'S PUT IN AT THE HIGH SCHOOL.
[01:10:07]
THEY WILL BE TAKING CARE OF A LOT OF THAT FOR THE FIRST COUPLE OF YEARS.>> YES, THERE'S TEMPORARY IRRIGATION.
WHERE WE HAVE GRASS WE HAVE PERMANENT IRRIGATION.
WHAT YOU'RE SEEING WILL COME OUT.
>> FOR THE PRACTICE FIELD HAVE THEY GIVEN YOU A NUMBER THAT THEY CAN JUST BURY THOSE LINES?
>> BUT THERE'S A METER, THERE'S WATER?
>> YEAH. WE'LL BE ABLE TO WATER IT, IT'LL BE OFF OF A HOSE REEL.
>> DO YOU NEED ANOTHER YEAR FOR THAT GRASS BEFORE YOU CAN ACTUALLY DO ANYTHING ON IT?
>> I THINK BY THE FALL IT SHOULD BE PRETTY GOOD.
>> KEN, HOW DOES THE NUMBER END UP BEING FOR THE DEMO OF THE CTE BUILDING? YOU THOUGHT THAT IT MIGHT END UP GETTING LOWERED A LITTLE BIT.
>> WE TOOK A FEW TRIES AT THAT ONE.
MY ORIGINAL NUMBER WAS 500,000 AND ALL SAID AND DONE WITH EVERYTHING INCLUDED IT'S MORE LIKE 650,000 SO KIND OF SHOT LOW ON THAT ONE.
>> THEY'VE TAKEN OUT THAT LAST PIECE OF THE OLD MEAN.
>> YEAH, THAT'S PART OF THE ORIGINAL CONTRACT DOES NOT CHANGE ORDER WORK.
THEY HAD TO LEAVE IT UP SO WE COULD USE THE BOILER ROOM TO FEED THE CTE WHILE IT WAS STILL BEING USED TO.
>> I DON'T BELIEVE IT'S HAPPENED MULTIPLE TIMES, IT HASN'T BEEN FIXED. IT HAPPENED ONE TIME.
>> JUST POINT OF REFERENCE WE'RE TALKING ABOUT THE NEW HIGH SCHOOL?
>> NEW HIGH SCHOOL, BY THE SOUTHWEST ENTRANCE THERE'S A WINDOW DOWN LOW.
IT HAPPENED ONCE THEY JUST HAVEN'T GOT THE GLASS FOR IT.
>> ANYONE HAVE ANYTHING ELSE FOR THE GOOD OF THE ORDER?
>> CORNERSTONES CONTRACTUAL LAST DAY? ANYONE KNOW WHAT THAT IS?
>> ORIGINALLY IT ACTUALLY WAS.
BUT THE PHASING DICTATED WHAT THE TIME FRAMES ARE GOING TO BE.
>> DO YOU HAVE AN ANTICIPATED WHEN THEY ARE? BECAUSE OBVIOUSLY THE A LOT OF THE STUFF FOR PAC IS GETTING MANAGED OUTSIDE.
>> WELL, WE'RE JUST ABOUT READY TO GET RID OF THEIR OFFICE TRAILER, THAT'S GOING TO GO AWAY.
GET IT DOWN TO GREG AND A COUPLE OF GUYS AND THEN WE'RE ACTUALLY GOING TO FIND THEM SOME SPACE IN THE BUILDING TO HANG OUT LIKE EVERY JOB IN THE WORLD.
>> MAKE SURE IT'S SMALL AND DOESN'T HAVE A GREAT HEAT.
>> BUT THEY SHOULD BE ESSENTIALLY GONE JANUARY.
>> THEY PROBABLY GET THEIR CFO BEFORE WE DO THAT WORK IN
[01:15:02]
THE PAC BECAUSE THERE'S AN ELECTRICAL PERMIT REQUIRED, BUT THAT WOULD BE FOR THE STATE OF WASHINGTON, ILLINOIS.THERE'S NO LIFE AND SAFETY THAT WE'RE GOING TO BE WORKING ON SO I WOULD THINK THAT WE'D GET OUR CFO PRIOR TO GETTING THAT WRAPPED UP.
GOOD WE WANT TO GET THE CONTRACTOR DOWN THE ROAD.
>> ANYTHING FROM ANYBODY ELSE? ALL RIGHT. ADJOURNED. THANK YOU.
