THE FEBRUARY BUSINESS MEETING OF THE FERNDALE SCHOOL BOARD.

THANK YOU FOR JOINING US, WHETHER LIVE OR ONLINE.

I KNOW WITH THE WHETHER ONLINE MIGHT BE A NICE OPTION FOR TONIGHT.

WELCOME TO THOSE THAT ARE JOINING US FROM THEIR HOMES.

I'M EXCITED ABOUT TONIGHT'S MEETING, PARTICULARLY THE SWEARING IN OF OUR NEW AREA 3 DIRECTOR, TONY JEFFERSON.

APPOINTING THE DIRECTOR TO FILL OUR OPEN DISTRICT 3 POSITION WAS A BUMPIER PROCESS THAN ANY OF US WOULD HAVE DESIRED.

LOOKING BACK ON IT, THERE ARE THINGS THAT ALL OF US WISH WE HAD DONE DIFFERENTLY.

I'M HOPING THAT THIS REFLECTION WILL HELP US TO MOVE FORWARD IN A MORE POSITIVE MODE.

FUNCTIONING AGAIN WITH A FULL BOARD WILL BE NICE.

I'M ALSO HOPING THAT WITH THE SEEDING OF A FULL BOARD, WE CAN MOVE OUR FOCUS ONTO THE THINGS THAT WILL HELP OUR STUDENTS SUCCEED IN THEIR EDUCATION AND PREPARATION FOR THEIR FUTURES.

AS A REMINDER, THE PURPOSE OF THIS AND EVERY OTHER SCHOOL BOARD MEETING IS TO CONDUCT THE BUSINESS OF THE BOARD.

THAT BUSINESS IS TO MAKE DECISIONS AND POLICIES THAT REFLECT THE WISHES OF THE COMMUNITY AND PROVIDE EACH STUDENT WITH THE NECESSARY SKILLS AND ATTITUDES COMMENSURATE WITH HIS OR HER ABILITIES TO BECOME EFFECTIVE CITIZENS.

IN ORDER TO FAITHFULLY EXECUTE THAT PURPOSE, THE BOARD NEEDS TO HEAR AND DISCUSS VARIOUS OPINIONS ON EACH ISSUE.

THAT PROCESS IS BEST SERVED WHEN ALL INVOLVED FOCUS ON THE ISSUES RATHER THAN THE PERSONALITIES.

AT THE BEGINNING OF LAST MONTH'S MEETING, I MENTIONED THAT THE BOARD HAD BEEN REMINDED ABOUT OUR CODE OF CONDUCT POLICY, GC7, AND THE IMPORTANCE OF ADHERING TO THAT POLICY.

WE ALSO HEARD MORE ON THIS DURING PUBLIC COMMENT.

AS I MENTIONED LAST MONTH, THE BOARD CONTINUES TO ACTIVELY PURSUE AN APPROPRIATE RESPONSE TO THE ALLEGATIONS WERE MADE.

THAT PROCESS WILL CONTINUE TONIGHT DURING OUR EXECUTIVE SESSION WHEN LEGAL COUNSEL RELATED TO THIS MATTER IS PRESENTED.

ALLEGED VIOLATIONS OF THE BOARD'S CODE OF CONDUCT ARE NOT SOMETHING WE TAKE LIGHTLY AND WE CONTINUE TO WORK TOWARDS AN APPROPRIATE RESOLUTION.

WITH THAT SAID, WE'LL MOVE FORWARD WITH TONIGHT'S MEETING.

JUST A FEW QUICK ITEMS THAT I FORGOT EARLIER THAT I WANTED TO JUST REMIND EVERYONE ABOUT.

OBVIOUSLY, WE KNOW WHERE THE EXITS ARE FOR THOSE IF YOU DO NEED TO USE THE RESTROOMS, THEY'RE JUST UP THE HALLWAY.

ALSO JUST WANTED TO MAKE A NOTE.

YOU'LL PROBABLY SEE THE SIGNS OUT THERE.

WE'VE GOT A LITTLE BIT OF LEAKAGE ISSUE GOING ON, SO JUST BE CAREFUL THAT YOU DON'T SLIP.

JUST WANTED TO LET PEOPLE KNOW, BE AWARE OF THOSE.

AS WE MOVE TO THE PUBLIC COMMENT PORTION OF TONIGHT'S MEETING, I'D LIKE TO REMIND EVERYONE AGAIN ABOUT PUBLIC COMMENT.

PUBLIC COMMENT IS A TIME WHEN THE BOARD IS ABLE TO HEAR FROM THE COMMUNITY WHAT IS ON THEIR MIND AND IMPORTANT TO THEM.

IT'S NOT A TIME OF DISCUSSION, IT IS A TIME FOR THE BOARD TO LISTEN.

BOARD MEMBERS MAY ASK CLARIFYING QUESTIONS AND MAY DIRECT SOMEONE, MOST OFTEN THE SUPERINTENDENT, TO TAKE FUTURE ACTION RELATED TO THE STATEMENTS.

BUT AGAIN, IT IS NOT A TIME FOR DISCUSSION.

PLEASE DO NOT INTERPRET THIS AS A LACK OF INTEREST OR CONCERN.

IT IS RELATED TO THE RULES OF THE OPEN PUBLIC MEETING ACT THAT REQUIRE US TO ANNOUNCE ANY TOPIC ON WHICH THERE IS GOING TO BE DISCUSSION WHICH THE PUBLIC MAY HAVE INTERESTS PRIOR TO THE MEETING.

BY DISCUSSING SOMETHING NOT ON THE AGENDA, WE POTENTIALLY DEPRIVE AN INTERESTED COMMUNITY MEMBER FROM BEING PRESENT FOR THAT DISCUSSION.

THOSE THAT ARE NOT COMFORTABLE SPEAKING IN FRONT OF THE GROUP ARE CERTAINLY WELCOME TO CONTACT THE BOARD VIA PHONE OR EMAIL.

OUR CONTACT INFORMATION IS READILY AVAILABLE ON THE DISTRICT WEBSITE.

IN REVIEW OF OUR PUBLIC COMMENT POLICY OVER THE PAST FEW MONTHS, IT HAS BEEN NOTED THAT ONLINE POLICY DID NOT REFLECT SOME OF THE CHANGES THAT WERE DISCUSSED AND VOTED ON IN 2015.

THESE RELATE TO THE TIMING AND LIMITS ON PUBLIC COMMENT.

WE DISCUSSED THOSE CHANGES AT PREVIOUS MEETINGS AND A REVISED VERSION OF POLICY 1,400 IS ON TONIGHT'S AGENDA TO BE ADOPTED.

ONCE ADOPTED, THE ONLINE POLICY WILL BE UPDATED TO ELIMINATE ONGOING CONFUSION.

AS I MENTIONED LAST MONTH, WE ALSO NOTED IN OUR REVIEW OF PUBLIC COMMENT THAT WE HAD DRIFTED AWAY FROM SOME ASPECTS OF THIS STATED POLICY THAT WERE NOT CHANGED.

OUR INTENT TONIGHT LIKE LAST MONTH, IS TO BETTER COMPLY WITH THIS POLICY.

THE MOST NOTABLE CHANGES ARE ONE, SPEAKERS WILL BE ASKED TO FIRST STATE THEIR NAME, ADDRESS, AND THE NAME OF ANY GROUP OR ORGANIZATION THAT THEY ARE REPRESENTING PRIOR TO SPEAKING.

THIS DOES NOT TAKE THE PLACE OF SIGNING INCOMPLETELY ON THE PUBLIC COMMENTS SIGN-IN SHEET.

THIS IS STILL REQUIRED AS WELL.

NUMBER 2, SPEAKERS WILL BE LIMITED TO THREE MINUTES THAT WE HAVE BEEN GRACIOUS WITH THE LIMIT IN THE PAST, BUT WE'LL HOLD MORE FIRM TO IT MOVING FORWARD.

EACH SPEAKER'S TIME WILL BEGIN WHEN THEY STEPPED TO THE PODIUM AND BEGIN TO ADDRESS THE BOARD.

ANY SPEAKER WHO'S COMMENTS EXCEED THE THREE-MINUTE LIMIT, CAN SUBMIT THEIR ENTIRE OR REMAINING COMMENTS IN WRITING.

SPEAKERS WILL BE EXPECTED TO AVOID DEFAMATORY, ABUSIVE, REPETITIVE, OBSCENE, AND/OR IRRELEVANT REMARKS.

THE DEFINITION OF THOSE WORDS IS AVAILABLE ON THE HANDOUT NEXT TO THE PUBLIC COMMENT SIGN-IN SHEET.

AGAIN, THE BOARD WELCOMES YOUR COMMENTS, BUT ASK THAT YOU COMMENT IN A KIND AND RESPECTFUL WAY.

FAILURE TO HEED THIS REQUIREMENT MAY RESULT IN THE TERMINATION OF YOUR PUBLIC COMMENT.

FINALLY, SPEAKERS WILL BE DISCOURAGED FROM SPEAKING RELATED TO EMPLOYEE GRIEVANCES AND COLLECTIVE BARGAINING WITH EMPLOYEE UNIONS.

SEPARATE CHANNELS EXIST TO ACCOMMODATE THESE CONCERNS PURSUANT TO BARGAINING AGREEMENTS AND GRIEVANCE PROCEDURES.

IN ADDITION, THE BOARD HAS ELECTED TO INVOKE FOR THE TIME BEING, IT'S RIGHT TO LIMIT PUBLIC COMMENT, SPEAK GEARS TO RESIDENTS OF THE COMMUNITY, EMPLOYEES OF THE DISTRICT AND/OR DESIGNEE OF SUCH RESIDENTS OR EMPLOYEES, CURRENT STUDENTS, PARENTS OR GUARDIANS OF CURRENT STUDENTS, AND THOSE OWNING PROPERTY WITHIN THE DISTRICT.

OUR STUDENTS ARE LEARNING HOW TO ADAPT AND PUSH THEMSELVES THROUGH LIFE'S CHALLENGES IN OUR EVERY CHANGING WORLD THAT CAN BE DIFFICULT AND COMPLICATED.

I AM HERE TO INVITE EACH OF YOU TO STOP IN AND VISIT US DURING THE DAY.

WE WOULD LOVE FOR YOU TO SEE HOW THINGS ROLL DURING A TYPICAL DAY.

THESE PRESSURES CONTRIBUTE TO A DIFFICULT TIME DURING THE MIDDLE SCHOOL YEARS, OUR STUDENTS ARE CONSTANTLY GROWING, MATURING, AND CHANGING.

THEIR NEEDS CAN BE SO VAST.

IT CAN BE A STRUGGLE TO SUPPORT OUR STUDENTS BEHAVIOR, AND MENTAL HEALTH.

WE ONLY HAVE SO MANY RESOURCES TO GO AROUND.

OUR STAFF WORKS TIRELESSLY TO CREATE PLANS, INTERVENTIONS, AND PROGRAMS TO SUPPORT OUR EVER-GROWING AND CHANGING STUDENTS.

BY COMING TO OUR BUILDING AND EXPERIENCING OUR DAY TO DAY ACTIVITIES, WE HOPE YOU CAN USE WHAT YOU SEE TO MAKE AN INFORMED DECISIONS ABOUT OUR MIDDLE SCHOOLS.

THROUGHOUT MY ADULT LIFE, I HAVE ALWAYS THOUGHT THAT LOVE IS THE MOST IMPORTANT, MOST POWERFUL EMOTION THAT HUMAN POSSESSES.

BECAUSE IT IS THE MOTIVATION THAT DRIVES A PERSON TO TAKE MANY IMPORTANT ACTIONS IN LIFE, INCLUDING TO DEFEND AND PROTECT LOVED ONES, AND IN THE CASE OF A SOLDIER, THE COUNTRY.

HOWEVER, WHAT HAS HAPPENED SINCE THE PANDEMIC A FEAR BEGAN THREE YEARS AGO HAS PROVEN ME WRONG.

IN FACT, FEAR HAS BEEN SO WELL MANIPULATED BY THE LEFT THAT IT HAS REPLACED LOVE AS THE MOST POWERFUL EMOTION.

I'M GOING TO EXPLAIN TO YOU WHAT I MEAN.

FIRST, FEAR CREATES HATRED THROUGH A MASTERFUL PROPAGANDA OF FEAR AIDED AND ABETTED BY THEIR ALLIES IN THE MEDIA.

THE LEFT HAS INSTILLED IN MANY PEOPLE SO MUCH HATRED FOR THE UNVACCINATED THAT THEY DON'T WANT UNVACCINATED PEOPLE TO BE TREATED IN THE HOSPITAL, AND WISH FOR THEM TO DIE OR SUFFER THE CONSEQUENCES.

FEAR HAS ALSO ENCOURAGED PEOPLE TO SNITCH ON THEIR NEIGHBORS, AND FELLOW HUMAN BEINGS FOR NOT FOLLOWING THE STATE MANDATES, AND THAT BRINGS BACK DISTURBING MEMORIES FROM THE FOUR YEARS THAT I LIVED UNDER THE COMMUNIST REGIME IN VIETNAM.

SECOND, FEAR BREEDS SELFISHNESS.

WE HEARD THAT TONIGHT, THEY REALLY DO LEAD WITH THEIR HEART AND IT'S IMPORTANT THAT THEY'RE ACKNOWLEDGED AND THAT THEY KNOW THAT THEY ARE BEING SEEN FOR THEIR EFFORTS THAT THEY PUT FORTH EVERY DAY.

ONE PIECE THAT CAME THROUGH IN THE ENTRY PLAN WAS OUR ADMINISTRATORS AND OUR AAS, WE HEARD FROM ONE TONIGHT THEY ARE WORKING SO INCREDIBLY HARD.

I HAVE A SAYING THAT I SAID THAT THE PRINCIPALS THEY HINGE ON THE DOOR, THEY REALLY DO HELP SUPPORT THE STAFF.

WHEN WE WANT TO SEE IMPROVED OUTCOMES, WHAT WE KNOW IS THE TEACHER IS THE NUMBER 1 DIRECT VARIABLE AND THE PRINCIPAL IS THE NUMBER 1 INDIRECT VARIABLE.

CREATING TIMES SO THE PRINCIPALS IS ABLE TO BE IN THOSE CLASSROOMS OBSERVING AND GIVING FEEDBACK.

WE HAVE THESE INCREDIBLE AAS WHO ARE EXCELLENT AT THE MANAGEMENT SIDE.

THIS WAS A TIME WHEN AAS AND THEIR BUILDING PRINCIPALS WERE ABLE TO COME TOGETHER AND SPEND A DAY AND LEARN HOW TO ACTUALLY WORK TOGETHER.

CHRIS WILL OFTEN REMIND ME WHEN I START MESSING WITH MY CALENDAR OR I TRIED TO PRINT SOMETHING OFF, SHE GOES, "LET ME DO ME AND YOU DO YOU." WE ARE OFTEN THE WORST STUDENTS AS ADMINISTRATORS AND SO REALLY THE BOSSES ARE THE AAS.

THIS WAS A TIME FOR THEM TO COME TOGETHER AND BEGIN TO HAVE THOSE CONVERSATIONS AND LOOK THROUGH WHAT THE OUTCOME OF THIS WILL BE IN A REALLY STRONG BREAKTHROUGH DISTRICT.

JUST BY IMPLEMENTING THESE STRATEGIES, STUDENT OUTCOMES INCREASE BECAUSE PRINCIPALS ARE ABLE TO BE IN CLASSROOMS MORE INSTEAD OF DEALING WITH THE DAY-TO-DAY ORGANIZATIONAL STRUCTURES.

VISTA HAD AN ENTIRE BUS AND POWER LINES DOWN SO PEOPLE CAN COME IN AND OUT AND SO WE HAD TO REROUTE.

OUR BUS DRIVERS DID A PHENOMENAL JOB, OUR STAFF WAS AMAZING.

WE QUICKLY LEARNED WHAT EMERGENCY LIGHTS WERE NOT WORKING, THAT'S A FAULT OF OURS.

WE DID WHAT GOOD TEACHERS DO, YOU HAVE A LESSON PLAN, YOU IMPLEMENT THE LESSON PLAN AND THEN YOU EVALUATE WHAT WENT WELL AND WHAT DIDN'T GO WELL, AND WHAT DID GO WELL WITH OUR STAFF WAS ABSOLUTELY INCREDIBLE IN THE MIDDLE OF THE CRISIS.

THEN THEY DID NOT HAVE ALL THE TOOLS THEY NEEDED TO DO WHAT THEY NEEDED TO DO THAT DAY SO THAT FALLS ONTO THE TEAM AND I AND SO WE ARE QUICKLY WORKING AND ASKING HOW TO SHIFT.

TEAMS ARE GOING OUT AND DOING REVIEWS OF SCHOOLS, MAKING SURE WE HAVE BATTERIES, ALL THOSE THINGS.

WE LEARNED A LOT THIS DAY AND WE WILL GET BETTER FROM IT,

THEN THE NEXT DAY, VISTA WOKE UP, STILL NO WI-FI SO WE GOT THAT SHIFTED QUICKLY THANKS TO OUR TECH TEAM, BUT IT WAS A LOT, WE LEARNED A LOT.

WTA FELT HORRIBLE AND WE WERE JUST GLAD THEY WERE ALL SAFE AND THE DISTRICT OFFICE HELPED GET KIDS HOME THAT DAY, IT WAS AMAZING.

WE WERE ABLE AS A TEAM TO WORK CLOSELY WITH THE OTHER WATKINS COUNTY DISTRICTS TO ALSO ADVOCATE FOR TRANSITIONAL KINDERGARTEN AND THAT WOULD BE OUR JUMPSTART K. THERE'S A LOT OF CONTROVERSY AROUND THAT AND IF THAT BILL PASSES AFTER NEXT YEAR, DISTRICTS WILL NO LONGER BE ABLE TO OFFER THAT WITH ANY FUNDING.

IT'S A BIG ONE FOR US AND THEN OUR OWN QUBANA REALLY WAS DOING A NICE JOB OF HELPING ADVOCATE FOR BONDS, CAPITAL PROJECTS AND WHO SHOULD OWN THAT RESPONSIBILITY.

IN TERMS OF TRANSPORTATION, TRYING TO FIGURE OUT THE NEEDS OF SCHOOL DISTRICTS AND TRYING TO FIGURE OUT HOW TO CURB THE SCHOOL BUS SHORTAGE.

THEN THE QUESTION THAT I ASKED TO SUPERINTENDENT [INAUDIBLE] WAS ABOUT HOW IT JUST SEEMED LIKE THROWING MORE MONEY AT THE SITUATION, IT COULDN'T BE THE ONLY THING WE COULD DO BECAUSE THERE WERE OTHER SCHOOL DISTRICTS LIKE THIS ONE WHO WERE ALREADY THROWING MORE MONEY AT THE ISSUE, THE SITUATION IS STILL PRESENT.

HE SAID, "WE NEED TO BE ABLE TO COMPETE IN THE PRIVATE SECTOR AND RIGHT NOW WE'RE NOT,
