WE HAD A LITTLE BIT OF A LATE START BECAUSE OUR SPECIAL MEETING RAN A LITTLE BIT LONG, SO OUR APOLOGIES THAT WE HAD A LOT TO COVER THERE.

WE'LL GO AHEAD AND GET RIGHT DOWN TO BUSINESS.

WITH THAT, THE FIRST ITEM IS PLEDGE OF ALLEGIANCE.

IF EVERYONE WOULD PLEASE JOIN ME AND SALUTE TO OUR FLAG.

NEXT IS THE LAND ACKNOWLEDGMENT AND I'M CALLING ON.

[NOISE] I'M GOING TO PROPOSE THAT WE MAKE A COUPLE OF CHANGES.

ONE IS TO ITEM 5.02, WHICH IS THE REORGANIZATION OF THE BOARD AND I'M GOING TO PROPOSE THAT WE MOVE THAT TO OUR JANUARY MEETING WHEN WE SHOULD HAVE OUR DISTRICT 3 REP IN PLACE AND WE'LL HAVE A FULL PRESIDING BOARD.

SIMILARLY, USING LAST YEAR'S PRECEDENTS WHEN WE WEREN'T IN FULL ATTENDANCE AT OUR DECEMBER MEETING, WHICH BY POLICY IS WHEN WE DO ADJUST THE BOARD LEADERSHIP.

BUT AGAIN, I THOUGHT IT WAS APPROPRIATE TO MOVE IT UNTIL NEXT MONTH WHEN WE SHOULD HAVE OUR DISTRICT 3 PERSONS SEATED.

ALSO, I'D LIKE TO PROPOSE THAT WE MOVE ITEM 5.03, WHICH IS THE REVIEW OF LAND ACKNOWLEDGMENT TO AN UPCOMING [NOISE] STUDY SESSION AS WAS SUGGESTED IN CHRISTY'S WEEKLY SWAY.

IT WAS MOVED AND PASSED AT THE LAST MEETING TO HAVE THAT CONVERSATION TONIGHT.

AGAIN, IT SEEMS THAT IT WOULD BE MORE APPROPRIATE TO DO SUCH WHEN WE HAVE A FULL BOARD, INCLUDING A REPRESENTATIVE FROM DISTRICT 3, WHICH DOES INCLUDE NOMINATION PLANS AND WHEN WE HAVE MORE TIME TO GATHER INFORMATION REGARDING THE LAND ACKNOWLEDGE AND THE PROCESS BY WHICH THE CURRENT LAND ACKNOWLEDGMENT WAS DEVELOPED AND ADOPTED.

I WOULD LIKE TO MAKE THOSE TWO PROPOSALS WITH THE AGENDA AND IF THERE'S ANY OTHER PROPOSALS FROM THE REST OF THE BOARD.

>> I WOULD LIKE MAKE A PROPOSAL, LET ME MAKE JUST A VERY BRIEF DISCUSSION REGARDING THE LAND ACKNOWLEDGMENT.

I AGREE WITH YOU THAT WE NEED TO HAVE A FULL BOARD AND THEN THE REP. WE HAVE A GOOD DISCUSSION.

BUT I'M ALSO COMING FROM A POSITION OF NOT HAVING ANY MEMORY OF THIS HAPPENING.

WHAT I WAS REALLY HOPING TO GAIN FROM THE DISCUSSION, WAS MORE INFORMATION ON THE HISTORY OF HOW THIS ALL HAPPENED, WHICH I FEEL LIKE MAYBE SOME OF YOU HAVE SOME OF IT BUT I ALSO FEEL LIKE [NOISE] I AM VERY CURIOUS ABOUT THE PROCESS AND EVERYTHING THAT SURROUNDED THE ORIGINATION OF THIS AND I JUST WANT TO BETTER UNDERSTAND AND I THINK IF WE POSTPONE ALL DISCUSSION, WE'LL JUST BE KICKING CAN DOWN THE ROAD UNTIL THE POINT IN TIME WHEN WE DECIDE THAT WE DO WANT TO ADDRESS IT.

AS TO WHAT I'D LIKE IT'S IN THE INTERVENING TIME, TO ACTUALLY BE DOING SOME INFORMATION GATHERING SO THAT WHEN WE DO TAKE THE TIME TO COME TOGETHER AND DISCUSS THIS, THAT EVERYBODY HAS A BETTER PICTURE OF WHAT THE HISTORY OF THIS WAS AND WE'LL EASE.

TO THAT EFFECT, I HAVE WRITTEN A LITTLE LIST OF QUESTIONS THAT I WOULD LIKE ANSWERS TO WHAT INVOLVED HISTORY OF THINGS THAT TRANSPIRED TO THIS POINT IN TERMS OF WHERE THE IDEA ORIGINATED, HOW IT WAS CREATED, THAT THING.

THAT WAS WHAT I WAS HOPING TO GAIN FROM THE DISCUSSION TONIGHT.

I ALSO WONDERED IF ANYBODY ELSE HAD QUESTIONS, THEY WOULD LIKE TO GET ANSWERS TO BEFORE WE GET TO THE POINT WHERE WE DO ACTUALLY HAVE A REALLY GOOD DISCUSSION.

AS WE DISCUSSED IT, TALKING ABOUT THE AGENDA AND GETTING PREPARED FOR TODAY, THAT WAS ONE OF THE CHALLENGES WE HAD WAS WHAT WAS THE FULL PROCESS AND THERE WERE SOME QUESTIONS AND DIFFERENT OPINIONS ABOUT THAT.

I THINK GOOD TO HAVE THOSE QUESTIONS SO WE CAN GATHER THAT INFORMATION TO KNOW WHAT INFORMATION WE NEED TO HAVE TO BRING TO THAT DISCUSSION AND TO GET IT OUT TO THE BOARD FOR SOME TIME TO REFLECT TO ON, LOOK AT BEFORE WE HAVE A STUDY SESSION.

WE LOOK TO DOING A STUDY SESSION JUST IN THE SENSE THAT WE COULD LEARN A LITTLE BIT MORE ABOUT THE PROCESS.

I BELIEVE WE CAN SEND OUT INFORMATION ONLY EMAILS THAT'S NOT CONSIDERED DELIBERATION OR ANYTHING LIKE THAT.

>> CORRECT. IF WE'RE SENDING OUT ANY INFORMATION IN A ONE-WAY STREAM TO OTHER BOARD MEMBERS, THAT'S FINE, WE JUST CAN'T HAVE AN ONLINE EMAIL BACK AND FORTH DISCUSSION IN ORDER TO KEEP WITHIN THE PROPER MEANS THAT.

TIMING BECAUSE I'M GOING TO NEED TO LEARN THAT AND SO IT GIVES SPACE AND ENSURE THAT THE PEOPLE WHO ARE INVOLVED IN THAT ARE IN THE ROOM, THAT WE GIVE TIME TO INVITE THEM BECAUSE I DON'T KNOW IF YOU'VE EVER PLAYED TELEPHONE, BUT I WAS NEVER REALLY GOOD AT THAT WHERE SOMEBODY TELLS ME SOMETHING AND THEN I REPEAT IT, SOMEONE ELSE REPEATS IT SO I THINK IT'S IMPORTANT TO ENSURE THAT THE MEMBERS WHO WERE ENGAGED, INCLUDING SOME STUDENTS, GET AN INVITATION TO BE PART OF THAT STUDY SESSION.

IT WOULD BE SEPARATE FROM THE BOARD MEETING SO THAT AT THE NEXT BOARD MEETING, YOU CAN HAVE THAT CONVERSATION.

BUT WE WOULD ALL HAVE THE SAME INFORMATION, GETTING IT AT THE SAME EXACT TIME AND DOING A HISTORY LOCK ON IT.

>> ANOTHER COUPLE OF THINGS AS FAR AS THE AGENDA GOES, I WOULD LOVE TO MOVE THE THE MINUTES BE REMOVED FROM THE CONSENT AGENDA.

THERE ARE TO MY WAY OF THINKING WERE MANY ERRORS IN THE MINUTES AND SO RATHER THAN TRY TO PULL IT APART PIECE BY PIECE, I THINK I WOULD LIKE TO REQUEST THAT THE MINUTES BE WRITTEN.

THEN I DID HAVE ONE MORE QUESTION THAT PERHAPS MY APPROACH TO THIS ONE, I WOULD LIKE TO PULL THE REVISIONS TO ADOPT REVISED LANGUAGE FOR OPERATIONAL EXPECTATIONS POLICY 12, THE SAFETY EXPECTATIONS NOT BECAUSE I NECESSARILY DISAGREE WITH THE REVISED LANGUAGE BUT BECAUSE I'VE BEEN WONDERING ABOUT THE PROCESS.

AFTER THE LAST MEETING WHEN WE TALKED ABOUT MAKING REVISIONS TO THE COMMENT POLICIES.

I WANT ADMIT I FEEL LIKE I DID SOMETHING WRONG IN VOTING TO CHANGE THE LANGUAGE BECAUSE ACCORDING TO OUR OWN POLICIES, THE PROCESS IS THAT YOU PUT THE POLICY PROPOSAL FOR US IN WRITING AND THEN YOU ALLOW FOR THE PUBLIC TO REVIEW IT AND THEN YOU HAVE A DISCUSSION AND THEN YOU PUT IT IN THE NEXT MEETING TO VOTE.

ONLY THE PUBLIC HAS THE HONOR TO ME TO WEIGH IN ON IT AND PARTICULARLY WHEN IT COMES TO ISSUES LIKE PUBLIC COMMENT, I THINK THAT'S VERY IMPORTANT.

BUT THAT REALLY ANY POLICY,

EVEN WHETHER YOU AGREE WITH THE CHANGES ARE NOT AS IT IS THE PROCESS THAT WE'RE SUPPOSED TO FOLLOW WHEN I FEEL THAT WE DROPPED THE BALL ON IT.

THE OTHER CONCERN I HAVE ABOUT OE12 IS, I SAW THE REVISED LANGUAGE, BUT I DIDN'T SEE YOUR ORIGINAL DOCUMENT POSTED THERE ALONGSIDE, SO I HAVE TO GO HUNT FOR IT AND FIND IT AND SEE WHAT THE CHANGES WERE AND PROBABLY I MIGHT BE JUST HAVE A SENIOR MOMENTS HERE AND I WON'T RECALL REALLY HAVING A DISCUSSION ABOUT THE CHANGES ABOUT LANGUAGE AND YOU CAN ALL CORRECT ME ANYWAY.

I JUST DON'T RECALL HAVING THE DISCUSSION THEN.

THE BOARD MEMBER THEN TOOK THE STAND TO ADDRESS SOME CONCERNS THE CITIZEN VOICED ABOUT CHILDREN POTENTIALLY BEING HARMED OR HARMFUL TO CHILDREN.

CAN YOU NOT SEE HOW QUICKLY THIS CAN BECOME A HOT MESS? IN DISCUSSION ON HOW BEST TO CENSOR PUBLIC COMMENTS, THIS BOARD MEMBER WELCOMED COMMENTS THAT ARE 'HARMFUL TO CHILDREN,' HOWEVER, THAT MAYBE DEFINED TO BE EMAILED TO THE BOARD, WHICH OF COURSE CAN BE KEPT HIDDEN FROM THE PUBLIC THEREBY DEFEATING THE SPEAKER'S ABILITY TO MAKE THE THOUGHTS KNOWN, NOT JUST TO THE BOARD BUT TO THE COMMUNITY MEMBERS IN THE CHAMBER.

BY THE WAY, I'M GUESSING MOST PEOPLE DON'T FEEL THEY'RE HARMING CHILDREN BY VOICING THEIR CONCERNS ABOUT SCHOOL POLICIES, AND SO COULD NOT BE AWARE THAT SUCH COMMENTS SHOULD BE EMAILED RATHER THAN PRESENTED DURING PUBLIC COMMENT.

ANOTHER BOARD MEMBER SUGGESTED THAT SPEAKERS SUBMIT THEIR COMMENTS TO THE BOARD IN WRITING PRIOR TO MEETINGS SO THE COMMENTS MAYBE APPROVED OR BANNED BY THE BOARD, SO THAT ONLY CERTAIN VIEWPOINTS MAY BE EXPRESSED IN THE PUBLIC COMMENTS.

DO WE REALLY WANT TO GO DOWN THAT ROAD? WHATEVER HAPPENED IN THE PHRASE, CONSIDER THE SOURCE WHEN FACED WITH AN OFFENSIVE COMMENT OR ACT, OR IT'S NONE OF MY BUSINESS WHAT OTHER PEOPLE THINK OF ME.

HOW WE CHOOSE TO REACT TO LIFE'S CHALLENGES IS UP TO US.

A LOT OF TIME HAS BEEN SPENT ON HOW TO PROPERLY BRING THAT BUILDING UP TO AN EQUIVALENT STANDARD OR ACCEPTABLE STANDARD, A MINIMUM TO THE REST OF THE NEW CONSTRUCTION.

BUT THANKFULLY, DUE TO SOME OF THAT ADDITIONAL CONTINGENCY MONEY AND HOW HEALTHY SOME OF THE CURRENT BUCKETS ARE, WE ARE CURRENTLY TRACKING.

WE HAVE ABOUT THREE MILLION DOLLARS BALANCE CONTINGENCY FUNDS WITHIN THE BOND MONEY WHICH SHOULD MORE THAN COVER WHAT WAS PROMISED AT THE PACK, AS WELL AS AN ADDITIONAL MILLION DOLLARS WORTH OF THE DESIRED IMPROVEMENTS PART OF THE EARLY DISCUSSION.
