[1. CONVENE]
[00:00:14]
>> [NOISE] [BACKGROUND] GOOD EVENING AND WELCOME TO THE APRIL FERNDALE SCHOOL DISTRICT REGULAR BOARD MEETING.
GLAD TO HAVE YOU ALL HERE AND WE'LL GO AHEAD AND GET STARTED TONIGHT.
THE FIRST ITEM ON THE AGENDA IS TO RECITE THE PLEDGE OF ALLEGIANCE, SO IF YOU CAN ALL PLEASE STAND AND JOIN ME.
>> THANK YOU. AT THIS TIME, WE'LL ASK TOM TO PLEASE READ THE LAND ACKNOWLEDGMENT.
>> WE THE FERNDALE SCHOOL DISTRICT ACKNOWLEDGE WE ARE RESIDING ON THE TRADITIONAL, ANCESTRAL, AND UNCEDED TERRITORY OF THE LUMMI PEOPLE.
THE LUMMI PEOPLE ARE THE ORIGINAL INHABITANTS OF WASHINGTON'S NORTHERNMOST COAST AND SOUTHERN BRITISH COLUMBIA.
THEY LIVED IN VILLAGES THROUGHOUT THIS TERRITORY AND CONTINUE TO HAVE ONGOING RELATIONSHIP WITH THESE AREAS.
SINCE TIME IMMEMORIAL, THEY HAVE CELEBRATED LIVES IN THEIR WATERWAYS AND ON THE TRADITIONAL, ANCESTRAL AND UNCEDED LANDS OF THEIR PEOPLE TO PERPETUATE THEIR WAY OF LIFE.
WE HONOR THEIR ANCESTORS AS WE ACKNOWLEDGE THE PAST, PRESENT, AND FUTURE LUMMI PEOPLE AS THE ORIGINAL INHABITANTS OF THIS LAND.
[2. ADOPTION OF AGENDA [GC-4.7]]
>> THANK YOU, TOM. THAT BRINGS US TO ITEM 2.01 ON TONIGHT'S AGENDA, WHICH IS THE ADOPTION OF THE AGENDA.
AT THIS POINT, I WILL PROPOSE THAT WE ADD AN ITEM TO TONIGHT'S AGENDA THAT WOULD BE ITEM 4.02, WHICH IS TO ACCEPT THE DONATION FROM SHERMAN AND NAOMI WILKINS VIA THE WHATCOM COMMUNITY FOUNDATION AND WE'LL HAVE THE DETAILS LATER, BUT IF THERE'S NO OBJECTION, LIKELY ADD THAT TO THE AGENDA.
IF THERE'S ANY QUESTIONS, PLEASE LET ME KNOW.
IF THERE'S NO OBJECTIONS, I WILL ENTERTAIN A MOTION TO ADOPT THE AGENDA WITH THIS ADDITION.
>> I'LL MAKE A MOTION TO ADOPT THE AGENDA AS WRITTEN WITH THE ADDITION OF ITEM 4.02 TO ACCEPT A DONATION FROM SHERMAN AND NAOMI WILKINS.
>> IT HAS BEEN MOVED TO ACCEPT THE AGENDA.
WITH THIS ADDITION, ALL THOSE IN FAVOR PLEASE SIGNIFY BY SAYING AYE.
>> BUT OPPOSED? THE AGENDA IS ADOPTED,
[3. PUBLIC COMMENT [GC-3.3]]
SO WE MOVE FORWARD.THEN IT TAKES US ONTO ITEM 3.01, WHICH IS TO RECEIVE PUBLIC COMMENT.
PUBLIC COMMENT IS A TIME WHEN MEMBERS OF THE COMMUNITY CAN SHARE THEIR THOUGHTS WITH THE BOARD, IT'S NOT A TIME WHEN WE INTERACT OR RESPOND TO THOSE COMMENTS BECAUSE WE MAY NOT BE PREPARED TO DO SUCH, BUT WE DO WANT TO HEAR WHAT PEOPLE HAVE TO SAY.
EACH SPEAKER IS ALLOWED THREE MINUTES WHEN THEY'RE SPEAKING.
KELLIE LARRABEE WHO SERVES AS OUR TIME KEEPER, AND WILL LET US KNOW WHEN THAT IS DONE DEPENDING ON A TRIAL AND KEEP IT AS CLOSE TO THE THREE MINUTES AS POSSIBLE SO WE'D ALLOW EVERYONE TO SPEAK, PLEASE.
THE TIMER WITH KELLY DOES NOTE THAT YOUR TIME IS UP, PLEASE WRAP THINGS UP, SO I DON'T HAVE TO CUT YOU OFF, MAKES ME FEEL BETTER AND EVERYONE ELSE FEEL BETTER.
FOR THOSE OF YOU THAT DON'T LIKE SPEAKING IN FRONT OF A LARGE GROUP, OR WOULD LIKE TO COMMUNICATE WITH US IN ANOTHER WAY, ALL OF THE BOARD MEMBERS CONTACT INFORMATION IS AVAILABLE ON THE WEBSITE, OUR PHONE NUMBERS, OUR EMAILS, WHICHEVER WAY YOU FEEL MOST PERFECT TO GET A HOLD OF US.
DEPENDING ON THE NATURE OF THE COMMENT, WE WILL DESIGNATE SOMEONE TO TALK, GET BACK TO YOU IN REGARDS TO THAT.
USUALLY INTERIM SUPERINTENDENT MARK DEEBACH.
AGAIN, THE OTHER ITEMS WE PUT FORTH INTO A STUDY SESSION OR SOMETHING ARE ON OUR AGENDA AT A LATER TIME.
WITH THAT, I WILL ASK COUNCIL TO PLEASE GIVE ME THE LIST OF THOSE WHO SIGNED UP.
IT IS REQUIRED THAT YOU DO SIGN UP [NOISE] FOR THE PUBLIC RECORD IF YOU'RE GOING TO SPEAK.
I WILL APOLOGIZE AT THE ONSET IF I MESS UP YOUR NAME, PLEASE FORGIVE ME, SOMETIMES EITHER HANDWRITING AND/OR LETTER COMBINATIONS THAT ARE BEYOND ME.
THAT'S INTERESTING. MY APOLOGIES AT THE ONSET.
FIRST PERSON WHO IS SIGNED UP TO SPEAK TONIGHT IS TAMMY ALEJANDRE.
[00:05:02]
>> HELLO. I'M TAMMY ALEJANDRE.
LAST MONTH I ATTENDED THE BOARD MEETING TO SPEAK TO OUR DISTRICT MATH ADOPTION.
MY SECOND GRADERS ARE EXCITED.
TONIGHT I'VE BEEN HEARING RESPONSES TO THE PUBLIC COMMENTARY I HEARD THAT NIGHT.
I LOVED HEARING OUR STUDENT VOICES AND VOLUNTEER TECHNOLOGICAL AGENCIES THAT ARE REPORTING IN THE SPACE.
IT WAS ALSO SAID THAT OUR SCHOOLS ARE FAILING.
NOW, I'VE WORKED AT THE MOST FAILING SCHOOL IN THIS DISTRICT SINCE 1986.
I PERSONALLY HAD FAILED MANY TIMES IN MY LIFE AND IN ENGLISH IS NOW IN MY SENIOR YEAR, I WAS TOLD [INAUDIBLE] DOES THAT MEAN MY TEACHER WASN'T GOOD IN MY DISTRICT WAS WASTING TAXPAYER MONEY? NO. I WENT ON TO EARN A BACHELOR'S AND MASTER'S DEGREE AND BECAME NATIONALLY BOARD CERTIFIED.
DURING MY STUDENT TEACHING, I EXPERIENCED FAILURE.
MY COOPERATING TEACHER IN THE PRACTICAL EXPERIENCE, ASSIGNED ME A TEST TO SEE IF I WAS GOOD AT TEACHING, I FAILED.
THEN IN 2012, I WAS NAMED THE NORTHWEST REGIONAL STUDENT LADY TEACHER OF THE YEAR.
CLEARLY THAT ONE TEST IS NOT ACCURATE IN DETERMINING OUTCOMES IN THEIR LIFE.
WHAT MOST DON'T KNOW ABOUT THAT NEW LIFE IS THAT IT'S NOT AN ENDPOINT.
FOR EXAMPLE, MY SCHOOL USUALLY SHOWS THE HIGHEST AMOUNT OF ANY STUDENT GROWTH.
IT IS A SCHOOL THAT TELLS MANY SUCCESSES AND I DID GRADUATE AND CALL IT A LOCAL ENTREPRENEUR THAT'S JUST IN PART ON HER THIRD BUSINESS VENTURE IN OUR COMMUNITY.
SEVERAL TEACHERS AS WELL AS SUCCESSFUL FISHERMEN, LOVING PARENTS, AND COUNTLESS OTHER INDIVIDUALS WHO'VE GROWN UP TO LIVE SUCCESSFUL, FULFILLING LIVES.
HAVING A GROWTH MINDSET IS CRUCIAL AND AS TEACHERS WE OFTEN SAY THAT WE NEED HONOR TO WANT OUR STUDENTS TO BECOME LIFELONG LEARNERS.
THAT'S WHY I WAS SO SURPRISED HEAR A RETIRED TEACHER INFORM ME LATER A VERY BINARY UNDERSTANDING.
GROWING UP CISGENDER IN A CISNORMATIVE WORLD, I CAN UNDERSTAND WHERE SHE'S COMING FROM.
IT'S BEEN ABOUT 15 YEARS SINCE OUR FIRST NON-GENDER CONFORMING FAMILY CAME TO MY SCHOOL WITH A KINDERGARTNER.
IT WAS IN MY CLASSROOM OR MY STUDENTS AND I HAVE TO ADMIT I KNEW VERY LITTLE ABOUT NON-GENDER CONFORMING IDENTITIES THEN AND I WAS VERY IGNORANT AND SADLY A LITTLE ABSENT IN EMPATHY.
BUT SINCE THEN, I HAVE LEARNED SO MUCH MORE.
I ENCOURAGE OUR BOARD TO BE WINNERS ON THIS TOPIC, THERE ARE COUNTLESS RESOURCES OUT THERE AND THERE'S MORE TO THE XX, XY CHROMOSOMES THAT I LEARNED IN HIGH SCHOOL BIOLOGY AND THEN THERE ARE MANY SOCIETIES THAT HAVE ALWAYS HONORED THIRD GENDER.
I HAVE LEARNED ABOUT THE CONTRIBUTIONS THE LGBTQ INDIVIDUALS INCLUDING ALAN TURING, A BRILLIANT MATHEMATICIAN WHO TOOK HIS OWN LIFE IN 1954 AFTER HIS SEXUALITY WAS COMING TO LIGHT.
AT THE LAST MEETING, I SOUNDED THE SAME TO THESE INDIVIDUALS THAT WE SHOULD HONOR A PERSON'S PRONOUNS.
JUST DAYS AFTER MY CHAT, A NON-GENDER CONFORMING PERSON WAS TOLD TO ME BY A GROUP OF MIDDLE SCHOOLERS WHOSE FATHERS SUGGESTED THAT MY CHILD HAD CONSIDER SUICIDE.
COMMENTS MADE BY ADULTS AT BOARD MEETINGS THAT SHAME A PERSON OR A GROUP OF PEOPLE BASED ON THEIR PERSONAL LIVES AND BE BULLIED IN SCHOOLS.
IN THE LAST MEETING THAT I CAME OFF OVER PREFERENCES, THAT I JUST WANT TO END WITH SAYING, WE REALLY SHOULD KNOW THIS FROM LADY GAGA SAYING I GOT YOU.
WHEN WE ACT WITH COMPASSION AND GRACE ELEVATING PEOPLE WHO NEED US, WE'LL GET IT RIGHT.
I HAVE THIS LIST BEING INTEGRATED WHICH WAS TWO-THIRDS CLASS.
>> [APPLAUSE] THANK YOU, KENNY. NEXT IS CAROLYN COX.
>> SPEAKING IN HER PLACE TODAY WILL BE ADRIAN LUPO.
>>GOOD EVENING. MY NAME IS ADRI LUPO.
I'M A SENIOR AT FIDELITY SCHOOL, AND I'M INVOLVED IN THEATER, CHOIR AND CHEER, AS WELL AS MANY OTHER CLUBS AND EXTRA CURRICULARS.
BUT TODAY, I'M SPEAKING AS A MEMBER OF THE FERNDALE HIGH SCHOOL'S QUEER STRAIGHT ALLIANCE CLUB.
THIS IS MY FIRST YEAR AS MEMBER OF QSA, AND EVERYONE HAS BEEN VERY KIND TO WELCOME ME, SORRY EXCUSE ME.
ME AND MY PALS FROM QSA ARE HERE TODAY TO TALK ABOUT SOME MISCONCEPTIONS THAT HAVE BEEN MADE THAT WE ARE GOING TO BE AWARE OF OUR CONCERNED STUDENTS AND FACULTY HOLDERS.
CHANGE IS DIFFICULT. WE KNOW THIS, ESPECIALLY IF SOMETHING HAS BEEN MADE CLEAR TO YOU YOUR WHOLE LIFE, IT'S HARD TO UNDERSTAND WHY IT MAY CHANGE.
SPECIFICALLY, WE'RE TALKING ABOUT LGBTQ PLUS REPRESENTATION IN SCHOOLS, AND PRONOUNS.
[00:10:01]
THOUGH IT MAY BE HARD TO UNDERSTAND, REPRESENTATION IN CURRICULUM AND THE CORRECT USAGE OF PRONOUNS IS VERY IMPORTANT TO OUR LGBTQ PLUS STUDENTS.BY NO MEANS IS THIS A POLITICAL DILEMMA, BUT SIMPLY A MINDFULNESS, AND RESPECT FOR ALL THE STUDENTS IN OUR SCHOOLS.
RECENTLY, I FREQUENTLY FIND MYSELF IN CONVERSATIONS, MOSTLY WITH ADULTS ABOUT WHY SOME OF MY PEERS MAY USE THEY, THEM PRONOUNS FOR EXAMPLE, IT IS IMPORTANT TO REALIZE THAT YOU DON'T NECESSARILY HAVE TO UNDERSTAND IT COMPLETELY TO BE CONSIDERATE AND USE THE PRONOUNS OR NAMES THAT SOMEONE ASKED YOU TO.
FOR EXAMPLE, MY PRONOUNS ARE SHE, HER.
YOU WOULDN'T CALL ME BY HE OR HIM BECAUSE I DON'T IDENTIFY THAT WAY.
IT IS THAT SIMPLE WHEN IT COMES TO SOMEONE USING PRONOUNS THAT YOU MAY NOT BE USED TO.
WHAT WE'RE SPEAKING ABOUT TONIGHT IS CENTERED AROUND DEMONSTRATING RESPECT PER YOUR UNDERSTANDING OF GENDER AND SEXUALITY IN TODAY'S YOUTH, AND HOPEFULLY BECOMING MORE OPEN TO THE IDEA OF ASKING QUESTIONS TO QUERY AROUND YOU.
IN ORDER TO BE ABLE TO SHOW A COMPASSIONATE ACCEPTANCE.
THANK YOU FOR LISTENING AND I HOPE YOU CAN ALL TAKE SOMETHING AWAY FROM TONIGHT'S DISCUSSION.
>> THANK YOU. NEXT IS BRIAN LIPCHECK.
>> SPEAKING IN HIS PLACE TODAY WILL BE TAMIA WELCH.
>> HELLO, MY NAME IS TAMIA WELCH, AND I WILL BE SPEAKING ON COMMON MISCONCEPTIONS ABOUT THE LGBTQIA PLUS COMMUNITY AS A WHOLE.
THE FIRST MISCONCEPTION IS THAT THE POINT OF THE COMMUNITY IS TO PUSH IDENTITIES ON YOUNGER PEOPLE.
THE GOAL OF ALLOWING THE COMMUNITY TO BE VISIBLE IS TO HELP PEOPLE UNDERSTAND THAT EVERYONE, REGARDLESS OF THEIR IDENTITY IS VALID AND DESERVING OF RESPECT.
OUR NEXT MISCONCEPTION IS THAT PRONOUNS AS A WHOLE ARE UNIMPORTANT.
EVERYONE, REGARDLESS OF THEIR GENDER HAS PRONOUNS THAT THEY PREFER BEING REFERRED TO BY AND USING THE CORRECT PRONOUNS ENSURES THAT EVERYONE FEELS SEEN AND RESPECTED.
NEXT MISCONCEPTION IS THAT AS A PARENT, ACCEPTING OR RESPECTING THE RIGHTS OF PEOPLE WITH DIFFERENT ORIENTATIONS INHERENTLY PUSHES THE IDEA OF BEING CLEAR ON TO YOUR CHILDREN.
RESPECTING A GROUP OF PEOPLE THAT YOU MAY NOT BE A PART IS AN INTEGRAL PART OF DEVELOPING INTO A PRODUCTIVE MEMBER OF SOCIETY, AND BEING ABLE TO WORK TOGETHER DESPITE DIFFERENCE SHOWS MATURITY.
OUR LAST MISCONCEPTION IS THAT YOUTH IN THE COMMUNITY ARE EASY TO IDENTIFY, REPRESENTED IN SPECIFIC WAYS, WHICH MAY LEAD THEM TO BE TARGETED OR BULLIED.
THIS IS NOT TRUE, STUDENTS WITH DIFFERENT ORIENTATIONS ARE GENERALLY NOT MUCH DIFFERENT THAN TRADITIONAL CISGENDER OR HETEROSEXUAL STUDENTS.
PRESENTATION, WHETHER IT'S FASHION CHOICE, HAIRSTYLE, OR ANYTHING OF THE SORT, IS NOT ALWAYS REPRESENTATIVE OF A PERSON'S GENDER IDENTITY OR ORIENTATION. THANK YOU.
>> THANK YOU, NEXT IS SIMON ALEXANDER.
>>SIMON JUST ISN'T HERE TODAY.
>> OKAY. NEXT IS MELISSA LINK.
I'M A JUNIOR WHO GOES BY SHE, THEM PRONOUNS.
I'D LIKE TO START WITH A BOOK FROM JENNY BEDS, A SCHOOL PRODUCT SPECIALIST WHO GRADUATED SIMMONS HIGH SCHOOL WITH A GENDER/CULTURAL MASTER'S DEGREE.
THEY SAID, IF YOU DON'T FEEL RESPECTED, HAVE TO HIDE SOMETHING FUNDAMENTAL ABOUT WHO YOU ARE.
YOU OBVIOUSLY WON'T BE FULLY PRESENT IN THE FIRST THING IN THE MORNING.
I LIKE THIS QUOTE BECAUSE IT PUTS INTO PERSPECTIVE HOW IDENTITY CAN IMPACT A FIRST PERSON'S DAY-TO-DAY LIFE.
THAT BEING SAID, IN ORDER TO FOSTER A PRODUCTIVE LEARNING ENVIRONMENT, MUTUAL RESPECT ON MINORITIES HAS TO BE A PRIORITY.
THERE WAS A STUDY CONDUCTED IN CALIFORNIA WAS 800,000 STUDENTS FROM KIDS, IN THE SEVENTH, NINTH, AND 11TH GRADE.
THIS STUDY WAS DERIVED FROM A HEALTH SURVEY THAT ALL CALIFORNIA SCHOOL DISTRICT YOUTH.
THIS FOUND THAT LGBTQ HIGH-SCHOOL STUDENTS ARE AT RISK FOR BULLYING, CONDESCENDENCE AND THOUGHTS OF SUICIDE, AS WELL AS POOR LEARNING ENGAGEMENT AND ACADEMIC PERFORMANCE COMPARED TO THOSE OF THEIR PEERS.
IN FACT, THE TREVOR PROJECT COLLECTED THIS DATA WITH THE SURVEY IN 2021, SHOWING THE LIFE OF 52 PERCENT OF TRANSGENDER AND NON-BINARY PEOPLE CONSIDERED SUICIDE AND 20 PERCENT ATTEMPTED.
32 PERCENT OF CISGENDER PEOPLE THOUGHT OF SUICIDE, AND 10 PERCENT ATTEMPTED.
THOUGH TRANSGENDER PEOPLE ARE A MINORITY,
[00:15:02]
THERE ARE ATTEMPTING SUICIDE AT GREATER RATES THAN CISGENDER PEOPLE.TO START ADDRESSING THIS BIG ISSUE, WE CAN START BY USING APPROPRIATE PRONOUNS.
IF TEACHERS AND STAFF USED ALL THOSE PREFERRED PRONOUNS, AND MAYBE SHARED THEM, IT REDUCES HARM AND HELP SUPPORT THOSE STUDENTS SO THEY MAY FEEL MORE COMFORTABLE ABOUT OPENING UP.
ONE THING THAT SCHOOL CAN DO TO HELP QUEER KIDS IS HAVE RESPECTFUL INTERRUPTIONS.
WHAT MATTERS IS NOT GETTING THIS CONCEPT RIGHT AT THE FIRST TRY, BUT AFFIRMING AND SUPPORTING THE EXISTENCE OF THESE PEOPLE.
TRANSGENDER AND NON-BINARY YOUTH, AND LIVING IN AN ENVIRONMENT WHERE THEIR PRONOUNS ARE RESPECTED ARE SHOWN TO COMMIT SUICIDE HALF THE RATES THAN THOSE WHO ARE LIVING WITH PEOPLE WHO DO HAVE THESE PREFERRED PRONOUNS.
THIS SHOWS EXACTLY HOW USING THE RIGHT PRONOUNS CAN REDUCE HARM.
THIS SPEAKS VOLUMES ON HOW SIMPLE IDENTIFICATION ON ANOTHER HUMAN BEING CAN BE SO IMPACTFUL.
PERSONALLY, I'VE ALWAYS TRIED TO BE 100 PERCENT OF MYSELF ALL THE TIME, BUT I CAN'T HELP BUT HIDE AWAY FROM IDENTITY BECAUSE I DON'T KNOW HOW PEOPLE ARE GOING TO REACT.
I FEEL MUCH MORE COMFORTABLE AROUND TEACHERS WHO PRESENTS TO THE PRONOUNS BECAUSE I CAN RECOGNIZE AND APPRECIATE THEIR EFFORT TO UNDERSTAND AND SUPPORT US.
USING PRONOUNS REAFFIRMS THE IDENTITY OF STUDENTS AND SHOWS HOW ACCEPTING TEACHERS AND STAFF CAN BE.
USING PRONOUNS MEANS TO RECOGNIZE EVERY STUDENT AND TELL THEM HOW IMPORTANT THEIR EDUCATION IS TOO. THANK YOU FOR LISTENING.
>> THANK YOU. NEXT IS KENNETH WASHINGTON.
>> HELLO. MY NAME IS KENNEDY WASHINGTON AND [INAUDIBLE] PRONOUNS.
TODAY I WILL BE TALKING ABOUT THE IMPORTANCE OF REPRESENTATION FOR QUEER COMMUNITIES AND WHAT IT MEANS TO ME.
A COUPLE OF DECADES AGO, THE ONLY MANUFACTURED DOLLS YOU COULD FIND IN STORES WOULD ALL BE WHITES.
WHEN COMPANIES FINALLY MADE DOLLS THAT WEREN'T WHITE, THIS MEANT A LOT TO YOUNGER CHILDREN OF COLOR, BECAUSE NOW THEY HAD A TOY THAT THEY COULD RELATE TO EVEN MORE.
THE PRODUCTION OF THIS TOY DIDN'T COST MORE IN ORDER TO CHANGE THE SKIN COLOR, YET IT LEFT SUCH A BIG IMPACT ON THESE CHILDREN.
THIS IS THE SAME PHENOMENON THAT MINORITIES ACTING IN SHOWS AND MOVIES.
THIS SMALL CASTING CHANGE OF ACTORS GROWING UP JUST LIKE HETEROSEXUAL PEOPLE LEFT AN IMPACT ON MINORITIES FROM ALL AROUND BECAUSE NOW THEY SEE THEMSELVES ON THAT SCREEN.
THERE'S STILL ROOM FOR ADVANCEMENT IN REPRESENTATION FOR MINORITIES, BUT WE HAVE MADE IT PRETTY FAR IN MAKING PEOPLE FROM ALL AROUND FEEL INCLUDED IN ALL FORMS OF MEDIA.
HAVING MORE PEOPLE THAT ARE QUEER GROWING WITH THE PRIVATE VOICE IS VERY IMPORTANT TO ME.
I SEE NOW THAT THERE ARE PEOPLE LIKE ME AROUND AND I DON'T HAVE TO BE SCARED FOR BEING WHO I AM.
FEELING LIKE YOU COULD FIND YOURSELF CAN HELP ADVANCE YOU IN EVEN BIGGER PLACES IN LIFE.
I FEEL LIKE SINCE I FOUND MYSELF, MY MENTAL HEALTH GROWTH HAS RISEN QUITE A BIG DEAL.
I FEEL LIKE SINCE I'VE HAD THAT GROWTH, I'VE PROGRESSED EVEN FARTHER IN SCHOOL.
IT MAKES ME HAPPY TO KNOW THAT REPRESENTATION COULD DO THAT FOR OTHERS.
ALL OF THIS UPCOMING REPRESENTATION, GROWING FROM OUR COMMUNITY IS VERY GOOD FOR MAKING PEOPLE FEEL THE SAME WAY THAT I DO.
I HOPE THAT MORE AND MORE PEOPLE WILL FIND PRIDE IN FINDING WHO THEY ARE.
THANK YOU FOR YOUR SUPPORT AND THANK YOU FOR GIVING ME THE SPACE TO TALK TODAY.
>> THANK YOU. NEXT IS AMY MCKAY.
>> ALL RIGHT. I GO BY [INAUDIBLE] AND I'M JUST GOING TO BE TALKING ABOUT QSA AND THE EFFECT IT HAS ON THE PEOPLE WHO ARE WITH IT.
QSA IS AN AFTER-SCHOOL CLUB WHERE STUDENTS OF ALL SEXUALITIES AND GENDER IDENTITIES CAN BE TALKING TO ONE OF THEIR ADVISORS, THEY TOLD ME IT WAS A THREE-TIERED CLUB, WHICH MEANS THEY PARTICIPATE IN AND SUPPORT ACTIVISM AND SOCIAL TIMES BETWEEN THE STUDENTS.
LIKE MFA, [INAUDIBLE] DECCA, CHESS CLUB AND MANY CLUBS AT FHS.
[00:20:01]
QSA HAS GIVEN STUDENTS A SPOT TO GROW AS INDIVIDUALS, COMPLETELY TO FEEL SAFE AND WELL.I'M NOT HERE TO TRY TO SWAY ANYBODY'S OPINIONS, BUT I AM HERE TO SAY THIS, NO MATTER YOUR OPINION, ALL STUDENTS DESERVE A PLACE TO FEEL SAFE.
I WOULD LIKE TO THANK THE PEOPLE WHO HELP STUDENTS TO HAVE THE PLACE WHERE THEY CAN SUPPORT AND GROW.
>> MY NAME IS [INAUDIBLE] [NOISE] AT LEAST YOU GOT MY NAME RIGHT, THAT'S NOT VERY COMMON [LAUGHTER] [NOISE] I'M HERE TODAY TO EXPRESS MY HAPPINESS IN THE SCHOOL SUPPORT FOR EXTRA CURRICULARS.
THIS PAST WEEKEND, I WAS THE PART OF A TEAM OF SPORTS MEDICINE STUDENTS THAT WENT TO STATE, THROUGH A LOT OF HARD WORK THAT CAME THIS COMPETITION, AND WE END UP TAKING A DIFFERENT STATE, THE PRESTIGIOUS INSTRUCTOR OF THE YEAR AWARD WHO WAS AWARDED TO MY INSTRUCTOR [INAUDIBLE].
I MYSELF WAS SELECTED TO BE A STATE OFFICER FOR THE WCTSMA, STUDENT'S BOARD.
I WOULD JUST LIKE TO SAY HOW PROUD I AM OF THE SCHOOL AND THE SCHOOL DISTRICT FOR PLAYING SO MUCH SUPPORT BEHIND EXTRA CURRICULARS THAT AREN'T TRADITIONAL EDUCATIONAL TOPICS.
THAT AREN'T LIKE MATH OR READING OR HISTORY.
THERE'S MORE TO SCHOOL THAN JUST THE FOUR CORE CLASSES THAT WE HAVE EVERY DAY.
THEN I'M SO PROUD OF MY TEAM AND ALL THE WORK THAT WE PUT INTO IT.
I JUST WANTED TO LET YOU KNOW OUR [INAUDIBLE] THANK YOU. [APPLAUSE]
>> THANK YOU. I THINK I GOT THIS ONE NAME RIGHT.
[LAUGHTER] THIS NEXT ONE, I'M GOING TO NOT DO SO WELL ON.
>> GOOD EVENING, DISTINGUISHED MEMBERS OF FERNDALE SCHOOL BOARD.
MY NAME IS [INAUDIBLE] AND I'M A SOPHOMORE AT FERNDALE HIGH SCHOOL.
TODAY I JUST WANT TO PROVIDE SOME PERSPECTIVE AS TO WHY I THINK PERSPECTIVES ARE IMPORTANT.
IN EDUCATION, THERE'S A LOT OF INFORMATION IS SENT THROUGH AND PRESENT TO OUR CHILDREN IN A WAY THAT ENLIGHTENS THEM, ENGAGE THEM, LIKE ALL OF THE PERSPECTIVE THAT THEY NEED.
THERE'S A DIFFERENCE HOWEVER, BETWEEN SIFTING THROUGH THE INFORMATION AND OMITTING PERSPECTIVES.
EVEN WHEN IT COMES TO, FOR EXAMPLE, WORLD WAR II, WHEN THE BAD GUY WAS A LOT CLEARER THAN THE WORLD WAR I, PROVIDING PERSPECTIVES BETTER HELPS US UNDERSTAND THE SITUATION AND IT PREVENTS SOMETHING FROM HAPPENING ON THE SCALE LIKE THAT AGAIN.
WHEN IT COMES TO HISTORY IN AMERICA, I HAD NOTICED THAT THERE'S A LOT OF PUSH BACK TO TEACHING THE FULL PERSPECTIVE.
THESE NEW BILLS BANNING WHEREVER A CRT IS THE MIXER PERSPECTIVE, AND THAT'S THE IMPORTANT PART.
THIS IS THE PERSPECTIVE, NOT THE NAME.
ONE THAT IN PRACTICE HAS TANGIBLE IMPACTS.
THERE'S SO MUCH TO GO INTO IN TERMS OF SPECIFIC CIRCUMSTANCES, EVIDENCE, ETC.
HOWEVER, TEACHING A FULL PERSPECTIVE IS IMPORTANT BECAUSE IT ALLOWS STUDENTS TO COME UP WITH THE BEST BALANCED CONCLUSION ON WHAT MATTERS.
[NOISE] FOR EXAMPLE, NOT LIMITED TO LEAD TO RACE, THE WORLD WAR II, TEACHING WHAT WE'D WANT TO FIT THE NARRATIVE IS NOT EDUCATION, AND WHEN IT COMES TO HISTORY AND RACISM IN AMERICA, I'M GOING TO INVOKE THE WORDS OF MICHIGAN, SENATOR MALLORY MCMORROW, TO SUM UP EXACTLY WHAT I NEED.
SHE SAYS, "NO CHILD ALIVE TODAY IS RESPONSIBLE FOR SLAVERY.
NOBODY IN THIS ROOM IS RESPONSIBLE FOR SLAVERY, BUT EACH AND EVERY SINGLE ONE OF US BEARS RESPONSIBILITY, FOR WRITING THE NEXT CHAPTER OF HISTORY." THANK YOU. [APPLAUSE]
>>THANK YOU. NEXT IS AIDEN FRANCIS.
>> SHE WASN'T ABLE TO MAKE IT.
>> HI, I'M ZACHARY BEDNAR, AND I'M A SENIOR.
LIKE WHAT [INAUDIBLE] WAS TALKING ABOUT HERE TALKING ABOUT SOME OF THE EXTRA CURRICULARS, SPECIFICALLY FFA, AND THE OPPORTUNITIES IT PROVIDES, WE HAVE WHAT WE CALL CDES, AND THEIR CAREER DEVELOPMENT EVENTS.
ONE OF THEM THAT I DID WAS ABOUT SCIENCE AND THAT HAS OPENED UP A LOT OF DOORS FOR ME.
WE WENT TO NATIONALS, WE WENT TO STATE COMPETITION, AND IT'S JUST BEEN A LOT OF FAVORS IN MY LIFE AND IT CAN DO THE SAME FOR OTHERS.
I KNOW THERE'S SOME PEOPLE BEHIND THAT HAVE HAD THE SAME STUFF.
[00:25:01]
YEAH. WE JUST WANTED TO TALK ABOUT HOW GREAT OF A CLUB AND EXTRA CURRICULAR THAT IS AND YEAH.>> THANK YOU. NEXT WE HAVE JASMINE BATISTA.
>> HELLO GOOD EVENING, MY NAME IS JASMINE [INAUDIBLE] AND I'M A CURRENT SOPHOMORE AND INVOLVED IN THE [INAUDIBLE] CLUB AT THE FERNDALE HIGH SCHOOL.
TODAY I'M GOING TO TALK ABOUT MY INVOLVEMENT WITH [INAUDIBLE].
I WOULD LIKE TO START OFF BY SAYING I LOVE [INAUDIBLE] AND I JOINED ABOUT A YEAR AGO AND I INSTANTLY FELL IN LOVE.
THROUGHOUT MY TIME IN [INAUDIBLE], I CREATED BONDS AND BECAME FRIENDS WITH PEOPLE I NEVER EXPECTED TO AND I'LL FOREVER BE GRATEFUL.
ALTHOUGH COVID DID MAKE AN IMPACT ON THE CLUB, WE WERE ABLE TO CONTINUE AND GROW AS A WHOLE.
WE HAVE DONE MANY FUNDRAISERS AND ACTIVITIES WHICH I LOVE AND ENJOY.
MY PERSONAL FAVORITE [INAUDIBLE] COST PER RESULT AND [INAUDIBLE] AND DOING THE LIVE CLASS WITH HIM IMPACTED IN THE FLAMES.
[INAUDIBLE] GAVE ME AND CONTINUES TO GIVE ME OPPORTUNITIES TO HAVE AN IMPACT IN BEING INVOLVED IN OUR COMMUNITY.
[INAUDIBLE] HAS BEEN A GREAT THING AND I CANNOT WAIT FOR WHAT IS TO COME. THANK YOU. [APPLAUSE]
I'VE GOT ANY LOOP ON YOUR [INAUDIBLE].
>> I APOLOGIZE I CALLED SOMEBODY, I JUST WANTED TO MAKE SURE I DON'T MISS ANYBODY. THANK YOU.
>> SHE SPOKE ON BEHALF OF SOMEBODY ELSE.
>> RIGHT.THAT'S WHERE IT GOT A LITTLE CONFUSING.
>> TRYING TO KEEP TRACK, SO THANK YOU.
>> I AM RADIAN MASTER AND I'M A SENIOR GRADUATING THIS YEAR.
IN MY JUNIOR YEAR, I CANNOT STRETCH ON [INAUDIBLE] OWN.
IT WAS LIKE THE HARDEST AND THE MOST GREATEST THING THAT I'VE EVER DONE.
I THINK AS KIDS, WE TRY FINDING OURSELVES AS WE GO THROUGH SCHOOL, LOOKING AT THE CLIMATE AND THE ABILITY TO BE ACCEPTED FOR WHO WE ARE.
IN MY SOPHOMORE YEAR, I AM LOOKING AT THE REFLECTION OF STUDENTS AND HOW IT DIDN'T LOOK LIKE MINE.
BUT AS SHATTERED MIRRORED PIECES DON'T LOOK THE SAME LIKE MINE OR YOURS.
WHEN ALL THE PIECES ARE UNEQUALLY CLEAR ON.
DIVERSITY AT SCHOOL IS SO IMPORTANT.
IT WASN'T UNTIL I FELT LIKE I COULD BE VALIDATED AND SURROUNDED WITH PEOPLE WHO ALSO FELT THE SAME.THAT IS WHEN I FELT MORE CONFIDENT ABOUT WORKING IN THE SCHOOL HOLIDAYS.
SCHOOL HAS ALWAYS BEEN MY ESCAPE AND MY SAFE SOUND.
WHEN I WASN'T SUPPORTED AT HOME FOR THE LONGEST TIME, MY MOM WASN'T ABLE TO USE MY PRONOUNS OR NAME.
BUT JUST EDUCATING YOURSELF AND BEING OKAY WITH CORRECTING YOURSELF AND OWNING UP TO IT MADE ME FEEL SO HAPPY TO KNOW MY MOM LOVES ME FOR WHO I AM.
SHE STILL MESSES UP OFTEN, BUT THE FACT THAT SHE IS TRYING MAKES ME FEEL LESS [INAUDIBLE] GOOD ABOUT GOING HOME AFTER SCHOOL.
>> THANK YOU. NEXT ON MY LIST IS DON [INAUDIBLE].
>> GOOD EVENING. IN LIGHT OF THE UPLIFTING THE MASK MANDATE [INAUDIBLE] ABOUT SIX WEEKS AGO.
I'D LIKE TO MAKE A FEW POINTS.
NO, I'M NOT GOING TO DEBATE THE EFFECTIVENESS OF THE MASK.
INSTEAD I WILL FOCUS ON THE IMPLEMENTATION OF THE MANDATE AMONG THE LEADERSHIPS ACROSS THE COUNTRY.
SINCE THE MANDATE WAS ANNOUNCED AT THE FEDERAL AND STATE LEVELS IN MID 2020, WE HAVE SEEN PICTURES OF MASK OBSESSED POLITICIANS AND BUREAUCRATS ARE LIKE GETTING CAUGHT MASKLESS AND DISOBEYING THEIR OWN RULES.
THEY INCLUDE PROMINENT FIGURES FROM THE TOP DOWN, THE PRESIDENT, VICE PRESIDENT, CONVENTIONAL MEMBERS, THE WRITERS OF THE NIAID [NOISE] AND THE CDC, THE GOVERNMENT, STATE POLITICIANS, COUNTY EXECUTIVES, MAYORS, AND EVEN SCHOOL DISTRICT, THE ADMINISTRATORS.
[00:30:01]
WHILE I AGREE WITH THE PEOPLE WHO OPPOSE THE MANDATE.USING THE TERM HYPOCRITES TO DESCRIBE THEM.I BELIEVE THE PROBLEM IS MUCH MORE DEEPLY DISTURBING BECAUSE IT SHOWS THAT THEY DON'T REALLY BELIEVE IN WHAT THEY ARE SAYING.
WHAT I WANT TO SAY THIS DESIGNS THE POLITICIANS AND BUREAUCRATS IS WELCOME TO THE CLUB OF MORTAL HUMAN BEINGS WHO LOVE TO BREATHE THE AIR ARE BREATHING.
IT'S PERFECTLY NORMAL TO SHOW YOUR SMILE AND TO INTERACT WITH EVERYONE WITHOUT COVERING YOUR FACE.
IN FACT, WEARING A MASK, NO MATTER WHERE YOU ARE OR IN WHATEVER YOU DO IS ABNORMAL.
PLEASE DO NOT EVEN ATTEMPT TO REDEFINE LAW BECAUSE WE PEOPLE CAN SEE THROUGH THE LIES AND THE THEATRICS THAT YOU ARE TRYING TO PULL ON US.
WHEN THE POLITICIANS AND HEALTH OFFICIALS ANNOUNCED THE LIFTING OF THE MASK MANDATE, THEY STATED AS IF THEY WERE DOING IT AS A FAVOR OR AS A BREAK FORTH.
I WANT TO REMIND THEM THAT [INAUDIBLE] RIGHTS ARE ENDOWED BY OUR CREATOR AND ARE NOT GRANTED BY ANYONE ELSE BECAUSE THE POLITICIANS AND BUREAUCRATS THAT GRANT US ANY RIGHTS, THEY COULD ALSO TAKE THEM AWAY ON A WHIM.
>>THANK YOU. NEXT, I HAVE NATALIE JONASS.
>> HI, MY NAME IS NATALIE JONASS.
THANK YOU FOR LISTENING TO PUBLIC COMMENTS THIS EVENING.
AS YOU KNOW THOUSANDS OF PAGES OF FDA DOCUMENTS REGARDING PFIZER'S EXPERIMENTAL COVID VACCINE ARE BEING RELEASED IN BATCHES FOLLOWING THE FOIA REQUEST IN AUGUST 2021, THAT THE FDA IGNORED.
THEN THE LAWSUIT IN SEPTEMBER 2021 THAT WAS MADE BY PUBLIC HEALTH AND MEDICAL PROFESSIONALS FOR TRANSPARENCY.
THESE RELEASED COURT WORD DOCUMENTS ARE AVAILABLE FOR ANYONE TO ACCESS AT THE PUBLIC HEALTH AND MEDICAL PROFESSIONALS FOR TRANSPARENCY WEBSITE, WHICH IS AT PHMPT.ORG.
I HAVE WRITTEN THAT WEBSITE DOWN FOR EACH OF YOU.
YOU ALL SHOULD BE SO HAPPY ABOUT THESE RELEASED COURT WORD DOCUMENTS BECAUSE TRANSPARENCY MATTERS.
I AM VERY GRATEFUL THAT THESE PUBLIC HEALTH AND MEDICAL PROFESSIONALS FILED A LAWSUIT IN ORDER TO GAIN ACCESS TO ALL OF THESE CONFIDENTIAL PFIZER DOCUMENTS THAT WERE NEVER MEANT TO SEE THE LIGHT OF DAY.
DID YOU KNOW THAT THE FDA WITHHELD PFIZER, FOUGHT HARD IN COURT TO NOT HAVE THESE DOCUMENTS RELEASED? THEY DIDN'T WANT THEM ALL TO BE RELEASED UNTIL 75 YEARS FROM NOW.
SEVENTY-FIVE YEARS, PLEASE LET THAT SINK IN FOR A MOMENT.
THERE ARE NOW APPROXIMATELY 1500 VOLUNTEERS AND APPROXIMATELY 250 ATTORNEYS WHO HAVE ORGANIZED THEMSELVES AND WHO HAVE BEEN READING THROUGH THESE THOUSANDS OF PAGES OF DOCUMENTS AS QUICKLY AS THEY CAN.
APPROXIMATELY 11 THOUSAND ADDITIONAL PAGES OF PFIZER DOCUMENTS WERE JUST RELEASED THIS MONTH ON APRIL 1ST AND THE NEXT COURT WORD FDA DOCUMENT DUMP IS SCHEDULED TO BE HONORED BEFORE MAY 1ST WITH AN EXPECTED APPROXIMATELY 80 THOUSAND PAGES THAT WILL BE RELEASED.
I GAVE YOU ALL THE COPIES FOR THE LAST NINE PAGES OF A 38-PAGE PFIZER DOCUMENT AND THE [INAUDIBLE] WE'RE WORKING IN.
IT WAS APPENDIX ONE ALONG 9 PAGE LIST OF PFIZER'S ADVERSE EVENTS AND SPECIAL INTERESTS FOR PFIZER'S VITAMIN TEST INVESTIGATION OF COVID-19 VACCINE.
THIS EVENING, I HAVE A COPY OF THE UNREDACTED PAGE SIX OF THAT 38-PAGE DOCUMENT FOR YOU ALL.
I HIGHLIGHTED TWO SECTIONS ON PAGE SIX FOR YOU AND I WILL READ A FEW SENTENCES FROM THE UNREDACTED PAGE SIX FOR YOU NOW.
DUE TO THE LARGE NUMBERS OF SPONTANEOUS ADVERSE EVENT REPORTS RECEIVED FOR THE PRODUCT, THE MDHHS PRIORITIZE THE PROCESSING OF SERIOUS CASES AND WE WILL.
PFIZER HAS ALSO TAKEN MULTIPLE ACTIONS TO HELP ALLEVIATE A LARGE INCREASE OF ADVERSE EVENT REPORTS.
TO DATE, PFIZER HAS ONBOARDED APPROXIMATELY 600 ADDITIONAL FULL-TIME EMPLOYEES FTES.
MORE ARE JOINING EACH MONTH WITH AN EXPECTED TOTAL OF MORE THAN 1800 ADDITIONAL RESOURCES BY THE END OF JUNE 2021.
I HOPE THAT YOU ALL EDUCATE THE FERNDALE SCHOOL COMMUNITY ABOUT THESE DOCUMENTS AND GIVE COMMUNITY MEMBERS ACCESS TO THEM.
I HOPE YOU ENCOURAGE AND WELCOME COUNTY HEALTH DEPARTMENT TO HAVE A LINK TO ACCESS THESE COLD WAR RELEASED PFIZER DOCUMENTS ON THEIR WEBSITE. THANK YOU.
[00:35:02]
I WANTED TO ACTUALLY MENTION THE AGONIST, THE ADMINISTRATION, AND MARKETING OF THESE EXPERIMENTAL COVID-19 VACCINES NEED TO BE STOPPED EFFECTIVE IMMEDIATELY, ESPECIALLY IN LIGHT OF COVID [INAUDIBLE].THANK YOU.>> THANK YOU. NEXT ON MY LIST, I HAVE MONTANA VOID.
>> HI GUYS? I'M MONTANA I'M A SENIOR AT FERNDALE HIGH SCHOOL AND I'M A LITTLE LATE, BUT I ALSO WANTED TO TALK ABOUT QSA AND LGBT REPRESENTATION OF FERNDALE.
WHEN I WAS IN MIDDLE SCHOOL, I DIDN'T REALLY HAVE THE PRIVILEGE TO BE FULLY MYSELF AT HOME AND I HAD THE PRIVILEGE TO WORK WITH THE QUEER YOUTH PROJECT WITH A WOMAN NAMED FAITH AND EVEN MISS BRITAIN WHEN SHE WAS STILL THE PRINCIPLE AT HORIZON.
WE STARTED THE QSA CLUB AT HORIZON THAT WAS HELD DURING THE DAY FOR STUDENTS LIKE ME WHO DIDN'T REALLY HAVE THE PRIVILEGE TO BE THEMSELVES AT HOME.
I JUST CHANGED A BIT NOW AND I CAN BE, BUT THAT REPRESENTATION IS REALLY IMPORTANT FOR THOSE STUDENTS AND IT'S REALLY NICE TO BE ABLE TO FEEL LIKE YOU CAN BE YOURSELF AT THE SCHOOLS.
I'M ALSO AT THE VP OF THE FFA AT FERNDALE AND MY ENTIRE TIME THERE IS REALLY MY GOAL HAS BEEN TO MAKE THE FFA AN ACCEPTING PROGRAM FOR ALL OF OUR STUDENTS.
THAT'S ALWAYS BEEN A NUMBER ONE GOAL FOR ME, NOT JUST AT THE FFA OR WITH QSA, BUT IN THE ENTIRE SCHOOL DISTRICT.
I LOVE TO SEE THE REPRESENTATION WE GET TO HAVE NOW COMPARED TO WHAT WAS ALLOWED 30, 40 YEARS AGO.
I THINK IT'S TRULY AMAZING AND I WANT TO SEE THAT IN THE FUTURE TOO.
I WANT EVERY STUDENT TO FEEL THAT THEY CAN BE THEMSELVES.
I'M WORRIED THAT SOME STUDENTS MIGHT NOT, BECAUSE OF THINGS THAT HAVE BEEN BROUGHT TO LIGHT OR COMMENTS FROM THE PUBLIC.
I REALLY HOPE THAT EACH AND EVERY ONE OF US, OR EACH AND EVERY STUDENT OR TEACHER WHO FEELS THAT THEY WANT TO SUPPORT SOMEBODY ELSE CAN DO WHAT THEY WANT TO HELP SUPPORT THOSE KIDS WHO NEED THE SAFE SPACE THAT SCHOOLS PROVIDE TO THEM.
THAT'S REALLY ALL I WANT TO TALK ABOUT TODAY SO THANK YOU.
>> THANK YOU. THAT BRINGS ME TO THE END OF THE LIST OF PEOPLE THAT SIGNED UP FOR PUBLIC COMMENTS.
THANK YOU, STUDENTS, THANK YOU ADULTS.
APPRECIATE HEARING FROM EVERYONE.
[NOISE] I'M CERTAIN THAT DOES NOT END THE OPPORTUNITY TO LET US HEAR WHAT THEY HAVE TO SAY.
AGAIN, AS I MENTIONED EARLIER, WE DO HAVE ALL OF OUR CONTACT INFORMATION ONLINE.
SO IT'S THERE AND CERTAINLY WE WELCOME YOUR COMMENTS. AGAIN, THANK YOU.
>> THIS IS OPTIMIST SPOT WHERE YOU SAY LIKE, PEOPLE DON'T HAVE TO STAY FOR THE WHOLE THING ON THE [INAUDIBLE].
BUT WITH THE DISCUSSION OF STUDENTS SCHOOL BOARD MEMBER BEING ON THERE, CAN WE ENCOURAGE PEOPLE TO STAY FOR THAT CONVERSATION IN CASE THEY MIGHT BE INTERESTED?
>> WE CERTAINLY CAN. WE WILL BE DISCUSSING ONE OF THE AGENDA ITEMS LATER THIS EVENING, IS AS STUDENTS SCHOOL BOARD REPRESENTATION RULES [INAUDIBLE], SO FEEL FREE BUT AT THE SAME TIME, IF YOU FEEL LIKE YOU WANT TO LEAVE, WE WON'T BE OFFENDED IF YOU DO LEAVE.
WITH THAT WE WILL MOVE ON TO THE NEXT ITEM ON OUR AGENDA,
[4. MATTERS RESERVED FOR BOARD ACTION]
WHICH IS 4.01, WHICH IS THE APPROVAL OF THE NEW SUPERINTENDENT CONTRACT.THE ORIGINAL CONTRACT HAD A STIPULATION AS FAR AS MOVING TIMES.
FOR ANY OF YOU THAT HAVE BEEN LOOKING FOR A PLACE TO BUY IF YOU DIDN'T BUY YESTERDAY, IT'S ALREADY SOLD.
I'M TALKING WITH DR. DOMINGO'S IN REGARDS TO THIS, WE DID SOME MODIFICATION TO THE LANGUAGE WITH VOLUME AROUND THAT WITHIN THE CONTRACT.
THAT REVISED CONTRACT IS POSTED ON WORD DOCS.
AGAIN, MAKING MY PLUG FOR BOARD DOCS.
ALL THE INFORMATION THAT THE SCHOOL BOARD MEMBERS OR AT LEAST MOST OF IT, THERE IS SOME EMPLOYEE CONFIDENTIAL INFORMATION THAT ISN'T ALL PUBLIC ON THERE.
BUT FOR THE MOST PART, MOST OF THE INFORMATION IS AVAILABLE AT WORD DOCS WHERE YOU GUYS CAN TAKE A LOOK AT IT AND SEE PRETTY MUCH EVERYTHING IN THE FIRST TEAM, INCLUDING THE CONTRACT THAT WE'RE GOING TO BE TALKING ABOUT NOW.
[00:40:02]
WITH THAT, I DON'T KNOW [INAUDIBLE] IF YOU HAVE ANYTHING ELSE YOU WOULD LIKE TO SAY IN REGARDS TO THAT OR THERE'S ANY DISCUSSION?>> I DO NOT HAVE ANYTHING TO SAY.
[LAUGHTER] SIR, MAYBE CARRY ON.
>> AGAIN, THE BOARD HAS HAD TIME TO REVIEW THIS AHEAD OF TIME.
IF THERE IS NO DISCUSSION THEN I WILL ENTERTAIN A MOTION TO APPROVE THE CONTRACT AS PRESENTED.
>> I'M GOING TO APPROVED CONTRACT AS PRESENTED.
>> IS THAT A MOTION OR A SENTENCE? [LAUGHTER]
>> [INAUDIBLE] I SEE IF EVERYBODY'S GOING LIKE, I WOULD LIKE TO MEND THE MOTION TO APPROVED THE CONTRACT AS ATTACHED.
>> IT HAS BEEN MOVED THAT WE ADOPT THE NEW SUPERINTENDENT CONTRACT AS ATTACHED HERE AND MAYBE PART OF THE MINUTES.
ALL THOSE IN FAVOR SEEK A PARDON BY SAYING HI?
>> HI, WITH SOME RESERVATIONS AGAIN, I CAN'T GET THIS THING TO WORK PROPERLY.
JUST SAYING HI. DO WE NEED TO HAVE DISCUSSION BEFORE?
>> NO, NOT REALLY. I MEAN, OBVIOUSLY I'M NOT 100 PERCENT ENAMORED OF IT, BUT I DO LIKE THE SUPERINTENDENT ARE VERY GLAD WITH THAT PROCESS.
I WANT TO GET THIS MOVED IN SO.
>> WELL, THEN BASED ON THAT, THE CONTRACT IS APPROVED.
AND I KNOW THAT MAKES HOPEFULLY EVERYBODY HAPPY INCLUDING THE PARTICULAR NUMBER OF THE STUDIO AUDIENCE.
[LAUGHTER] FOR THOSE OF YOU THAT DON'T KNOW, WE ARE PRIVILEGED TO HAVE DR. MAGNUS SITTING IN THE FRONT ROW.
IF YOU HAVEN'T MET HER, PLEASE FEEL FREE TO DO SO, SHE WOULD LOVE TO MEET YOU AND IS A GREAT PERSON AND WE'RE LOOKING FORWARD TO HER TAKING THE HELM OF THE DISTRICT [INAUDIBLE].
THAT WILL TAKE US ON TO THE AGENDA ITEM THAT WAS ADDED, WHICH IS ITEM 4.02, WHICH IS TO ACCEPT A DONATION FROM SHERMAN AND THE ONLY WELCOME [INAUDIBLE] THE WELCOMING COMMUNITY FOUNDATION.
THEY WOULD LIKE TO DONATE THE COST OF NEW PLAYGROUND EQUIPMENT AT EAGLERIDGE.
THE REASON WAS BROUGHT UP AND ADDED TO THE AGENDA TONIGHT IS TO HOPEFULLY GIVE APPROVALS, SO THEY HOPE TO GET THE STOP WORDS SO THAT THEY CAN BEGIN TO WORK WHEN STUDENTS GO HOME FOR THE SUMMER IN JUNE AND THE AMOUNT OF ELEVATION IS $76,841.
MARK IS THERE ANYTHING ELSE? I GUESS I SHOULD ADD AND YOU WOULD PROBABLY ADD IF I DIDN'T.
THE REASON THIS IS BROUGHT UP IS, ACCORDING TO THE POLICY, ANY DONATIONS OVER.
>> $5,000, THE BOARD HAS TO ACCEPT AND IMPROVE, SO THAT'S WHY IT'S COMING BEFORE US. ANYTHING TO ADD, MARK?
>> THAT'S PRETTY MUCH THE SUMMARY.
IT'S A EXTREMELY GENEROUS DONATION THAT FOLKS AT THE SCHOOL ARE PRETTY EXCITED ABOUT.
SO HOPING YOU ALL APPROVE IT SO THEY CAN ORDER THEIR EQUIPMENT, GET THAT INSTALLED FOR USE IN THE FALL.
>> ANY DISCUSSION, ANY QUESTIONS?
>> I DO HAVE A QUESTION. FIRST, THAT'S AMAZING.
WILL THIS PLAYGROUND EQUIPMENT, I ASSUME IT'S GOT TO BE VERY ACCESSIBLE TO ALL STUDENTS WILL BE ABLE TO [INAUDIBLE]
>> YES. AND ACTUALLY, THAT'S ONE OF THE BIG IMPROVEMENTS THAT WILL BE MADE, THAT THE SURFACE AND THE ACTUAL TOYS WILL BE MUCH MORE ACCESSIBLE THAN THE CURRENT SETUP.
>> ANY OTHER DISCUSSION OR ANY OTHER QUESTIONS?
>> ARE THERE ANY OTHER COMMITMENTS ALONGSIDE NOT HAVING SEEN THIS? ANYBODY MONEY WE HAD TO SET ASIDE ANY MATCH?
THIS IS ACTUALLY A COMPREHENSIVE.
THERE'LL BE A LITTLE BIT OF TIME FOR THE MAINTENANCE CREW.
BUT THEY'VE BEEN INVOLVED WITH THE CONVERSATION AND HAVE THE MANPOWER BE ABLE TO LEAVE THERE IN THE MEDICAL, WHICH IS PRETTY MINOR.
>> ASSUMING THAT THIS HAS WENT THROUGH WHATEVER CHANNELS WITH EVERYTHING.
>> EQUIPMENT HAS BEEN REVIEWED BY THE RISK MANAGEMENT COMPANY, HAVE APPROVED.
IT'S ALL ABOVE BOARD AND LEGIT.
>> I IN A WAY WANT THIS TO COME
[00:45:02]
OUT WITHOUT EVEN LOOKING YOUR TOWARDS IN THE MOUTH AT ALL, BUT WHAT ARE THEIR CONNECTION TO THE SCHOOL DISTRICT? ARE THEY PARENTS?>> THERE'S A FAMILY CONNECTION TO ONE OF THE KINDERGARTEN TEACHERS AT THAT SCHOOL THAT STARTED THE BALL ROLLING AND MADE THIS POSSIBLE.
>> ONE QUICK QUESTION, BECAUSE I'VE GOT THIS ACTUALLY AND I WANT TO MAKE SURE IT'S CORRECT BECAUSE THIS IS SOMETHING THAT IS MUCH APPRECIATED.
WITHIN THE STATEMENT I'VE GOT HERE, I'VE GOT WILKINS AND WALKINGS IS THE LAST NAME.
>> IT'S WILKINS. I APOLOGIZE, THE SECOND WAS A TYPO.
>> OKAY. I HADN'T NOTICED THAT UNTIL NOW, BUT IT'S LIKE, I WANT TO MAKE SURE WE ACKNOWLEDGE AS IT IS.
>> I WROTE DOWN AN ENTIRELY DIFFERENT THIRD NAME TOO [LAUGHTER]
>> UNLESS THERE'S FURTHER DISCUSSION OR FURTHER QUESTIONS, THE CHAIR WILL ENTERTAIN A MOTION TO ACCEPT THIS DONATION WITH GREAT THANKS.
>> I'LL MAKE A MOTION TO ACCEPT THE DONATION FROM SHERMAN AND NAOMI WILKINS FOR THE PLAYGROUND EQUIPMENT AT THE EAGLERIDGE ELEMENTARY WITH MANY THANKS.
>> IT HAS BEEN MOVED TO ACCEPT THE DONATION FROM SHERMAN AND NAOMI WILKINS WITH GREAT APPRECIATION.
>> OPPOSED? OKAY, MOTION CARRIES.
THOSE CHILDREN AT EAGLERIDGE WILL APPRECIATE IT QUITE A BIT TOO.
>> THE CHILDREN AT SKYLINE, RIGHT? [LAUGHTER]
>> [OVERLAPPING] WE WILL SEND A LETTER OF THANKS ON BEHALF OF THEM.
>> THANK YOU, I APPRECIATE THAT AND APPRECIATE THE STAFF MEMBERS WHO GOT THAT BALL ROLLING TOO AND [INAUDIBLE].
[5.01 Report on Capital Projects Bond]
OKAY. WITH THAT, WE WILL MOVE ON TO ITEM 5.01, WHICH IS REPORT ON CAPITAL PROJECTS FUND.>> SINCE YOU'RE GOING TO BE RECEIVING A MORE COMPREHENSIVE REPORT UPDATE FROM THE BOND OVERSIGHT COMMITTEE IN A FEW MINUTES, I WILL BE HAPPY TO ENTERTAIN QUESTIONS.
BUT KEEP THE REMARKS NON-EXISTENT TONIGHT UNLESS YOU GOT A QUESTION YOUR QUESTIONS.
>> THERE WAS A LOT OF INFORMATION IN THE FACILITIES MANAGEMENT AS WELL. THANK YOU FOR THAT.
>> ONE [NOISE] QUESTION I HAVE FOR THE BOND UPDATES, WHICH ARE GREATLY APPRECIATED, IS THERE ANY WAY TO CAPTION SOME OF THOSE METRICS? BECAUSE SOMETIMES YOU LOOK AT IT AND GO, I'M NOT EXACTLY SURE WHAT I'M LOOKING AT.
>> THAT'D BE GREAT. I THINK THAT WOULD DEFINITELY HELP.
I KNOW THAT IT WAS MENTIONED IN THE BOND OVERSIGHT COMMITTEE'S REPORT AND WE CAN EITHER ANSWER THE QUESTION THEN OR LATER.
BUT IS THERE SOME WAY THEY WERE TALKING ABOUT A VIRTUAL TOUR FOR THE COMMUNITY?
>> THE WEEK AFTER THIS, NEXT WEEK.
I WILL PREFER THAT [LAUGHTER] WE PLAN ON ACTUALLY DOING A VIRTUAL TOUR ON FACEBOOK LIVE.
HOPEFULLY WE WILL MAX OUT FACEBOOK.
[5.02 Review the Monitoring Report for Operational Expectations Policy 11 (OE-11) Facilities]
UNLESS THERE'S ANY OTHER QUESTIONS FOR MARK, I WILL GO AHEAD AND MOVE US ON TO ITEM 5.02, WHICH IS TO REVIEW THE MONITORING REPORT FOR OPERATIONAL EXPECTATIONS POLICY 11, THE 11 FACILITIES.I'M NOT SURE MARK IF YOU HAVE ANY OPENING REMARKS OR?
>> I THINK THAT PAGE 18 ON WORK SAYS IT ALL.
NO. I GUESS THE ONLY THING I'LL SAY IS, WE FELT IT WAS VERY IMPORTANT TO CAPTURE THE HISTORY BECAUSE THERE'S THIS WITH HISTORY IN OUR WORLD WAR II REFERENCE FROM EARLIER TODAY.
THOSE OF US WHO REMEMBER, THOSE OF US THAT LIVED IT ARE BECOMING FEWER FARTHER BETWEEN.
IT'S A LITTLE MORE EXTENSIVE THAN WHAT THE REPORT WOULD BE ON THIS,
[00:50:05]
BUT WE WANTED TO MAKE SURE WE'VE CAPTURED THE HISTORY BEFORE IT WAS LOST.THAT'S WHY THE LENGTH AND THE HISTORY OF IT IS AMONG THIS REPORT.
>> WELL, I'D HAVE TO SAY IT'S ONE OF THOSE INSTILLED PART OF YOU THAT REMEMBERS A LOT OF THAT HISTORY.
SO THAT ACTUALLY HAPPENED BEFORE MY TIME ON THE BOARD.
IT WAS NICE TO HAVE IT IN A GOOD SYNOPSIS OF IT.
I THINK IT HOPEFULLY HELPS AS FAR AS COMMUNITY WISE TO SEE SOME OF THOSE THINGS IN SOME OF THE DECISIONS THAT HAVE BEEN QUESTIONED.
A LITTLE BIT OF FLESHING OUT OF THOSE TO UNDERSTAND WHY SOME THINGS WERE CHANGED AFTER THE FACT AND SOME OF THE LESSONS THAT WE LEARNED FROM THEM. THANK YOU.
>> I'M ALSO THANKFUL FOR THE EXTENSIVE HISTORY ON THERE.
MY KIDS WERE INTO CASCADING, AND SO I KNEW WHAT A PROBLEM THE BIOGRAPHERS TALKING ABOUT HOW IT WAS ASSEMBLED, IT REALLY WAS ASSEMBLED, BUT I THANK YOU FOR PUTTING ALL OF THAT TOGETHER.
I DID LEARN THINGS FROM IT THOUGH.
THERE WERE MORE BROKEN PROMISES THEN THAN I WAS AWARE OF.
PEOPLE WHO FELT THOSE BROKEN PROMISES, THEY'RE VERY AWARE OF IT.
I ENCOURAGE PEOPLE TO READ IT TO KNOW THAT IF YOU FELT YOUR FAMILY WAS AFFECTED IN SOME WAY, THERE'S PROBABLY ANOTHER FAMILY THAT WAS AFFECTED IN A DIFFERENT WAY THAT WE HAD TO CONSIDER.
I THINK NOW THAT WE HAVE IT DOWN IN WRITING, SOME WAY OF APOLOGIZING I THINK WOULD HELP TO, I THINK WE'VE DONE A LOT OF GOOD THINGS WITH THE BOND OVERSIGHT COMMITTEE AND HOW WE'RE BUILDING THE HIGH SCHOOL.
BUT THERE IS ALSO STILL, I THINK, ROOM FOR APOLOGIZING WHETHER WE WERE OR WERE NOT RESPONSIBLE FOR ACTUALLY WHAT HAD HAPPENED.
>> I THINK AS PART OF THAT TOO, ONE THING THAT WAS LISTED WITHIN THAT IS THE BOARD'S COMMITMENT TO FACILITIES.
AS IT STATES, THERE'S A NOTE AT THE END OF THAT ON PAGE 5 WHERE IT TALKS ABOUT THAT THESE ARE THE ARTICULATED VALUES THAT HAVE SERVED US WELL IN DISTRICT FOR THE PAST 12 YEARS.
THEY WERE DRAFTED BY A SCHOOL BOARD MADE UP OF FIVE DIFFERENT MEMBERS, ACTUALLY FOUR DIFFERENT MEMBERS BECAUSE I THINK I WAS HERE WITH MOST OF THOSE.
BUT REGARDLESS, I THINK IT WOULD BE GOOD FOR US TO GO OVER THOSE AND REITERATE THEM AT SOME POINT.
THERE ARE SOME SUGGESTIONS WITHIN THE REPORT FOR SOME REVISIONS TO FUTURE REPORTS AND INTERPRETATIONS AND MONITORING ASPECTS THAT MAY VERY WELL LEND ITSELF TO A STUDY SESSION OR SOME FUTURE POINT TOO.
OTHER COMMENTS OR OTHER QUESTIONS?
>> I APPRECIATE THAT THE SEVERAL TIMES THAT THEY'RE SAYING, THIS SEEMS TO BE REDUNDANT WITH THIS ONE AND MAYBE WE CAN CONSOLIDATE AND THAT SORT OF STUFF. I AGREE WITH SOME OF IT.
I THOUGHT THAT MAYBE IT'S GOOD FOR KEEPING THEM THE WAY THEY ARE OR WHAT HAVE YOU.
BUT THAT'S IN MY OTHER NOTES THAT I'M SURE KEVIN WILL HAVE FUN COPYING AND PASTING.
MY ONE QUESTION THAT CAME UP, THERE WAS SOME TALK, IS IN HIPPO, IS THAT WHAT WE CALL IT FOR THE REPORTING.
WE RECORD OUR MAINTENANCE INTO HIPPO SO THAT WE HAVE A RECORD OF IT.
BUT THERE WERE A COUPLE, AND I HAVE 3.5, 3.6 TO 3.7.
I CAN'T REMEMBER WHAT THEY WERE, BUT THEY AREN'T RECORDING INTO HIPPO.
I WAS WONDERING, WHAT IS THE ROADBLOCK FOR THAT NOT HAPPENING, AND CAN WE MAKE IT SO THAT IT WILL BE RECORDED? BECAUSE WHILE I TRUST THAT THEY'RE GETTING THEIR JOB DONE AND EVERYTHING, IT'S KIND OF ONE OF THOSE THINGS FOR TRIBAL KNOWLEDGE IN THE FUTURE IF SOMEBODY ELSE IS LOOKING AT WHEN WAS THIS LAST DONE AND TRYING TO SEARCH EITHER WAY.
>> YES. THAT'S PART OF THE PLAN IS TO GET ALL OF THAT.
RIGHT NOW, THAT'S PART OF THE CONVERSATION THAT'S HAPPENING, THE WORK WE'RE DOING WITH THE ESD IN THE LONG-TERM.
THE MAINTENANCE PLAN AS WELL IS TO GET ALL OF THAT RECORDED WITHIN THE SYSTEM TOO, SO WE GET EVERYTHING IN THE DATABASE AND RECORDED SO WE'VE GOTTEN BETTER TRACK OF IT.
>> IS THAT LIKE A START DATE, THEN WE'RE OKAY, WE HAD IT AND NOW I'VE GOT THE SYSTEM AND NOW DO OR BE LIKE [OVERLAPPING]
>> WE'RE BUILDING IT AS WE KNOW.
I WILL EXPECT THAT THESE WOULD BE IN THERE.
THE ANSWER IS PROBABLY DIFFERENT THAN THE NEXT TIME THIS REPORT COMES BACK UP. [OVERLAPPING]
[00:55:06]
OTHER QUESTIONS, COMMENTS?>> I SEE YOU GOT THIS TO REPLACE IT BECAUSE IT'S SO LENGTHY?
>> [NOISE] I'LL EXPLAIN THAT AT THE END WHEN I TALK ABOUT THE WHOLESOME RATION.
OTHER COMMENTS ABOUT THE REPORT IN GENERAL OR RECOMMENDATIONS OR [OVERLAPPING]
>> WITH REGARD TO THE 30-YEAR PLAN, BECAUSE WE DID HAVE A 30-YEAR PLAN I'M TALKING ABOUT 60 YEARS AGO BUT THEN WITH THE BOND FAILING SEVERAL TIMES IT GETS PUSHED DOWN AND THEN IT'S OUT-OF-DATE.
I WAS THINKING THAT IT'S GREAT TO HAVE, THIS IS MY FIVE-YEAR PLAN, MY 10-YEAR PLAN, WHATEVER.
BUT IT'S NEVER GOING TO GO ACCORDING TO PLAN.
WHEN WE'RE WRITING A PLAN, COULD YOU DO IT SO THAT IT'S LAYERED ON TOP OF EACH OTHER LIKE THIS IS THE BOND, THIS IS THE CAPITAL LEVY, THIS IS THE MAINTENANCE AND OPERATION LEVIES? IF THIS BOND REACHES A SPEED BUMP, IT DOESN'T AFFECT THE OTHER ONES OR MAYBE IN YOUR 30-YEAR PLAN YOU HAVE EVERYTHING WRITTEN OUT AND YOU'RE, THIS IS A NON-NEGOTIABLE.
THESE OTHER THINGS, IF WE REACH A SPEED BUMP, WE CAN PUSH THEM ASIDE.
RATHER THAN HAVING A 30-YEAR PLAN THAT EVERYTHING'S GOING TO GO CLOCKWORK.
WHICH THAT CHART LOOKED LIKE IT WAS MADE BY [INAUDIBLE].
>> I THINK THE INTENT OF THE CHART IS TO DO WHAT YOU'RE SAYING WHERE LAYERS, SO THE IDEA WAS ONE OF THE QUESTIONS, THE COMMENTS, WE WERE GETTING FROM THE COMMUNITY WAS THEY DIDN'T KNOW WHAT WAS COMING.
JUST ALL OF A SUDDEN A LECTURE WOULD SPREAD OUT BECAUSE THERE DIDN'T SEEM TO BE A ROADMAP AS TO WHY OR WHEN THINGS WERE HAPPENING.
WHAT THIS WAS, WAS AN ATTEMPT TO BASICALLY PRIORITIZE BASED ON COMMUNITY INPUT, BASED ON THEIR SLIGHT ADVISORY COMMITTEES, BASED ON ALL OF THE INFORMATION I'VE WORKED WITH HIM AND GATHERED TO THAT POINT AND PUT ALL OF THE VALID ADDITION, ALL OF THE OUTREACH TO COMMUNITY FOR FUNDING IN A SEQUENCE.
YOU'RE RIGHT. I MEAN AS SOON AS THE FIRST ITEM FAILS YOU'RE OFF CALENDAR BUT YOU'RE NOT NECESSARILY OUT OF SEQUENCE.
EVEN THOUGH WE FAILED SEVERAL BONDS, WE STILL HAD TO GO BACK AND ASK FOR THE LEVY FUNDS, BECAUSE THAT WAS THE PRIORITY.
YOU COULD BUMP THE BONDS FURTHER DOWN, BUT YOU HAVE TO MAINTAIN THOSE LEVY ELECTIONS.
THE NON-NEGOTIABLES, I GUESS THAT'S THE WORD I'M TRYING TO IDENTIFY WITH CSG OR ON A MAJOR MAINTENANCE PLANNING, SO WE'VE GOT [NOISE] ALL THOSE FUNDS INTO THE OPERATING PROJECT SO WE CAN'T KEEP UP ON THOSE SO WE DON'T END UP BEHIND AGAIN.
BECAUSE THAT IS ONE OF OUR COMMITMENTS TO THE VOTERS, IS TO TRY TO MAKE SURE WE'RE ACTUALLY MAINTAINING FACILITIES THAT THEY'RE PAYING FOR.
SO WE'RE NOT GETTING FURTHER BEHIND THAT WE'RE PAYING SLIGHTLY MORE IN HIGH SCHOOLS.
I THINK WE HAD WHAT YOU'RE OUTLINING IS HERE.
IT JUST DOESN'T MIND WE DID THE DATES OFF.
I DON'T THINK THE PRIORITIES HAVE REALLY DRAMATICALLY SHIFTED THAT MUCH, BUT IT'S SOMETHING THAT WE DEFINITELY NEED TO REVISIT AND PUT SOME WORK IN ON UPDATING THE PLAN.
>> THE OTHER ASPECT, WHEN IT WAS DEVELOPED AS PART OF IT, WAS TO TRY AND HAVE A CONSISTENT [NOISE] TAX RATE FOR THE VOTERS WAS SOMETHING THAT THEY COULD PREDICT.
IT WENT TO THE POINT THAT IT EVEN HAD A REMODEL OF CASCADIA, WHICH AT THAT POINT WAS PRETTY MUCH BRAND NEW.
>> THE TIME WE CREATED THIS IT WAS BRAND NEW. [OVERLAPPING]
>> BUT WE ALSO HAVE ONE OF THE FIRST NAMES AS RENOVATE WHEN WE WERE IN HIGH SCHOOL AND THE NEXT BOND THING WOULD BE MODERNIZING, REPLACE CUSTARD ELEMENTARY AMIDST MIDDLE SCHOOL.
WHICH MAYBE, OR MAYBE I DON'T KNOW.
>> IF IT'S MY UNDERSTANDING ON THAT MARKET THAT CSG IS WORKING ON REDOING THAT WHOLE OR PART OF IT THAT THIS WAS BASED ON THE ASSESSMENT?
>> WORK RANDOM PROCESS OR THEIR WORK IS AS A DETAILED FACILITY ASSESSMENT THAT WILL GIVE US NEW DATA BECAUSE WE'VE DONE A LOT OF WORK ON MILLIONS SINCE THIS TIME, SINCE THIS WAS DEVELOPED.
[OVERLAPPING] WE HAVE SOME BETTER INFORMATION AND THAT'S WHY WE NEED TO REVISIT THE PLAN.
[01:00:02]
WE CAN LOOK AT THE STRUCTURE AND HOW WE MOUNT THE HOUSE IN TERMS OF HOW WE USE AND ARTICULATE THE PLAN WHILE KEY IN SERVICES.>> BECAUSE I'M WONDERING IF AGAIN COMING BACK, NOT NECESSARILY KICKING THE CAN DOWN THE ROAD, BUT WE'RE GETTING UP MORE INFORMATION COMING THAT THIS MAY VERY WELL BE SOMETHING APPROPRIATE TO BRING BACK AT A STUDY SESSION WHERE WE CAN DIG INTO IT AND IT CAN BE EXPLAINED A LOT MORE AND BECAUSE THE WHOLE PROCESS THAT WENT INTO IT, HISTORICALLY SPEAKING, THERE WAS A LOT OF DATA, THERE WAS A LOT OF CONVERSATION WITH IT AND I THINK IT'S A GOOD CONVERSATION TO HAVE AND TO HELP WITH COMMUNITY MEMBERS INVOLVED.
>>WELL I THINK BY THE TIME WE GET THROUGH THE NEXT YEAR, WE'LL HAVE THE CSG STUDY COMPLETED SO WE'LL HAVE ALL THAT DATA.
WE'LL HAVE THE HIGH SCHOOL AND THE SMALLER PROJECTS, THE MAJOR MAINTENANCE PROJECTS COMPLETED.
WE'LL HAVE A LOT BETTER CURRENT DATA AND ASSESSMENT OF WHAT OUR FACILITY NEEDS ACTUALLY HARMFUL AND FORWARD.
PLUS WE'LL HAVE A PLAN BEFORE ONE OF THE MAJOR MAINTENANCE PROJECTS AND MAJOR WORTH IT'S GOING TO BE NEEDED TO BE DONE OVER THE NEXT 5, 10 YEARS.
WE'LL BE A MUCH BETTER POSITION TO BE ABLE TO DO THAT WORK AND HAVE THAT CONVERSATION AND FIGURE FROM HIM.
>> I HAD ANOTHER QUESTION TOO BUT I APOLOGIZE FOR NOT GETTING TO YOU AT THE TIME.
THIS IS ONE THAT NEEDS NUMBERS A LITTLE BIT SO YOU CAN GET BACK TO ME OR NOT BUT THERE WAS MENTIONED IN THERE OF FERNDALE HIGH SCHOOL, THE CURRENT ONE BEING QUITE A DRAIN ON MY MAINTENANCE.
THEN IF ANYONE'S GOING TO VIEW MY SCHOOLS, THEY ALL BE LIKE "OH," AND WILL ALL BE LIFTED AND WE WON'T HAVE ALL HAD THOSE.
BUT THE NEW HIGH SCHOOL'S GOING TO NEED MAINTENANCE TOO WHAT ARE WE SPENDING NOW AND WHAT DO WE EXPECT TO BE SPENDING WITH THE NEW HIGH SCHOOL?
>> [OVERLAPPING] THAT WAS REALLY NICE. [NOISE]
>> WE CALCULATED THE ESTIMATES ON THAT DURING THE TASK FORCE, AND I DON'T KNOW IF JOE YOU REMEMBER THE NUMBERS OFF THE TOP OF YOUR HEAD?
>> IT'S ABOUT 50 PERCENT OF WHAT THEY'RE SPENDING NOW.
>> I THINK IT'S A VERY EXACT NUMBER, IS WHEN WE DID THAT WORK DURING THE TASK FORCE.
>> ONE, SMALL RECOMMENDATION OR ADDITION [NOISE] NICE IN MY MIND IS THE BOTTOM OF PAGE 21, AND TOP PAGE 22, YOU'VE GOT THE ENROLLMENT CHART FOR THE ELEMENTARY SCHOOLS, AND IF I'M READING THAT RIGHT AND UNDERSTANDING, IT WOULD BE NICE TO HAVE MOUNTAIN VIEW ON THERE TO HAVE ALL AND A TOTAL ENROLLMENT COLUMN.
BECAUSE WE TALK ABOUT HOW ENROLLMENT ESCAPE IS RATHER STATIC BUT IT'S A LITTLE HARD OKAY I'M LAZY.
I DON'T WANT TO GO THROUGH IT AND ADD UP ALL THESE NUMBERS SO IT CAN BE NICE IF WE COULD ADD A COLUMN THAT HAD IT ON THERE SO PEOPLE COULD, SEIZE IT, ALL THOSE NUMBERS HAVE WHAT THEY'VE DONE.
BECAUSE YOU'VE GOT THE INDIVIDUAL POPULATIONS IN EACH SCHOOL BUT IF WE HAD A TOTAL FOR OUR ELEMENTARY AT THE MOMENT [OVERLAPPING]
>> I GET, YOU THREW ME WITH MOUNTAIN VIEW.
>> WELL I WAS JUST THINKING THE FIRST FEW YEARS IF MOUNTAIN VIEW WOULD'VE BEEN ON THERE AND NORTH BELLINGHAM, I GUESS.
>> DO WE HAVE ANY IDEA WITH THE DECREASED ENROLLMENT AND HOW MUCH OF THAT IS DUE TO BURGLARIES AND THE POPULATION OF YOUNG PEOPLE VERSUS HOW MANY ARE LEAVING THE SCHOOL DISTRICT?
>> I DO NOT. WE CAN DO SOME RESEARCH ON THEM.
>> WHY NOT THOSE? [LAUGHTER] ONE OF OUR CANDIDATES FOR SUPERINTENDENT HAD TALKED ABOUT IT.
WAS IT YOU DON'T THINK DUMBING IT, IF THE WORK RATES ARE DOWN?
>> I'LL BE INTERESTED TO KNOW HOW MUCH OF IT.
WHAT WERE THE CONTRIBUTING FACTORS TO THAT?
>> I ACTUALLY HAVE THE RESEARCH ON FOR NOW SO I CAN EMAIL BACK.
>> BEATRICE YOU NEED TO KNOW WHAT OUR EDUCATIONAL CHOICES, CHOOSING SOMETHING OTHER THAN VERSUS PLANES FOR THREE NOW.
>> NO. SOME THINGS WE HAVE CONTROL OVER OTHER THINGS.
[LAUGHTER]. SUCH AS OTHER PEOPLE.
>> I HAVE A LAST SUGGESTION, I WAS THINKING ABOUT IT FOR THAT CHART, ONCE WE DO GET OUR THIRD YEAR PLAN, OUR DASHBOARD IS GOING TO USE FOR THE BOND OVERSIGHT COMMITTEE, IT WILL BE NICE TO HAVE THAT DASHBOARD LIKE THAT AVAILABLE ON THE WEBSITE WITH BIG DRAFT OVER IT.
[01:05:03]
I MEAN, BEING SUBJECT TO CHANGE, BUT JUST SO THAT PEOPLE DO KNOW THAT'S WHERE NO SPELLING HAPPENS.THAT'S WHERE CUSTOMERS [INAUDIBLE].
>> NOW TO ADDRESS KATIE'S QUESTION.
AGAIN, AS PER OUR STANDARD PROCESS AND I NOTED THAT THE BOARD IS FAMILIAR WITH THEM THAT JUST FOR ANYBODY THAT MIGHT NOT BE MONITORING REPORTS WE GET THE PREVIOUS MONTH.
WE HAVE A CHANCE TO READ THEM, TO ASK QUESTIONS, TO CONTEMPLATE.
THEN WE REVIEW THEM AT THE FOLLOWING MONTH'S MEETING AND THEN THE BOARD SUBMITS THEIR RECOMMENDATIONS, COMMENDATIONS AND NOTES, AS WELL AS WHETHER OR NOT IN THE CASE OF A OPERATIONAL EXPECTATIONS REPORT, WHETHER WE ARE COMBINED WITH THE INDICATORS [NOISE].
PARTIALLY COMPLIANT OR NON-COMPLIANT.
AGAIN, THIS WHOLE REPORT IN COMPLETING THE HISTORY IS WELL WORTH THE READ.
AS FAR AS DISTRICT FACILITIES IS AVAILABLE ON MORE DUCTS.
PEOPLE WANT TO READ IT AND I WOULD ENCOURAGE THEM TO DO SO, IT IS THERE.
THIS WILL COME BACK THEN FOR FINAL APPROVAL AT OUR NEXT BOARD MEETING AS PART OF THE CONSENT AGENDA.
AGAIN, TO MY BOARD MEMBERS WITH THE LAST FEW REPORTS, WE HAVE THE RESULTS REPORTS.
THERE WAS ONLY ONE OR TWO CARRIERS AND WE WERE LOOKING AT IT, SO IT LENT ITSELF TO EITHER BEING MAKING ACCEPTABLE PROGRESS OR NOT.
IN THIS CASE, THERE ARE 23 [NOISE] INDICATORS WITHIN THIS REPORT, AND A YES OR NO ON THE WHOLE THING, IN MY MIND DID NOT FEEL LIKE YOU WERE GIVING A REAL GOOD [NOISE] EVALUATION OF THE REPORT.
I E-MAILED YOU ALL AND MARK PRINTED OUT FOR ME IN THIS FORM THAT IF YOU COULD EITHER FILL IT OUT ELECTRONICALLY AND SEND IT BACK TO ME, FILL IT OUT BY HAND AND SCAN IT THEN SEND TO ME, FILL IT OUT AND HAND IT TO ME, WHATEVER WORKS BEST.
BUT THIS WAY THEN I CAN HAVE A TALLY FOR EACH INDICATOR WHETHER OR NOT WE FEEL LIKE WE ARE MAKING IT OR NOT.
BECAUSE I THINK THAT GIVES VALUABLE FEEDBACK TO THE ADMINISTRATION AS TO WHERE EFFORTS NEED TO BE FOCUSED IF WE AREN'T COMPLIANT AND WHAT AREAS OPPOSED TO JUST IN GENERAL.
THIS IS THE FIRST ATTEMPTED DOING THIS, SO IF YOU HAVE SUGGESTIONS, I'M CERTAINLY OPEN TO IT AS WELL.
AGAIN, IF YOU CAN GET THESE REPORTS BACK TO ME, THEN I CAN COMPILE THEM AND GET THEM TO JACKSON IN A TIMELY MANNER TO GET ON NEXT MONTH'S AGAIN CARRIED OUT CONSENT AGENDA. ANY QUESTIONS?
THE COMMENTS ARE DEFINITELY HELPFUL.
I BASICALLY TAKEN, COMPILE THOSE AND PUT THEM TOGETHER FOR A CONSENSUS OPINION THAT YOU'LL SEE ON THE CONSENT AGENDA.
BEAR WITH ME A SECOND, MY COMPUTER DECIDED TO GO TO SLEEP.
[5.03 Discuss Waiving Make-Up School Days in June]
OKAY. NEXT ITEM FOR DISCUSSION IS 5.03 A DISCUSSION OF WAIVING MAKE-UP SCHOOL DAYS IN JUNE, AND FOR THIS.>> DOCTOR GRIP. [LAUGHTER] IT DIDN'T HAVE SOME BASE NAME ON THEM UNTIL [LAUGHTER] [BACKGROUND].
WE'VE SHARED WITH YOU, ACTUALLY IN FRONT OF YOU ON WHAT'S USEFUL FOR AGENDA SPECIFICALLY APPLICATION TO OSPI FOR US TO WEIGH SOME OF THE DAYS THAT WE MISS.
AS YOU MAY RECALL, WE MISS SIX SCHOOL DAYS WHERE WE'VE BEEN CLOSED IN CONTENTION.
THE SECOND THING YOU SEE THAT IT'S NOVEMBER 15, 16, 17, AND 29, AND THEN WE GAVE THEM RESITS IN JANUARY 7TH.
THE DATES IN NOVEMBER ARE ALL COUNTED ON THE WHEN WE ARE UNDER A STATE OF EMERGENCY DUE TO THE FLOODING, AND THAT WAS A DECLARATION BY THE GOVERNMENT'S OFFICE.
THAT CHANGES A LITTLE BIT FOR US AND WHAT WE ARE ELIGIBLE TO APPLY FOR ON PAPER.
YOU'LL JUST SEE ON THE FIRST PAGE, WE HAVE ACQUIRED TO AMMULATE NEW 108 SCHOOL DAYS, WHICH IS OUR REGULAR CALENDAR, AND THE 1027 AVERAGE HOURS OF INSTRUCTION.
WITH THE STATE OF EMERGENCY, WE ARE REQUIRED TO MAKE UP AT LEAST THREE OF THOSE MISSED SIX DAYS.
WE WOULD LIKE TO ALLOW CONDITION OF A MEET ME INSTRUCTIONAL HOURS, WHICH WE DO.
[01:10:05]
WE WILL NEED MAYBE 1027 HOURS IF WE MADE UP THREE OF THE SIX DAYS WHICH WILL TOTAL US TO 177.BUT WE'D STILL NEED AN INSTRUCTIONAL HOURS.
WE WOULD LIKE TO REQUEST THAT WE MAY HAVE OUR DAYS ON JUNE 15, 16 AND THEN JUNE 17 WILL BE OUR LAST DAY OF SCHOOL [NOISE] [LAUGHTER] WAIVER [LAUGHTER].
>> I DON'T KNOW IF THE EFFECTS AGREE [LAUGHTER]. I DON'T REMEMBER. [LAUGHTER]
I HAVE SEEN THIS [BACKGROUND].
>> AFTER GRADUATION, WHICH IS ALWAYS KIND OF [INAUDIBLE].
>> IT SEEMS ELIGIBLE TO END THE SCHOOL YEAR FIVE DAYS PRIOR TO THE REST OF THROUGH 11.
WHAT THIS WOULD MEAN IF WE APPLIED FOR THREE WAIVER DAYS, IT WOULD MEAN THAT OUR SENIORS WOULD NOT HAVE TO RETURN ON MONDAY OR TUESDAY FOLLOWING THE GRADUATION ON FRIDAY.
WITH THAT, DO YOU HAVE ANY QUESTIONS?
>> ESSENTIALLY THIS WOULD BE ASKING FOR PERMISSION.
IF WE DON'T GET THIS WAIVER, THEN THE 22ND IS THE LAST DAY.
>> THAT IS CORRECT? YES. [OVERLAPPING]
>> YEAH. ALL RIGHT. [LAUGHTER] [OVERLAPPING] [LAUGHTER] THAT'S A CHALLENGE. I'M JUST ASKING THE QUESTION, IT DOESN'T MEAN I'M BELIEVING ANYTHING.
BUT JUST FOR THE RECORD, WHEN YOU TALK ABOUT THE IMPORTANCE OF BEING IN CLASS, WHEN YOU TALK ABOUT THE IMPORTANCE OF THE HOURS, IN A TIME WHEN WE'VE BEEN DEALING WITH COVID AND MISSING A LOT OF THE DISCUSSION AND THERE ARE PEOPLE OUT THERE TALKING ABOUT, WE NEED TO MAKE UP, WE NEED TO GET KIDS CAUGHT UP AND SUCH, HOW DO WE JUSTIFY THAT IN THE SENSE OF THIS MISSED TIME? DON'T THROW THINGS AT ME, I'M JUST ASKING A QUESTION FOR THE RECORD.
>> I WOULD SAY THAT ONE OF THE THINGS IS WHEN WE MISS DAYS ALONG THE WAY.
OUR STUDENTS ARE CURRENTLY WORKING ON COURSEWORK AND FOR A LOT OF OUR STUDENTS, THEY'RE ACTUALLY FINISHING UP ASSIGNMENTS AS A CHANCE FOR THEM TO CATCH UP ON SOME OF THESE ASSIGNMENTS, AN OPPORTUNITY WITHIN A DAY.
SO THAT'S MY PERCEPTION, IS THAT ALONG THE WAY THAT THEY ARE, THAT'S THE TAKE.
THEY [INAUDIBLE] CATCH UP AND GET AHEAD A LITTLE BIT.
>> I THINK THE OTHER PART OF THAT, FROM MY PERSPECTIVE, [INAUDIBLE], BUT I THINK PART OF THE CONVERSATION ACKNOWLEDGES THE SOCIAL-EMOTIONAL HEALTH OF EVERYONE.
IT'S BEEN AN INCREDIBLY HARD YEAR FOR STUDENTS AS WELL AS STAFF.
SO A LOW MORALE BOOST OF GETTING OUT A LITTLE EARLIER IN JUNE AND GETTING INTO A BREAK.
WE'RE DEVELOPING PLANS FOR SOME PRETTY IMPACTFUL PROFESSIONAL DEVELOPMENT FOR OUR STAFF BECAUSE OUR CLASSIFIED STAFF NEED TO PICK UP THOSE DAYS, THOSE HOURS THAT THEY WEREN'T WORKING DURING THE [INAUDIBLE].
SO IT GIVES US A UNIQUE OPPORTUNITY TO IMPACT TRAINING GOALS.
WE THINK MAKE UP A LOT OF DIFFERENCE NEXT YEAR AND THE YEARS GOING FORWARD.
ANY LEARNING LOSS THAT MAY HAPPEN, WE THINK WE CAN MITIGATE THROUGH ENTHUSIASM NOW OR A HIGHER LEVEL OF EDUCATION NEXT YEAR.
>> AND IF YOU REMEMBER BACK TO THE FLOODING, I KNOW THAT WE HAD AN AMAZING COMMUNITY RESPONSE FROM MANY OF OUR STUDENTS AND SUPPORTING WITH STANDARD FILLING.
SOME OF THOSE EXPERIENCES WHILE THEY MAY NOT BE INSTRUCTIONAL HOURS IN THE CLASSROOM, WERE INCREDIBLY VALUABLE.
FERNDALE HIGH SCHOOL, WE USED THE CAFETERIA AS, WHAT'S THE WORD? SHELTER, THANKS.
AND A LOT OF OUR STUDENTS CAME IN AND JUMPED RIGHT IN TO SUPPORT THAT.
SO SOME OF THOSE OTHER CHANGES AS WELL AS TO SUPPORT THE COMMUNITY, WHILE THEY MAY NOT BE TRADITIONALLY IN BUILDING ARE GREAT OPPORTUNITIES FOR OUR STUDENTS TO CONTRIBUTE TO THEIR COMMUNITY.
>> A DIFFERENT KIND OF EDUCATION.
>> HANDS-ON AND APPLICATIONS [INAUDIBLE].
>> I HAVE ANOTHER QUESTION TO REQUEST [INAUDIBLE].
AND THIS GOES WAY BACK WHEN I WAS IN SCHOOL, BUT IT SEEMED LIKE THE LAST WEEK WE HAD IN SCHOOL,
[01:15:02]
YOU TURN IN YOUR BOOKS AND YOU SAT THERE AND THREW PAPER AIRPLANES AT EACH OTHER.[LAUGHTER] IS THERE A WAY THAT IF WE DON'T HAVE THESE WAIVERS THAT WE COULD MINIMIZE THE NUMBER OF DAYS AFTER THEY'VE TURNED IN THEIR BOOKS?
>> YEAH, THAT WAS A LONG TIME AGO.
FINGER PAINTING WAS A LOT OF FUN.
>> BUT REALLY, I MEAN, CAN WE MINIMIZE THOSE LAST FEW DAYS WHERE THE EXAMS HAVE ALL BEEN GIVEN AND ALL THE ASSESSMENTS HAVE BEEN DONE A WEEK-AND-A-HALF BEFORE SCHOOL ENDS? JUST MAYBE.
>> OF COURSE. [LAUGHTER] LIKE I SAID, A LOT OF THOSE OPPORTUNITIES AT THE END OF THE SCHOOL YEAR TOO ARE SOCIAL-EMOTIONAL BUILDING, CELEBRATING THE JOURNEY THAT OUR STUDENTS HAVE COME TOGETHER THROUGHOUT THE YEAR.
JUST BEING INTENTIONAL ABOUT THE ACTIVITIES THAT WE PROVIDE FOR OUR STUDENTS.
>> CLARIFYING QUESTION, YOU TALKED ABOUT PROFESSIONAL DEVELOPMENT.
THE WAIVER DATASET, IS THAT STUDENTS AND STAFF OR IS THAT JUST STUDENTS? BECAUSE IT SAYS STUDENTS AND STAFF, SO I WAS JUST TRYING TO FIGURE OUT THE PROFESSIONAL DEVELOPMENT.
>> THAT'S DIFFERENT, DEPENDING ON DIFFERENT EMPLOYEE GROUPS.
>> SO THE CLASSIFIED STAFF MAKES UP THE HOURS AND THAT'S REQUIRED AND WE CAN'T GIVE TO THE PUBLIC FUNDS AND PAYING SOMEBODY FOR AN HOUR THAT THEY DON'T WORK.
WITH THE CERTIFICATES STAFF WHERE THEIR RESPONSIBILITIES ARE CARRYING THROUGH THAT TIME, IT IS CONSIDERED TEAM DONE FOR OUR CERTIFICATES.
>> OKAY. I'M LOOKING AT THIS AND I'M NOT SEEING ANYTHING OF THE MOTION.
DO WE NEED A MOTION OR DO WE JUST NEED TO GIVE YOU THE YAY OR THE NAY?
>> I THINK WE DISCUSS IT BEFORE WE SUBMIT THE APPLICATION.
SO UNLESS THERE'S SIGNIFICANT OBJECTION TO US SITTING HERE, THE APPLICATION, THEN THAT'S ALL THERE IS TO IT.
>> I THINK THERE WERE SOME STUDENTS OUT THERE THAT THE STATE WANTED US TO OBJECT.
[LAUGHTER] BUT I'M SURE THEY'RE A MINORITY, THEY'RE JUST AS WE CALL THEM, MY DAY GUNNERS.
ANY OTHER DISCUSSION OR ANY OTHER COMMENTS? I THINK THAT, AS IT WAS SAID, THE PROFESSIONAL DEVELOPMENT, THE SOCIAL WELL-BEING, AND THE LEARNING EXPERIENCES THAT OCCURRED DURING THOSE DAYS WILL MAKE UP FOR THE POTENTIAL THREE DAYS THAT THEY DON'T.
[LAUGHTER] WE SHOULD KNOW BY THE 10TH OF NEXT MONTH.
>> WE'LL KEEP YOU POSTED. TUNE IN NEXT MONTH FOR ANOTHER EXCITING CHAPTER OF WHEN SCHOOL WILL END.
>> ONCE WE'RE HERE ON THE 10TH, WE WILL SHARE THAT WIDELY.
AS OF RIGHT NOW, WE'VE BEEN POSSIBLY SAYING THAT THE LAST DAY OF SCHOOL IS JUNE 22ND BUT WE WILL SHARE THAT ONCE WE DECIDE.
>> WE COULD HAVE THAT DISCUSSION AT SOME POINT, I KNOW IT'S A POPULAR TOPIC WITH SOME AND A LESS POPULAR WITH OTHERS BUT I THINK THAT'S PROBABLY MORE STATE-ORIENTED.
WITH THAT, I'M GOING TO MOVE [INAUDIBLE], WHICH IS TO RECEIVE THE BI-ANNUAL REPORT FROM THE BOND OVERSIGHT COMMITTEE BECAUSE I KNOW WE HAVE A COUPLE OF PEOPLE WHO HAVE BEEN WAITING TO DO THAT AND WE'RE EXCITED TO HEAR.
BEFORE YOU GUYS EVEN START, THANK YOU FOR ALL YOUR WORK.
I'LL THANK YOU AGAIN AT THE END BUT I JUST WANT TO SAY IT'S BEEN GREAT TO HAVE YOU GUYS AND THE AMOUNT OF WORK THAT YOU DO ON THAT IS AWESOME.
>> [OVERLAPPING] CAN WE JUST STAND IN THE MIDDLE?
>> WE PROBABLY SHOULD GIVE YOU THE MICROPHONE SO AT LEAST THOSE PEOPLE THAT ARE WATCHING ONLINE CAN LISTEN. [OVERLAPPING]
>> I CAN GET THE PODIUM FOR HIM, IT'S ALL GOOD.
>> IT'S A LITTLE RICKETY. [LAUGHTER] I'M STANDING HERE, I THINK.
[5.04 Receive Biannual Report from Bond Oversight Committee]
THE CAMERA KEEP ON.>> I'LL GO THROUGH THE REPORT REAL QUICK AND THEN IF YOU GUYS HAVE QUESTIONS, I'LL TRY TO ANSWER THOSE.
CHANGED THE FORMAT A LITTLE BIT OF OUR REPORT WITH THE HIGH SCHOOL
[01:20:01]
BEING THE PRIMARY FOCUS OF THE WORK AT THIS POINT SO REFORMATTED IT TO FOLLOW OUR KEY FUNCTIONS.FIRST ONE BEING ON TIME, AND A COUPLE OF APPENDIX ITEMS REGARDING SCHEDULE, SESG ALONG WITH CORNERSTONE TO DEVELOP A MOVING MAP THAT'S A VISUAL GUIDE BOTH FOR STUDENTS, STAFF, AS WELL AS COMMUNITY, AND THEN AS THE PHASING PLAN GETS MORE REFINED, THERE'S PLANS TO ELABORATE ON THIS MOVEMENT PLAN, AND PHASING, AND TRAFFIC FLOW, AND PEDESTRIAN STUDENT FLOW.
BIG TOPICS, SO JUST MOVING DATES FOR THE DIFFERENT PHASES.
I'M ASSUMING THAT MARK HAS SHARED THOSE INTERMITTENTLY AS HE'S DONE HIS MONTHLY REPORT WITH YOU GUYS, BUT HAPPY TO ELABORATE ON THOSE IF YOU GUYS WANT.
SOME POINTS OF DISCUSSION ON SCHEDULE CONSTRUCTION IS IN ITS NATURE UNPREDICTABLE, AND SO THE SCHEDULE IS CONSTANTLY A MOVING TARGET WHERE YOU'RE JUST TRYING TO HIT AN END DATE AND FIGURE OUT A DIFFERENT BETTER PATH TO GET THERE.
I THINK THE DISTRICT, AS WELL AS CORNERSTONE HAVE DONE A GREAT JOB NAVIGATING THAT PATH.
AS MENTIONED, WE HAD FLOODING, WE HAD SOME SEVERE COLD THAT COULD HAVE HAD THE POTENTIAL TO BE MAJOR IMPACTS TO THE HIGH-SCHOOL PROJECT, HAVE HAD SOME MINOR OVERTIME COSTS ASSOCIATED WITH CATCHING NETWORK UP.
BUT LARGELY, THE WORK DONE THIS SUMMER ALLOWED THAT FLOODING AND THAT COLD TO BE ESSENTIALLY, A NON-FACTOR IN THE LARGE SCHEME OF THINGS FOR THE HIGH SCHOOL PROJECT.
COUPLE OTHER ITEMS THAT ARE MARRIED, RELATE TO COVID AND THE SUPPLY CHAIN ISSUES THAT I THINK EVERYBODY HAS FELT IN SOME WAY OR ANOTHER.
PART OF THE PROCESS OF THE DISTRICT WENT THROUGH WITH THE CMGC WORK, GETTING THE WORKOUT EARLY, GETTING THE SUBCONTRACTS OUT EARLY WHILE TRYING TO LOOK OUT FOR ESCALATION CONCERNS.
I DON'T THINK ANYBODY SAW THE ESCALATION AND INFLATION THAT WE ARE CURRENTLY SEEING WHICH JUST AS MAKING THE FACT THAT WE GOT THAT OUT ON THE STREET, THAT MUCH MORE OF A COST-SAVINGS FOR THE COMMUNITY.
BEING IN THE INDUSTRY MYSELF FROM THE TIME WORK WENT OUT TO NOW, NUMBERS ARE 50 PERCENT HIGHER ON MATERIAL THAN THEY WERE WHEN THEY WERE BOUGHT OUT ON THE PROJECT.
YOU'RE TALKING ABOUT POTENTIALLY MILLIONS AND MILLIONS OF DOLLARS SAVED BY GETTING THE WORKOUT AND USING THE CMGC PROCESS TO EXPEDITE THAT WORK.
SCHEDULE-WISE, TIME-WISE, WE'VE DONE THE DISTRICT AND CORNERSTONE AND THE TEAM, WE FEEL HAS DONE A VERY GOOD JOB MITIGATING THE SCHEDULE WHEN WE'RE HEADING INTO THE SUMMER, HEADING INTO THE HOMESTRETCH WITH ACTUALLY TURNING OVER A PHYSICAL PIECE OF THE HIGH SCHOOL PROJECT WHICH WILL BE VERY EXCITING FOR THE DISTRICT, BUT SPECIFICALLY FOR THOSE ATHLETIC TEAMS AND STUDENTS THAT USE THE ATHLETIC FACILITIES FIRST HALF OF NEXT YEAR.
THE SECOND MAJOR ITEM IS ON BUDGET RELATED TO PROJECT COSTS.
AGAIN, I'VE ATTACHED A COUPLE APPENDIX ITEMS OF JUST REPORTS THAT WE RECEIVE.
ONE IS OF A HIGH-LEVEL EXPENDITURE SUMMARY THAT WE SEE EVERY MONTH, GETS UPDATED EVERY MONTH FROM CSG TO US, BREAKS DOWN THE VARYING COMPONENTS OF THE HIGH SCHOOL PROJECT.
THEN WITHIN THAT, THERE'S A CASH FLOW ANALYSIS OR A CASH FLOW TRACKING SPREADSHEET THAT CORNERSTONE HAS DEVELOPED AND UPDATES AGAIN MONTHLY SO WE CAN SEE WHERE THE PROJECT IS TRACKING ON A FINANCIAL BASIS.
[01:25:04]
WITH REGARDS TO THE HIGH SCHOOL, THE LAST ITEM I JUST ATTACHED THE SUMMARY, WHICH IS BASICALLY, THERE'S THREE PIE CHARTS, IF YOU WILL, WHICH IS THE PCO LOG OR THE POTENTIAL CHANGE LOG.IF ANYBODY HAS EVER DONE A PROJECT OR BEEN INVOLVED IN CONSTRUCTION ANY CAPACITY, THERE IS GOING TO BE CHANGES, THERE'S GOING TO BE EXTRA COSTS.
THAT'S NOT SOMETHING WE EVER EXPECTED THERE NOT TO BE, BUT KEEPING A HANDLE ON WHERE THOSE COSTS ARE.
ARE THEY IN RELATION TO WHAT WE WOULD EXPECT FOR THAT EXTRA WORK? ARE WE GETTING OUT IN FRONT OF OURSELVES AS A COMMUNITY, AS A DISTRICT WITH REGARDS TO COST AGAINST HOW THE PROJECT'S PERFORMING? WE BELIEVE AS THE BOND OVERSIGHT COMMITTEE, THAT WE'RE IN A PRETTY HEALTHY POSITION CURRENTLY WITH HOW THE HIGH SCHOOL IS PROGRESSING.
WE LOOK FAIRLY HEALTHY WITH THE CONTINGENCY POX, IF YOU WILL OR BUCKETS REMAINING.
I THINK WE HAVE ABOUT HALF OF THE OWNER RISK PORTION WHICH THE DISTRICT IS OBVIOUSLY CARRYING 72 PERCENT OF THE CMGC RISK WHICH CORNERSTONE CARRIES ON THEIR SIDE, BUT IT'S STILL DISTRICT MONEY.
THEN THE UNAWARDED PORTION STILL HAS 23 PERCENT REMAINING WHICH IS ACTUALLY FAIRLY HIGH PERCENTAGE CONSIDERING MOST OF THE PROJECT IS BOUGHT OUT AT THIS POINT.
AGAIN, TOUCH BACK ON WHAT I MENTIONED EARLIER, EARLY BUYOUT OF THE SCOPES HINDSIGHT WAS ABSOLUTELY THE BEST THING THAT THE DISTRICT COULD HAVE DONE WITH REGARDS TO THE BOND PROJECT JUST WITH THE NATURE OF HOW THE INDUSTRY HAS GONE OVER THE PAST YEAR, SO KUDOS TO THE POWERS THAT BE FOR PUSHING THAT DIRECTION.
LASTLY, I KNOW THE BOND OVERSIGHT COMMITTEE HAS TOUCHED ON A FEW, CALL THEM BOND ADJACENT ITEMS, IF YOU WILL, AND THEN TURN THEM OVER TO THE DISTRICT.
ONE OF THOSE ITEMS BEING PURSUING LARGE DONATIONS, ONE OF WHICH WAS DISCUSSED EARLIER IN THE MEETING THAT DIDN'T COME FROM THE OVERSIGHT COMMITTEE, BUT DONATIONS AND GIFTS OF THAT NATURE, I KNOW THAT THE BOARD HAS PUT TOGETHER AN IMPROVED POLICY WITH REGARDS TO HOW THE FUNDS CAN BE USED, AND WHAT THE RULES ARE AROUND THAT.
WE AS A COMMITTEE, WOULD AGAIN, JUST RECOMMEND CONTINUING TO PURSUE THAT, WHETHER THAT BE FORMING A COMMITTEE OR WHAT TYPICALLY WORKS BETTER AS ASSIGNING A COUPLE PEOPLE THAT THAT FALLS INTO THEIR PURVIEW, AND WOULD LIKE TO SEE THAT EFFORT FOCUSED ON SO THAT MAYBE POTENTIALLY THOSE DONATIONS THAT MIGHT COME IN COULD POTENTIALLY BE USED WITHIN CONJUNCTION OF THE BOND WORK BEFORE IT'S COMPLETE AND THEN IT BECOMES A LARGER COST AFTER THE FACT.
I MISSED AN ITEM SO I'M GOING TO BE OUT OF ORDER A LITTLE BIT.
ONE CONCERN ON THE COST SIDE OF THINGS THAT WE DO HAVE THAT IS BROUGHT UP AND DISCUSSED MONTHLY IS JUST IN CONSTRUCTION, AS YOU GET CLOSER AND CLOSER TO THE END OF THE PROJECT, CHANGING THINGS ENDS UP COSTING MORE MONEY FOR SAID THING VERSUS HAVING CHANGED IT BEFORE YOU EVER DID THE WORK.
I KNOW THERE'S BEEN A NUMBER OF NECESSARY CHANGES ON THE HIGH SCHOOL PROJECT AND THERE CONTINUES TO BE SOME CHANGES HERE AND THERE, BUT JUST MAKING SURE THAT THE DISTRICT IS AWARE, I BELIEVE THEY ARE.
LIKE I SAID WE TALKED ABOUT EVERY MONTH, BUT JUST AS WE GET CLOSER TO FINISHES, BEING CRITICAL OF THOSE CHANGES THAT ARE BEING MADE AND WHETHER THEY ARE NECESSARY FROM A FINANCIAL STANDPOINT ADJACENT TO THE PRACTICALITY OR ANY OTHER CONSIDERATION.
THE LAST PIECE TO TOUCH ON WITHIN OUR PURVIEW IS TRANSPARENCY.
I THINK THERE'S BEEN A LOT OF CONVERSATION EVEN EARLIER IN
[01:30:05]
THIS MEETING WITH REGARDS TO TRANSPARENCY WITH THE COMMUNITY AND HOW THE DISTRICT SPENDS MONEY.BEING THROUGH THIS PROCESS THERE'VE BEEN A LOT OF TRUTH TO THAT CONCERN.
THERE'S ALSO BEEN A LOT OF MISCONCEPTIONS WITH THAT CONCERN AND SO ONE OF OUR MAJOR REQUESTS OF THE DISTRICT HAS BEEN TO PROVIDE AS MUCH INFORMATION OUT THERE AS POSSIBLE.
THE BOND UPDATES HAVE BEEN, I THINK A MAJOR POSITIVE FOR THE COMMUNITY TO SEE ON A WEEKLY BASIS WHAT'S CHANGING.
ADDING PICTURES TO THEM AND ADDING NOTATIONS TO THEM, I THINK WILL BE A GREAT ADDITION AS WELL.
WE OVERSEE AND SEE A NUMBER OF DASHBOARDS UPDATED MONTHLY.
ONE IS A SCHEDULE AND COST DASHBOARD.
THERE'S ALSO A SCHEDULE FOR ALL OF THE CRITICAL NEEDS AND SECURITY ITEMS THAT'S UPDATED MONTHLY AS WELL.
THOSE WERE ALL ON THE WEBSITE AND EASILY ACCESSIBLE.
IN ADDITION TO THE PUBLIC AVAILABLE ITEMS, WE HAVE AS A OVERSIGHT COMMITTEE AND ALSO AS STAFF, HAVE BEEN ON A NUMBER OF TOURS OF THE HIGH-SCHOOL PROJECT AT VARIOUS STAGES, WHICH I THINK IS SUPER HELPFUL, ESPECIALLY FOR PEOPLE THAT ARE NOT IN THE INDUSTRY, SO TO SPEAK, TO SEE THE PROGRESS AND THE VOLUME OF WORK THAT IT TAKES TO BUILD A NEXT LEVEL CURRENT MODEL OF HIGH-SCHOOL.
THAT'S BEEN GREAT WE DID RECOMMEND THAT THEY DO A VIRTUAL TOUR.
THEY RANKLED KURT, WHO'S THE SUPERINTENDENT WITH CORNERSTONE INTO IT, WHICH I'M PERSONALLY VERY AMUSED BY [LAUGHTER] KNOWING KURT.
[LAUGHTER] BUT I'M EXCITED TO SEE [LAUGHTER] TO THAT COME OUT.
THIS IS THE WEEK AFTER THIS, [LAUGHTER] NEXT WEEK? YES.
RILEY, I BET BASED ON THE CLIENT, FEELS IF YOU WENT UP, SEND ME QUESTIONS, YOU CAN EVEN [INAUDIBLE] MORE [INAUDIBLE] [LAUGHTER].
I WILL BE WATCHING WITH BATED BREATH.
[LAUGHTER] I GUESS IN CLOTHING, I JUST WANTED TO TOUCH ON THE CRITICAL NEEDS AND SAFETY AND SECURITY ITEMS. THERE WAS ESSENTIALLY A POT, AN ALLOCATION OF ROUGHLY $5 BILLION FOR THAT WORK.
AS YOU KNOW, IT WAS SPRINKLED THROUGHOUT THE DISTRICT, EVERY SCHOOL GOT A SECURE ACCESS POINT.
THERE WERE A NUMBER OF CRITICAL MAINTENANCE ITEMS. AGAIN, GOING BACK TO THAT REPORT YOU GUYS DISCUSSED EARLIER THAT WERE PART OF THE BOND WORK AND WE ARE VERY HAPPY TO REPORT BACK THAT WELL, NOT COMPLETE, THEY ARE ON TRACK TO BE SIGNIFICANTLY UNDER BUDGET OVERALL.
THIS POINT, WITH THE NEEDS AND THE DISTRICT ON THE MAINTENANCE SIDE, WE'VE ASKED JAMIE MICKIEWICZ, AND MARK AS WE GET CLOSER TO THAT FINAL NUMBER, TO COME UP WITH ESSENTIALLY A SECOND TIER, A CRITICAL ITEMS LIST TO TRY TO TACKLE WITH THAT REMAINING BALANCE OF FUNDS.
VERY HAPPY TO SEE A PROJECT OR A PORTION OF THE WORK BE AT $5 MILLION OF THE 112 THAT GOT APPROVED.
BUT VERY EXCITED TO SEE THE PROCESS COME TO A CLOSE AND SEE SOME SAVINGS FOR THE COMMUNITY AND BEING ABLE TO USE THOSE FUNDS FOR SOMETHING ELSE.
WELL, THERE'S STILL A LONG WAY TO GO.
I BELIEVE THAT WE'VE MADE GOOD HEADWAY, COMMUNICATION'S BEEN GOOD, TRANSPARENCY, I FEEL HAS BEEN THERE.
WELL, WE HAVEN'T RECEIVED A TON OF PUBLIC COMMENT AT OUR MEETINGS, WE ROUTINELY HAVE DISCUSSIONS OUTSIDE OF OUR MEETINGS THAT WE BRING AND WOULD ENCOURAGE ANYBODY, WHETHER HERE LISTENING, TO ATTEND, TO ASK QUESTIONS.
WE'RE HERE TO HELP AND OUR COMMUNITY MEMBERS AND TAXPAYERS OURSELVES.
WITH THAT, I WILL OPEN UP FOR ANY QUESTIONS YOU GUYS HAVE AND I WILL TRY TO ANSWER THEM.
[01:35:08]
ONE QUESTION I KNOW, IN A MORE, I DON'T WANT TO SAY WINDING DOWN BECAUSE THERE'S STILL A LOT TO DO.WE'VE HAD A LOT OF STUFF ON TRACK.
I KNOW THAT A LOT OF STUFF FOR THE GRAM SCANS AND THAT WAS PURCHASED AHEAD OF TIME AND SCHEDULE HAS CHANGED TO TAKE ADVANTAGE OF AVOIDING INFLATION.
ANY OTHER ITEMS ON THE FORESEEABLE FUTURE WHERE WE'VE DONE THAT OR NEEDED TO DO THAT OR ANYTHING YOU SEE THAT POTENTIALLY THERE'S GOING TO BE A HICCUP BECAUSE OF THE INFLATION COST ISSUES? I DON'T BELIEVE SO BECAUSE MOST OF THE SCOPES ARE BOUGHT OUT, I KNOW THAT THE CTE WING, WHICH ESSENTIALLY IS AN EXTENSION OF, WHERE THE GMS NOW THAT GOES OVER THE 400 AND WEIGHING OF THE EXISTING HIGH-SCHOOL BETWEEN THE NEW GYM AND THE EXISTING PERFORMING ARTS THAT BUILDING, I BELIEVE IS PURCHASED AND STORED FOR THAT SAME REASON AS THE GRANDSTANDS.
HVAC EQUIPMENT HAS ALL BEEN PURCHASED, ELECTRICAL GEAR'S ALL BEEN PURCHASED.
I KNOW ALL THE UNDERGROUND, WHICH ONE IS IT ON-CAMERA, ADS OR APS SERVE.
ALL THE YELLOW THINGS THAT ARE ALL STACKED UP ON THE FOOTBALL FIELD, THOSE ARE ALL PURCHASED.
THOSE GO UNDER A MYRIAD OF LOCATIONS.
I THINK CORNERSTONE AS WELL AS A DISTRICT, AS WELL AS ALL THE SUBCONTRACTORS WHO DID THE WORK AND THEN, SAW INFLATION OR ESCALATIONS COMING MADE SOME SIGNIFICANT EFFORTS TO BUY OUT EARLY.
I HAVE THE BLESSING OR CURSE OF WORKING FOR A SUBCONTRACTOR WHO'S ACTUALLY WORKING ON THE PROJECT AS WELL.
I KNOW FOR US WHERE WE HAVE SOME PRICING EXPLORATION THAT WE'RE BUYING OUT EARLY AS WELL IN STORING FOR THAT EXACT REASON.
SWITCH GEAR, WE CHANGED THE NURSE BECAUSE OF SUPPLY CHAIN ISSUES, AND THE QUESTIONABILITY ABOUT WHETHER THEY WOULD BE ABLE TO PROVIDE THE EQUIPMENT ON TIME.
THAT COSTS US A LITTLE BIT OF MONEY AND THAT SAVED US POTENTIALLY A YEAR ON TIMELINE, AS IT TURNED OUT.
ORIGINAL COMPANY WOULDN'T BE AVAILABLE TO PROVIDE.
WE HAD TO SWITCH GLASS MANUFACTURERS, BECAUSE OF EQUIPMENT MALFUNCTION AND THEIR INABILITY TO GET THE RAW MATERIALS.
SOUNDED LIKE FROM THE REPORT, THE BIGGEST QUESTION MARK, RIGHT NOW IS THE DEMOLITION OF EXISTING STRUCTURES.
I WOULD SAY DEMOLITION OF THE EXISTING STRUCTURES, WHICH IS NOT AS BIG OF A QUESTION MARK AS MAYBE WILL BE EXPECTED, BECAUSE THERE HASN'T BEEN A FULL ABATEMENT TEST AND SO EVERYTHING IS KNOWN OR I SHOULDN'T SAY EVERYTHING.
WE KNOW THAT THERE'S THIS BEST AS PRODUCTS IN MAIN, WE KNOW THAT THERE'S SOME ISSUES IN A COUPLE OF OTHER AREAS.
THAT'S ALL BEEN FACTORED IN, AND BID OUT FOR DEMO COST OBVIOUSLY, THERE'S PRETTY LARGE CHUNK OF EXCAVATION AND STORM FILTRATION SYSTEMS, UNDERGROUND SYSTEMS THAT GO ESSENTIALLY IN THE EXTENDED PARKING LOT, WHICH IS ESSENTIALLY WHAT'S GOING TO HAPPEN WITH THE DEMO BILL OLD SCHOOL.
THAT WOULD BE ANYTIME YOU'RE DIGGING IN THE DIRT, YOU DON'T REALLY KNOW EXACTLY WHAT'S UNDER THERE.
THAT WOULD BE THE OTHER MAJOR QUESTION ON THE COST SIDE.
BUT AGAIN, I THINK UNLESS THERE IS ANY MASSIVE CHANGES WITHIN THE NEXT OVER THE SUMMER WITH REGARDS TO THE BUILDING, I THINK WE'RE IN A POSITION WHERE THE CONTINGENCY BUCKETS ARE HEALTHY ENOUGH WITH THE STATE OF THE PROJECT TO HOPEFULLY NOT HAVE TO ABSORB THOSE COSTS FOR SOMETHING LIKE BED DIRT.
I'D MUCH RATHER, BE ABLE TO SPEND THEM ON EDUCATIONAL USES WITHIN THE BUILDING RATHER THAN BUYING NEW DIRT.
BUT I THINK WE'RE IN A POSITION FINANCIALLY THAT IT'S NOT WE'RE NOT GOING TO HAVE TO PULL MONEY OUT OF THE EDUCATION SIDE TO ACCOMMODATE IT, [INAUDIBLE].
I HAVE A QUESTION ABOUT THE LABOR COSTS GOING UP.
IT'S PREVAILING WAGE, SO EVERYBODY'S LABOR COSTS ARE PRETTY WELL SET.
THE SCHEDULE HASN'T CHANGED AS FAR AS THERE'S BEEN A COUPLE OF
[01:40:02]
SHIFTS OF SEQUENCING OF WORK.BUT THE END DATE, FINAL COMPLETION HASN'T CHANGED FROM BEDTIME.
I DON'T SEE A WAY TO RECOVER ANY TYPE OF LABOR COST AT THIS POINT, INCREASE BECAUSE THEY SHOULD ALL HAVE BEEN ACCOUNTED FOR BASED ON THE SCHEDULE.
NOW THE SCHEDULE EXTEND SIX MONTHS, THE YEAR OF THE PREVAILING WAGE GOES UP ACCORDINGLY THERE.
BUT I THINK IF THE SCHEDULE EXTENDED, THERE'LL BE LARGER ISSUES THAN FLAVOR AS WELL.
[LAUGHTER] I THINK WHAT YOU HAD SAID ON THE CRITICAL MAINTENANCE THAT THERE MIGHT BE OTHER RATHER NOT THAT THERE'S 5 MILLION AND OBVIOUSLY WE'VE GOT THINGS WITHIN A SCHOOL DISTRICT AND THAT COULD BE USED ON.
I THINK THOUGH, AS FAR AS WITH TRUST OF THE COMMUNITY AND LIKE WE'RE [NOISE] THROUGH THIS AND THIS IS WHAT YOU SPEND MONEY ON.
I THINK THERE SHOULD BE DISCUSSIONS ABOUT WE DON'T USE THAT 5 MILLION.
WE DON'T COLLECT IT BECAUSE WE AREN'T GOING TO BE ASKING FOR MORE AND OTHER BONDS, AND JUST TRANSPARENCY ON THAT.
PART OF THE CONVERSATION, I THINK IT SHOULD BE BACKGROUND RATHER THAN JUST SAYING I DON'T GET EXTRA MONEY IS SPENT ENOUGH SOMETHING THAT WE DIDN'T TELL THEM THAT YOU'RE GOING TO SPEND IT ON.
WELL, JUST AS A CLARIFICATION, WE'RE NOT THE TOTAL POT WHERE THE MILLION FOR [INAUDIBLE] SECURITY [INAUDIBLE] FOR CRITICAL BANDS, AND WE'RE NOT GOING TO BE UNDERSPEND THAT 5 MILLION.
I THINK THAT THE ROUGH NUMBER RIGHT NOW IS LIKE 200,000-300,000.
[OVERLAPPING] $5 MILLION IS LIKE, YOU JUST CAN'T [LAUGHTER].
I THINK IT WARRANTS EVEN WITH 2-300,000, I THINK IT WARRANTS AS AN OVERSIGHT COMMITTEE, WE'VE ASKED THAT THERE'LL BE PROJECTS THAT, THAT MONEY COULD BE USED FOR.
THAT WAS PART OF THE ORIGINAL LIST DURING THE TASK FORCE PROCESS, THERE WAS A LIST OF PROBABLY $40 MILLION FOR THE WORK THEY PROBABLY NEEDED TO BE DONE.
THAT WE PARED DOWN TO HERE, THE CRITICAL ITEMS, ROOFING, SIDING, LIGHTING, HVAC SYSTEMS. I THINK THERE'S VALUE IN GETTING THAT LIST FROM THE DISTRICT AND THEN GOING OUT TO THE COMMUNITY AND CIRCLING BACK WITH THEM OR TOUCHING BASE IN SOME CAPACITY WITH-
>> OR IF WE PUT OUT ANOTHER BOND SAYING WE WILL TAKE THIS EXTRA THAT WE JUST GOT AND ADD IT TO THIS NEXT BOND COMING.
>> SO THAT IT'S APPROVED THAT YES, YOU SAID IT COULD SPEND ON XYZ.
>> JUST AS A MATTER OF LAW TOO, IN ORDER TO SPEND BOND PROCEEDS ON SOMETHING THAT WASN'T APPROVED BY THE VOTERS TAKES A FREE DIRECTION BY PROCEEDS BY THE BOARD.
SO IT ACTUALLY TAKES A BOARD ACTION IN ORDER TO SPEND RESPONSE ON SOMETHING THAT WASN'T APPROVED BY THE BOARD.
>> I WOULD AGREE THOUGH I WAS LOOKING AT THAT STAGE IN THERE AND I WAS EXCITED TO SEE THAT YOU RUN YOUR BUDGET ON THOSE THINGS.
ON-TIME, ON BUDGET, UNDER BUDGET'S BETTER, BUT FOR TRANSPARENCY SAKE, IT DEFINITELY NEEDS TO BE WELL-DISCUSSED AND WELL-PUBLICIZED BASED TO WHAT WE'RE DOING WITH THOSE FUNDS AND WHY DEPENDING ON WHETHER THE FINAL NUMBER COMES OUT TO PEOPLE.
>> LET ME JUST TAKE A MOMENT TO RECOGNIZE THE BOTTOM OVERSIGHT COMMITTEE THROUGH THE WORK THEY PERFORM.
IT'S INVALUABLE TO THE COMMUNITY.
I'VE BEEN ACTUALLY INVOLVED WITH IT, WHICH HAS BEEN A PLEASURE TO BE A PART OF IT.
I JUST WANT TO COMMEND EACH AND EVERY ONE OF YOU FOR THE INVALUABLE SERVICE THAT YOU'VE SERVED THE COMMUNITY.
THANKS FOR YOUR HARD AGAIN, GOOD WORK.
REALLY APPRECIATE IT. THANK YOU.
>> THANK YOU. I WOULD ECHO THAT WE COULDN'T ASK FOR A BETTER GROUP OF VOLUNTEERS.
YOU GUYS WORKED THROUGH THAT STUFF AND GO OVER IT BETTER THAN I COULD, THAT'S FOR SURE.
SO I APPRECIATE YOU GUYS TAKING THAT OFF OUR PLATE AND BEING SO THOROUGH IN YOUR JOB.
>> AND IT'S ALSO EXCITING TO HEAR THAT WE DON'T HAVE THAT MUCH LONGER BEFORE WE'RE ACTUALLY BE ABLE TO START USING THAT THING.
[01:45:03]
[LAUGHTER] I SHOULDN'T HAVE SAID THAT.[6.01 Receive the Monitoring Report for Results Policy 2.9 (R-2.9) World Languages]
WITH THAT, WE WILL MOVE ON TO ITEM 6.01, WHICH IS TO RECEIVE MONITORING REPORT FOR RESULTS.RESULTS POLICY [OVERLAPPING] R2.9, WHICH IS IN ALL LANGUAGE [NOISE].
>> IF YOU HAVE ANY FRIENDS WITH YOU WHO HAVE ANY QUESTIONS, PLEASE LET ME KNOW.
>> AGAIN TO REITERATE WHAT WE TALKED ABOUT BEFORE, WE'RE RECEIVING THE REPORT TONIGHT, SO WE WILL HAVE A CHANCE TO READ IT AND DISCUSS IT NEXT MONTH.
IF THERE'S ANY QUESTIONS IN THE INTERIM, YOU CAN DIRECT THOSE TODAY.
THAT TAKES US ON TO ITEM 6.02 OF THE SCHOOL STUDENT BOARD MEMBER REPRESENTATIVE SELECTION PROCESS AND FOR THIS ALTERNATIVE TO MARK, AND I WAS BROUGHT BY A PRINT. [LAUGHTER].
>> [INAUDIBLE]. IN FRONT OF YOU, I SHARED A MODIFIED PACKET THAT WE HAVE USED IN THE PAST TO MAKE ANY CHANGES OTHER THAN THIS AWARDING DUE TO THE CHANGES AFTER COVID.
THOUGH WE USED TO INVITE OUR CURRENT SOFTWARE STUDENTS TO SERVE A TWO-YEAR TERM TO SLICE COM ON THE SCHOOL BOARD.
A COUPLE OF OTHER THINGS THAT I WOULD LIKE TO ASK YOU ABOUT BEFORE WE PUBLISH THIS LIGHTLY IS THE TIMELINE BECAUSE PREVIOUSLY AND I CAN USE THE TIMELINE THAT WE HAVE IN PREVIOUS YEARS WHERE ON THE MAIN BOARD MEETING, WE HAD STARTED AN HOUR EARLY AND CONDUCTED THE STUDENTS' SCORE BOARD LIKE INTERVIEWS FROM 6-7, CURRENTLY MORE MEETING.
I KNOW THAT THERE WAS A LITTLE BIT OF CONVERSATION ABOUT WHAT MADE MORE SENSE FOR THEM TO DO A STUDY SESSION, WHETHER TO KEEP THAT FORMAT.
JUST LIKE YOUR DISCUSSION AND INTRO ON FINANCIAL DATE AND TIME TO INTERVIEW OUR CANDIDATES AND IF YOU HAVE ANY QUESTIONS ABOUT THE PROCESS.
ONE OF THE THINGS THAT WE USED LAST YEAR WAS WE DEVELOPED AN ONLINE APPLICATION THROUGH GOOGLE, WHICH WE'LL DO AGAIN THIS YEAR AND SLIDE THAT OPTION.
THEN THIS WEEK I'LL SET UP A MEETING WITH KONG, JAZZY AND MRS. DYLAN TO LOOK AT HOW WE CAN PROMOTE THIS WITHIN OURSELVES SO THAT WE GENERATE AN UNDERSTANDING AND POTENTIALLY AN INTEREST FOR THE STUDENT CANDIDATES.
>> ONE THING WITH THE TIMELINE, JUST TO THROW OUT AND FOR CONSIDERATION, IF WE TRY TO COME UP WITH THAT, THEN WE WOULD ALREADY ESTABLISHED MAY 18TH AS OUR MAY STUDY SESSION.
IF WE WANTED TO DO THINGS EARLIER, WE WOULD HAVE TO SHRINK THAT, THE APPLICATION AND THE AVAILABILITY TIME WHICH IS PROBABLY DOABLE.
GET INSTEAD TIME OF DISCUSSION AND WE JUST DECIDED ON A PLAN.
IF WE WANT TO DO IT AT THAT DAY STUDY SESSION, OR IF WE WANT TO HOLD IT FOR THE END OF THE YEAR OR THE END OF MAY.
ONE THING TO NOTE AS FAR AS I WAS TALKING MORE ABOUT THIS AND WE DON'T KNOW, WE'RE STILL GETTING THE DISCUSSION OF IT.
HISTORICALLY OUR MAIN MEETING HAS BEEN WHEN OUTSTANDING SENIORS AND RETIRING STAFF MEMBERS ARE HONORED IN LIGHT OF COVID.
THE LAST COUPLE OF YEARS THAT'S NOT OCCURRED, TOO BAD.
THERE'S SOME DISCUSSION THAT WE'RE GOING BACK TO THAT OR HOW THINGS ARE GOING.
MARK DOESN'T EVEN HAVE TO FIND A FIND A WORD.
THAT MAY BE PART OF OUR MAIN MEETING IF WE GO BACK TO THAT, SO WOULD BE A MATTER OF TYPICAL MEETING EARLIER TO DO THE INTERVIEWS DEPENDING ON HOW MANY STUDENTS APPLY THAT WOULD DETERMINE THE AMOUNT OF TIME THAT WE WOULD NEED FOR THOSE INTERVIEWS.
>> I WOULD THINK KEEPING IT AT THE MAIN MEETING, REASON BEING IS IF WE DID IT AT THE MAY 18TH STUDY SESSION, BUT THEY'RE NOT SWORN IN UNTIL THE JUNE BOARD MEETING.
[01:50:04]
THAT'S A MONTH AND A HALF LATER AND I WOULDN'T WANT US SPOIL THE MINUTES OF MAY MEETING, BECAUSE THEN THAT KICKS OUT SOMEBODY ELSE WHO HAS SERVED THE BOARD REALLY WELL, [LAUGHTER] OR DOESN'T REALLY CARE ABOUT.I JUST THINK KEEPING IT WITH THE MAIN MEETING, EVEN IF IT MAKES IT A LONG NIGHT.
WE KNOW WHAT WE WERE SAYING BEFORE, RIGHT? LONG NIGHTS ON TUESDAYS.. IT'S MY [INAUDIBLE]
>> OTHER THOUGHTS OR COMMENTS? SO THEN KEEPING WITH THAT THIS TIME FRAME THEN LOOK APPROPRIATE TO EVERYBODY.
>> ACTUALLY, WAIT A SECOND. SO THURSDAY MAY 19TH, THEY TURN IN THEIR APPLICATION PACKET, AND THEN FRIDAY, MAY 20TH, THEY'RE TOLD ABOUT THEIR TIME FOR AN INTERVIEW, BUT THAT INTERVIEW WOULD BE AT THE MAY MEETING, RIGHT?
>> THEY'D JUST BE TOLD WHAT ORDER THEY WERE?
>> WELL, [INAUDIBLE] I'M LOOKING AT THIS AND WE'VE GOT A COUPLE OF DAYS BECAUSE WE'VE GOT THURSDAY, MAY 20TH, THAT'S 2021, PROBABLY THIS NEEDS TO BE CHANGED TO 19TH.
>> 19TH OF 2022 OR ONE WAY OR ANOTHER [INAUDIBLE] [NOISE]
>> COULD WE GIVE THEM A LITTLE BIT MORE TIME [INAUDIBLE] LIKE THE 19TH TO THE 31ST?
>> A WEEK AND A HALF? WOW. [LAUGHTER].
BECAUSE LIKE LAST YEAR WE DIDN'T HAVE TOO MANY APPLICANTS AND SO WE NEEDED TO PUSH IT.
MAYBE WE KEEP IT HOW IT IS AND IF WE DON'T HAVE ENOUGH APPLICANTS THAT GIVES US ANOTHER WEEK TO GO AROUND SOME MORE PEOPLE IF WE NEED TO AND I THINK THAT'S GOING TO HAPPEN, BUT GIVES US [INAUDIBLE]
>> WELL, THE OTHER ASPECT OF IT IS DEPENDENT ON IF WE GET A LOT OF APPLICANTS, DO WE NEED TO HAVE A PRELIMINARY INTERVIEW TO NARROW DOWN?
>> SO THAT GIVES US A LITTLE BIT OF TIME IN THE EVENT [NOISE] THAT THAT HAPPENS BECAUSE IF WE ARE PUSHING IT UP AGAINST OR MAYBE NOT.
>> SO THURSDAY MAY 19TH, THEIR APPLICATION IS DUE AND INSTEAD OF THE NEXT DAY TELLING THEM WHERE THEIR INTERVIEW IS, WE MOVE THAT TO MIDDLE OF NEXT WEEK JUST IN CASE WE NEED TO TAKE EIGHT DOWN TO FOUR OR WHATEVER.
>> MAYBE IF WE SAID MONDAY THE 23RD, BECAUSE THAT WAY IT WOULD GIVE US A CHANCE TO KNOW [NOISE] HOW MANY APPLICATIONS WE HAVE AND MAKE SOME CONTINGENCY PLANS IF WE DO WANT TO TRY TO HAVE A PRELIMINARY INTERVIEW TYPE.
AND I'M THINKING OUT LOUD, SO FEEL FREE TO DISAGREE WITH ME OR ASK ME MY THINKING.
>> I MAY SUGGEST THAT YOU MAKE THE DUE DATE EITHER THE 17TH OR EARLIER ON THE DAY OF 18TH SO YOU CAN DO SCREENING THROUGH A STUDY SESSION [NOISE].
>> THAT IS A REALLY GOOD IDEA.
>> THAT'S A GOOD IDEA. [NOISE]
>> SOMEBODY SHOULD MAKE HIM NEW TERMS HERE [INAUDIBLE] [LAUGHTER]
>> SO DOES THAT WORK FOR EVERYONE? MAYBE IF WE HAVE IT BY THE END OF THE DAY ON THE 17TH BECAUSE THAT WAY THE OTHER TIME WE GET THINGS COMPILED, COPIED AND READY FOR US ON THE 18TH? [NOISE]
>> YEAH. WE CAN MAKE THAT HAPPEN. ABSOLUTELY.
>> THEN WE COULD TELL THEM ON THE 20TH.
SO KEEP THE FRIDAY, THE 20TH ASIDE.
>> THE OTHER WEEK IS [INAUDIBLE] [LAUGHTER] [NOISE]
>> OKAY. ANY OTHER THOUGHTS OR COMMENTS AS FAR AS ON THE APPLICATION PROCESS AND SUCH?
>> I KNOW EARLIER WE SUGGESTED THAT WE TALK TO [INAUDIBLE] TEACHERS AND HAVE THEM COME BACK HERE BUT [INAUDIBLE] [LAUGHTER].
>> GOT PLANS. GOT PLACES TO GO, PLEASE.
SO THEN WE WILL LET [INAUDIBLE] MOVE FORWARD WITH THAT AS IT'S ADJUSTED.
[7.01 Student Board Members]
THAT TAKES US ON TO ITEM 7, WHICH IS SHARING AND FIRST ITEM WITHIN THAT CATEGORY IS 7.01, WHICH IS STUDENT BOARD MEMBERS.SO FOR THAT I'M GOING TO TURN IT OVER TO YOU.
[01:55:04]
MY PLAN WAS TO SHARE MY PROJECT, BUT THAT GOT PUSHED A LITTLE BACK TO THE MAY SCHOOL BOARD MEETING.SO TODAY, I'M JUST GOING TO KEEP IT SMALL BECAUSE I HAVE A TEST TOMORROW [LAUGHTER] SO I FINISHED MY PROJECT REPORT.
SO THIS TIME INSTEAD OF BEING AT PRESENTATIONS, I MADE IT INTO A BIG PACKAGE FOR REPORT BECAUSE I THINK IT'S A BETTER FORMAT AND EVERYONE JUST LOOK AT IT AND ASK ME QUESTIONS AFTERWARD AND TO SAVE US TIME TOO, BECAUSE THE MAIN BUSINESS MEETING IS GOING TO BE A LONG MEETING.
[NOISE] [LAUGHTER] I WANT TO KEEP IT SHORT THERE TOO.
THAT'S IT FOR TODAY. [LAUGHTER]
>> WILL THAT REPORT BE ON BORDER? [NOISE]. WAS WORKING ON BOARD DOCS PRIOR TO OUR MEETINGS, WE HAVE TIME TO READ IT.
>> THAT WILL BE GREAT. SO THAT WAY WE CAN GIVE YOU THE HEADS UP IF WE HAVE QUESTIONS. I TEACH ON THE SPOT.
WITH THAT I'LL TURN IT OVER TO THE ELECTED BOARD MEMBERS.
[7.03 Superintendent]
ANYTHING? JUST A COUPLE OF THINGS.I TALKED TO RICK MALONEY TODAY.
MARK AND CHRISTIAN, I MET EARLIER, I GUESS IT WAS LAST WEEK AND DID SOME BRAINSTORMING FOR OUR MAY 18TH AND OUR JULY 15TH [NOISE] STUDY SESSIONS, AS WELL AS LOOKING AT THE THREE DATES WE HAD TO CHOOSE FROM WHEN PEOPLE WERE AVAILABLE IN JULY, GIVEN ALL OF OUR SCHEDULES AND NARROWED DOWN TO THAT.
ONE OF THOSE WAS THE 26TH, WHICH WAS OUR BOARD MEETING NIGHT SO THAT EFFECTIVELY LEFT US WITH TWO NIGHTS.
THANKFULLY, LAST IT WAS AVAILABLE THOSE NIGHTS, SO WE'RE GOOD.
BUT ESSENTIALLY WHAT WE ARE LOOKING AND DOING IS ON MAY 18TH, WE WERE GOING TO HAVE A PRESENTATION ABOUT SOME OF THOSE SUPPORT GROUPS THAT ARE AVAILABLE TO STUDENTS AND WITHIN THE SCHOOLS TO HELP DIFFERENT GROUPS.
PARTIALLY LOOKING AT POTENTIALS, WE HAVE MORE DISCUSSIONS ABOUT THE COHERENT GOVERNANCE MODEL OF POTENTIAL LINKAGES DOWN THE ROAD.
AND WE'LL EXPLAIN MORE OF THAT AS WE TALK ABOUT IT.
THE JUNE 15TH MEETING, WE WERE LOOKING AT THE DRAFT VERSION OF THE BUDGET AND TALKING ABOUT THAT AND GIVING REMARKS AND INPUT, RESPONSE TO HIS QUESTIONS THAT HE HAD FOR US AND THEN ALSO CHRISTIE WAS HOPING TO HAVE HER TRANSITION PLAN DRAFTED TO PRESENT TO US FOR US TO ASK QUESTIONS AND GO OVER AS A GROUP.
ALSO AS PART OF THAT MAY 18TH MEETING, WE JUST TALKED ABOUT IT, WE'RE GOING TO HAVE, LOOKING AT WHETHER OR NOT WE NEED TO NARROW DOWN OUR APPLICANTS FOR STUDENT REPRESENTATIVE.
ONE STARTED ENGAGING A LITTLE BIT IN THE CONVERSATION LEADING UP TO OUR JUNE AND I'VE GOT TO CONFIRM THE DATE BECAUSE I FELT MARK HAD CONFIRMED IT AND HE WAS THINKING I WAS CONFIRMING IT.
BUT WE'RE LOOKING PROBABLY AT JULY 28TH FOR THAT TRAINING WITH RICK MALONEY AND LOOKING AT THE FOCUS BEING ON THAT OF A COHERENT GOVERNANCE AND HOW THAT MODEL WORKS AND GETTING PEOPLE UP TO SPEED ON IT.
ONE OF THE THINGS THAT I HAD A CONVERSATION WITH HIM TODAY AND HE WAS GOING TO SEND ME SOME MATERIALS THAT I'LL BE SENDING IT OUT TO THE GROUP TO READ AHEAD OF TIME OR AT LEAST TO LOOK AT.
THE OTHER THING THAT I WILL ASK THE GROUP TO DO AND I'LL SEND YOU A REMINDER BECAUSE IF YOU'RE ANYTHING LIKE ME, YOU NEED A REMINDER.
JUST TO GO INTO CORE DOCS AND IF YOU GO IN FOR CORE DOCS AND YOU LOOK UP AT THE TOP SECTION WHERE IT TALKS ABOUT POLICIES, IT ACTUALLY LISTS OUT POLICIES AND I THINK IT WOULD BE GREAT FOR ALL OF US TO READ THROUGH THE INTRODUCTION, THE BOARD SUPERINTENDENT RELATIONS POLICIES AND THE GOVERNANCE CULTURE POLICIES.
THE MONITORING REPORTS AND THE OPERATIONAL EXCAVATION POLICIES ARE ONES THAT WE GET REPORTS ON, BUT THE OTHERS ARE HOW THE BOARD AND THE SUPERINTENDENT WORK TOGETHER TO ACCOMPLISH WHAT THEY COPE TO WITHIN
[02:00:04]
THE DISTRICT AND THAT WILL GIVE US A LITTLE BIT OF SOME FOUNDATION FOR WHEN WE MEET WITH RICK.ALSO AS YOU'RE READING THROUGH THOSE AND INTEGRATE INTO THOSE ARTICLES, [INAUDIBLE] QUESTIONS.
WHEN I TALKED WITH RICK HIS PRESENTATION STYLE, HE SAYS HE'S GOT ABOUT AN HOUR'S WORTH OF PRESENTATION MATERIAL THAT HE WANTS TO BE ABLE TO STOP IT AT ANY POINT AND ANSWERED QUESTIONS, DISCUSS AND TALK ABOUT THINGS WHICH HE SAYS NOW TYPICALLY TAKE THREE OR FOUR HOURS WHICH IS WE'LL BE ALERTED.
AGAIN, IT'S A STARTING POINT AND WE'LL GET THROUGH AS MUCH AS WE CAN AND IT'S A START ON A JOURNEY AS WE ALL WORK TO BUILD A TEAM THAT IS GOING TO TAKE FERNDALE SCHOOL DISTRICT FAR.
ANY QUESTIONS ABOUT ANY OF THAT OR ANYTHING THAT I'VE FORGOTTEN? WITH THAT, I WILL MAKE MY AGENDA,
[7.04 Executive Administration]
AND THAT TURNS IT OVER TO MARK.>> I HAVE NOTHING FURTHER TO SHARE.
>> JUST KUDOS AND COMMENDATIONS TO OUR STUDENTS WHO SPOKE TONIGHT, I THOUGHT THEIR VOICE AND THEIR CONFIDENCE AND THEIR LEADERSHIP WAS APPRECIATED.
>> DEFINITELY, ALWAYS GOOD TO HEAR FROM STUDENTS.
SO KUDOS TO THEM FOR COMING FORWARD AND EXPRESSING THEIR THOUGHTS.
>> I ACTUALLY WANT TO BUILD ON WHAT MELINDA JUST SAID.
YOU CREATED A SPACE WHERE THESE KIDS CAN COME IN HERE AND BE VULNERABLE AND SHARE SOME THINGS THAT IN MANY PLACES ARE UNTHINKABLE TO SHARE IN PUBLIC AND YOU'VE CREATED THAT FOR THEM.
I THINK THAT SOME COMMENDATIONS GO TO THIS GROUP TO ALLOW THAT TO HAPPEN.
>> I DON'T THINK WE CAN TAKE ALL OF THE CREDIT FOR IT, BUT ANY [OVERLAPPING].
>> IT'S ALMOST A GENERATIONAL THING TO THINK UP TO.
>> I DON'T DISAGREE WITH THAT, THAT WE'VE MADE SOME PROGRESS, BUT THAT PROGRESS HASN'T BEEN MADE EXCEPT FROM PLACES WHERE PEOPLE HAVE INTENTIONALLY MADE THAT PROGRESS.
>> I JUST HEARD EXACTLY WHAT JOHN SAID, IS THAT IF YOU THINK ABOUT THE LAST MEETING, WHERE SEVERAL OF OUR HIGH SCHOOL STUDENTS JOINED US, IT WAS AS A RESULT OF THE PROCESS IN WHICH THEY WERE INCLUDED IN THE SUPERINTENDENT SEARCH.
ONCE AGAIN, GOING BACK TO THEM HAVING THAT OPPORTUNITY TO BE INVOLVED, TO HAVE A VOICE IN ABSOLUTE AGENCY AND THE OPERATIONS OF OUR DISTRICT, I THINK SAYS A LOT, AND EMPOWERED THEM TO BE HERE AGAIN TODAY. THANK YOU.
>> I WOULD SAY THAT THAT'S SOMETHING THAT A LOT OF THESE STUDENTS ARE GOING TO REMEMBER FOR A REALLY LONG TIME, THAT THEY STOOD IN FRONT OF ALL THESE ADULTS AND WERE HEARD AND ACCEPTED.
>> I THINK THAT'S SOMETHING A LOT OF US ADULTS ARE GOING TO REMEMBER FOR A LONG TIME.
I WOULD SAY TO ANYBODY WHO THINKS OUR SCHOOLS ARE FAILING THEY NEED TO WATCH THE VIDEO OF THIS MEETING [BACKGROUND].
>> THEY HAVE TO BE TALKING ABOUT IT AT THE HIGH SCHOOL.
THEY ARE TALKING ABOUT WORKING ON SHARING, HOW CAN YOU SHARE ANY PIECE OF SHIT.
IT IS DEFINITELY ON PUBLIC CULTURE.
>> WELL. DEFINITELY SUPPORTING EACH OTHER TOO, WHICH IS GOOD TO SEE.
>> YOU'RE BUILDING A DEMOCRATIC SOCIETY IN THIS ROOM.
>> BEFORE, I WOULD LIKE TO SAY THAT WE GOT THIS LIVE, RIGHT? [LAUGHTER] I WOULD LIKE TO SAY, THANK YOU TO ALL OF THE TEACHERS AND ALSO COUNSELORS, THAT WAS IN THE QSA TEAM, BECAUSE I WENT TO THE GROUP AND TALKED TO THEM ABOUT THE ASPECTS OF HOW ADVOCATING WAS THE BIG THING, BUT I WANT TO STEP UP TO HELP STUDENT FREE-SPOKEN GETTING PUBLICLY AND HOW THEY FELT ABOUT THE PLACE WHERE THEY ARE GOING TO BE GROWN UP AS ADULTS IN OUR SOCIETY AND SEEING EVERYONE TAKE THEIR STEPS IN BUILDING THEIR GRAPHS AND SPEAKING OF IT PUBLICLY IS FANTASTIC, BECAUSE AS A STUDENT REPRESENTATIVE, I'M ONLY ONE VOICE, CAN BE AN OPPORTUNITY TO SPEAK WITH EVERYONE WITHIN THE PUBLIC HAS OPENED UP MANY DOORS FOR ME AND GIVING ME THE OPPORTUNITY TO BE WHO I AM.
I JUST SPOKE PUBLICLY ABOUT WHAT STUDENTS ARE SUPPOSED TO BE.
[02:05:04]
JUST REALIZING EVERYONE WAS STANDING UP THERE, SPEAKING ABOUT WHO THEY WANT TO BE, THAT'S THE DEFINITION OF WHAT SCHOOL IS SUPPOSED TO BE.BECAUSE GIVING STUDENTS OPPORTUNITY TO SHINE AT THEIR OWN, THAT'S SOMETHING REALLY POWERFUL AND IT'S WHAT OUR DISTRICT NEEDED TO BUILD ON IN THE FUTURE.
ALSO, ONE OF THE THINGS THAT I REALIZED IS THAT, MANY STUDENTS DIDN'T KNOW THAT THEY COULD COME INTO THE SCHOOL BOARDROOM TO SPEAK.
I THINK THAT SOME OF THE THINGS THAT WE SHOULD SPEAK UP ON, TOO LATE INTO THE HIGH SCHOOLS AND ENCOURAGE MORE STUDENTS TO SPEAK.
BECAUSE I REMEMBER BEFORE COVID, SOMEONE TOLD ME THAT THERE WERE SO MANY STUDENTS COMING IN TO SPEAK ABOUT ISSUES THAT WE HAVE, WE RARELY SEE THAT NOWADAYS.
I WILL HOPE IN THE FUTURE WE WILL HAVE MORE STUDENTS COMING IN AND SPEAK MORE.
>> USUALLY THEY WOULD COME AND THEY WERE BABBLING.
WELL, I HAVEN'T SEEN STUDENTS STAND THAT AUDIENCE, THEY WOULD HAVE A WORKSHEET FROM THEIR TEACHER AND THEY'D FILL OUT THE WORKSHEET, BUT IT WOULDN'T WORK, SO THEY TAKE IT BACK.
TO SEE THE COORDINATION THAT THEY PUT, THE DIFFERENT TOPICS WERE COVERED, IT WASN'T ALL THE SAME THING, IT WAS JUST LIKE WE'RE HEARING THEIR VOICE AND THAT TO ME, AND PUTTING REAL FACES TO, THE PEOPLE THAT HAVE BEEN TALKED ABOUT MONTH AFTER MONTH AND SAID SOME VERY HATEFUL, HURTFUL THINGS ABOUT AND HAVE THEM IN FRONT OF US AND THEY WERE KIDS.
THERE HAVE BEEN PEOPLE IN THE AUDIENCE FOR ALL THOSE MONTHS.
HALF OF THOSE KIDS, OR ARE THOSE KIDS, AND FOR THEM TO COME UP AND HAVE THE CONFIDENCE AND THE COURAGE TO SPEAK, EVEN IF THEY WERE SUPER COMFORTABLE IN THEIR CLASSROOM OR AT SCHOOL, BUT TO COME TO A PLACE WHERE MAYBE THEY DON'T KNOW HOW COMFORTABLE THEY'RE GOING TO BE BUT TO DO IT.
I AM EXTREMELY GRATEFUL TO THEM BECAUSE I THINK THAT THEY HAVE DONE A GREAT SERVICE FOR NOT JUST THEMSELVES, BUT OUR ENTIRE COMMUNITY.
[8. SUPERINTENDENT CONSENT AGENDA [GC-2.4]]
[9. BOARD CONSENT AGENDA [GC-2.4]]
OKAY, SO THEN THAT TAKES US TO THE CONSENT PORTION OF OUR AGENDA.THE CONSENT PORTION OF THE AGENDA, BOTH SUPERINTENDENT AND BOARD CONSENT AGENDAS, ARE A GROUP OF ITEMS THAT THE BOARD HAS HAD, THEY'RE ROUTINE ITEMS THAT THE BOARD HAS HAD ACCESS TO AHEAD OF TIME TO ASK QUESTIONS ABOUT IN REVIEW.
WE ARE ALLOWED TO APPROVE THOSE ALL IN ONE MOTION AS OPPOSED TO EACH INDIVIDUAL ITEM, ON ITS OWN.
AT THIS POINT, THE CHAIR WILL ENTERTAIN ANY QUESTIONS OR DISCUSSION ABOUT THE CONSENT AGENDA OR MOTION TO DEAL WITH THIS CONSENT AGENDA.
>> BEFORE WE MAKE A MOTION, I JUST NOTICED THAT I HAD AN 8.10, YESTERDAY WHEN I WAS LOOKING AT IT.
I DON'T THINK THE NAME OF THIS CASCADIAN PRINCIPAL WAS ON HERE AT THAT TIME.
>> CONGRATULATIONS TO THE NEW PRINCIPAL.
THAT CAN BE REALLY PERFECT. GOOD. [LAUGHTER].
>> MAYBE YOU SHOULD DO THAT AFTER. [LAUGHTER]
>> BUT ITEM 8.10 SAYS APPROVE THE HIRING OF THE NEW PRINCIPAL OF CASCADIA ELEMENTARY SCHOOL, DON CHRISTIANA.
I THINK THAT SHOULD BE CALLED OUT.
>> ANY OTHER DISCUSSION OR MOTION IN REGARDING TO THE CONSENT AGENDA?
>> I WILL MAKE A MOTION TO APPROVE THE SUPERINTENDENT CONSENT AGENDA AND THE BOARD CONSENT AGENDA AND ATTACHED HERE TO THE MAIN PART OF THE MINUTES.
>> OKAY. IT HAS BEEN MOVED TO APPROVE THE SUPERINTENDENT AND BOARD CONSENT AGENDAS AS ATTACHED HERE TO THE MAIN PART OF THE MINUTES.
>> ALL OPPOSED TO SAY, NEY. CONSENT AGENDA PASSES.
THAT THEN TAKES US ONTO EVERYONE'S FAVORITE ITEM, ITEM 10, WHICH IS ADJOURNMENT AND THERE'S NO EXECUTIVE SESSION TONIGHT.
SO AT THIS POINT NOW THIS MEETING IS ADJOURNED. THANK YOU, EVERYONE.
