AND SO BEFORE WE OPEN THE FLOOR FOR PUBLIC COMMENT, I'D LIKE TO SHARE A FEW REMINDERS FOR ADDRESSING THE BOARD.

COMMENTS ARE TO BE LIMITED TO 3 MINUTES TO ENSURE THAT OTHERS HAVE THE OPPORTUNITY TO ADDRESS THE BOARD. TIME MAY NOT BE DEFERRED DURING THE MEETING AND COMMENTS MAY BE DIRECTED TOWARDS PROGRAMS AND SCHOOL OPERATIONS THAT MAY NOT CONCERN ISSUES REGARDING SCHOOL PERSONNEL.

ITEMS REGARDING SCHOOL PERSONNEL CAN BE TAKEN UP WITH THE BOARD AND OR SUPERINTENDENT IN PRIVATE. THE BOARD WILL NOT RESPOND DIRECTLY TO COMMENTS, BUT WE'LL TAKE THEM UNDER ADVISEMENT AND IF NECESSARY, THE SUPERINTENDENT OR DESIGNEE MAY BE DIRECTED TO FOLLOW UP AFTERWARDS.

IT IS IMPORTANT TO THE BOARD THAT ALL COMMUNITY MEMBERS FEEL WELCOMED AND SAFE AT BOARDS THAT THE BOARD'S BUSINESS MEETINGS.

SO WE ASK THE AUDIENCE TO TREAT ALL ATTENDEES WITH RESPECT AND CIVILITY.

BOARD POLICY NUMBER 5009 ON CIVILITY READS AS FOLLOWS THE FERNDALE SCHOOL DISTRICT BELIEVES THAT A SAFE AND CIVIL ENVIRONMENT IS ESSENTIAL TO POSITIVE LEARNING BY STUDENTS AND STAFF. THIS SCHOOL SETTING SHOULD PROMOTE THE KIND OF CIVIL DISCOURSE AND FREE EXCHANGE OF IDEAS THAT ARE CENTRAL, BOTH TO HIGH QUALITY EDUCATION AND TO PREPARATION FOR THOUGHTFUL PARTICIPATION IN OUR DEMOCRATIC SOCIETY.

ADULTS IN THE SCHOOL ENVIRONMENT ARE EXPECTED TO MODEL CIVILITY THROUGH ALL INTERACTIONS WITH STUDENTS, PARENTS, VISITORS AND ONE ANOTHER.

THE FERNDALE SCHOOL DISTRICT BOARD OF DIRECTORS EXPECTS ADMINISTRATORS, FACULTY, STAFF, STUDENTS, PARENTS, VOLUNTEERS AND OTHER COMMUNITY MEMBERS TO TAKE AN ACTIVE ROLE IN MAINTAINING AND MEETING CLEAR EXPECTATIONS FOR RESPECTFUL CONDUCT, CIVIL DISCOURSE AND POSITIVE PROBLEM SOLVING THROUGHOUT THE SCHOOL DISTRICT.

THE BOARD IS COMMITTED TO PROVIDING TRAINING AND RESOURCES TO SUPPORT THESE EXPECTATIONS.

THE BOARD REFUSES TO CONDONE UNCIVIL CONDUCT ON SCHOOL GROUNDS OR AT SCHOOL SPONSORED ACTIVITIES, WHETHER BY STAFF, STUDENTS, PARENTS, VOLUNTEERS, COMMUNITY MEMBERS OR VISITORS. AS EDUCATORS, AS PARENTS AND AS CONCERNED CITIZENS.

WE RESPECT THE RIGHTS OF OUR FELLOW CITIZENS TO SHARE THEIR CONCERNS AND VOICE THEIR OPINIONS. HOWEVER, THIS MUST BE DONE IN A POLITE, RESPECTFUL MANNER.

EVERY ONE OF US HAS A RESPONSIBILITY TO INSTILL IN OUR CHILDREN THEIR FIRST AMENDMENT RIGHTS AND RESPONSIBILITIES.

BUT WE HAVE AN EVEN GREATER RESPONSIBILITY TO MODEL GOOD BEHAVIOR WHILE DOING SO.

BOTH BOOKS PROMOTE THE DAMAGING LEFTIST DOCTRINE KNOWN AS CRITICAL RACE THEORY.

NO BALANCE OF IDEAS WAS SUGGESTED TO BE READ SO OTHER PERSPECTIVES COULD BE CONSIDERED AND DISCUSSED. THOMAS SOWELL RACE AND CULTURE WAS NOT ON THE DISTRICT'S LIST.

NEITHER WAS ABIGAIL SHRIVER'S IRREVERSIBLE DAMAGE NOR THE CODDLING OF THE AMERICAN MIND.

CRITICAL RACE THEORY IS PROMOTED BY THE NATIONAL EDUCATION ASSOCIATION.

CRT IS BASED ON THE SAME DIVISIVE, OPPRESSOR OPPRESSED IDEOLOGY AS MARXISM.

INSTEAD OF CLASS DIVISION, CRT DIVIDES PEOPLE BY RACE AND WELCOMES OTHERS WHO IDENTIFY AS OPPRESSED, SUCH AS THE LGBTQ COMMUNITY.

SO SHOULD I PICK IT UP WHERE I LEFT OFF? OKAY, NO WORRIES.

INSTEAD OF CLASS DIVISION.

WELL, INSTEAD OF CLASS DIVISION, CRT DIVIDES PEOPLE BY RACE AND WELCOMES OTHERS WHO IDENTIFY AS OPPRESSED, SUCH AS THE LGBTQ COMMUNITY, TO JOIN THEM IN THEIR VICTIMHOOD.

INDIVIDUALITY IS SUBMERGED BY GROUP IDENTITY.

THE CONCEPTS OF SHOWING UP ON TIME, PUTTING EFFORT INTO WORK, ADVANCING DUE TO MERIT, ASSIMILATING INTO AMERICAN CULTURE ARE ALL CONDEMNED BY CRT AS WHITE CONSTRUCTS THAT OPPRESS ANYONE WHO'S NOT WHITE.

EVEN TESTING STUDENTS IS SEEN AS RACIST.

GOVERNOR KATE BROWN OF OREGON REMOVED PASSING TESTS IN READING AND MATH FROM HIGH SCHOOL GRADUATION REQUIREMENTS.

I'D HATE TO SEE OUR STATE GO DOWN THIS PATH, BUT THE WRITING IS ON THE WALL.

CRITICAL RACE THEORY PUTS THE LOCUS OF CONTROL ON OTHERS, NOT THE INDIVIDUAL.

CRT DOES NOT VIEW ONE CIRCUMSTANCES IN LIFE IN ANY WAY CONNECTED TO REASONS OTHER THAN RACIAL OPPRESSION.

ACCORDING TO CRT, IT IS NOT ENOUGH TO BE NON-RACIST.

BOOKS ARE BEING READ TO STUDENTS THAT HEIGHTEN THEIR AWARENESS OF RACE AND DIVIDE THEM FROM THEIR PEERS.

CAPITALISM ITSELF IS REJECTED BY CRT, IBRAM X, KENNEDY KENDI, A CRT LEADER, SAID, IN ORDER TO BE TRULY ANTI-RACIST, YOU HAVE TO BE ANTI-CAPITALIST.

NO LONGER IS DR.

MARTIN LUTHER KING'S DREAM OF A COLORBLIND SOCIETY GOOD ENOUGH EQUALITY, THE PRINCIPLE PROCLAIMED IN THE DECLARATION OF INDEPENDENCE, DEFENDED IN THE CIVIL WAR AND CODIFIED INTO LAW IN WITH THE 14TH AND 15TH AMENDMENTS.

THE CIVIL RIGHTS ACT OF 1964 AND THE VOTING RIGHTS ACT OF 1965 ARE EXPLICITLY REJECTED BY CRT ACTIVISTS.

EQUALITY IS REJECTED.

THE EARLY CHILDHOOD READINESS ON IN SECTION SIX.

AND BASICALLY THIS IS ABOUT THE MANDATORY SCHOOL AGE IN WASHINGTON REMAINING AT THE EIGHT. THEY TRIED TO CHANGE IT TO FIVE, WHICH IS RECOMMENDED BY LOTS AND LOTS OF PEOPLE ALL ACROSS THE NATION AS BEING A STRUCTURAL CHANGE THAT COULD LEAD TO BETTER EQUITY IN OUR SOCIETY.

SO I'M I'M REALLY APPALLED BECAUSE I REMEMBER WHEN I WAS TEACHING BACK IN 1968, THE AGE WAS AT EIGHT.

AND SO WE'RE KIND OF DINOSAURS AND IT'S THE LOWEST OR THE HIGHEST COMPULSORY EDUCATION

I THINK OUR BOARD IS ABOUT AS DIVERSE AS THE FERNDALE SCHOOL DISTRICT IS, WHICH I THINK IS A REALLY GOOD THING.

I HAVE ENJOYED MANY CONVERSATIONS WITH SOMEBODY ON THIS BOARD WHO BELIEVES A LOT DIFFERENTLY THAN I DO, AND I THINK WE ARE HAVING GOOD CONVERSATIONS WHERE WE CAN SEE EACH OTHER'S POINT OF VIEW.

WE MIGHT NOT CHANGE EACH OTHER'S POINT OF VIEW, BUT WE CAN SEE WHERE THE OTHER PERSON IS COMING FROM. AND I THINK THAT'S A GOOD THING.

AND THIS YEAR IT WAS PROTOTYPICAL SCHOOL MODEL FUNDING.

IT WAS STABILIZATION FUNDING, AND IT WAS ALSO TRANSPORTATION.

SO I'M THINKING OF THOSE TOP 15.

I DOUBT WE'RE GOING TO AGREE TO SAY LIKE, OH, YEAH, ANY OF THE TOP 15.

WE'RE IN FAVOR OF ALL OF THEM.

THE WAY THAT THE PROTOTYPICAL SCHOOL MODEL FUNDING GOES RIGHT NOW IS THE STATE GIVES US THE LARGEST PORTION OF OUR FUNDING.

IT'S ABOUT 80 TO 85%, AND THAT'S UNDERFUNDED.

YOU CAN'T RUN A SCHOOL DISTRICT ON THE MONEY THAT THEY GIVE US.

THERE ARE SOME DISTRICTS AROUND THE STATE WHERE PASSING A LEVY IS EASY.

NO PROBLEM. THE PROPERTY VALUES ARE SO HIGH THEY ONLY HAVE TO ASK FOR A FEW PENNIES FOR EVERY THOUSAND OR FOR WHATEVER REASON THE SCHOOL DISTRICT JUST ALWAYS APPROVES THEM.

SO FOR SCHOOL DISTRICTS THAT CAN'T PASS A LEVY QUITE AS READILY, OR MAYBE THEIR PROPERTY VALUES AREN'T AS HIGH, IT'S MORE DIFFICULT.

LEVY'S MIGHT FAIL.

YOU MIGHT HAVE TO ASK FOR A LOWER AMOUNT, ETC.

AND SO THE KIDS IN THOSE DISTRICTS GET LESS FUNDING THAN THOSE SCHOOL DISTRICTS WHERE PASSING THE LEVY IS NO PROBLEM.

IF WE WERE TO CHANGE PROTOTYPICAL SCHOOL MODEL.

SO THAT AND I'M BEING REALLY LONG WINDED.

I'M SORRY. IF WE WERE TO CHANGE PROTOTYPICAL SCHOOL MODELS SO THAT MORE FUNDING WOULD COME FROM THE STATE AND THERE WOULD BE LESS RELIANCE ON THE LOCAL LEVY.

IT WOULD BE A SLIGHT DIFFERENCE FOR FERNDALE.

IT'S NOT LIKE IT WOULD BE A HUGE WINDFALL, BUT I THINK FOR THE STATE AS A WHOLE AND FOR KIDS AS A WHOLE, YOU WOULDN'T HAVE AS MUCH OF A BENEFIT FOR, SAY, A MERCER ISLAND KID VERSUS AN OMAK KID.

SO THAT'S WHAT I WOULD THINK. LIKE THAT'S ONE THING HOPEFULLY WE CAN AGREE ON.

AND IF YOU THINK ABSOLUTELY NOT, THEN GIVE ME ANOTHER ONE.

BECAUSE I DO THINK WE SHOULD TALK TO OUR STATE REPRESENTATIVES ON BEHALF OF OUR COMMUNITY MORE OFTEN AND MORE EFFICIENTLY.

YEAH. SO THE STATE SEVERAL YEARS AGO, WHEN THEY RETOOLED THE WAY THEY FUNDED PUBLIC SCHOOLS, THEY TOOK BASICALLY A SURVEY OF ALL THE DISTRICTS IN THE STATE AND FIGURED OUT HOW MANY FTE FULL TIME EQUIVALENTS OF EACH POSITION, EACH TYPE OF POSITION THEY HAD CURRENTLY IN THE IN THE SCHOOL DISTRICT.

SO THEY HAD TWO PRINCIPALS AND 12 TEACHERS AND TWO CUSTODIANS, AND THEY CAME UP WITH A RATIO OF THE CURRENT FUNDING, THE CURRENT STAFFING LEVELS BASED ON HOW MANY STUDENTS WERE IN EACH SCHOOL, AND THEY SET LEVELS 400, THE ELEMENTARY AND 1000 THE SECONDARY.

THEY CAME UP WITH THE STANDARD, WHAT THEY CALLED THE PROTOTYPICAL SCHOOL MODEL.

SO FOR EVERY 400 STUDENTS, THAT GENERATES A CERTAIN PERCENT OF EACH TYPE OF STAFF MEMBER, WHETHER IT BE CUSTODIAN OR WHETHER IT BE A PRINCIPAL OR A TEACHER.

AND THEN THEY BASICALLY TOOK THE AMOUNT OF MONEY THAT THEY WERE SPENDING AND PUT IT INTO THAT FORMULA. AND THAT'S BASICALLY THE MODEL.

THAT'S THE PROTOTYPICAL SCHOOL FUNDING MODEL AT THIS POINT.

TEN YEARS OR SO BEFORE THAT, THERE WAS A STUDY CALLED THE PICA STUDY THAT ACTUALLY DID SOME ANALYSIS OF WHAT THE FUNDING LEVEL SHOULD BE BASED ON THE ON THE STAFFING LEVELS THAT ACTUALLY SHOULD BE IN PLACE.

BUT THAT WAS UNAFFORDABLE FROM THE FROM THE STATE FROM A FINANCIAL STANDPOINT.

SO IT KIND OF WENT TO THE FUNDING MODEL, BUT THEY DIDN'T INCREASE THE FUNDING.

SO BASICALLY WE ARE AT THE POINT NOW WHERE THEY'RE SAYING, HEY, WE'VE GOT A LITTLE BIT OF MONEY AT THE STATE LEVEL.

WE SHOULD START MAKING A STEP TOWARDS ADVANCE TOWARDS ACTUALLY FUNDING WHAT THE MODEL SHOULD BE VERSUS WHAT THE MODEL WAS AT THE TIME THAT THEY DID THE MATH.

SO I DON'T KNOW IF THAT ANSWERS THE QUESTION OR NOT, BUT.

JUST TRY TO MAKE IT SIMPLE.

AND THE THING IS, IS WITH THE LEGISLATURE, IT'S NOT GOING TO BE LIKE OVERNIGHT.

THEY'LL BE LIKE, WE'LL GO FROM WHAT YOU'RE FUNDED NOW TO.

I MEAN, PART OF IT YOU AND I HAVE SEEN THAT PROTOTYPICAL SCHOOL MODEL.

TEACHERS ARE AVAILABLE BEFORE AND AFTER SCHOOL.
